2. The purpose of the activity is to create an infrastructure of social services opportunities for persons with disabilities and persons with predictable disabilities (people who have a disease or injury induced effects of the functional limitations that can lead to disability, if is not made the necessary treatment and rehabilitation services), improving social services, diversity, accessibility and quality, and the system of State aid for the disabled, persons with Visual and hearing impairments.
3. the purpose of the activity reaches the implementation of this provision in paragraph 5 that the eligible operations and execution of the following indicators: monitoring outcome indicators 3.1, if implemented within the framework of the project, which will create the infrastructure of social services opportunities to persons with hearing impairments, the two social rehabilitation centers for persons with hearing disabilities (one of Riga planning region, one in the region of Kurzeme);
3.2. outcome indicators when implementing the project, which will create the infrastructure of social services opportunities to persons with visual impairments: 3.2.1. four specialised workshops for persons with visual impairments (one of Riga planning region, one in the region of Kurzeme, Latgale planning region two);
3.2.2. improved accessibility within six days of rehabilitation and centres for persons with visual impairments (two Riga planning region, two in the region of Kurzeme, Latgale planning region two);
3.3. results indicators – supported social services institution made use of the services provided by the personal growth of two percent.
4. activities to target persons with visual impairments and persons with hearing impairments.
5. The project to be supported are the following: 5.1. social rehabilitation centres and equipping their operation and services for individuals with hearing impairments;
5.2. the specialized workshops and fitting their activities and to ensure the provision of services to persons with visual impairments;
5.3. environmental improvement availability of social rehabilitation, and day centres for persons with visual impairments;
5.4. information and publicity measures for the implementation of a project.
6. implement a limited activity in the project application selection.
7. Activity total eligible funding available is 1 330 841 lats, including the European regional development fund and the funding of 1 131 215 dollars, State budget financing 199 626 lats.
II. The responsible authority and the authority of the cooperation activities within 8 responsible authority provides the Ministry of welfare. 9.12. plans and implements public awareness measures for the implementation of projects.
10. the cooperation body is the functional supervision of the responsible authority.
III. requirements for project applicants 11. project applicants may be public organisations whose core activity is the provision of services and support for persons with Visual and hearing impairments, if the public organisation: 11.1 a registered social service provider registry, its aim is to promote the rights of persons with hearing impairments to integration in society, to achieve this aim, it provides social rehabilitation services nationwide, it has regional departments in all planning regions of Latvia It meets the legal requirements of social rehabilitation service provider that provides services to individuals with hearing impairments;
11.2. combines at least 3000 visually impaired, represents and defends the interests of the State, municipalities and other institutions, promotes its members comprehensive rehabilit tion, adaptation and in integration into society, it has territorial units in all the planning regions of Latvia.
12. After the adoption of the draft project, the applicant is the sole European regional development fund, the beneficiary of that agreement with the liaison body for the implementation of a project. Project applicant project does not constitute a partnership. The European regional development fund shall be invested in the beneficiary's property.
13. the maximum eligible European regional development fund is about 85 percent of the total eligible project cost totals.
14. the minimum Project total eligible costs is not limited. 17.8.2. electronically (the project application must be signed with a secure electronic signature pursuant to the electronic movement of regulatory laws and requirements);

18. the competent authority shall register the project application submitted to it on the date of receipt, as well as the identification number. 19. the responsible authority shall have the right to organize a more limited application of additional selection if: 19.1. this rule 16.2. the time limit referred to in subparagraph a of these rules mentioned in paragraph 11 of the applicant does not submit the draft project submissions;
19.2. any of the submitted project applications have been rejected;
19.3. the project submissions are approved for an amount that is less than the rules specified in section 7 activity the total eligible funding available.
V. evaluation of the application of projects 20. activities within the project application submitted to the evaluation provided by the Commission. 21. The Commission shall determine the responsible authorities developed and approved the Statute of the Commission.

24.1.18. or the period of project implementation and cost allocation over the years correspond to the provisions referred to in paragraph 53 of the implementation period of the project;
24.2. eligibility criteria (substantive, financial and eligibility criteria in the implementation):

24.2.1. or the aim of the project contributes to this provision referred to in paragraph 2, the objective of the activity;
24.2.2. or project submission is based on the projected expenditure need;
24.2.3. or project environmental impact assessment;
24.2.4. or project submission, justify the need for the implementation of the project and identifies the challenges (including target groups);
24.2.5. or project submission, the planned project activities as defined in project problem solving;
24.2.6. or in the application of the project results and planned results indicators contribute to the rule laid down in paragraph 3 of the monitoring indicators;
24.2.7. or project submission seeks to ensure the maintenance of the results achieved by the implementation of the project for at least five years;
24.2.8. or the application are defined in the project administration personnel job responsibilities and qualifications requirements;
24.2.9. or project submission reflect existing and planned facilities security;
24.2.10. or project submission reflect project management, monitoring and quality assurance system;
24.2.11. or project planned in the application of publicity and information dissemination activities comply with these regulations, paragraph 55 and 56;
24.2.12. is the project the applicant complies with this provision in paragraph 11.1 or 11.2. requirements the project applicant;
24.2.13. or infrastructure, which provides for the conduct of the European regional development fund contribution, is the property of the applicant of the project;
15.1. quality criteria (specific to the policy implementing the eligibility criteria): 24.3.1. project application include project implementation readiness assessment;
24.3.2. submission of the project includes the implementation of the project risk analysis;
24.3.3. project synergies with European Social Fund support for social rehabilitation services for persons with Visual and hearing impairments, providing targeted, comprehensive and complementary support;
24.3.4. project for the current investment follow-up;
24.3.5. project submissions is provided in the evaluation of alternative investments and offer the most efficient solutions;
24.3.6. project-specific activities, the principle of equal opportunities, in particular by improving accessibility for people with functional disabilities.
25. For this rule 24.3.1. the quality criteria referred to in compliance with the maximum you can get seven points. 27.3. the project provides synergies with European Social Fund support for social rehabilitation services for persons with Visual and hearing impairments, 0 point.
28.24.3.4. These rules the quality criteria referred to in compliance with the maximum you can get five points. Vi. 34. 36. Administrative provisions for the approval of the project application, approval or rejection provided the determining authority along with supporting documents (extract from the minutes of the Commission by Commission decision) within five working days from the date of adoption of the decision must be forwarded to the applicant.
37. the administrative act concerning the application of the project approval, the responsible authority shall contain information on the terms of the contract.
38. the responsible authority shall within five working days after the administrative act was adopted on the application of the project approval shall inform the liaison body. The liaison body shall conclude a contract in accordance with the law establishing procedures for the structural funds and the European Union cohesion fund management in the participating institutions provide the planning document preparation and implementation of these funds. The responsible authority shall send to the liaison body of the administrative provisions for the approval of the project application and two copies of the project approved. 40.2. electronically (for information on the conditions in the decision must be signed with a secure electronic signature pursuant to the electronic movement of regulatory laws and requirements).

43. If the applicant has not provided the administrative act on approval of the application, the project provided the conditions are met, the application shall be deemed to have been rejected. Finding that the administrative act contains the conditions are not met, the responsible authority shall send the draft to the applicant within two working days, following this rule 41. the expiry of the period referred to in paragraph 1.
44. If adopted administrative act to reject the application of the project or the project, the applicant has not fulfilled the administrative act on approval of the application, the project provided the conditions laid down by the responsible authority in addition to the provisions referred to in paragraph 36 of the draft be returned to the applicant or sent by mail to the two projects submitted by the applicant a copy of the application for the project. The responsible authority for the project the applicant project application can be sent electronically if it is presented in paragraph 17.8.2. these provisions.
VII. The project 45. Project eligible costs the following cost plan positions: 45.1. direct costs, or the cost of project implementation the following cost headings: 45.1.1. with the preparation of project related costs;
45.1.2. construction, logistical means and equipment costs;
45.1.3. other project costs;
45.2. indirect costs the following cost headings: 45.2.1. information and publicity costs according to the regulations on the European Regional Development Fund funded project publicity and information measures;
45.2.2. project implementation would cause the value of the materials cost of insurance (apply during project implementation);
45.3. the unexpected costs.
46. This provision 45.1.1. cost referred to in heading includes company costs of supporting the implementation of the project for the preparation of the dossier (including costs associated with the procurement and technical implementation of the projects). If the operator is registered with the State revenue service as beneficiary, eligible employees of the employer are also state social security payment costs.
47. This provision 45.1.2. cost referred to in heading includes the following subdivisions: 29.3. costs of buildings and premises, construction, renovation and strukcij rekon space repair costs;
47.2. the environmental costs of the access rules referred to in paragraph 5.3 below the eligible actions;
47.3. furniture, equipment, hardware and software acquisition costs these rules 5.1 and 5.2 eligible activities referred to in point.
45.1.3.48. This provision referred to the cost line includes the following subdivisions: the cost of procurement of 29.9. implementation costs;
48.2 contract costs. the company's construction and technical development of the project (if it is not designed to project the date of presentation of the application);
48.3. the company's costs of construction, reconstruction, and repairs in the Recon.
49. That rule 28.1. referred to the cost of the position shall not exceed five percent of the total eligible direct project costs. The project cost plan as one expense items, and its previously unplanned spending to cover the costs of the project's eligible direct costs.
50. The value added tax payments are eligible costs depending on whether the project will purchase goods and services received are for taxable or non-taxable transaction or transactions to provide assurance not provided for in the law "on value added tax".
51. funding from the European regional development fund and the applicable state budget resources, referred to in section 7 of these regulations, does not apply a cost: 51.1. not specified in that rule 45, 46, 47, 48 and 50 point or does not comply with the provisions referred to in paragraph 49 of the eligible cost about limits;
51.2. for which the European Regional Development Fund beneficiaries is not undertaken the implementation of project activities (other than those referred to in paragraph 46 of the rules costs) and for which no payments have been made within the time limit laid down in the Treaty.
52. The costs incurred in the implementation of the project in addition to (including project costs incidence of costs), if the European regional development fund are not available to the recipient of that rule 28.1. the costs referred to in (a), the European regional development fund shall be borne by the beneficiaries of their funds.
53. The implementation of the project plan: 53.1. This provision 14.1 above, for this project, no later than 1 July 2011 from the day of conclusion of the contract;
53.2.14.2. these provisions referred to in the project – not more than three years from the date of conclusion of the contract.
54. The project site is the territory of the Republic of Latvia. Project international cooperation does not apply.

55. Implementation of the project, the European regional development fund, the beneficiary of the funding provided by the Commission on 8 December 2006, Regulation (EC) no 1828/2006 laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund and regulations of European Union funds publicity and visual identity requirements laid down by the provision of information and publicity measures.
56. the European regional development fund, the beneficiary of your website on the internet at least once every three months puts up-to-date information on the implementation of the project.
57. the European regional development fund, the beneficiary of this rule 5.1, 5.2 and 5.3 eligible activities referred to in the first purchase for the implementation of a call for competition is made no later than 90 days from the date of this provision in paragraph 31 of the decision or this provision in paragraph 42 of the date of its entry into force.
58. the European regional development fund, the beneficiary according to the regulations on the procedures foreseen in the State budget to fund the European Union funded projects, as well as payment and arrangements for the preparation of declarations of expenditure, the amount specified in the maximum advance payment received pursuant to the provisions of the Treaty.
59. the project is carried out in accordance with the amendments to the regulations establishing procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise.
60. the cooperation of harmonisation in the responsible authority shall submit the draft amendments to the institution, if the changes are related to: 60.1. project objectives;
60.2. the European regional development fund, the requested change;
60.3. the deadline for implementation of the project;
60.4. the project results to be achieved;
37.6. the total eligible costs of the project amount, or to the distribution of programming over the years.
61. within the rules referred to in paragraph 49 of the eligible costs and the amount previously announced cooperation authority, European regional development fund, the beneficiary of the project can be performed: 61.1. reallocation of costs between these rules, 45.1.3 45.1.1 45.1.2.,.,., and bottom 45.2.1 45.2.2. the costs referred to in points positions, not exceeding five percent of the cost positions reallocated the total amount of the eligible cost;
61.2. reallocation of costs between these rules, 46.47 and 48 the costs referred to in paragraph subheadings. This reallocation of costs to this provision, 45.1.2 45.1.1. and 45.1.3. cost referred to under heading, up to 10 percent of the cost of a transferable within the total amount of the eligible cost;
38.1. the cost of these provisions 45.2.1. reallocation referred to under the heading, up to 10 percent of the cost of a transferable within the total amount of the eligible cost;
61.4. reallocation of costs this rule 29.3., 47.2, 47.3, and 30.0 30.0. subheadings referred to in point not exceeding 20 percent of the cost of the total reallocated the eligible cost;
61.5. this rule 49, paragraph reallocation of costs.
