No 76 30) of the European economic area financial instrument and the Norwegian Government in bilateral financial instrument priorities "health" of the individual project submissions open competition regulations Issued under the European economic area financial instrument and the Norwegian Government, the bilateral management of the financial instrument of the law article 18 (3) i. General questions 1. the European economic area financial instrument and the Norwegian Government in bilateral financial instruments (hereinafter – financial instruments) priorities "health" of the individual project (hereinafter draft) submissions open competition (hereinafter referred to as the open competition) regulations that also included the application of individual project evaluation criteria. 2. "health" priority within the co-financing of financial instruments are as follows: 5.1 individual and 60% of project total eligible costs. Except this rule 5.2 and 5.3 in cases referred to in the financial instrument for co-financing does not exceed 60% of the eligible costs of the project. If the activity qualifies as State aid under the business support the Control Act, article 5 of the financial instruments for co-financing shall not exceed the relevant aid intensity laid down in a specific type of support;
up to 85% of the 5.2 individual project total eligible costs. If not less than 15% of the project total eligible costs are financed from the State or local budget funds, the financial instrument for co-financing shall be borne by the rest of the project's eligible costs. If the activity qualifies as State aid under the business support the Control Act, article 5 of the financial instruments for co-financing shall not exceed the relevant aid intensity laid down in a specific type of support;
5.3. up to 85% or above from individual project total eligible costs. The project applicant, which prepared a project to support the associations, foundations, religious organizations or trade union activities can apply for co-financing of both financial instruments at the same time to get more financing, of financial instruments than mentioned in this provision in point 5.1 and 5.2, up to 90%. The project the applicant shall bear the other costs of the project. If the activity qualifies as State aid under the business support the Control Act, article 5 of the financial instruments for co-financing shall not exceed the relevant aid intensity laid down for a particular type of aid. 6. If in the course of the implementation of the project total eligible costs for the project exceeds the maximum approved amount of the eligible cost, the difference shall be borne by the applicant for the project. 7. The Ministry of Finance (hereinafter referred to as national managing authority) provides for the preparation of the application projects of the necessary legislative and financial instruments, guidelines, rules and procedures for the publication of Latvia's homepage on the internet (URwww.eeagrants.lv). 8. Financial instruments the horizontal priorities, as indicated in the project application form (annex 2) in paragraphs 9 and 10, are the following: 13.1. sustainable development (environmental, economic and social);
13.2. gender equality;
13.3. the practice of good governance;
13.4. the bilateral relations. 14. the priority objective of "health" is improving public health in an environment promoting disease prevention and promoting healthy lifestyles, improving health care quality, efficiency and accessibility, as well as promoting public awareness of, and involvement in health promotion activities. 15. the priorities in the "health" and the particular apakšprioritāš subpriority eligible activities are the following: 15.1. mortality and reducing the spread of infectious diseases: 15.1.1. development of micro-organisms and who control, reducing the risk of infection of nozokomiāl;
15.1.2. infectious disease monitoring and control development, improving health care institutions and institutions for the control of the technical and professional capacity as well as promoting mutual cooperation and cross-border opportunities for limiting the spread of infectious diseases;
15.2. with lifestyle related diseases reduction and limitation: 15.2.1. healthy lifestyle promotion measures that focused on healthy eating and physical activity promotion and addictive substances (alcohol, drugs, tobacco) use reduction;
15.2.2. with lifestyle related diseases prevention and development, promoting public awareness of the use of preventive measures in practice;
15.3. the mental health improvement: 15.3.1. a person with mental disabilities outpatient health care development and more accessible, facilitating better possible integration into society and the family;
15.3.2. bias reduction and public awareness and the development of awareness of persons with mental disabilities;
15.4. the health authorities technical and vocational ability: 15.4.1. e-health or information technology and promoting the use of telecommunications in the health sector, improving health care quality, efficiency and accessibility improvement;

15.4.2. elektronizācij health services and development, improving the circulation of information between health care institutions, public authorities and citizens, contributing to the reduction of the digital divide and promoting balanced regional development. 16. the project activities implemented in the Republic of Latvia, as well as the European economic area countries, if so you get priority objectives. 13.6. If the applicant is a municipality, the municipal decision on participation in the project, indicating the total cost of the project, including local government investment projects and pre-financing sources;
21.10. the applicant and project partners (if the project involves the building of a partnership) by proof that the project deliveries, installation, construction, reconstruction, renovation and restoration work will be carried out in project applicant or partner property or owned property that will not be sold or otherwise disposed of for the implementation of the project to completion and a further 10 years, unless the grant agreement concluded provides otherwise;
21.11. If the project is for the purchase of medical equipment, the technical specification of the device project, specifying the device name, specifications and functional requirements description, estimated the number of devices, as well as the reasons for the necessity of the acquisition;
21.12. the project the applicant certifying that the project provided medical device intended to be used with the laws laid down in the approved medical technologies. 22. the following is added to the project application to the project the applicant a certified copy of the document in the language: Latvian 22.1. the institutions rules or the statutes of the institution;
22.2. the applicant and project partners (if the project involves the building of partnership) registration certificate (State scientific institution, Association, Foundation, a religious organisation, the unions and the Corporation);

22.6. where a project is planned for the supply of equipment, one of the following evidence of the ownership of the copies: 22.6.1. Land Registry Department served a copy of the shore (land registry in certificate) for the buildings in which the intended delivery and installation of equipment;
22.6.2. long-term building lease agreement that secured the land for the period from the date of introduction of the project to completion and the next 10 years;
14.1. If the project is planned for rentgendiagnostik or radiation therapy equipment service-a special permit (license) for transactions with radioactive substances or other sources of ionizing radiation in medicine. 23. the project applications shall be accompanied by the following documents in English: 23.1. guarantee letter (certificate) of the project applicant and partner (if the project involves the building of a partnership) in investment projects planned;
23.2. the project application form (annex 2) paragraph 11 of the draft annex referred to by the applicant. If the documents are annexed to a large extent, in English only, containing the summary of essential information. 24. the following is added to the application project, foreign partners, certified documents and their translation into Latvian language: 24.1. a copy of the registration certificate;
24.2. If the partner participates in the financing of the project, the competent national authority certificate (issued not earlier than one month before the date of submission of the application for the project): 24.2.1. proving that a foreign partner is not a tax debt;
24.2.2. confirming that the foreign partner has not been declared insolvent, including not in the rehabilitation process, and is not in the process of liquidation. 25. the project applicant is 20 working days upon notification of project approval, sent to the applicant of the project financial instruments regulatory legislation, submitted in accordance with the procedure laid down in the Ministry: this rule 25.1.8.5. referred to the decision of the credit institution or other financial instruments;
25.2. National officially approved this rule 24.1. referred to;
