Cabinet of Ministers Regulations No. 856 in Riga in 2008 (October 14. No 74 15. §) foreign aircraft pre-flight inspections (inspections) issued in accordance with the law "on the air" to the second part of article 30, article 31, third paragraph, and article 50 of the i. 1.5. requirements for civil aviation personnel that checks of foreign aircraft (SAFA Inspector), and training organizations that make up the SAFA inspectors. 2. 4.5. 6.3. the aircraft operator reports;
6.4. European Union or European economic area Member States report the competent aviation authorities;
6.5. individual complaints. 7. Civil Aviation Agency, having regard to the opinion of the European aviation safety agency requirements and the rules referred to in annex 2 of the test over the course of actions to be undertaken, as well as the test of time and resources, the aircraft States: 7.1. full check-a check in all the SAFA inspection form look work (annex 3) for these positions;

14.2. the second category of non-compliance – the aircraft discrepancy can significantly affect the safety of the aircraft;
14.3. the third category of non-compliance, non-compliance with the aircraft poses an immediate threat to the safety of the aircraft. 15. According to the European aviation safety agency requirements, taking into account the foreign aircraft assigned to inadequacies in the category, the Civil Aviation Agency carries out the following measures: 15.1 for aircraft inspection results orally inform the provision referred to in paragraph 10, as well as those provisions referred to in paragraph 11, a copy of the inspection certificate. These activities are carried out by the Civil Aviation Agency, independent of the results of the inspection;
15.2. If during an inspection revealed a second or third category does not match, the Civil Aviation Agency: 15.2.1 shall inform the captain of the aircraft, the operator, and the operator and the competent authority of the country of registration, the examination of the aircraft revealed no substantial deficiencies;
15.2.2. in line with the air operator and, if necessary, with other provisions in this paragraph 15.2.1. those authorities measures to be taken to correct deficiencies identified in the verification;
15.3. If during the test the open category does not match, the Civil Aviation Agency informs that provision referred to in paragraph 15.2.1. bottom persons and institutions shall immediately send the inspection report to the aircraft, as well as: 15.3.1 determines the operating restrictions (allow the flight under certain weather conditions or in a specific route), under which the aircraft can fly out of the ground by the Republic of Latvia. 15.3.2. requests to prevent inconsistencies before the departure of the aircraft, except when the aircraft is required to make a return to a maintenance base. 16. If the Civil Aviation Agency establishes that the operator could not prevent an examination of the aircraft revealed no matches the SAFA program requirements, this rule 15.3. the order referred to in subparagraph, it shall take a decision to prohibit a foreign aircraft to fly out of the ground by the Republic of Latvia to the prevention of non-compliance, except when the aircraft is required to make a return to a maintenance base. 17. The provisions referred to in paragraph 16 of the exception does not apply if the Civil Aviation Agency finds that it is dangerous to aircraft flight safety under the SAFA programme. 18. 20.2. the airports concerned, each calendar year during the inspections of the aircraft and found discrepancies (separately distinguishing between third-country aircraft);

20.3. the airport concerned in each calendar year of the third-country aircraft flight. 21. Civil Aviation Agency monthly inform the European aviation safety agency of the Republic of Latvia the measures taken during the examination of the non-compliance is detected. 22. the Civil Aviation Agency, the European Commission, other European Union and European economic area Member States or the competent authorities of the European aviation safety agency request that rule 5 and 9 in the report referred to in paragraph 1 and the information contained in the inspection report. 23. As a senior SAFA inspector may order the person who: 31.1. not less than three years has assumed the functions of the SAFA inspectors;
31.2. the last three years has made no fewer than 36 SAFA inspections;
31.3. accredited air operations or monitoring the airworthiness of aircraft;
19.5. at least two foreign languages, including fluent English. 32. in the Republic of Latvia SAFA inspectors training organisation may be a natural or legal person or body that has received the certificate of Civil Aviation Agency for the right to perform SAFE inspector training. 33. for these rules, the certificate referred to in paragraph 32, the training organization shall submit to the Civil Aviation Agency: 33.1. the application specifying the type of training provided, name (first name, last name) and legal (declared);
33.2. the document on the management structure and the planned training of the quality of internal controls;
33.3. the staff list and staff qualifications and work experience supporting documents;
33.4. the document certifying the property right or usage rights to the classroom;
20.8. equipment used in the process of training and equipment list;
20.9. Safa inspectors a detailed plan of training courses. 34. Civil Aviation Agency within 30 days after this Regulation referred to in paragraph 33 of document receipt check the appearance and organization of training capacity to ensure SAFE training of inspectors of the European aviation safety agency requirements. 35. If the documents submitted are not sufficient information for decision, the question of objective Civil Aviation Agency postponed consideration of the issue and inform in writing the training organization. A certificate for the right to perform a SAFA inspectors training is denied if: 38.1. not submitted any of the rules referred to in paragraph 33 of the document;
38.2. Safa training course for inspectors not to comply with the European aviation safety agency requirements. 39. A certificate for the right to perform a SAFA training inspectors are issued for an indefinite period. 40. After the training organization certificate is issued by the Civil Aviation Agency: 24.9. on a regular basis, but not less frequently than once a year the Organization of the training audit;

40.2. According to the Commission of 16 May 2006, Regulation (EC) No 736/2006 on the European Aviation Safety Agency for conducting standardisation inspections may invite the working methods of the European aviation safety agency to carry out the audit of its certified training organization. IV. Closing questions 41. 1.4.2. the noise and emission certificate;
1.4.3. operating manual (with a minimum equipment list) and flight manual performance;
1.4.4. safety equipment;
1.4.5. what equipment you need to make the specific flight including radio and radio navigation equipment;
1.4.6. flight data recording equipment;
1.5. test of the aircraft and its equipment (including aircraft carried out repairs) of Annex 8 to the Convention compliance standards.
