General questions 1. determines: 1.1. procedures implemented by the operational programme" human resources and employment ' priorities "of Appendix 1.1. 1.3. the application of the project evaluation criteria;
1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination. 2. the purpose of the Apakšaktivitāt is in all thematic groups of education to increase the number of specialist tertiary qualifications (doctorate degree) and able to plan, create and implement the production of high technology products as well as products and services with high added value in promoting economic development on the basis of innovation. 3. the purpose of the Apakšaktivitāt achieved in implementing this rule 6, paragraph activities and promoting the achievement of such surveillance indicators: outcome indicators 3.1-1600 doctoral candidates who have received the support of the European Social Fund in the Studio;
3.2. result indicators: 3.2.1.80 per cent of the total PhD doctoral student population in 2007/2008 academic year has received the support of the European Social Fund in the doctoral studies;
3.2.2. at least 50 percent European Social Fund support for the doctoral candidates have received up to august 31, 2015 has got a doctorate degree. 4. the purpose of the group is Apakšaktivitāt PhD, academic staff in higher education institutions. 5. Higher education institution within the meaning of these rules is public or private individuals founded and the University established in the Republic of Latvia, irrespective of its legal status. 6. Project activities have assisted mērķstipendij of doctoral education in all the thematic groups. 7. These rules that mērķstipendij is the financial support granted to doctoral PhD program learning and doctoral degree. 8. Apakšaktivitāt within the implemented projects co-financed from the European Social Fund and the State budget. Maximum co-financing from the European Social Fund has about 85 percent of the total eligible cost of the project. The implementation of the project of national public funding for 15 percent of the project's total eligible cost provided from the State budget funds regardless of the beneficiary's legal status. 10. Apakšaktivitāt implement the project application to the limited selection. The project application selection responsible authority organises two rounds. 11. 12.2. the accumulated data on project submissions under the laws and regulations of the European Union's structural funds and the cohesion fund management information system design and use;
12.3. subject to this provision as referred to in paragraph 87 of the draft amendment;
12.4. the plan and implementation of information activities for the implementation of apakšaktivitāt;

8.5. preparing forecasts of payment and submit it to the paying authority;
13.8. European Social Fund demand forecasts for the current and the following year and shall submit it to the leading authority and the responsible authority;
13.9. checks and confirms the beneficiary's payment request and prepare the Declaration of expenditure;
13.10. provide information about the recipient of the funding agreement or contract enforcement requirements and their enforcement;
13.11. the draft amendments under this rule 86 and 87, paragraph;
13.12. accumulating data on the implementation of the project according to the laws of the European Union's structural funds and the cohesion fund management information system design and use;
13.13. plans and implements public awareness measures on the conclusion of an agreement or contract with the beneficiary. 14. the cooperation body is the functional supervision of the responsible authority. II. Requirements for the project the applicant 15. Project applicant may be higher education institutions that implement one or more doctoral programs in any education thematic group. 16. If the applicant is a private institution of higher education founded, in addition to the provisions of paragraph 15 of these conditions meet the following requirements: 16.1. taxation and State it does not have a social security payment of debts;
16.2. it has not declared a position of maksātn, being wound up and its economic activity is not paused or stopped. 17. the project applicant project can be implemented in cooperation with other higher education institutions, scientific institutions or companies (hereinafter referred to as partners), a co-operation agreement for the doctoral programme. 18. the project minimum total eligible cost is $21084, the maximum eligible cost total is 17570100. 19. The project, subject to the provisions referred to in paragraph 18 of the total eligible cost of the project limits, the higher education institution of the amount of funding available is calculated using the following formula: F = 0.43 x D x T x (A1 + A2)/2, where F-higher education institution of the available funding in local currency;

0.43-factor, calculated in the light of the first submission round of projects available for funding and higher education institutions, the total number of PhD student 2007/2008 academic year, and provides financial support for tendering procedures;
D – number of PhDs in the relevant higher education institution in the 2007/2008 academic year;
T – the maximum duration of financial support in the years one doctoral student;
A1 – the maximum amount of financial support for one 1 or 2 course for doctoral candidates in the year in dollars, calculated by adding those provisions to one rate 1 or 2 year doctoral student in mērķstipendij costs, Dr. foreman's annual remuneration for the work of one of the three, including the employer's national compulsory social insurance contributions, and one PhD student per year planned PhD quality support measures;
A2-the maximum amount of financial support for one course or 3 PhD degree applicants per year in dollars, calculated by adding those provisions to one of the PhD course or 3 degree applicant in mērķstipendij annual cost, Dr. foreman's annual remuneration for the work of one of the three, including the employer's national compulsory social insurance contributions, and one PhD student per year planned PhD quality support activity costs. 20. the applicant may submit a draft project submissions for less funding than calculated in the institution of higher education in accordance with the provisions referred to in point 19 of the formula. III. Project preparation and submission of the application 21. the responsible authority shall, not later than 40 working days from the date of entry into force of the provisions sent to the call for submission of projects (hereinafter referred to as the notice) the first application round project. The second application round project to the responsible authority shall send the invitation no later than 31 December 2010. The invitation sent to the applicant that the project complies with this provision in point 15. 22. The invitation shall: 22.1. the relevant round of funding available for the project, the allowable minimum and maximum total amount of the eligible costs and the higher education institution calculates the available funding conditions according to this provision, paragraph 19;
22.2. the project submission deadline, which is not shorter than 20 working days from the date of dispatch of the invitation;
22.3. the application of the project site and order;
22.4. the website which published the application to be used for the preparation of project documents;
22.5. any other information that the responsible authority considers it necessary to specify in the call. 23. the project applicant project application submitted, subject to the following requirements: 23.1. single project application selection round allowed to submit one project submission;
23.2. the project application form a completed project application form (annex 1) and the following annexes: 23.2.1. This provision of the Charter, paragraph 69 or its project, drawn up in accordance with the provisions laid down in paragraph 70 of the requirements;

23.2.4. applicant and project partners signed a protocol of intent on the project within the planned cooperation between doctoral programmes;
23.2.5. the provisions referred to in paragraph 17 of the draft cooperation agreement on cooperation in doctoral programmes, specifying the responsibilities of partners and the rights, as well as the planned payment arrangements;
23.2.6. project applicant questionnaire-application of value added tax in accordance with the laws and regulations on the procedures for issuing and verifying the information on the application of value added tax to the European Union within the framework of the projects co-financed by the structural funds and take a decision on the inclusion of value added tax to the project-related costs;
23.2.7. project financing plan drawn up by the applicant of the project the national budgetary authorities in accordance with the classification of the expenditure of the budget in the economic category (where the applicant is a public body) (annex 2);
23.3. the project application to the institution of the applicant, the signature of the project manager or his authorized person, and the project is added to the application. 24. the applicant shall present the draft project submissions, subject to the following requirements: 24.1. project submission prepared into Latvian language and complete all the project submission form section;
24.2. the project of the copy of the application to fully comply with the original copy of the application for the project;
24.3. the original copy of the application for the project, and the copies are cauršūt (through auklot), pages numbered, and all documents are presented in a law on the development and design of a document in the order;
15.2. the project submission form section, subsection and their names do not change and do not delete;

24.7. ensure compliance with the contents of the application of the draft of this provision in paragraph 36 of the eligibility criteria and the provisions referred to in paragraph 37 of the quality criteria;

25.2. the electronic document, signed with a secure electronic signature with time-stamp and certified according to the laws and regulations on electronic document design. 26. paragraph 22 of these rules with the invitation in the specified project to the application date is the last day when the project applicant project application may be made in person, by mail or electronically send: 26.1. If the application is sent by mail, on the date of submission shall be considered in the specified postmark date of dispatch;
26.2. If the application is submitted electronically, the filing shall be deemed to be the time when it is sent by electronic mail or using the authorities held a special online form. In the event of a dispute, the applicant can demonstrate that the project application is sent before the actual submission deadline. If the responsible authority submits that the application is received, it justifies this claim;

16.3. If the project application submitted personally, on the filing date shall be deemed the responsible authority specified in the date and time of receipt. 27. the responsible authority shall record the receipt of project submissions a day. Proof of receipt of the application, the project authority in charge of the project to the applicant personally immediately or within 10 working days from submission of the application the project expiry date, by post or in electronic form, electronic document signed with a secure electronic signature according to the regulations on electronic document design. 35.6. the project proposal is submitted in paper form to the required application of the project the number of copies (one original and two copies), the original and the copy of the application is cauršūt (caurauklot) or in the electronic form of a document signed with a secure electronic signature and confirm with the time stamp according to the regulations on electronic document design;
22.2. the project application is signed by the project head of the institution to the applicant or his authorised person;
22.2. the project application is accompanied by all these rules 23.2. annexes referred to;
22.3. the period of project implementation and cost allocation over the years correspond to the provisions referred to in paragraph 84 of the project implementation period;
35.10. the project required in the application of the European Social Fund co-financing and the total eligible costs indicated in lats;
35.11. the project required in the application of the European Social Fund co-financing shall not exceed the provisions mentioned in paragraph 9 of the allowable co-financing;
35.12. project submissions requested in total eligible cost of which is not less than that referred to in paragraph 18 of the rules of the minimum amount of eligible costs and do not exceed this provision referred to in paragraph 18, the maximum amount of the eligible cost;
35.13. application of the project eligible costs over the years specified in full in the arithmetic right and meet the budget totals listed in the summary;
69.35. the application of the project eligible positions corresponds to 52. these provisions referred to in paragraph 64 and eligible costs;
35.15. project planned in the application costs do not exceed that rule 53, 61 and 62. referred to cost constraints. 36. The eligibility criteria (projects of the applicant and project eligibility criteria application) are the following: 36.1. the project applicant is this provision referred to in paragraph 15 of the institution;
36.2. the aim of the project comply with the rules referred to in paragraph 2, the purpose of the apakšaktivitāt;
36.3. the project supported activities meet the provisions referred to in paragraph 6 to the operation supported;
36.4. the project application is defined in the problem addressed and justified the chosen target group needs;
22.7. the submission of the project and the planned activities provide the problem and define target groups needs are met;
22.7. the project activities are clearly defined, proportionate with the planned time schedule for implementation and ensure the planned results;
22.8. the application of the project results and the planned figures are accurately defined and measurable (reachable results are specified in units with specific values);
22.9. the expected results for the project and their indicators contribute to this rule 3.1. outcome indicators referred to in subparagraph a;
22.9. the project application describes the project management, implementation, and monitoring system and the required resources (in the number of staff involved, qualifications and responsibilities, the facilities available) and they are appropriate to the needs of the project;
36.10. project application is justified, as it will ensure the sustainability of the results achieved and maintenance after completion of the project;
36.11. project costs indicated in the application corresponds to the period of project implementation, it is necessary and reasonable to achieve project results and the implementation of the planned activities;
36.12. project planned in the publicity and information dissemination activities comply with the European Union's structural funds and the cohesion fund projects in the implementation of the publicity requirements. 37. quality criteria (specific horizontal priorities and eligibility criteria) are as follows: 37.1. higher education institution capacity doctoral programmes-doctoral student number in the 2007/2008 academic year: 37.1.1. more than 210 student (five points);
37.1.2. from 151 to 210 undergraduate (four points);
37.1.3. from 91 to 150 undergraduate (three points);
37.1.4. from 31 to 90 student (two points);
37.1.5.1 to 30 undergraduate (one point);
37.1.6. no student (0);
37.2. higher education institutions academic staff potential doctoral programmes – Professor and Associate Professor number 2007/2008 academic year: more than 150 37.2.1. professors and associate professors (five points);
37.2.2. from 101 to 150 professors and associate professors (four points);
37.2.3. from 61 to 100 professors and associate professors (three points);
37.2.4. from 31 to 60 professors and associate professors (two points);
37.2.5.1 to 30 professors and associate professors (one point);
37.2.6. There are no professors and associate professors (0);
37.3. higher education institutions implement a doctoral programme efficiency – doctoral degree got in the 2006/2007 academic year to doctoral programs, the number of people in imatrikulēt in the 2003/2004 academic year (expressed as a percentage): more than 40 percent of 37.3.1. (five points);
37.3.2. from 20 to 40 percent (three points);
37.3.3. less than 20 percent (one point);
37.4. European Social Fund aid effectiveness-planned doctoral degree got the number against the planned European Social Fund, the number of beneficiaries of the doctoral programmes (expressed as a percentage): more than 75 percent 37.4.1. (five points);

23.4. the project application it is intended that the project takes place in cooperation with other institutions of higher education or scientific institutes in doctoral programmes: 37.6.1. project applicant already has developed and operates a cooperative mechanism, which provides for research managers to attract the leading research scientists or academic staff, including from other scientific institutes or foreign universities or commercial companies, and is intended for the continuation of cooperation in the implementation of the project (five points);
37.6.2. the project is designed to attract the application of one or more scientific Institute or company and is expected to conclude a cooperation agreement, with the intention of demonstrating it (three points);
37.6.3. the project is designed to attract the application of one or more higher education institutions and are intended to conclude a cooperation agreement, with the intention of demonstrating it (one point);
37.6.4. project information is specified in the application for the planned cooperation (0);
37.7. project application is intended for doctoral studies in the research part of the implement in cooperation with scientific institutions, scientific assessment of their potential – international publication quoted (anonymously reviewed scientific periodicals and internationally available databases cited, except for pašcitēšan, scientific publications) in the previous year: 37.7.1. doctoral studies research part intended to implement, in cooperation with scientific institutions, which is more than 0.5 publications to one full time equivalent of working scientists (three points);

23.5. the higher education institutions in the implementation of international cooperation that characterizes the following forms of cooperation: international cooperation agreements, international projects, academic staff exchange, student exchange: 37.8.1. institution of higher education implemented three or four of these forms of cooperation (three points);
37.8.2. higher education institutions are pursuing two of the above forms of cooperation (two points);
37.8.3. higher education institutions shall implement one of the following forms of cooperation (one point);
37.8.4. institution of higher education is not one of the above forms of cooperation (1);
23.5. the competitiveness of higher education institutions in the international academic environment, characterized by the following indicators: the basic associated foreign academic staff, foreign student association, graduate programmes in foreign languages: 37.9.1. higher education institution fulfils all three of those international competitiveness indicators (three points);
37.9.2. higher education institution fulfils two of the listed international competitiveness indicators (two points);
37.9.3. higher education institution performs one of the following indicators of international competitiveness (one point);
37.9.4. institution of higher education is not one of the mentioned international competitiveness indicators (0);
37.10. the project's contribution to higher education institutions or institutions innovative capacity building: 37.10.1. project facilitates technology transfer and commercialization capabilities of raising a number of higher education institutions (three points);
37.10.2. the project promotes technology transfer and commercialization capabilities increases the individual field of study (two points);
37.10.3. the project promotes technology transfer and commercialization capabilities of raising individual study programs (one point);
37.11. project risks (cost, low incidence of academic personnel, scarce in doctoral study, the number of reflektant people, the lack of academic or scientific capacity, student reduction and other risks) evaluation: 37.11.1. project application is assessed potential risks, developed action plans for all identified for the elimination or reduction of risks (three points);

37.14. projected effects of the project on information society: 37.14.1 horizontal priority. the project involves support for doctoral studies in the field of information technology, as well as increase the doctoral degree got the information technology courses (two points);
37.14.2. the project involves support for doctoral studies in the field of information technology, without increasing the doctoral degree got the information technology courses (one point);
37.14.3. the project is not intended to support of doctoral studies in the field of information technology (0). 38.
