Cabinet of Ministers Regulations No. 881 Riga 2008 October 21 (pr. No 75 63. §) rules on "operational programme human resources and employment ' 1.1.2.1.1. in Appendix apakšaktivitāt" support for Masters programmes "Issued under the European Union's structural and cohesion funds act 18 paragraph 10 of article i. General questions 1. determines: 1.1. procedures implemented by the operational programme" human resources and employment ' priorities "of Appendix 1.1. 1.2. the requirements for the project of the European Social Fund (hereinafter the project) to the applicant;
1.3. the application of the project evaluation criteria;
1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination. 2. 6.1.2. the engineering, manufacturing and construction;
6.1.3. Agriculture;
6.2. thematic area: 6.2.1. health care;
6.2.2. environmental protection;
6.2.3. transport services;
6.2.4. art (interdisciplinary studies). 7. Activity total public funding available is $9150556, consisting of the European Social Fund co-financing 7804604 lats and national public financial volume 1345952 lats. 12. The maximum co-financing from the European Social Fund has about 85 percent of the total eligible cost of the project. The implementation of the project of national public funding for 15 percent of the project's total eligible cost provided from the State budget funds regardless of the beneficiary's legal status. 13. the activities implemented in the project application to the limited selection in a way that the responsible authority organises two rounds. 14. the first activity the project application selection round of the total public funding available is 7350000. The applicant and the project partner of the cooperation agreement concluded between masters courses. 18. the project minimum total eligible cost is lats, maximum 17570 eligible cost total is $4919628. 19. The project, subject to the provisions referred to in paragraph 18 of the total eligible cost of the project limits, the higher education institution of the amount of funding available is calculated using the following formula: Fi = M x A x T x 0.27 that Fi-available funding higher education institution (ls);

III. Project preparation and submission of the application 21. the responsible authority shall, not later than 40 working days from the entry into force of this provision sends a call for project applications (hereinafter referred to as the notice) the first application round project. 23.3. the project application to the institution of the applicant, the signature of the project manager or his authorized person, and the project is added to the application. 24. the applicant shall present the draft project submissions, subject to the following requirements: 24.1. project submission prepared into Latvian language and complete all the project submission form section;
24.2. the project submission complies with a copy of the original copy of the application for the project;
24.3. the project application and copies the original is cauršūt (caurauklot), pages numbered and all documents presented under the laws and regulations on the development and design of a document;

35.6. the project application has been submitted according to the requirements – in paper form (filed the required number of copies of the application for the project, the original and copies of the application are cauršūt (caurauklot)) or electronic form, a document signed with a secure electronic signature and confirm with the time stamp according to the regulations on electronic document design;
22.2. the project application is signed by the project head of the institution to the applicant or his authorised person;
22.2. the project application is accompanied by all these rules 23.2. annexes referred to;
22.3. the period of project implementation and cost allocation over the years correspond to the provisions referred to in paragraph 74 of the project implementation period;
35.10. project requested co-financing from the European Social Fund and the total eligible costs indicated in lats;
35.11. the project required in the application of the European Social Fund līdzfinan volume not exceeding the provision referred to in paragraph 12 of the allowable amount of co-financing;
35.12. project submissions requested in total eligible cost of which is not less than that referred to in paragraph 18 of the rules of the minimum amount of eligible costs and do not exceed this provision referred to in paragraph 18, the maximum amount of the eligible cost;

22.7. the project activities are clearly defined, proportionate with the planned time schedule for implementation and ensure the planned results;
22.8. the application of the project results and the planned figures are accurately defined and measurable (reachable results are specified in units with specific values);
22.9. the expected results for the project and their indicators contribute to the rules referred to in paragraph 3 of the outcome indicator;
22.9. the project application describes the project management, implementation, and monitoring system and the required resources (in the number of staff involved, qualifications and responsibilities, the available material and technical base), and they are appropriate to the needs of the project;
36.10. project application is justified, as it will ensure the sustainability of the results achieved and maintenance after completion of the project;
36.11. project costs indicated in the application corresponds to the implementation period of the project Pro, they are necessary and reasonable to achieve project results and the implementation of the planned activities;
36.12. project planned in the publicity and information dissemination activities comply with the European Union's structural funds, the Cohesion Fund and project implementation in the publicity requirements. 37. quality criteria (specific horizontal priorities and eligibility criteria) are as follows: 37.1. higher education institutions in the capacity of masters of the priority programmes – the student number full time masters Pro in particular in the priority education programmes in the areas of thematic groups and the 2007/2008 academic year: 37.1.1. more than 550 (five points);

37.2.4. from 31 to 60 (two points);
37.2.5. from 1 to 30 (one point);
37.2.6. no (0);
37.3. higher education institutions implement the Masters program effectiveness – master's degree acquired in relation to the number of master's study programmes imatrikulēt persons (expressed as a percentage): more than 80 percent of 37.3.1. (five points);
37.3.2. from 60 to 80 per cent (three points);
37.3.3. less than 60 percent (one point);
37.4. European Social Fund aid effectiveness-planned master's degree acquired in relation to the number of planned European Social Fund, the number of beneficiaries of the Masters courses (expressed as a percentage): more than 97 percent 37.4.1. (five points);

37.5. the project application demonstrates Association (complementary positive effect) by the European regional development fund investment in higher education programs and science infrastructure upgrades: 37.5.1. are complementary impact (two points);

23.4. the project application it is intended that the project takes place in cooperation with other higher education institutions or research institutes Masters programmes:

23.5. the competitiveness of higher education institutions in the international academic environment, characterized by the following indicators: the basic associated foreign academic staff, foreign student association, graduate programmes in foreign languages: 37.8.1. higher education institution fulfils all three of those international competitiveness indicators (three points);
37.8.2. higher education institution fulfils two of the listed international competitiveness indicators (two points);
37.8.3. higher education institution performs one of the following indicators of international competitiveness (one point);
37.8.4. institution of higher education is not one of the mentioned international competitiveness indicators (0);
23.5. the project's contribution to higher education institutions or institutions innovative capacity building: 37.9.1. project facilitates technology transfer and commercialization capabilities in relation to the promotion of several higher education institutions (three points);
37.9.2. the project promotes technology transfer and commercialization capabilities increase, in respect of certain directions of study (two points);
37.9.3. the project promotes technology transfer and commercialization capabilities in the promotion of individual study programs (one point);

assessment of compliance with 40.3. any of these rules, 37.4, 23.4 23.1..., 37.12. quality criteria referred to by less than one point or in compliance with this rating rule 37.10. the quality criteria referred to received less than two points;

VII. Project implementation conditions 60.
