General questions 1. determines the order in which the State and the European Union support for the development of the draft fisheries open submission contest in the form of the action programme of the European Fisheries Fund for the implementation of aid in Latvia 2007-2013 priority axis 3 "measures of common interest" action "joint action" 1. activity "investment in the production, processing or marketing equipment and infrastructure" (hereinafter measure).
2. objective of the measure is to support investments in the production, processing or marketing equipment and infrastructure, the implementation of which is available to a wider circle of representatives of the fishing industry, compared to the measures normally taken to implement their interests operator.
3. Support the applicant login conditions, the project application selection and evaluation, decision making, contract and to request the public funding determined by law for State and European Union aid for rural and fishery development projects open submission contest.
 
II. conditions of eligibility and application procedures of the implementation of the action 4 of the place is the territory of Latvia.

7. Measure supports investment in aquaculture, fish processing and recycling equipment and infrastructure.

9. If the Association shall be eligible for support: 9.1. application project, which the eligible cost is the lower of 70 000 LVL, accompanied by the cash flow statement per month project in the year of application, the subsequent years up to the end of the project, and a year after the implementation of the project. Cash flow cash balance at the end of each month is a positive. 9.2. the project application, the amount of the eligible costs are at least 70 000 LVL, in addition to the provisions referred to in point 9.1. cash flow statement shall be accompanied by information about the society: 9.2.1:9.2.1.1. Description of the current activities, including the activities of the members;
9.2.1.2. cooperation with partners and the relationship to other projects;
9.2.2. the planned project: 9.2.2.1. industry analysis;
9.2.2.2. of the strengths and weaknesses, opportunities, and threats analysis;
9.2.2.3. for the implementation of the project required resources and their justification;
9.2.2.4. beneficiaries;
9.2.2.5. deadlines for the implementation of the project (by stages);
9.2.2.6. cash flow items of revenue and expenditure of the Community body of analysis.
10. If eligible for support local or national authority, the project submission adds: 10.1 the project cash flow statement per month project in the year of application, the subsequent years up to the end of the project, and a year after the implementation of the project. 11. 11.1.4. list of members of the society, including their scope;
11.1.5. Executive Board of the society approved the decision on the implementation of the project, showing total project cost and financing sources;
11.1.6. annual report (complete set) for the certified copy (show orig. MSG in the method) for the last year concluded in accordance with the law of associations and foundations, which is the State revenue service tag or an acknowledgement of receipt. If the applicant does not submit the relevant documents, Field support services to obtain the administrative procedure law;
11.1.7. inquiries from credit institutions, leasing companies or credit unions about the willingness to consider granting, if the project will take credit (certificate showing the creditor and the borrower's property and the loan amount). If the project intends to invest private or any other money funds, the support, the applicant shall submit the supporting documents which prove the availability of funds;
11.1.8. State revenue service certificate of tax payment (issued not earlier than one month prior to the application of the project). If the applicant does not submit the said certified statement, the rural support service to obtain the administrative procedure law;
11.2. If the applicant is a local authority: 11.2.1. the project submission (annex 1) two copies, including cash flow statement and the information in accordance with paragraph 10 of these rules (including electronically);
11.2.2. the local Government Council (Council) decision about participating in the project, showing total project cost and financing sources. If you plan to take the loan, the loan notes withdrawal timetable;
11.3. If the applicant is a public body: 11.3.1. application of the project (annex 1) two copies, including cash flow statement and the information in accordance with paragraph 10 of these rules (including electronically);
11.3.2. the appropriate authorities of the decision on the participation in the project, showing total project cost and financing sources;
11.3.3. annual report (complete set) for the certified copy (the original show) for the last year, signed in accordance with the law on budget and financial management, which is the State revenue service tag or an acknowledgement of receipt. If the applicant does not submit the relevant documents, Field support services to obtain the administrative procedure law.
12. in addition to these regulations, or 11.2 11.3 11.1. documents referred to support the applicant shall: 12.1. purchasing fixed assets – land registry Department issued 50 inscription (certified copy (the original show)) or the land registry certificate of real estate (certified copy (the original show)), or in the land register the long-term lease contract (certified copy (the original show)) about the real estate in which to implement the project. 12.2. If designed for new construction or reconstruction, in addition to: 12.2.1. 12.2.2. If the submission is not approved in the technical project-planning and architectural task (certified copy (the original show)) and the national environmental service provided by the technical regulations (certified copy (the original show)), if necessary according to the rules of procedure, the regional environmental authority to issue technical rules for the operation, which does not require an environmental impact assessment;
12.2.3. If for a simplified reconstruction – together with the project application submitted confirmation card and a seed documentation (certified copies (the original show)). Seed documentation developed under construction regulatory laws and the relevant local government binding rules;

12.2.4. accept the construction of the technical design stage or its certified copy (the original show), if the date is confirmed in the technical design;
12.2.5. purchase building materials, accept a construction (technical design stage) or its certified copy (the original show), but if a simplified reconstruction, — support them, drawn up by the applicant;
12.2.6. building permits (certified copy (the original show)), if the date is confirmed in the technical design;
12.2.7. If the project is for the European Union's protected area Natura 2000 environmental monitoring – national Office (certified copy (the original show)) of the environmental impact assessment final report or decision (certified copy (the original show)) of the environmental impact assessment procedure is not applied, or opinion (certified copy (the original show)) on the impact of the activities of European interest specially protected natural areas (Natura 2000), which is required for the implementation of environmental impact assessment;
12.3. the procurement procedure of the supporting documents in accordance with the laws of the vajiem in normat procurement procedure. To qualify for funding for new construction or reconstruction, construction and purchase documents submitted with the application for the project or within six months after the conclusion of the contract between the support and the support of the applicant.
13. the rural support service project submissions are structured according to the project selection criteria (annex 2) rating for the number of points gained. III. Public funding of about 15 national authority of public funding is 100% of the eligible costs of the project. IV. Eligible and ineligible costs 17. Public funding is granted only for the project contained in the submissions mentioned in these rules eligible costs. The project for the attributable costs meet real market cost.
18. Measure to the following eligible costs: 18.1. in relation to fisheries production processing or processing: 18.1.1. new construction and reconstruction costs, on the basis of contracts with third parties, responsible for carrying out the work, but not exceeding the provision referred to in paragraph 21;
18.1.2. the purchase of building materials based on the accepted technical projects, submitted together with the application, the project provided a simplified reconstruction, based on the support, drawn up by the applicant, but not exceeding the provision referred to in paragraph 21;
18.1.3. new fixed assets (machinery, equipment and installations) purchase and installation: 18.1.3.1. primary fisheries production and storage teh NIC, facilities and equipment, including the cold technique and equipment, and the means were cabinets;
18.1.3.2. laboratory and quality control techniques and equipment;
18.1.3.3. washing, disinfection technique and equipment;
18.1.3.4. required energy equipment and appliances, including heating and ventilation techniques and equipment;
18.1.3.5. the necessary water supply and sewage, waste water and waste gas treatment and water recirculation facilities and equipment;
18.1.3.6. cargo lifting and handling machinery and equipment;
18.1.3.7. equipment and technique for fish processing by-products and waste collection and transport;
18.1.3.8. specialist transport of production technique that provides veterinary and hygiene requirements conditions;
18.2. in the context of aquaculture production: 18.2.1. new construction and reconstruction costs, on the basis of contracts with third parties, responsible for carrying out the work, but not exceeding the provision referred to in paragraph 21 cost: 18.2.1.1. aquaculture animal breeding and incubation of a workshop building and reconstruction of the existing shop;
18.2.1.2. other new construction or reconstruction of the premises, except for the construction of the waterworks or reconstruction;
18.2.2. new construction materials under technical projects;
18.2.3. the technological equipment and installations and with the objective of the project, including computer equipment;
18.2.4. purchase of specialised computer software production process management and control;
18.2.5. fish storage chamber building and purchase equipment, implements, cold, ice making equipment and installations and Setup;
18.2.6. laboratory and quality control equipment and installations and Setup;
18.2.7. fish feeder equipped floating devices and boat purchases Cates responded to the objective of the project;
18.2.8. water recirculation systems equipment and installations and Setup;
18.2.9. water supply and its level adjustment and reconstruction of the installation;

18.2.11. implements acquisition activity;
18.2.12. specialist transport purchase live fish;
18.3. General costs (including architects, engineers and consultants, legal services, feasibility study, obtaining of patents and licences), not more than 8% from 18.1. these provisions and 18.2 below. costs referred to in paragraph 1.
19. The society may be eligible only to support this rule 18.1, 18.2.5.,.,., 18.2.10 18.2.6 18.2.11., and 18.3 18.2.12. eligible costs referred to in point. The support for each of the eligible cost used by several members of the society.
20. If the applicant does not provide public funding for installation, it is to be installed and put into service according to the regulations for installation and use procedures. Public funding for equipment receives only after the commissioning of the said fact and the relevant supporting documents in the field support service.

22. 23. If the project for the construction or reconstruction costs for the respective type of construction exceeds the maximum eligible costs, the cost difference shall be borne by the tenderer in full support.

25. For the eligible costs the following directly to production cost, clouded nesais if their amount does not exceed 30% of the total eligible cost of construction: 25.1. Administrative space construction or reconstruction;
25.2. guarding and passes the room;

6. improvement of the territory, including the territory of asphalt paving or other covering, lawn installation, external lighting and the construction of the fence.
26. Public funding shall be paid only for goods that are purchased supports the applicant's property. When buying goods on the installment, on those public funds paid only when they have become a support applicant's property.
27. in the event of such costs do not apply where the applicant for a project in support of the application shall not include:

27.1. bank interest payments, charges for financial transactions, foreign exchange commissions and losses due to currency fluctuations;
27.2. fines, penalties, interest on arrears and costs;
27.3. the subcontracting, which increases the cost of the project, but does not add value to the project and the fee is fixed as a percentage of the total cost of the project;
27.4. the costs associated with the supply of any services or work for which there is no appropriate procurement procedures carried out in accordance with the laws and regulations on the application of the procurement procedure;
17.1. the maintenance costs;
17.1. the maintenance, spare parts and operating costs;
17.2. the remuneration of personnel;
17.3. General-purpose vehicle cost;
17.3. the purchase of property or shares;
27.10. investments relating to production for profit and the retail trade;
27.11. costs in excess of the market price, and the unfinished work;
27.12. the other costs that are not eligible under Council 2006.ga da July 27 Regulation (EC) no 1198/2006 on the European Fisheries Fund and the Commission on 26 March 2007, Regulation (EC) No 498/2007 laying down detailed rules for the implementation of Council Regulation (EC) no 1198/2006 on the European Fisheries Fund.
