No 80 35) procedures for granting national and European Union aid for rural development measures in the form of compensation payments "to support young farmers" Issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determines the State and the support of the European Union (hereinafter referred to as aid) procedure for the "young farmers" (hereinafter measure). 2. Login support, project submission evaluation, decision, conclusion of the contract and reporting in accordance with the legislation of the country in normat vajiem and European Union aid for rural and fishery development in the form of compensation payments. 3. project implementation and public funding requests in accordance with the legislation of the country in normat vajiem and European Union aid for rural and fishery development projects open submission contest. 4. the objective of the measure is to promote the involvement of young people standing in the Treaty establishing the European Community listed in annex I to the unprocessed field farm products, excluding fishery products, production, to promote the establishment of economically viable holdings or takeovers and in parallel, ensure the rejuvenation of the labour force in the agricultural sector. II. conditions for the receipt of Aid, the nature and extent of the implementation of the action point 5 is Latvia's rural areas. 6. Rural area within the meaning of this provision are: 6.1. up to 30 June 2009, the entire territory of Latvia, except which made the city and the administrative center of the District of the city. On the territory of the constitutes rural district in the administrative center of the city to a rural area;
6.2. starting on July 1, 2009, the entire territory of Latvia, except Republican city and County territorial units-cities that have more than 5000 inhabitants (1. Annex table 2). 10.5. the third commitment year: 10.5.1. save take over farms net change in agricultural activity, not including subsidies paid as national or European Union support for agriculture and rural development, the current level, at least compared with the login provided last year closed accounts or annual income statement, but not less than 10 000 lats – supports applicants who are taking over the holding.
10.5.2. achieved net sales of agricultural activity, not including subsidies paid as national or European Union aid from Germany's vanity and rural development, at least 10 000 lats – supports applicants who establish a farm. 11. Economic viability is positive cash flow review project implementation years and years after the implementation of the project. If the applicant meets the requirements set out in these provisions and for his project a positive decision adopted according to the laws of the State of the European Union and the granting of aid for rural development and fisheries compensation payments in the form of the field support service with the construction contract saimn for the granting of the aid. 14. Measure is compensated for such investments: 14.1 the new production of fixed assets (including the information technology strategy and software) acquisition and installation, provided that the provisions referred to in paragraph 4 of the agricultural production (including the output of the packaging): 14.1.1. agricultural implements;
14.1.2. soil processing machinery and equipment, including the Elimination of stones;
14.1.3. sowing technique and equipment;
14.1.4. harvesting techniques and equipment, including the forage harvesting and grinding technique and equipment;
14.1.5. volume, plantation care techniques and equipment, including the use of fertilisers, plant protection and irrigation techniques and equipment;
14.1.6. load lifting, handling and transportation equipment and facilities;
14.1.7. of primary agricultural production and storage techniques and equipment, including aukstumtehnik and equipment storage and refrigeration Chambers;
14.1.8. seeds and planting material processing technique and equipment;
14.1.9. computerized production management and control technique and equipment (including software), including mobile and stationary weights;
14.1.10. machinery and equipment needed for holding animals, including farm and grazing land equipment, watering, feeding, and grooming of animal fixation technique and equipment;
14.1.11. farm mechanization technique and equipment, including manure storage techniques and mechanization equipment;
14.1.12. milk milking and cooling techniques and equipment;
14.1.13. laboratory and quality control techniques and equipment;
14.1.14. machinery maintenance and repair techniques and equipment for the station, including washing, disinfection techniques and equipment;
14.1.15. energy equipment and appliances, including heating and ventilation techniques and equipment;
14.1.16. water supply and sewage, waste water treatment technique and equipment;
14.1.17. greenhouse technique and equipment;
14.1.18. specialized techniques and equipment needed in the project specific objectives;
14.2. the new building construction and reconstruction of buildings, but not exceeding the costs of the said law on the procedures for granting state aid in the European Union and open project submissions in the form of a competition event "modernisation of agricultural holdings";
14.3. the required purchase of building materials;
14.4. the acquisition of the plant material, intended for permanent installation in fruit plantations (except Strawberry plants);
14.5. the acquisition of agricultural land, up to 10 percent of the project's total investment in the application;

14.6. General costs, including architects, engineers and consultation fees, legal services, the technical-economic justification, patents and licences costs directly related to project preparation or implementation and shall not exceed eight percent of the costs referred to in that rule 14.1, 14.2, 14.3, 14.4, 14.5 and.. in subparagraph;
14.7. one-time costs associated with the installation of equipment to ensure proper operation. 15. Public funding includes all of the objects in the calculation of the costs of construction, including external and internal plumbing, internal and external sewerage, internal and external power supply, ventilation and heating system costs. 16. the aid is paid as a lump sum refund of the premium for the creation of holding 80% of the total 14. these provisions referred to in paragraph 1, the amount of investment that throughout the 2007-2013 period to one support the applicant shall not exceed the equivalent of EUR 50 000 lats. The compensation premium does not exceed EUR 40 000. The aid is paid in dollars after the European Central bank the penultimate rate prior to the month in which the charges are made. 17. at the conclusion of a contract regarding the granting of aid, the beneficiary receives 40% of the project to public funding. The remaining 60% of the aid and the recipient receives the contribution provided for in the contract. Public funding only pay for purchased goods and construction, which is supported by the applicant's property. 19.5. the procurement procedure of the supporting documents. If the project for the period of technical, equipment, facilities, information technology and security program for the purchase of eligible cost amount does not exceed 50 000 lats as well if the construction or reconstruction of the eligible cost for the amount does not exceed 120 000 lats, supports the applicant's application is added to the project description, free-form, indicating the manner in which a given purchase is set low price, and adding information about the entrepreneurs surveyed, advertising booklets and other information proving the impartiality in determining the price. If the aid is intended for the construction or reconstruction, construction and purchase documents submitted with the application for the project or within six months after the submission of the project approval and the field support service and supports the conclusion of the contract of the applicant for the granting of aid;
12.2. this rule 7.2 the applicant referred, which takes over the farm, in addition to submit one of the following documents: 19.6.1. in accordance with the laws and regulations of the prepared the annual accounts of the last closed year review copy (complete set) with the State revenue service mark of receipt. 19.6.2. in accordance with the laws and regulations of people's annual income statement prepared for the annual income declaration and its annex "revenue from operating activities" copy of the last year concluded with the State revenue service mark of receipt. If the Declaration is filed electronically, submit a printout of the State revenue service electronic declaration system, stating that the Declaration is accepted. If the Declaration is sent by mail, submit a copy of the receipt of the registered letter (the original show), if the beneficiary of the aid in accordance with the laws and regulations on the preparation of the annual report did not provide annual accounts;
19.7. for fixed asset acquisition, the land registry Department issued shore writes copy (the original show) or a copy of the certificate of the land on the estate (the original show), or long-term lease, a copy of which is registered in the land registry, if the long-term lease of the said leases shall be not less than seven years from the date of submission of the application (the original show), about the real estate in which the project is intended to install technological equipment;
19.8. in respect of the construction and strukcij projects in addition to rekon submitted: 19.8.1. Land Registry Department 50 issued a copy of the inscription (the original show) or a copy of the certificate of the land (the original show) for the real estate on which or in which envisaged the construction of, or a long term property rent a copy of the contract (the original show), registered in the land registry, if the long-term lease of the said leases shall be not less than seven years from the date of submission of the application;
19.8.2. If by the date of submission is approved, the technical project planning and architectural task copies (the original show);
19.8.3. If for a simplified strukcij, das rekon maps and copies of documentation roadmap (presented in the original), as well as those prepared by the tenderer;
19.8.4. If you purchased materials – accept projects (technical design stage) or a copy of it (the original show);

12.4. If you plan to buy the land, the land of the evaluator, certified land valuation issued receipt. 20. the applicant in the relevant Field support regional agricultural administration shall submit to the State revenue service certificate of tax payment (issued not earlier than one month prior to the application of the project). If the applicant does not submit the said certified statement, the rural support service requests from the State revenue service of the administrative procedure law and timeless. 21. the beneficiary commitment period in accordance with the signed agreement of each year, submit to the rural support service: 21.1. Overview according to annex 4 of these rules (two copies, including electronic, except when the report is prepared and submitted according to the legislation on the design of electronic documents);
21.2. in accordance with the laws and regulations on annual accounts prepare last year concluded the review copy (complete set) with the State revenue service mark of receipt. If the report is submitted electronically, submit a printout of the State revenue service electronic declaration system, which shows that the report is adopted. If the report is sent by mail, submit a copy of the receipt of the registered letter (the original show);
21.3. in accordance with the laws and regulations of people's annual income statement prepared for the annual income declaration and its annex "revenue from operating activities" copy of the last year concluded with the State revenue service mark of receipt. If the Declaration is filed electronically, submit a printout of the State revenue service electronic declaration system, stating that the Declaration is accepted. If the Declaration is sent by mail, submit a copy of the receipt of the registered letter (the original show), if the beneficiary of the aid in accordance with the laws and regulations on the preparation of the annual accounts the annual accounts are not provided. 22. After the third year of the commitment, receive a report on the activities undertaken in the previous period, the rural support service to assess compliance with the aims of holding development objectives for project submission 22.1: objectives;
22.2. contribution to compliance with the applicable standards of the European Community;

22.3. get training in agriculture;
