Cabinet of Ministers Regulations No. 972 Riga 2008. on 25 November (pr. No 83 20) road safety audit Issued in accordance with the provisions of the Highway Traffic Act 6 the second subparagraph of article i. General questions 1. down the road safety auditing arrangements for the road project (including construction) and the existing road network. 2. road safety audits (hereinafter referred to as the audit) the goal is to make the road project (including construction) and the road traffic related object construction is developed according to the road user safety requirements to the existing road network and comply with the requirements of road safety, to prevent a potential road traffic accidents. 3. Audit can be conducted institution empowered by law, Cabinet of Ministers regulations, or an order of the Cabinet of Ministers (hereinafter referred to as the authorized institution). The audit involved in no fewer than two road safety auditors (auditor). 4. An Auditor is a person who meets the following requirements: 4.1 has acquired higher education sector or the road traffic management (management) sector;
4.2. at least five years worked in practice, or moderator of the work related to the travel industry or the traffic management sector, and has experience in road design and road accident analysis;
4.3. has received the certificate of the Auditors in the Act, regulations on road safety auditor certification. 5. the notified body shall have the right to engage in other audit professionals. 6. the notified body shall ensure the independence of the audit results of the path audit manager, customer or job roles. II. Audit ordering and organizing Audit is subject to a 7:7.1. road projects (construction), which meets at least one of the following criteria: 7.1.1. with regard to the main national roads: unmodified leg length is at least one kilometer, but if the road distance between the two intersections are less than one kilometre, the less;
7.1.1.2. have at least one crossing;
7.1.1.3. the bicycle path, pedestrian paths, lighting, bridges, toll roads, toll plaza;
7.1.2. in the case of class 1 and 2 national road: 7.1.2.1. leg length is at least two miles, but if the road section at the distance between two intersections is less than two kilometers, the less;
7.1.2.2. There are at least two crossings;
7.1.2.3. have at least one adjustable junction;
7.1.2.4. is bicycle path, pedestrian paths, lighting, bridges, toll roads, toll plaza;
7.1.3. in the case of cities and settlements, maģistrālaj streets: 7.1.3.1. leg length is at least 500 feet, but if the road distance between the two intersections are less than 500 metres, also less;
7.1.3.2. have at least one intersection;
7.1.3.3. is bicycle path, pedestrian paths, pedestrian crossings, lighting, bridges;
7.1.4. in the case of cities and settlements, the city and local streets: 7.1.4.1. leg length is at least 1000 m;
7.1.4.2. There are at least two crossings;
7.1.4.3. have at least one adjustable junction;
7.2. with road traffic related object construction, which meets at least one of the following criteria: 7.2.1 is designed at least 50 parking spaces;
7.2.2. you create a new connection to the main national road or 1. class road, the main street or town;
7.2.3. object adds the lower road (Street), but to a higher road (Street) is made with the object of reconstruction;
7.3. the existing roads that meet at least one House of the following criteria: 7.3.1 if the path is located in Riga and one year have been: 7.3.1.1.16 and more traffic accidents in 500 meters along the road or road section between intersections, or nearest intersection;
7.3.1.2. the six and more traffic accidents with victims ' 500 meters along the road or path between two intersections;
7.3.1.3. the two and the more traffic accidents with death toll 500 meters along the road or road section between intersections, or nearest intersection;
7.3.2. If the path is located in Daugavpils, Rezekne, Ventspils, Liepaja, Valmiera, Jelgava, Jurmala or jekabpils and one year have been: eight more 7.3.2.1. and road accidents in 500-meter section of the road or the road between intersections, or nearest intersection;
7.3.2.2. three or more traffic accidents with victims, 500 meters of road or road section between intersections, or nearest intersection;
7.3.2.3. the two and the more traffic accidents with death toll 500 meter road or road section between intersections, or nearest intersection;
7.3.3. If the path is in the other settlements and one year has occurred: six and more 7.3.3.1. road traffic accident in the 500-meter section of the road or the road between intersections, or nearest intersection;
7.3.3.2. the two and the more traffic accidents with victims, 500 meters of road or road section between intersections, or nearest intersection;
7.3.3.3. the two and the more traffic accidents with death toll 500 meter road or road section between intersections, or nearest intersection;
7.3.4. If the path is outside the populated areas and three years have been: 7.3.4.1 eight and more traffic accidents one kilometer road stage or three or more traffic accidents at intersections;
7.3.4.2. three or more traffic accidents with victims one-kilometer road section or junction of two and more;
7.3.4.3. the two and the more traffic accidents with death toll of one kilometer section of the road or intersection. 8. Audit the client can order audits, even if the criteria value is less than the specified in section 7 of these regulations. 9. Road projects (projects) and the road traffic related object construction requires the following audit phases (in accordance with this rule 17, 18, 19, 20, 21 and 22): 9.1. The trans-European road network roads (E-mark) projects-1., 2., 3., 4. and 5. audit stages;
9.2. the main national road – 1, 2, 3, and 4. audit stages;
9.3. the class 1 State Road 1 and 3 the audit stages;
9.4. class 2-a State Road 3. audit stages;
9.5. the town and locality maģistrālaj streets – 2 and 3 stages of an audit;
9.6. the town and locality of the city and local streets, as well as with road traffic related objects-3. audit stage. 10. Application for authorized institutions, audit orders: 10.1. Designer (a construction developer)-road construction and road traffic related object audit projects;

10.2. the travel manager, travel management exercise, the designer or consultant: 10.2.1. road project (except construction) audit;
10.2.2. the network of existing roads or roads (road) (hereinafter referred to as the current path). 11. before the construction of the road or the road traffic related object audit started a construction Designer (a construction developer) submitted to the Auditors the following materials: 11.1. road or road traffic around a linked object diagrams and plans (scale 1:2500-General schemes and 1:500 – path node);
11.2. the drawings and the construction drawings (scale from 1:500 to 1:200), as well as the standard solutions used item (if any) descriptions of parameters;
11.3. the design task, so the specific requirements;
11.4. the travel manager's data on traffic intensity and composition. 12. Road construction or road traffic related object construction audit course designer (a construction developer) provides Auditors with information about changes in the information related to the construction plan, as well as other projects relating to the designer for the available additional information, if requested by the Auditors. 13. the Travel Manager provides Auditors with the necessary information and materials in road stages of the project, which does not include the amount of the construction plan. 14. prior to the commencement of the road the path audit manager provides Auditors with road traffic data on audited, with the schemes and all the available design data, as well as in the course of the audit provides Auditors with additional information. 15. Audit launch 25 calendar days after receipt of the application, if the audit principal has submitted the required materials. 16. Audit depends on the project, the construction of the road or road and complexity, as well as from the Auditors the necessary number of outings. The duration of the audit are the following: 16.1 road project audit: 16.1.1. the first and second stage – no longer than knee length of project development;
16.1.2. the third stage – from seven working days to one month;
16.1.3. the fourth stage – from 5 to 15 working days;
16.1.4. fifth stage, not more than six months;
16.2. the existing road: 16.2.1 the audit. the maximum period of five working days for one kilometer, but no less than 18 working days for auditing generally roads in urban areas;
16.2.2. not more than three working days for one intersection, but no less than 14 working days for auditing generally roads in urban areas;
16.2.3. not more than two working days for one kilometer, but not less than 16 working days for auditing generally roads outside built-up areas and communities, which is not a city;
16.2.4. not more than three working days for one intersection, but no less than 12 working days to audit overall roads outside built-up areas and localities, not the city. III. Audit scope audit of the project 17 road has five stages. 18. the first stage (probability). 18.5.3. how they will affect the availability of public transport;

18.14. or possible case studies in areas where agriculture can climb on the road. 19. the second stage (arrangements). Auditors examine the path projected horizontal and vertical layout, the placement of a cross and visibility, as well as checks: 19.1. do the first stage of the audit recommendations have been taken into account;

To assess the road construction signs, marking, lights and traffic organisations of other technical element, check the path of the last version of geometric elements, as well as analyzes existing elements on the road and the surrounding countryside from the road safety point of view and check: 20.1. second stage or audit recommendations are taken into account;
20.2. the road cross section: 20.2.1. are they adequate for the traffic situation;

20.3. the lighting poles, traffic lights and other pillars: 20.3.1. compliance with road safety according to the distance to the nearest road or bike path;

20.4.3. or road signs is sufficient and that there are no unnecessary road signs;

20.6.5. or powerful surrounding objects (buildings, courts, sports buildings, paths, ads) lighting can cause problems;

20.6.7. or lighting will be sufficient;
20.7. barriers, railings and hedges: 20.7.1. or bridge pylons, steel poles and sidewalks are cordoned off with barriers and railings, where necessary;
20.7.2. is designed for hedges and pedestrian barriers, which does not allow pedestrians to cross the road in unexpected places, or have barriers mounds on either;
12.9. greenery and trees: 20.8.1. how their location and height affect visibility on the road;
20.8.2. do they impact road sign perception and path lighting;
20.8.3. or they will not increase complications;
20.8.4. or will it stay safe;
20.9. communications and manhole: 20.9.1. whether they are correctly positioned;
20.9.2. are they safe inspection and maintenance;
20.10. road surface: 20.10.1. is used according to the type of coverage;
20.10.2. or in some locations requires special coverage with a high coefficient of adhesion;
20.10.3. or change coverage sites are the road users understand and lead to erroneous or conduct;
20.11. crossings (attachment) with existing roads: 20.11.1. related to the earlier information;

20.13. the road adjacent to the territories signals (ground, rail and water transport) from the road safety point of view. 21. The fourth (pirmsatklāšan) stage. 21.4. public awareness of the respective object commissioning. 22. The fifth (surveillance or monitoring). The audit shall be carried out not earlier than six months after the commissioning of the object, except if the audit principal rightly wants to perform audits in the past. 22.2. or traffic flow speed is as expected;
22.3. or the road standard and equipment appropriate to its function, classification and traffic speed;

22.5. or greenery do not interfere with visibility and obscure road signs;
22.6. the condition of the road surface and roadway signage;
14.1. what condition is the direction indicators;
22.8. the condition of drainage;

22.14. is there a need for additional measures on road safety at pedestrian crossings;

22.16. or lighting meets the requirements. 23. the Authorized institution by agreement with the audit principal audit course may in particular verify: 23.1. unequal meanings crossings;
23.2. with traffic lights controlled intersections;
23.3. roundabouts;
23.4. pedestrian roads and sidewalks with road intersection;
14.6. bicycle paths and pedestrian zones;
14.7. working areas on the road;
23.7. the impact of local improvements to the rest of the road network;
14.8. road safety improvement scheme;
14.9. the speed mode. 24. Depending on the way the breakdown and road construction project or the amount of the audit client determines audit stage necessary number according to paragraph 9 of these regulations. 25. all audit stages are required for the trans-European road network roads (E-mark). 26. the audit of existing roads, the road layout, garenslīpum, šķērskritum, ūdensatvad, downtown, the road surface, the intersection, opportunities for drivers and pedestrians of bicycles, public transport, the conditions of possibility of parking, speed limits, overtaking opportunities, accident statistics in relation to the observed behavior of the driver, road maintenance, work on the road, road signs, road signs, traffic lights, tunnels, bridges, light, greenery, drainage and ūdensatvad devices. IV. Audit opinion 27. it is the duty of the Auditors audit opinion recommendations based on the laws, regulations and technical requirements, as well as audit best practices (including foreign) road users. 28. If the road safety audit opinion is made in the form of electronic documents, auditors shall draw up a road safety audit opinion in triplicate. After signing it audit is considered complete. Auditor opinion within five working days after the completion of the audit shall be submitted to the principal and the Ministry of transport. The third audit shall keep a copy of the opinion of the authorized institution. 29. the path audit of project (construction), the opinion shall be drawn up after each audit stage. 30. Audit opinion contains the following parts: 30.1., in which the declaratory action indicates deficiencies and non-compliance with laws, regulations, and other factors that may affect the safety of road traffic;
30.2. the operative part, which contains the conclusions and, if necessary, make recommendations for correcting the deficiencies found. 31. Audit the client within 30 days after receipt of the opinion of the audit: 31.1. written by authorized institutions and the Ministry of transport of the explanation that the audit recommendations in the opinion is taken into account and which are not taken into account, stating why the recommendation cannot be taken into account;
31.2. If necessary, meet with representatives of the notified body, to explain why the audit recommendations in the opinion is not taken into account. The progress recorded in this appointment. V. responsibility for audit results 32. Audit the customer is obliged to follow the opinion of the audit recommendations. 33. On the road project (construction) audit opinion provided in the implementation of the recommendations or rejection, as well as the consequences of refusal is in charge of the project (construction) contractor, but the path audit opinion provided in the implementation of the recommendations or rejection, as well as the consequences of refusal – Road Manager.
