Cabinet of Ministers Regulations No. 1007 Riga, December 16, 2008 (pr. 93. § 4) the order in which the State budget funding, designed to encourage young people's initiative and participation in decision-making and public life, as well as working with youth under the youth Issued the law article 12 fifth i. General questions 1. determines the order in which the State budget funding, designed to encourage young people's initiative and participation in decision-making and public life, as well as for working with youth.
2. An open design competition for the national budget funding of organized children, family and integration Affairs Ministry (hereinafter referred to as the Ministry).

II. Open project preparation and promulgation of the competition 5. Ministry developed and approved the open design contest rules (hereinafter referred to as the Statute) and the guidelines for the preparation and submission of the project for the implementation of the project, which is a Charter Annex, as well as announcing an open design competition, publishing the open design contest notice in the newspaper "journal".
6. Rules: open design competition 6.1. objectives and eligible activities.
6.2. project applicants which qualify for funding the implementation of the project;
6.3. the project to the application deadline and procedures;
6.4. project development and presentation of the application;
6.5. submission of project documents to add;
6.6. the rules on the financial payment periodicity and modalities, as well as the use of funding;
6.7. the minimum and maximum amount of funding that can be assigned to one project, as well as for the implementation of project co-financing by the applicant, if any;
6.8. the project application, administrative compliance and quality assessment criteria assessment criteria;
4.3. specific assessment criteria, if provided;
6.10. the positions of the eligible cost;
6.11. the minimum number of points of the quality evaluation criteria in the total number of points to be considered eligible for the project submission;
6.12. the deadline for implementation of the project;
6.13. the project funding criteria of distribution between the winners of the design contest, if any more;
6.14. other required information.
7. Regulations added project submission form and the project budget estimates form, as well as the provision of information in the form of project management experience and qualifications of the person.
8. the rules of open project of the invitation to tender shall be published in the Ministry's home page on the internet. 
III. Project to the application Project of 9 applicant shall submit project application into Latvian language. The project's application consists of: a completed project 9.1 submission form;
9.2. the completed project budget estimates form;
9.3. the filled forms for project management experience and qualifications of the person;
9.4. application letter;
9.5. additional documents, specified in the regulations.
10. in paragraph 9 of these regulations, these documents may be submitted in paper form or electronic form, if they are prepared according to the law on electronic document design.
11. the applicant shall submit a project application to the Ministry within one month of the publication of the Statute of the Ministry website on the internet according to point 8 of these rules.
12. in paragraph 9 of these regulations, these documents shall be submitted in paper form to the Ministry in person or sent by post in one or more of the sealed envelopes in two copies (one copy) in paragraph 11 of these provisions within the time limit specified.
13. Paper documents submitted by the applicant of the project adds this rule 9.1, 9.2, 9.3 and 9.4 above bottom of electronic versions of documents by sending them to the Ministry's electronic mail address or submit a CD (the CD) and specifying the full name of the applicant for the project and a project name.

20. Apply the following cost items: 20.1. direct costs, or the cost of the project;
20.2. administration costs of the project, which includes the following subdivisions: 20.2.1. cost reimbursement (excluding bonuses and prize money);
20.2.2. mission travel costs for monitoring the implementation of the project (daily allowance, accommodation and transport costs);
20.2.3. postal and electronic communications services;
20.2.4. utility costs;
20.2.5. Office supplies and inventory costs;
20.3. the public information and publicity costs.
21. If the application or the applicant does not comply with any of the provisions of annex 1 1.1.1., 1.1.2, 1.1.3, 1.1.4, 1.2.1. and 1.2.2. criteria referred to in the Ministry shall decide on the application of the non-compliance of the draft administrative compliance evaluation criteria and its rejection.
22. Where the application does not meet any of the administrative compliance evaluation criteria, except for this provision, the conditions referred to in paragraph 21, the Ministry requests in writing to the applicant of the project to refine the project submission, or submit additional information. The request shall be sent by post or to the project the applicant's designated electronic mail address.
23. If the applicant within seven working days following the dispatch of the request submitted by the Ministry to clarify the application of the project or the additional information required by post, in person or electronically (if it is conditioned in accordance with the legislation on electronic document design), the Ministry is assessing the project application under the administrative compliance evaluation criteria.
24. If after evaluation of the application of the project does not meet any of the administrative compliance evaluation criteria or the applicant within seven working days after the request of the Ministry of shipping the additional information required is presented, the Ministry shall decide on the application of the non-compliance of the draft administrative compliance evaluation criteria and its rejection.
25. If the application complies with all the administrative compliance evaluation criteria for project submissions valued in the second phase of the competition Commission, approved by the Ministry. The competition Commission rules approved by the Ministry.
26. The competition Commission may include representatives from direct administration institutions, local authorities, associations and foundations, taking into account the nature of the design contest. The tender Commission shall include at least three members and at least one of them is a representative of the Ministry.
27. After the submission of the project evaluation the quality evaluation criteria and the specific evaluation criteria (if provided for in the Charter), the tender Commission shall draw up a list of the projects evaluated the application in which they are arranged in order of priority according to the process of evaluating the resulting ratings and submit it to the Ministry.
28. If two or more project applications have received the same number of points, they ranked list of the projects evaluated submissions in the following priority order:

28.1. a project application with the highest rating for this rule to annex 2 criteria referred to in point 2.2;
28.2. a project application with the highest ranking on this provision of the annex 2 2.5. criteria referred to in (a);
28.3. the project application with the highest ranking on this provision of the annex 2 criteria referred to in paragraph 2.9. 
V. decision 29. Ministry according to the tender assessment produced by the Commission in accordance with the provisions of paragraph 27 of the decision on the State budget funding for the implementation of the project or the decision on refusal of funding for the implementation of the project. The decision is open design competition.
30. If the submission of the project evaluation process the resulting rating is lower than 75% of the quality evaluation criteria and the specific evaluation criteria (if provided for in the Charter) total score, the Ministry shall decide on the application to reject the project.
31. The State budget funding for the implementation of the project, which got the largest number of points, as long as there is enough open design competition for the State budget funding.
32. The Ministry on the State budget funding for the implementation of the project or the decision on refusal of funding for the implementation of the project shall be sent electronically or by post to the project the applicant within 10 working days after the decision.
33. Communication on the open design contest results shall be published in the Ministry's homepage in the internet.
34. the decision on refusal of State budget financing of the project for the implementation of the project, the applicant may appeal to the Court. 
Vi. implementation of the agreement on the project's conclusion 35. preparation and Ministry within 10 working days after the decision on State financing of the budget for the implementation of the project the project the applicant offers to conclude a contract for the project implementation.
36. If the applicant refuses to conclude the agreement on the implementation of the project, the Ministry offers to conclude a contract for the implementation of the project the project the applicant who has received the next highest number of points.
37. The agreement on the implementation of the project shall include the following information: 37.1. the basic financing the project;
37.2. the ministries and the project implementing obligations and rights;
37.3. provisions for financial payment periodicity and modalities;
23.2. message, the interim review and the final submission of the report;
37.5. the use of funding;
23.4. termination and amendment of the agreement;
37.7. other information, which the Ministry and the project the applicant considers relevant.
38. the project, the applicant may withdraw the application project at any time, pending the conclusion of the agreement on the implementation of the project.
39. the agreement for the implementation of a project, the project, the applicant becomes the project promoter and the Ministry of finance supports the implementation of the project according to the agreement for the implementation of a project.
40. the monitoring of the implementation of the project, the Ministry provides the following ways: 24.9. each year conduct random monitoring visits at least 15% of the total number of projects funded project site, previously agreed by the project promoter;
40.2. evaluate the project promoter to prepare project reports, interim review and final report. 
VII. Right to information 41. Until a decision on the State budget financing of the project for the implementation of the application or the refusal of financing for the implementation of the project information on the project, the progress of the application are entitled to only the project applicant.
42. the project applicant is entitled to consult the project submission evaluation materials only after the entry into force of the decision on the State budget funding for the implementation of the project or on refusal of funding for the implementation of the project.
43. information on State budget funding recipient (beneficiary's name and address), project title, funding amount, purpose of funding granted under this provision accordingly, paragraph 4 of the project, a summary of the activities under the project activities is publicly available information. This information is available after the entry into force of the decision on the State budget financing of the implementation of the project or on refusal of funding for the implementation of the project in question. 
VIII. Closing question 44. provisions shall enter into force on 1 January 2009.
