Cabinet of Ministers Regulations No. 2 in Riga 2009 January 6 (pr. 1. § 3) the rules on the service of the Republic of Latvia Passports Issued under the identity card Act article 5 eighth, the third subparagraph of article 6 and 8 of the second paragraph of article i. General questions 1. determines the service of the Republic of Latvia passports (hereinafter service passport), persons who are issued a service passport, service passport issuance and transfer arrangements, the period of validity, as well as the passport in addition to the information to be included. 2. Service passport certifies that the holder is a State official, which occupies a leading position, or the person's employment or civil service relations according to diplomatic and consular law and going to foreign countries to fulfil the duties of the public authorities of the Republic of Latvia. 3. the passport shall be issued by the following persons: 3.1. National Head of Office of the President;
3.2. National Deputy Head of Office of the President;
3.3. State Advisor to the President;
3.4. national presidential aide;
3.5. the Secretary of the National Security Council;
3.6. The Office of the President Pardon services supervisor;
3.7. the State Chancellery of the President press service supervisor;
3.8. the Chair of the Parliamentary staff members;
3.9. The parliamentary Office of the Director;
3.10. the Deputy Director of the Office of the Parliament;
3.11. The parliamentary legal Office Manager;
3.12. The Saeima Inter-Parliamentary Bureau Chief;
3.13. the Central Election Commission members;
3.14. the Ministry State Secretary;
3.15. the Ministry Deputy Secretary of State;
3.16. the Ministry parliamentary secretaries;

3.18. the Minister with special responsibility for the heads of the Secretariat;

3.31. the State controller, State Councillor;
3.32. the judges of the Constitutional Court;
3.33. the judges of the Supreme Court;
3.34. the Chairmen of the District Court;
3.35. the Attorney-General;

3.53. persons exercising the Ministry or the national armed forces or representatives of foreign function in international institutions and the performance of work or duties, reside abroad;
3.54. This provision and 3.53 3.52. persons referred to in the life of members and their dependent family members of citizens of Latvia – if they go along with the person who received the Passport service, to her place of work or service in a foreign country for a period of more than six months;
3.37. civilian experts participating in international missions by the international organization, Union or community resolution, recommendation or request, with which the Republic of Latvia has concluded international treaties, as well as the European Union or the North Atlantic Treaty Organisation called on the Member States;
Ministry of 3.56. system officials with special ranks that perform Latvian diplomatic and consular missions abroad security or participating in international missions and operations by international organisations, the Union or the community resolution, recommendation or request, with which the Republic of Latvia has concluded international treaties. II. 10.9. service passport is not valid for traveling (lack of space for new foreign competent institution marks for entry and residence permits of foreign and (or) border crossing marks, or service passport validity is less than the journey or the receipt of a visa required). 18.
