General questions 1. determines the order in which civilian experts sent to the membership in the international international mission, civilian expert membership conditions, as well as participation in the funding arrangements. 2. Civil expert membership conditions in the international mission is certainly this provision in paragraph 3 and 5. II. Civilian experts sent 3. Civil international experts participating in the mission, on a voluntary basis. 4. Civil expert candidature for membership of the international mission by such institutions (hereinafter referred to as the set institution): 4.1 responsible Ministry of industry, Government and representatives of the judiciary;
4.2. The public prosecutor's Office of the Republic of Latvia (General)-representatives of the authorities of the public prosecutor's Office;
4.3. the Ministry of Foreign Affairs, the representatives, as well as individuals. 5. Civilian experts for participation in the international mission sent, if he meets the following requirements: 5.1 a civilian expert in the appropriate level of Government for participation in the international mission in the desired foreign language;
5.2. If necessary, civilian expert can receive the appropriate level of access to the special permission of the State secret and certificate to work with NATO or the European Union classified information;
5.3. the civilian expert qualifications comply with the requirements of a particular job in a particular participation in international missions;
5.4. civil health experts meet for participation in the international Miss Yes and is certified by a medical certificate. 6. the Ministry of Foreign Affairs in cooperation with the institutions set draw up and submit to the Cabinet a draft Ordinance on civil participation in international expert mission. 7. the Cabinet of Ministers order for civil participation in the international mission of experts indicates: 7.1. civil expert's name and job title (specialty);
7.2. civil expert participation in the international mission in time;
7.3. the coefficient (from 1 to 1.8) the calculation of the premium membership between the folksy mission. Factor about a Ministry of Foreign Affairs in cooperation with the institutions set, taking into account the following criteria: 7.3.1. threats of terrorism;
7.3.2. ethnic or other types of armed conflicts erupt.

7.3.5. living and residence conditions of international security mission. 8. in the light of the civilian experts and authorities, set request cabinet with a separate order may extend civilian expert membership of the international mission. 9. the Ministry of Foreign Affairs in cooperation with the institutions set, taking into account the international mission's specific position job description and qualifications of a candidate, shall determine the civil expert compliance with one of three levels of post: 9.1 tactical position level administrative technical and the expert's duties;
9.2. the operational level – Advisor, younger and mid-level managerial responsibilities;
9.3. the strategic position of higher level officials and senior managers in the performance of his duties. 10. The legal relationship between civilian experts and the Foreign Ministry, including the civilian expert level of the premium payable to the company agreement (hereinafter Agreement) concluded by the expert of the civil Cabinet of Ministers for approval. The contract cannot restrict the rights experts assigned to it in accordance with these rules. 11. the Ministry of Foreign Affairs in cooperation with the institution prior to the transfer points of the international civilian mission to provide expert training and post mission specifics. III. Civilian withdrawal of experts 12. Civilian experts from participating in international missions by foreign ministers or set the proposal's reference to Cabinet in the following cases: 12.1 civilian expert in the international mission has committed an offence that is punishable under the criminal law of the Republic of Latvia;
12.2. the expert of the international civilian mission has committed a violation, which is not compatible with the future membership of the international mission;
12.3. the civilian health experts do not correspond to the continuation of the international participation in the mission;
12.4. civil experts asked for withdrawal of international mission management;
12.5. the civilian expert contact points the withdrawal institution;
12.6. other objective circumstances, with the points and the bodies of the Ministry of Foreign Affairs. 13. the expert from the subsequent Civil participation in the international mission can refuse: 13.1. by the same desire to alert the authorities and set the Foreign Ministry about it one month in advance;
13.2. other objective circumstances, which are incompatible with the future membership of the international mission. IV. Civil participation in the international mission of experts in financing 14. Expenses associated with the attendance of experts in the international civilian mission, financed by the Ministry of Foreign Affairs for this purpose assigned to the national budget. 15. the civilian expert, taking part in the international mission, receiving a bonus. The premium calculation, this provision in the annex 1 to the level of a specific post about premium multiplied by the cabinet order for civilian experts for participation in the international dispatch of the mission the specific factor. 16. the Ministry of Foreign Affairs of the budget funds for this purpose also covers the following, with the participation of international experts in civilian missions related to: 16.1. visa expenses;
16.2. life and health insurance expenses, if necessary, provided the crisis areas to cover the costs of high risk insurance;
16.3. the travel costs to the venue of the international mission and in accordance with the submitted documents proving these expenses. If the civilian expert uses the plane, travel expenses, not exceeding the flight economy class ticket;
16.4. personal effects transport to the venue of the mission;
16.5. the cost of the equipment necessary for the civilian experts in carrying out its task the international mission;
16.6. expenditure on domestic transport, which required civil mission of the international expert mission;
10.4. the costs of vaccination against diseases, against which the vaccination required in the territory provided for in an international mission;
13.6. travel expenses up to the back of the home land and leave in accordance with the submitted documents proving these expenses. If the civilian expert uses the plane, travel expenses, not exceeding the flight economy class ticket. 17. the Ministry of Foreign Affairs of the budget resources provided for that purpose shall be borne by the apartment rent (living space), and public utility charges. The amount of costs and expenses shall be determined in accordance with the provisions of annex 2, subject to the following conditions: 17.1. If actual expenditure on housing (residential) rent and utilities for professional services is less than a certain amount of expenditure, the expenditure actually borne by the employee;
17.2. If it is not possible to prove the actual expenditure on housing (living in space jam) rent or utilities, these expenses based on the civilian expert report, approving the State Secretary, Ministry of Foreign Affairs, but not exceeding the provision laid down in annex 2 of the amount of costs and expenses;
17.3. the Ministry of Foreign Affairs bear these rules 15, 16 and 17 in the expenses if the international financing conditions of the mission or part of these expenses incurred is within the competence of the Republic of Latvia. 18. The provisions referred to in point 16 cost them a given level of compensation under and in accordance with the law "on personal income tax" in bringing and the law "on State social insurance" they are liable to personal income tax and no State to compulsory social security contributions. 19. For civilian experts are made compulsory social insurance contributions in accordance with the law "on State social insurance". 20. This provision of the premium referred to in paragraph 15 and 16 and 17 above costs the Cabinet reviewed each year to 31 March.
