3. the purpose of the group is Apakšaktivitāt trainees in initial vocational training programmes and vocational educators.

6. The maximum co-financing from the European Social Fund has about 85 percent of the total eligible cost of the project.

8. Apakšaktivitāt implement open project application selection. The selection organised by no less than two rounds.
9. the first application round project for total funding available is 4 000 000 lats. Each round is organised within the framework of the apakšaktivitāt the remaining funding. The second application round project organised by no later than 31 December 2010.
10. Apakšaktivitāt responsible authorities within the functions provided by the Ministry of education and Science (hereinafter referred to as the responsible authority). Responsible authority: ensures apakšaktivitāt of 10.1. monitoring and control;

11.5. the Ministry of education and science provides information to the national budget funds requested for the preparation of the projects;
11.6. the funding requested procurement plan and submit it to the procurement monitoring Bureau;
7.3. prepares and provides information to the authority responsible for the implementation of the apakšaktivitāt and the funding available to it, at the request of the competent authorities providing the information about a single project;
11.8. prepare payment projections and submit it to the paying authority;
7.4. preparing the European Social Fund demand projections for the current and the following year and shall submit it to the leading authority and the responsible authority;
11.10. examine and approve funding requests the payee and shall draw up a declaration of expenditure;
11.11. provide information about the recipient of the funding agreement or contract enforcement and compliance requirements;
11.12. Approves the amendments to the project;
11.13. the accumulated data on the implementation of the project according to the laws of the European Union's structural funds and the cohesion fund management information system design and use;
11.14. plans and implements public awareness measures on the conclusion of an agreement or contract with the beneficiary.
12. the cooperation body is the functional supervision of the responsible authority.
II. eligible transactions 13. Project activities are supported: 13.1. learning content (new training modules, syllabus);
13.2. the improvement of the teaching methods in teaching or practical training and training materials development guide;
13.3. the training of intellectual resources (training and methodical literature, books, periodicals, software, licences) purchase the learning process quality improvement and library volumes, as well as user training;
13.4. additional consultative training aid for teaching learners learning to promote student success in training vocational secondary education degree;
13.5. activities to develop the learner's professional, social and communicative skills and promote the ability to interact with employers and clients or develop the economic activities, including the training and the skills contest;
13.6. qualification requirements for the implementation of adequate practical training outside the educational institution, including to the post of master or merchant, or qualification requirements in appropriate institutions;
8.5. the qualification requirements training practice outside of educational institutions, including to the post of master or merchant, or qualification requirements in appropriate institutions;

8.6. e-resource and environmental e-learning solutions, including information and communication technology subject learning or practical training and teaching practice, or the use of information technology skills for learners.
III. Requirements to the project the applicant 14. project applicants may be professional education institution, College, employer, organization or professional organization.
15. the project applicant project application may be made and implemented individually or in partnership, concluding with a partner of the cooperation agreement for the implementation of a project. If the project is implemented in partnership, the application shall be accompanied, the managing partner, who is responsible for the implementation of the project and is considered a project and if the project is approved, the beneficiary of the financing.
16. If the applicant is a business person, society or the Foundation, it shall meet the following requirements: 16.1. it does not have State social insurance compulsory contribution and other national compulsory tax debt;
16.2. it has not been declared bankrupt, being wound up, and the economic activity it is not paused or stopped.
17. the project minimum total eligible cost is 70 280 dollars, the maximum eligible cost amount is LVL 702 804.
IV. submission of the project selection and project submission notification submission 18. Notice of project application selection started announcing the cooperation body, before the text of the announcement in coordination with the responsible authority. The notification shall specify: 18.1. the relevant round of funding available;
18.2. the project submission deadline, which is not less than 30 working days from the day of promulgation;
18.3. the application of the project site and order;
18.4. the website which published the application to be used for the preparation of project documents;
18.5. other information which the institution of cooperation considered necessary to specify in the notice.
19. the notice of project application for the first round of the tender no earlier than one month and not later than three months after the date of entry into force of the provisions.

21. the project applicant project application submitted, subject to the following requirements: 21.1. allowed to submit one application per project the project application selection round;

21.2.3. the project prepared by the applicant in the project financing plan for the project public authorities in accordance with the budget of expenditure classification of economic categories, where the applicant is a public body (annex 2);
21.2.4. partner or partner Declaration on participation in the implementation of the project, if the project is expected to involve partners or partners (annex 3);
21.3. the project application to the institution of the applicant, the signature of the project manager or his authorised person, project submission by adding the appropriate authorisation.
22. the project the applicant in addition to the provisions referred to in paragraph 21 of the attachments may be submitted to: 22.1. The State revenue service certificate of tax payment, issued no earlier than 20 working days prior to the application of the project (if the applicant is a business person, association or Foundation);
22.2. The Republic of Latvia enterprise register a certificate attesting that the applicant has not been declared bankrupt, is being wound up and the economic activity it is not paused or interrupted (if the applicant is a business person, association or Foundation);
22.3. other documents which project the applicant deems necessary to submit in support of the application for the project's compliance with these rules in the draft application evaluation criteria.
23. If the applicant fails to submit the draft of this provision and 22.2 22.1. bottom point cognitive, authority they obtain cooperation during the administrative procedure law.

V. Project submission evaluation 26. Apakšaktivitāt project submitted within the application assessment provides a liaison body, creating the Commission. 28. 33.5. the project submission is filed in paper form in triplicate (one original and two certified copies), the original and the copy of the application is cauršūt (caurauklot) or the application is filed in electronic form, documents signed with secure electronic signatures, and confirm with the time stamp according to the regulations on electronic document design;
20.9. project application is signed by the project manager of the requesting institution or its authorized person;
20.9. project application is accompanied by all these rules in the annex referred to in paragraph 21.2.;
33.8. a project requested by the European Social Fund co-financing does not exceed this provision referred to in paragraph 6, the allowable percentage;

21.1. the eligible costs of the project over the years specified in full in the arithmetic right and meet the budget totals listed in the summary.
34. eligibility criteria (projects of the applicant and project eligibility criteria application): 34.1. the project applicant is a vocational training institution, the College, the employers ' organisation or occupational organisation;
21.3. the project the applicant complies with this provision in paragraph 16 above requirements (if the applicant is a business person, association or Foundation);
21.3. the aim of the project complies with this provision in paragraph 2 above the bottom of the activity objective;
21.4. the project intend to implement at least one of the rules referred to in paragraph 13 of the eligible actions;
34.5. If the applicant or partner is a professional education institution or College, the 2008/2009 school year implemented in at least one initial vocational training programme;
21.5. the project application is defined in the problem addressed and justified the chosen target group needs;
21.6. the submission of the project and the planned activities provide the problem and define target groups needs are met;
21.6. the project activities are clearly defined, proportionate with the planned time schedule for implementation and ensure the planned results;
21.7. the application of the project results and the planned figures are accurately defined and measurable (reachable results indicate units with specific values);
34.10. the project planned results and their indicators contribute to the rule referred to in paragraph 4, the results of the indicator apakšaktivitāt;
34.11. application of the project demonstrated sufficient knowledge of personnel competent in the matters to be addressed ce, and experience in project implementation and management;
34.12. If a project involves partner or partners, the partners involved in the project selection is based (the competence of partners meet the project's planned activities, provide justification why the involvement of partners is not required) and is connected to the partner or partners in a proof of participation in project implementation;
34.13. the project application describes the project management, implementation, and monitoring system and the required resources (in the number of staff involved, qualifications and responsibilities, the available material and technical base), and they are appropriate to the needs of the project;
34.14. submission project is justified, as it will ensure the sustainability of the results achieved and maintenance after completion of the project;
34.15 the application project costs match the expected period of the project implementation, it is necessary and reasonable to achieve project results and the implementation of the planned activities;
34.16. notifier undertakes the project project implementation to prevent discrimination (sex, race, ethnic origin, religion, disability and other factors);
34.17. project planned publicity and information dissemination activities comply with the European Union's structural funds and the cohesion fund projects in the implementation of the publicity requirements;
34.18. project duration and cost breakdown by year 60. these provisions meet the above project implementation period;
project submission 34.19. requested co-financing from the European Social Fund and the total eligible costs indicated in lats;
35.10. project submissions requested in total eligible cost of which is not less than that referred to in paragraph 17 of the rules of the minimum amount of eligible costs and do not exceed that of the provisions referred to in paragraph 17 the maximum amount of the eligible cost;
34.21. the application of the project eligible cost position meets this rule 50 and 55 in the eligible costs;

35.4.2. project qualification requirements the implementation of adequate practical training outside the educational institution, including to the post of master or merchant, or qualification requirements according to the institution, and proposed direct target groups (professional education or college trainees involved in qualification requirements in the relevant practical training outside the educational establishment) number is: 35.4.2.1. less than 100 (two points);

38. Cooperation authority decides to dismiss and not further evaluate the project application, if the applicant: 38.1. the project does not conform to this rule 34.1. the requirements referred to in subparagraph;
38.2. the project submission does not comply with any of these terms, 20.8, 21.3 20.6...,.,., or 21.4 21.4 34.10. the criteria referred to in subparagraph;
38.3. in compliance with the judgement of one of these rules, or 21.8.35.10.35.11. the quality criteria referred to in the project application has been received by less than one point or in compliance with this rating rule 22.3. the quality criteria referred to in point-less for two points and the quality criteria in the standings has received less than seven points.
39. Cooperation authority decides to refuse an application for the project, if this provision in paragraph 36 of the funding criteria are evaluated with "no".
40. 41.2. clarification of the costs, in the case of the arithmetic calculation error, provided that the provisions referred to in paragraph 54 of the cost limit is not exceeded;
41.3. other specific liaison bodies legally justified to take action for the conclusion of an agreement or contract.
42. cooperation authority decision on the application of the project approval or rejection of the application, project, or project approval of the application, provided the applicant must be forwarded within five working days from the date of the decision.
43. If the application is approved, the applicant of the project within the time limit set in the decision, which does not exceed 30 working days from the date of entry into force of the decision, shall ensure the fulfilment of the conditions and submit for evaluation to the cooperation body of information on conditions. Decision within the time limit set in the information about the conditions of the project, the applicant may submit a maximum of two times.
44. cooperation authority 20 working days after the deadline set in the decision, assessed the information provided by the applicant of the project and draw up an opinion on the decisions contained in the conditions (opinion). 45. If the applicant shall ensure the fulfilment of the conditions contained in the time limit laid down in the decision, the cooperation is a positive opinion of the authority and the liaison body within five working days from the date of signing the opinion sends the draft opinions to the applicant.
46. If the applicant does not provide the draft decision contained in the conditions or not provide it within the time limit laid down in that decision, the opinion of the authority is negative and the project application is considered to have been rejected. The liaison body within five working days from the date of signing the opinion sends the draft opinions to the applicant.
47. If the application is approved, the liaison body with the beneficiary of the financing agreements or contracts concluded in accordance with the laws that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds.
48. cooperation authority within 10 working days after the decision on the application of the project approval or positive findings shall be submitted to the Ministry of education and science information on the bottom of the activity within the projects approved for the implementation of the project and the required State budget request.
49.20 working days of receipt of the decision on rejection of the application or project that rule 46 of the draft in the cases referred to in the applicant's right to request the cooperation of information regulatory authority regulations issued in accordance with the procedure laid down in the draft submitted by the two copies of the application.
VII. Eligible and ineligible costs 50. Project eligible costs are broken down into the following headings: 50.1. the administrative costs of the project;
50.2. in the implementation of project activities the provisions of paragraph 13 of the activities supported in this implementation;
50.3. project information and publicity costs according to the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements.
51. This provision 50.1. the costs referred to in the indirect costs of the project. This rule 50.2 and 50.3. the costs referred to in point is the direct costs of the project.
52. This provision, 50.1. referred to in the heading of costs may include: 52.1. the cost of remuneration project administration, including State social security payments if the person involved in the administration of the project is registered as a business income tax payer;
52.2. domestic travel and travel expenses;
52.3. project management for information technology equipment (hardware, software, printers, data storage equipment) rental.
53. This rule 50.2. referred to cost line can include the following costs: 53.1. the cost of the consideration of the implementation of project activities in Parties (teachers, consultants, experts, specialists, editors, readers and other activities in the implementation of the project stakeholders), including State social security payments if the person involved in the implementation of the project is registered as a business income tax payer;
33.1. the direct target group of the project's costs:

53.2.1. travel costs to the training practices or practical training places and expenditure on accommodation practices of training or coaching, which together do not exceed 50 dollars per month per student;
53.2.2. liability insurance for a teaching practice or practical training period;
53.2.3. compulsory health checks;
53.3. teaching practice and practical training outside the educational institution: the cost of remuneration 53.3.1 teaching practices or practical training supervisor training practices or practical training site, up to five hours in the lats, including compulsory social insurance contributions;
53.3.2. compensation for teaching practices or practical training materials used during depreciation of plant and equipment, including tools and specialty work clothing;
53.4. domestic travel and travel expenses;
13. organisation of seminars and conference service costs;
53.6. other project activities implementation costs: 53.6.1. Office supplies and inventory (value up to 50 Lats per unit), except furniture;
53.6.2. intangible fixed assets cost computer software, licences and copyright acquisition costs;
53.6.3. learning and cognition literature, periodicals and library inventory cost;
53.6.4. transportation costs (fuel, vehicle rental, purchase of transport services, charges for the use of public transport);
53.6.5. communication costs (postage, telecommunications, internet services);
53.6.6. the required information technology equipment (hardware, software, printers, data storage and copying equipment) rental.
54. This rule 50.3. referred to in the heading of costs does not exceed two per cent of direct eligible project costs.
55. the eligible costs recoverable value added tax payments are eligible.
56. the project costs not included in the application that is specified in this provision in paragraph 50 or 55.
57. Financing from the European Social Fund or the national budget funds not eligible costs: 57.1. these provisions do not match 54. above the limit on the amount of costs;
57.2. project activities have not encountered during implementation or for payments made later than the month following the expiry of the implementation of the project;
57.3. not justified by supporting documents or the costs incurred by the law of the non-compliance;
57.4. does not meet the reasonable financial management, in particular value for money and cost effectiveness and not related to the implementation of the project activities.
VIII. conditions for the implementation of the project 58. 59. before teaching practices or practical training starting professional education institution or College, teaching practices or practical training provider and learner or student parents, if the learner is a minor, the written contract about training practices or practical training. The agreement specifies the responsibilities of the parties and rights, as well as mutual settlement.
60. The beneficiary begins to implement the project in agreement or conclusion of a contract and implement it for no longer than 24 months. The project site is the territory of the Republic of Latvia.
61. cooperation authority, consistent with the laws that determine the order in which the expected State budget co-financed by the Fund of the European Union for the implementation of the projects, as well as payment and arrangements for the preparation of declarations of expenditure, is transferred to the beneficiary (other than the budget authority) advances cooperation authorities to a maximum of 20 percent of the project for the European Social Fund and national public funding for the arrangement or contract within the time limits and procedures.
62. the amendments made to the project, according to the laws that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds.
63. The beneficiary, without making amendments to the project, you can make the project cost reallocation: 39.2. between this rule 50.2 and 50.3. in point set. cost positions, not exceeding five percent of the cost of a transferable and subject to the provisions set out in paragraph 54 the cost limit;
39.3. this rule 50.2 and 50.3. bottom line referred to in paragraph 1.
64. The beneficiary shall provide the authority with a request for payment, accompanied by an explanation of the rules referred to in paragraph 63 of the redistribution of costs. If this explanation is not filed or the explanation is not justified, liaison body cost reallocation may be considered unreasonable, not taking it into account in considering the reallocation of costs or not to have occurred.
65. The beneficiary shall ensure the implementation of the project related loading snapshot Web site (if applicable) not less frequently than once every three months.
IX. Closing questions 66. these rules 50.1. above bottom administrative cost incidence and size of the Cabinet of Ministers shall decide on implicit costs variable rate.
67. This provision, paragraph 66 of the indirect cost rate constant determination of administrative costs is not planned.
