5.2. building technical systems (heating, ventilation, air-conditioning, water supply, lighting);

6.2. the air conditioning equipment and systems;
6.3. the cooling equipment and systems;
6.4. measuring and regulating equipment. 7. Energoauditor professional education program includes the following: 7.1. building energy efficiency evaluation and building energy performance certificate or temporary certificate of the building energy efficiency needed for the issue of his theoretical knowledge at least 320 hours;
7.2. the boilers and of air-conditioning systems necessary for his theoretical knowledge at least 40 hours. 8. If the person the necessary theoretical knowledge acquired in vocational further education programme: 8.1 to assess the energy efficiency of buildings and to issue the certificate of building energy efficiency or energy efficiency building temporary certificate, a person must have at least one year of practical experience in the assessment of the energy performance of buildings, working respectively certified management energoauditor;
8.2. to check the heating boilers and air conditioning systems and the issue of inspection, the person needs at least three months of practical experience of boilers and of air-conditioning systems, working respectively a certified energoauditor. III. liability of the Energoauditor 9 Energoauditor is responsible for: 9.1. energy performance of buildings regulations and applicable standards (competency);
9.2. calculation of energy performance of buildings for data quality control;
9.3. the calculation of the energy performance of buildings, the accuracy of the results;
9.4. the assessment of the energy performance of buildings on the objectivity and reliability;
9.5. assessment of the energy performance of buildings or heating boilers and air conditioning systems at the time of inspection activities, as well as documenting the storage documentation for 10 years after the relevant documents. IV. certification and monitoring Energoauditor 10. Energoauditor certification includes the award of the certificate, the validity period of the extension of the suspension and cancellation. 11. certification shall be carried out by the competent Energoauditor certification that no information on the list published by the Ministry of the economy newspaper "journal". The certification authority shall evaluate the competency of legislation on conformity assessment in accordance with the procedure laid down and in accordance with the standard LVS EN ISO/IEC 17024, conformity assessment: 2005 ". General requirements for bodies certifying persons "or a later version of the standard. 12. Certification Body: 12.1 is responsible for certifying functions;

12.5. the certified professional supervision professional activities. 13. in order to receive the certificate of energoauditor, a person shall submit a certificate authority: application for certificate 13.1;

13.3. If the applicant meets the requirements set out in these provisions and passed the certification test, the certification body shall decide on the grant of the certificate and issue a certificate of energoauditor personal competence in one or more of the following areas: building energy performance evaluation 18.1 and building energy performance certificate is issued;
18.2. the projected jaunbūvj and compensated for the energy performance of buildings and building energy efficiency evaluation for temporary certificate is issued;
18.3. boilers and air conditioning systems for energy efficiency verification and inspection service. 19. in order to extend the period of validity of the certificate of energoauditor, the person shall submit the certificate authorities: 19.1. an application for the extension of the period of validity of the certificate;

19.2. formal education, if the person has obtained additional education practice. 20. in order to extend the period of validity of the certificate to a person whose actions are found during professional activities related with violations or a person suspended operation for more than three years, the certification authority shall take the person's competency test. 21. the certification body shall extend the validity period of the certificate without additional verification of competence, if under the law of the energy performance of buildings in article 15 of the registered person concerned data energoauditor fields worked continuously and it is not found in professional-related violations. 22. Energoauditor certificate is issued for five years. 23. Energoauditor certificate drawn up in accordance with this provision, put my Mama. 24. Energoauditor registration number of the certificate shall be drawn up in the format XXX-YYYY-(n), where XXX – certificate authority code, YYYY – certificate serial number, n-number, awarded when extending the period of validity of the certificate or change the certificate attesting competence. 25. If the applicant does not meet the competence in these terms the energy auditor requirements, the certification authority shall take a decision on the refusal to grant a certificate or extend its validity period. 26. If the certification authority receives the application, complaint or other information about the person in the certified findings of professional misconduct, the certification authority shall consider the relevant information, evaluate the functioning of the person certified (if necessary, request additional information) and decide on the energoauditor certificate suspension or cancellation or continuation in force. 27. If the profession energoauditor finds violations of legislation in the field of energy performance of buildings, the certification body shall decide on the suspension of the certificate until energoauditor averted consequences of its activities, and shall fix a time limit for the recovery. 28. the certification body shall decide on the revocation of the certificate of energoauditor: 28.1. If energoauditor after the certification authority has taken a decision on the suspension of the certificate does not resolve its consequences of certification authority's deadline;
28.2. where energoauditor services provided by field of activity in which it has certified with the certificate of competency;
28.3. at the initiative of the energoauditor;
17.6. where it is established that the certificate is issued energoauditor unduly;
28.5. If it is shown that energoauditor knowingly violated the laws and regulations of the building energy efficiency assessment. 29. the decision on refusal to grant a certificate of energoauditor or to extend the period of validity of the certificate, as well as the cancellation of the certificate shall be issued or sent to the person concerned within five working days following its adoption. 30. The decision on the refusal to issue a certificate or to extend the duration of the economic ministries may be challenged. The Ministry of the economy, may appeal to the administrative process of regulatory legislation. 31. the certification body information for assessment and certification energoauditor, for 10 years after energoauditor the certificate expires. 32. Certificate Authority within five working days after the decision, the State Agency "building, energy and housing State Agency" (hereinafter called the Agency) provide the following information: 32.1. decisions on the award of the certificate of energoauditor, the extension of the duration a certificate of cancellation, energoauditor, suspension and denial;
32.2. data on energoauditor: 32.2.1. name, surname;
32.2.2. ID code;
32.2.3. education, vocational training, specialty, identity document issued, place of issue, and year;
32.2.4. time and place of practice this provision referred to in paragraph 8 had mo;
32.3. the particulars of the certificates issued for energoauditor: 32.3.1. number;
32.3.2. date of issue and number of the decision;
32.3.3. demonstrate competence (specify date);
32.3.4. re-registration date and number of the decision;
