Cabinet of Ministers Regulations No. 1066 2008 in Riga on 22 December (pr. 1.2. the European Social Fund (hereinafter the project) submission evaluation criteria;
1.3. the requirements of the project applicant;
1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination.
2. The purpose of the activity is to support the population of motivation and competitive job market by providing a package of support measures, to economically non-active population, the unemployed and persons who, coming back to Latvia after residence abroad, faced with difficulties into the labour market, improve the integration on the labour market.
3. the purpose of the activity reaches, in implementing this provision, paragraph 6 and using the following indicators: monitoring outcome indicators 3.1 – complex support measures involving 13 900 persons, of which: 3.1.1. Riga planning region – 2 483 persons;
3.1.2. Vidzeme planning region – 3 140 persons;
3.1.3. in the region of Kurzeme – 2 379 persons;
3.1.4. Zemgale planning region – 2 093;
3.1.5. the Latgale planning region – 3 805;
3.2. result indicators – 35 percent of the supported person becoming economically active (working in paid employment or participate in active employment measures which provide for the conclusion of the contract under the laws and regulations on the active employment measures and preventive measures to reduce unemployment, organisation and financing arrangements for the implementation of the measures and selection principles) within six months after the receipt of the aid.
4. activities to target: 4.1 persons who got unemployment status and belong to one of the following target groups: 4.1.1. persons between 15 and 24 years of age;
4.1.2. people who have a particular disability (including persons with mental disabilities);
4.1.3. persons six months of parental leave;
4.1.4. the persons to State old-age pension to age the rest no more than five years;
4.1.5. the long-term unemployed;
4.1.6. persons at parole custodial institutions;
4.1.7. persons who are alcoholic, narcotic, psychotropic or toxic substance dependence;
4.2. persons who are not looking for a job, but meeting other unemployed and job seekers support statutory unemployment status conditions (inactive residents);
4.3. persons returned to Latvia after long (longer than one year) of residence abroad.
5. These regulations 4.2 and 4.3 of the person referred to in subparagraph may receive support under the project, if have got unemployment status.
6. The project has supported the following: 6.1 6.1.1. individual consulting: expert advice to improve a person's self-confidence and to motivate to become integrated into the labour market;
6.1.2. individual medical consultation personal problems;
6.1.3. career planning advice;
6.1.4. ergoterapeit the advice of people with certain disabilities, 6.6 this provision referred to the implementation of the activities supported;
6.2. group lessons, in order to increase the motivation of the integration into the labour market and strengthen the motivation;
6.3. the municipal organization and the usual environment;
6.4. the provision of hygiene practices;
6.5. the measures for resolving the problem of addiction people with alcohol, narcotic, psychotropic or toxic substance dependence: 6.5.1. doctor's help with problems of addiction;
6.5.2. the strengthening of the sustainability problems of addiction;
6.5.3. the lesson līdzatkarīb reduction;
6.6. the arrangements work skills development work under the supervision of the head of up to six months: 6.6.1. occupational therapy job skills to elementary renovations or learning (working from one to two hours working day);
6.6.2. temporary paid work or work experience work trials to strengthen skills (working from two to four working days in a week, the remaining working days-individual expert advice, participation in the work and activities of the Group of addiction problems);
6.6.3. practical training at work 40 hours a week (professional skills or development);
4.2. financial support to promote geographic mobility. This support provides job search and examination period, not less than three months, if the site is outside the declared place of residence and the administrative territory of the unemployed and job seekers support act proposed in reach of the place of work. This support is not combined with other parts of this rule 6 eligible activities;
6.8. the Moon, Assistant and surdotulk provision of services to persons of a certain disability, in all project activities to be supported, with the exception of this rule 6.9. and 6.10. steps referred to;
6.9. project management;
6.10. information and publicity measures for the implementation of a project.
7. This rule 6.1, 6.2, 6.3, 6.4, 6.5, 6.6, 6.7 and 6.8. eligible activities referred to in the organisation of the European Social Fund, the beneficiary (beneficiaries) apply the procedures laid down in the law on employment of the measures of active and preventive measures to reduce unemployment in organizing and financing arrangements and measures implementing these check the principles, if not determined otherwise.
8. Activity implemented limited project application selection. The responsible authority shall organise the selection referred to at least two times.

II. The responsible authority and the liaison body and the Division of competences within 10 activities of the responsible authority functions provides the Ministry of welfare. Responsible authority: 10.1 create limited project application selection project submission Evaluation Commission (hereinafter the Commission);
10.2. sends the call for project submissions for a limited range of projects;
10.3. provide information about the project applicant project application preparation and elaborate exhibit project submission form to be filled out;
10.4. assess the project submissions and acceptance of the Board's decision on the application of the project approval, approval with conditions or disapproval, if not complied with the requirements of these regulations;
10.5. the accumulated data on project submissions under the laws and regulations of the European Union's structural funds and the cohesion fund management information system design and use;
10.6. participating in the agreement on the implementation of the project (hereinafter referred to as the agreement) project;
10.7. under this provision the project referred to in paragraph 66 of the amendments and, if there is objection, advising on the deficiencies identified by the project;
10.8. plan and implement information measures on the implementation of the activity, including information on the activities are published within the projects approved;

7.3. ensure project implementation monitoring and control, including audits and implementation of projects run by Council Regulation No 1083/2006 and article 93, paragraph 2, of the enforcement principle project level;
11.8. provide information about the recipient of the funding arrangement;
7.4. the beneficiary's check payment requests submitted, approved and eligible expenditure shall prepare payment orders, as well as the declarations of expenditure shall be prepared and sent to the managing authority for the examination;
11.10. Approves the amendments to the draft, subject to this provision and paragraph 67 65, but 66. in the case referred to in paragraph 1, if the responsible authority has agreed amendments to the draft;
11.11. the responsible authority shall provide information on the activities available for the implementation of the European Social Fund funding;
11.12. to accumulate data about projects, consistent with the laws of the European Union's structural funds and the cohesion fund management information system design and use;
11.13. plans and implements public awareness measures for the implementation of projects.
12. the cooperation body is the functional supervision of the responsible authority.
III. Requirements to the project the applicant 13. applicant's Project Authority (labour market institutions) which, in accordance with the law on the support of the unemployed and jobs seekers to implement the national policy for the reduction of unemployment and the support of the unemployed and jobs seekers, cooperate with State and local authorities, non-governmental organizations, as well as natural and legal persons.

15. the maximum eligible European Social Fund funding is 85 percent of the total eligible project cost totals.
16. the minimum Project total eligible costs is not limited to, the maximum eligible cost total is 7 611 970 dollars. Until these rules referred to in paragraph 68 of variable rate application of maximum eligible project cost totals $6 850 773.
IV. Project application selection 17. the responsible authority shall send the draft to the applicant, which complies with the provisions of paragraph 13 the requirements laid down in the call for submissions for the project (hereinafter referred to as the notice): 17.1. up to 31 March 2009-the first limited round of project submissions for implementation;
17.2. until March 31, 2011 – second limited project application selection round.
18. The invitation shall: 18.1. procedure for the application of the project, if it is submitted in person, by post or by electronic means;
18.2. the project submission deadline. Period is shorter than 30 days from the date of dispatch of the invitation;
18.3. the Web site containing the application, to be used for the preparation of the project documents (these provisions and consumables to the project submission form to fill out);
18.4. the Web site on which you placed in the draft agreement;
18.5. This provision or 60.2 60.1. below. referred to in paragraph 1 during the implementation of the project.
19. the project application submitted, subject to the following requirements: 19.1. the project applicant submits application for the same project;

19.3. the project submission form section, subsection and their names do not change and do not delete;
19.4. designing the project application, the project shall ensure compliance with the rules referred to in 26.1. administrative criteria. Preparing the project application, the project shall ensure that its contents match this rule 26.2. eligibility criteria referred to in paragraph 16.3 and the quality criteria referred to in;
19.5. the submission form by filling in the project title, project applicants will provide the information to be provided for cross-compliance, it is a description of the current project, identifying the problem and its solution, linking it with the project objectives, the results to be achieved, planned activities, time of the project and the design of the eligible cost, the selected target group and project implementation;
12.2. the application by filling in the project, the project applicant required project cost plan according to this provision, 48, 49, 50, 51, 52, 53, 54, 55, 56, 57, 68 and 69 costs referred to in paragraph 1, and about restrictions, giving the project the expected costs and ensuring compliance with project objectives, planned activities and anticipated results. The European Social Fund project in the application intends only to cover the eligible costs of the project;
19.7. the project application to the responsible body can submit: 19.7.1. paper form in triplicate (original and two copies to the relevant "original" or "copy"). Project submissions are presented according to the laws that govern the development and presentation of documents;
19.7.2. electronically (the project application must be signed with a secure electronic signature pursuant to the electronic movement of regulatory laws and requirements);
19.8. the project application submitted that rule 18.2. referred to in subparagraph within the time limit indicated in the invitation in person, by mail or electronically.
20. the responsible authority shall register the project application submitted to it on the date of receipt, as well as the identification number. Proof of receipt of the application, the project authority in charge of the project to the applicant personally, on the same day or within two working days, shall be sent by mail or electronically (signed with a secure electronic signature).
21. the responsible authority shall have the right to organize a more limited application of additional selection, not subject to this rule 17.1 and 17.2. time limits referred to in the invitation to send, if: this rule 21.1 18.2. within the time limit set in point project, the applicant has not submitted a project submission;
21.2. the project application is rejected;
21.3. the project application is approved for an amount that is less than this rule 9.1. and 9.2 in the respective selection round for the total eligible cost.
V. Project submission evaluation activities within the 22 projects submitted to the evaluation of the application, provided by the Commission. The Commission establishes the following order: 22.1. personnel of the Commission (the President of the Commission, members of the Commission balsstiesīgo and their replacements) consists of representatives of the Ministry of Welfare, and confirmed by the responsible authorities;
22.2. the managing authority and the representatives of the liaison bodies entitled to participate in meetings of the Commission as an observer;
22.3. the members of the Commission or its substitute in their absence, replaced by another delegated representative.
23. The Commission shall determine the responsible authorities developed and approved the Statute of the Commission.
24. the project submission compliance is assessed on the basis of these provisions referred to in paragraph 26 of the draft application evaluation criteria and with the responsible authorities the project application selection and evaluation procedures, as well as the application form for the evaluation of the projects mentioned in the regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds and the European Union fund management and control system. 26.1.13. or the application is designed for the calculation of the financial arithmetic and exactly according to the project application form;
26.1.14. or the application under the European Social Fund funding does not exceed the provisions referred to in point 15 of funding;
26.1.15. or the application of the eligible cost specified in total not exceeding the provision referred to in paragraph 16 the maximum project funding;
26.1.16. or project costs included in the submissions comply with this rule 48, 49, 50, 51, 52, 53, 55, 56 and 68. costs referred to in paragraph 1;
26.1.17. or project submission, the planned costs do not exceed that rule 50, 54, 56, 57, 69, and 49.1.1.,.,., 49.2.2 49.1.2 49.2.1., 49.2.3., 49.3.1., 49.3.2. bottom costs referred to in paragraph 1;
26.1.18. or the period of project implementation and cost breakdown by year meets this rule 60.1. or in the said 60.2 project implementation period;
26.2. eligibility criteria (substantive, financial and eligibility criteria in the implementation): 26.2.1. or the aim of the project contributes to this provision referred to in paragraph 2, the objective of the activity;
26.2.2. or project submission, the projected expenditure need is justified;
26.2.3. or project submission, justify the chosen target group needs and identify the problem to be solved;
26.2.4. or project submission, the planned project activities as defined in project problem solving;
26.2.5. or in the application of the project outcomes and planned results indicators facilitates the provision referred to in paragraph 3 of the monitoring indicators;
26.2.6. or project submission seeks to ensure the maintenance of the results achieved by project completion;
26.2.7. or the application are defined in project personnel job responsibilities and qualifications requirements;
26.2.8. or the application are defined in the project administration personnel job responsibilities and qualifications requirements;
26.2.9. or project submission reflect existing and planned logistic support (applicable if the project is planned for the implementation of tangible technical support);
26.2.10. or project submission reflect project management, monitoring and quality assurance system;
26.2.11. or project planned in the application of publicity and information dissemination activities comply with these regulations and in paragraph 62.63. these requirements.
26.3. quality criteria (specific policy criteria): 26.3.1. project provides services to residents of areas with high unemployment, particularly long-term unemployment, level;
26.3.2. submission of the project assessed the possible impact on the local labour market;
26.3.3. project provides continuity of the investment made in the past;
26.3.4. project activities that promote respect for the fundamental principles of equal opportunities (gender equality, active ageing and the rights of persons with disabilities);
26.3.5. submission of the project are identified and reflected in the project implementation risks, assess their impact and the probability of occurrence, as well as certain risk mitigation measures;
26.3.6. project provides innovative services for the target group;
26.3.7. the project involves a complex evaluation of the support measures.
27. about this rule referred to in paragraph 26.3.1. quality criteria for eligibility of the grant up to a maximum of 10 points. Its relevance to the determination of the apakškritērij and the following number of points: 27.1. the project is intended to ensure application availability in areas where long-term unemployment of the proportion of the economically active population is higher than the average for the country more than doubled – five points;
27.2. the project is intended to ensure application availability in areas where long-term unemployment of the proportion of the economically active population is higher than the average for the country, but no more than two times – three points;
27.3. the project is intended to ensure application availability in areas where long-term unemployment of the proportion of the economically active population, meet the national average or less – two points.
28.26.3.2. These rules in the quality criteria referred to in compliance with the maximum eight points awarded. Its relevance to the determination of the apakškritērij and the following number of points: 28.1. application of the project analyses the potential impact on the local job market – four points;
28.2. the application of the project projected labour market indicators and the improvement of the situation, four points;
28.3. the project submission does not look at the potential impact on the local labour market and the labour market is not expected indicators and improvement of the situation – the zero point.
29.26.3.3. These rules in the quality criteria referred to in compliance with the maximum three points awarded. The determination of its conformity with the applicable one of the following apakškritērij and scoring: 29.1. project progress made contributions to analysis and the evaluation of the continuity – three points;
29.2. the project does not provide for the investment made to date in the analysis and assessment of succession-zero point.
30. about this rule referred 26.3.4. quality criteria compliance with the maximum five points shall be awarded. The determination of its conformity with the applicable one of the following apakškritērij and score: 30.1. proposed activities contribute to the three fundamental principles of respect for equal opportunities – five points;
30.2. the intended activities contribute to two principle of equal opportunities are respected – three points;
30.3. proposed activity contributes to one of the fundamental principle of equal opportunities are respected-one point;
18.9. the project is not intended for activities that promote respect for the fundamental principles of equal opportunities, the zero point.
31.26.3.5. These rules the quality criteria referred to in compliance with the maximum nine points awarded. Its relevance to the determination of the apakškritērij and the following number of points: 31.1. project analyses the application deadline of the project implementation risks – three points;
31.2. the submission of the project analyses the financial risk of the project – three points;
31.3. the project analyses the application activity results and indicators of monitoring risk – three points;
19.5. the project application is not analyzed in the period of project implementation and financial risks, as well as the results of activities and risk monitoring indicator – the zero point.
32.26.3.6. These rules the quality criteria referred to in compliance with the maximum awarded two points. The determination of its conformity with the applicable one of the following apakškritērij and scoring: 32.1. project application provides innovative pilot projects in the provision of services to target group-two points;
32.2. the project submission does not provide innovative pilot projects in the provision of services to target group-the zero point.
33.26.3.7. These rules the quality criteria referred to in compliance with the maximum three points awarded. The determination of its conformity with the applicable one of the following apakškritērij and scoring: 33.1 an application for project a complex evaluation of the support measures – three points;
33.2. the project application is not intended for complex evaluation of the support measures – the zero point.
Vi. Adoption and notification of project approval of the application, approval or rejection provided 34. Responsible Authority project application is approved if it meets the following conditions: 34.1. its compliance with this provision and 26.1 26.2. 38.2. the project is attached to the application of this rule 19.2.2. referred to in the document;
38.3. the project submission does not comply with the provisions referred to in section 26.2.1. eligibility criteria;
23.9. the project application, rated according to this provision the 26.3.2. referred to quality criteria is below four points;
38.5. the project application, rated according to 26.3.3. these provisions the quality criteria referred to in point is lower than three points;

39. the decision on the approval of the project application, approval or rejection provided the determining authority along with supporting documents (extract from the minutes of the Commission by Commission decision) within five working days from the date of adoption of the decision must be forwarded to the applicant.
40. the decision on the application of the project approval, the responsible authority shall include information on the conclusion of the agreement.
41. the responsible authority shall within five working days after the decision on the approval of a project application shall inform the liaison body. The liaison body switch arrangement in accordance with the laws and regulations that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds. The responsible authority shall send the decision to the liaison body of the project application and approval two copies of the project approved. The responsible authority approved projects can be sent electronically if it is filed under this rule 19.7.2..

The information that applicants may submit a project in one of the following ways: 43.1. paper form in triplicate (original and two copies to the relevant "original" or "copy"). Details of the decision contained in the conditions presented in consistent with the laws that govern the development and presentation of documents;
43.2. electronically (for information on the conditions in the decision must be signed with a secure electronic signature pursuant to the electronic movement of regulatory laws and requirements).
44. the Commission examined this provision the information referred to in paragraph 43, and the responsible authority shall draw up an opinion on the decision the conditions contained in the 10 working days prescribed by the responsible authority of the submission deadline. 45. Where the applicant has complied with the decision on the application for the approval of the project provided the conditions laid down by the responsible authority within two working days after this Regulation 44. the expiry of the period referred to in paragraph 1, the applicant shall send the draft opinion on the conditions contained in the decision, but the cooperation body-decision on approval of the application, the project provided an opinion on the conditions contained in the decision, two copies of the approved project, as well as two copies of the document , which contains information on the fulfilment of the conditions contained in the decision. The liaison body switch arrangement in accordance with the law establishing procedures for the structural funds and the European Union cohesion fund management in the participating institutions provide the planning document preparation and implementation of these funds. The responsible authority approved projects cooperation can be sent electronically to the authority if it is filed under this rule 19.7.2..
46. If the applicant has not provided a decision on the application for the approval of the project, provided the conditions are met, the application shall be deemed to have been rejected. The opinion that the decision contained in the conditions are not met, the responsible authority shall send the draft to the applicant within two working days, following the rules laid down in paragraph 44.
47. If a decision to reject the application of the project or the project, the applicant has not fulfilled the decision on approval of the application, the project provided the conditions laid down by the responsible authority in addition to the provisions laid down in paragraph 39 the applicant shall return the project or sent by post to two projects in the project submitted by the applicant a copy of the application. The responsible authority for the project the applicant project application can be sent electronically if it is filed under this rule 19.7.2..
VII. implementation of the provisions of the draft project plan 48. the following positions of the eligible cost: 29.9. direct costs, or the cost of project implementation the following subheadings: costs 48.1.1. target groups of security costs;
48.1.2. logistical and equipment costs;
48.1.3. other project costs;
48.1.4. project activities directly related to the minimum cost of publicity;
48.2. indirect costs the following costs for the purposes of subheadings: 48.2.1. project submissions and supporting documentation preparation costs;
48.2.2. project administration costs;
48.3. the unexpected costs.
48.1.1.49. This provision States the cost within the following costs: the cost of this rule 49.1.6.3 above bottom of eligible actions: 49.1.1. financial support for this provision in paragraph 4, the persons referred to residential premises rent, utility charges (heating, water, sewerage and electricity), catering and transport expenses, the monthly grant awarded in the form of not more than 200 lats, if a person keeps group apartments and other temporary residence;
49.1.2. financial support for this provision in paragraph 4, the persons referred to cover travel expenses, the monthly grant awarded in the form of not more than 60 lats, if a person staying in a halfway house;
30.6. the cost of this provision at the bottom paragraph 6.6 eligible actions: 49.2.1. financial support for this provision in paragraph 4, the persons referred for participation in this rule 6.6.1. measures referred to in subparagraph, awarded in the form of a monthly grant of 50% of the national minimum monthly wage claims;
49.2.2. remuneration (monthly salary) this provision 4. persons referred to in point 6.6.2. these rules for membership and activities referred to in subparagraph 6.6.3. a monthly grant in the form of 100 percent of the national minimum monthly wage claims;

49.2.3. compensation (premium or a monthly salary, if there is a contract of employment for the performance of the duties of the supervisor) cost of this provision a person referred to in paragraph 4, the supervisor of 50 percent of the national minimum monthly wage claims;
49.2.4. the legislation on minimum health cost of health checks provided for in this rule referred to in paragraph 4;
49.2.5. the company's costs and charges (excluding bonuses and prize money, benefits and compensation) costs about ergoterapeit, surdotulk and satellite services, if the only task is to help that person referred to in paragraph 4.1.2;
49.2.6. the company's contract costs or remuneration (excluding bonus and prize money, benefits and compensation) costs and office supply costs these rules referred to in point 6.6.2. individual counselling and group work to cover;
30.6. the cost of this provision at the bottom paragraph 6.7. eligible actions: 49.3.1. financial support for this provision in paragraph 4, the persons referred to the regular transport expenses, granted in the form of a lump sum grant of 200 lats;
49.3.2. financial support for this provision in paragraph 4, the persons referred to the apartment rent expense compensation and to cover travel expenses for one trip a week, granted in the form of a lump sum grant of 600 lats.
50. This provision 48.1.2. referred to in subheading includes costs, such costs, equipment, inventory and equipment repair, technical service, room rental and lease costs. These costs must not exceed two percent of this provision and 30.0 29.9. costs referred to in point totals.
51. This provision 48.1.3. cost referred to in subheading includes the following costs: 51.1. the company's contract costs or remuneration (excluding bonus and prize money, benefits and compensation) costs and office supply costs this rule 6.1, 6.2, 6.4, 6.5 and 6.8. eligible activities referred to in (a);
51.2. the company's contract costs or remuneration (excluding bonus and prize money, benefits and compensation) costs Guide, Assistant and surdotulk for this rule 4.1.2. the persons referred to in those provisions 6.1. membership, 6.2, 6.3, 6.4, 6.5 and 6.7. States assisted in the operations.
51.3. the procurement procedure of the implementation costs.
52. This provision, 48.2.1. cost referred to in subheading includes company costs and supporting the project application for the preparation of the dossier. If the operator is registered with the State revenue service as the European Social Fund, the beneficiary of the worker, the employer also has to apply to the State social security payment costs.
53. This provision 48.2.2. the cost referred to in subheading includes the following costs: 53.1. the company's costs and charges (excluding bonuses and prize money);
53.2. domestic travel and travel cost (daily allowance, accommodation and transportation expenses) for monitoring the implementation of the project;
53.3. postal and electronic communications services;
53.4. utility costs;
13. Office supplies and furniture (Office supplies and inventory items, the value of which does not exceed 150 Lats per unit and which the lifetime is less than a year).
54. This rule 48.3. the cost referred to in heading no more than five percent of the total eligible direct project costs. The project cost plan as one expense items, and its previously unplanned spending to cover the eligible direct costs of the project.
55. The value added tax payments are eligible costs depending on whether the project will purchase goods and services received are for taxable or non-taxable transaction or transactions to provide assurance not provided for in the law "on value added tax".
56. in addition to the provisions referred to in paragraph 48 of the eligible cost positions intends not eligible costs (equipment and the acquisition cost of the equipment and technical AIDS for production and acquisition costs), financed from the State budget and grant lump-sum grants, to custom jobs that rule 4.1.2. the person referred to. 58.2. for whom is not an undertaking the implementation of project activities (other than those referred to in paragraph 52 of the rules costs) and for which payments are not made within the time limit set in the agreement;
58.3. This provision, paragraph 56.
59. In providing support to employers to employ people with disabilities, the beneficiary shall meet the following requirements: 59.1. involving persons with disabilities in the activities the employer offered jobs before the recruitment of the person assessed and the necessary adjustments to the place of work determines the beneficiaries selected ergotherapist;
59.2. the beneficiaries selected ergotherapist of offered jobs evaluation funding the recipient shall submit a written opinion on its conformity with the person and job adjustment needs technical AIDS (equipment, technical systems) under the individuals with disabilities in the functional disturbance type and severity to the work to be carried out. Ergotherapist also determines the need for surdotulk services for persons with hearing impairments. If the ergotherapist opinion indicates that the employer in the workplace of persons with disabilities, it is not possible to employ, the event at the chosen by the employer are not implemented;
59.3. employment of the person concerned in the place of work offered for adjusting the conditions determined by the beneficiaries and the employer's agreement concerning the implementation of the action.
60. The implementation of the project plan in one of the following periods: 60.1. from the conclusion of the agreement until 30 June 2011;
60.2. from 1 July 2011 to 30 June 2013.
61. The project site is the territory of the Republic of Latvia.
62. the implementation of the project, the European Social Fund, the beneficiary shall ensure information and publicity measures, laid down in the Commission of 8 December 2006, Regulation (EC) no 1828/2006 laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund and regulations of European Union funds publicity and visual identity requirements.
63. The European Social Fund, the beneficiary on its Web site at least once every three months puts up-to-date information on the implementation of the project.
64. The beneficiary of these rules referred to in paragraph 6 for the implementation of the activities supported the first procurement tender issued within three months of the rules referred to in paragraph 34 of the decision or these rules in the opinion referred to in paragraph 45 of its entry into force.
65. the draft amendments to be made according to the regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise.
66. the cooperation of harmonisation in the responsible authority shall submit the draft amendments to the institution, if the changes are related to: 66.1. project objectives;
66.2. the European Social Fund financing requested;
66.3. the term of the project;
66.4. project results to be achieved;
41.3. the project's total eligible cost, or the amount of programming over the years.
67. Up to that rule 50, 54, 56, 57 and 69 points and 49.1.2., 49.1.1., 49.2.2., 49.2.3 49.2.1.,., 49.3.1. and 49.3.2. the costs referred to in point limits and previously announced a cooperation body, the European Social Fund funding recipient project can be performed:

67.1. reallocation of costs between these rules, 48.1.2 48.1.1 48.1.3. and 48.1.4., bottom cost referred to in paragraph headings, not exceeding five percent of the cost of a transferable within the total amount of the eligible cost;
67.2. reallocation of costs between these provisions 49., 50 and 51 costs referred to in paragraph 1. This reallocation of costs to this provision, 48.1.2 48.1.1. and 48.1.3. cost referred to under heading, up to 10 percent of the cost of the total reallocated the eligible cost;
67.3. the reallocation of costs that rule 48.1.4. as referred to in point at the bottom under the heading of costs, not to exceed 10 percent of the cost of the total reallocated the eligible cost;
41.9. reallocation of costs this rule 49.1., 30.6., 30.6., 51.1, 51.2 and 51.3... referred to cost up to 20 percent of the cost of the total reallocated the eligible cost;
