No. 9 42) procedures developed, coordinated, approved and updated Latvian national positions on matters of the European Union Issued in accordance with the development planning system, article 11 of law eighth i. General questions 1. determine the documents that establish national development goals advocacy with the European Union, the development of this document, coordination, approval and escalation procedures, as well as the order in which such documents may replace the policy planning documents. 2. in order to ensure the interests of the Republic of Latvia to the European Union, the initiation of the preparatory and decision-making process, development of the Republic of Latvia in the official view of the European Union's policy document, the law of the European Union or other projects of the European Council, the Council of the European Union (hereinafter Council), the Council of Ministers of the Committee or working group meetings on the agenda the question of the Republic of Latvia's national positions on matters of the European Union (hereinafter referred to as national positions). 3. heading supersedes national policy planning documents, if the sector is not definitely Government policy guiding principles, development goals and priorities, lines of action, the main tasks or the results to be achieved on the European Union agenda for the meeting in question. 4. the representative of the Republic of Latvia's national positions in the expression Committee of the Council of Ministers or the working groups, as well as the European Commission committees and working groups (if the Council of Ministers with the legislation adopted by the European Commission to implement the Council of Ministers rules) develop working documents-instructions. 5. the national regulatory authorities and other institutions cooperation on issues related to the participation of the Republic of Latvia in the European Union decision-making process, coordinated by the meeting of senior officials of the European Union (hereinafter referred to as the senior officials meeting), acting in accordance with its Statute. 6. the senior officials meeting every six months on the European Commission and the Council working groups and committees responsible authorities (hereinafter referred to as the responsible authority) and taking over of the bodies and institutions (hereinafter jointly the institution), in the light of the relevant authorities and institutions of the other regulations and the statutory Division of powers. For you on the accountability in the European Commission and the Council working groups and committees of the Ministry of Foreign Affairs every six months shall inform the Secretary of the meeting. The responsible authority shall ensure that the progress of the matter and of the Republic of Latvia shall be informed of the results achieved by its authorities and the social partners ' organisations, associations and foundations, which are involved in the development of national positions. 9. the Ministry of Foreign Affairs: 9.1. coordinate development of national positions and ensure that all the provisions referred to in paragraph 2, the European institutions are laid down in the present issues to the responsible authority, as well as, if necessary, draw the attention of the authority responsible for the potential problem issues;

If necessary to make substantial amendments or additions to the approved national position. 13. the policy document of the European Union, the European Union's legislative proposal or other matter compliance with these provisions 12.1. conditions listed in the bottom and on the development of the terms of the heading, in accordance with the proposal of the responsible authorities shall decide the meeting of senior officials. 14. the formulation of national positions on matters that significantly affect the interests of the Republic of Latvia, the responsible authority shall, within the work efficiency and the availability of information restrictions, create an interinstitutional working group. The working group includes the Foreign Ministry and other institutions owned, as well as upon authorities and the social partners, representatives of associations and foundations. Specific questions of interinstitutional working group call on experts. 15. the Coordination of time limits determined by the competent authority according to the instructions of the Cabinet of Ministers. If the institution or other institution responsible authorities has not delivered an opinion within the time limit set, the national position to be considered as coherent. 16. If national positions are expected in a matter of a financial impact on the State budget or local budgets, the responsible authority in accordance with the national position of the Ministry of Finance (if the affected State budget) or regional development and Municipal Affairs Ministry (if affected local budgets). 17. The rules referred to in paragraph 14 of the interinstitutional working group delegated representatives are authorized to express its authorities or bodies which, they represent. 18. If a policy document of the European Union, the European Union's legislative proposal or other matter for which you are developing national positions, have more authority or substantially affect the interests of the Republic of Latvia, the responsible authority shall submit to the national position before the senior officials ' meeting and the senior officials ' Meeting decides on the national positions of submission for consideration by the meeting of the Secretary of State or Cabinet. 19. the examination of the national position at the meeting of senior officials may propose to the other institutions or bodies as well as local government and social partner organisations, associations and foundations. 20. If national positions in design it is not possible to agree on a division of powers and responsibilities, the position of the Republic of Latvia or any other positions with national issues, it is the oldest son of the Council meeting. If agreement is not reached, the meeting of senior officials will decide on the matter being referred to the Secretary of the meeting or the Cabinet of Ministers. 21.1.5. If so requested by a member of the Cabinet of Ministers;
21.2. the Minister responsible: 21.2.1. If national position is developed before the issue of the essence of the Council of Ministers working group or Committee or when you need to make amendments or additions to the approved national Minister position;
21.2.2. If national positions must be approved urgently and, taking into account the urgency, it is not possible to approve the Cabinet. 22. By submitting a national position in the Cabinet of Ministers for consideration, the competent Ministry informational message contains a description of the issue, look at the stage of the Union's decision-making process and the views of the Republic of Latvia about it. The Minister responsible under the competency report to the Cabinet on the current Council of Ministers concerned at a meeting of the questions under consideration. 23. The Minister responsible under the competency report to the Cabinet of Ministers of the Council of the results of the meeting, if it does not comply with the decision of substantial interest of the Republic of Latvia. 24. the representative of the Republic of Latvia for participation in the Committee of permanent representatives, the political and Security Committee, the Special Committee on agriculture, the economic and Financial Committee, as well as in other cases, if the Working Group of the Council of Ministers of the Council of Ministers prepared escalated issues, without involving the Permanent Representatives Committee, the instruction is optional, and it is developing a responsible authority in accordance with the instructions of the Cabinet of Ministers of the Republic of Latvia to the European Union of national positions on matters of development and movement. 25. the decision on preparation of instructions of the representative of the Republic of Latvia for participation in other Council working groups and committees shall adopt the responsible authority. The European Council (heads of State and Government level) of the Republic of Latvia representing the Prime Minister. 29. the meeting of the Council of Ministers of the Republic of Latvia Cabinet of Ministers representing the Member according to the competence and the Council of Ministers shall meet sm's agenda. If a cabinet member is unable to attend a meeting of the Council of Ministers, they are replaced by another cabinet member or representative Ministry Parliamentary Secretary, State Secretary, head of the representation or representations of the Deputy head. 30. the authority, which is responsible for the Committee or the Council of Ministers working group, designated representative of the relevant Committee or working group. This provision 29., 30 and 31, paragraph representatives are responsible for the expression of national positions in the Council of Ministers of the Council of Ministers meeting, working group or Committee according to the approved national positions or instructions. IV. Parliamentary participation 33. Parliamentary order roll duly competent authority according to the competence of the Parliament informed on current issues related to the work of the Council of Ministers. 34. the responsible body of the Parliamentary roll duly submit national position before the Parliamentary Commission for European Affairs before the issue of the European Council or the Council of Ministers meeting, before the hearing on the merits of the question of the Council of Ministers working group or Committee or in other stages of the examination of the question, if it significantly affects the interests of the Republic of Latvia. The Parliamentary Commission for European Affairs of the opinion is binding. V. concluding questions 35. Be declared unenforceable in the Cabinet of 16 august 2005 No. 596 of the provisions "of the Republic of Latvia to the European Union of national positions on the development, validation and legal procedures" (Latvian journal, 2005, nr. 131). 36. the rules shall enter into force on March 1, 2009.
