No 11 10) order in which national armed forces take part in the crash, fire and rescue, as well as the emergency consequences caused by liquidation Issued in accordance with the national law of the armed forces 17. the third paragraph of article i. General questions 1. determines the order in which national armed forces participate in: 1.1. accident liquidation emergency measures (hereinafter referred to as the emergency works) and rescue works;
1.2. fire works;
1.3. the emergency caused by the effects of the winding-up.
2. National armed forces involved in the crash, fire and rescue, as well as emergency caused by the liquidation of the consequences-the provision of assistance in the civil protection system, if the system of civil protection resources available are not sufficient risk management situation and the effects of the winding-up emergency measures and national armed forces resource attraction significantly speeds up the emergency situation caused by the effects of the winding-up of events measures reduce the potential losses or accelerates human rescue , or if the national armed forces have special equipment to perform this action.

3.4. environmental protection measures;

3.6. technical assistance (for example, transport, machinery, equipment, aircraft, ships) provision under national armed forces the resources available;
3.7. the provision of medical assistance in the use of the reserves;
3.8. other activities under the national civil defence plan.
4. emergency (other than aviation accidents and incidents), fire and rescue (except aviation accidents and marine rescue operations), as well as emergency measures in an emergency national armed forces involved: 4.1 if the national armed forces to fulfil the tasks related to the armed conflict or its prevention measures;
4.2. If the derogation is not announced.
II. Procedures for national armed forces involved in the fire fighting jobs 5. National armed forces units involved in the fire-works, land area requires: 5.1 throughout the country or in a region thereof – national fire and rescue Chief or his authorized person, but in the case of forest fires, the national forest service Director-General or his authorized person;

6. 7. Request to involve national armed forces fire works and the execution controls in the following order: 7.1. 7.2. Joint operation centre: 7.2.1. report on the protection of the requests received for the Prime Minister or the national armed forces Commander (or his authorized person);
7.2.2. inform the operational management department or State operational Deputy Forest Service Chief Executive (or his authorized person) of the Minister for defence and national armed forces Commander (or his authorized person) the decision taken;
7.2.3. notify the Minister for defence and national armed forces Commander (or his representative) decision the national armed forces (or the task involved in units) operational prefect, who organizes the execution of the decision;
7.2.4. the control of the Minister for defence and national armed forces Commander (or his representative) decision;
7.2.5. the report to the Minister of defence and national armed forces Commander (or his authorized person) on the results of the work carried out and the return of the permanent location.
8. If you want to react immediately: 8.1. decision on involvement in the fire works at the State fire and rescue service's territorial unit manager (or his authorized person) or virsmežziņ (or his authorized person) has the right to take appropriate administrative territory of deployed national armed forces Commander of the unit (not more than 24 hours) if the fire works, the number of persons involved does not exceed 50;
8.2. National armed forces Commander (or his authorized person) shall be issued within 24 hours of order on affirmative action national armed forces units involved in the fire, if the fire works, the number of persons involved does not exceed 50.9. Decision on involvement in the work assumes the fire Defense Minister, if the number of persons involved exceeds 50.10. 10.2. the territorial State fire and rescue service department, but in the case of the forest fire virsmežzin.
11. Fire works the participating national armed forces Commander: 11.1. report of fire extinguishing and rescue Manager for coming and the readiness to engage in a fire, as well as finished and leaving the scene;

11.3. working fire extinguishing and rescue work under the direction of the driver;
11.4. organised security arrangements, led by subordinate staff and is responsible for the execution of the given task;
11.5. a joint operations centre report on work results and the return of the permanent location.
12. the joint operations centre operational Deputy shall inform the national border guard headquarters management operational control of the Border Service of the national armed forces involvement in firefighting duties in the border strip.
III. Arrangements for the national armed forces involved in emergency and rescue 13. National armed forces involvement in emergency and rescue land area required: 13.1. throughout the country or in a region thereof – national fire and rescue Chief, or his authorised representative;
13.2. administrative territory-the State fire and Rescue Services Department of territorial leader. On request, inform the Department of operational management operational youth;
13.3. administrative territory-search jobs that are related to the missing people, – the national police operational management structure the team leader or the national police administration, the territorial police operational head of the management organ. 14. the request to involve national armed forces emergency and rescue and enforcement controls in the following order:

14.1. Operational Management Department operational attendant (if search-the national police operational control unit dežūrmaiņ of the oldest or the national police administration of territorial police department dežūrmaiņ operational management in a senior) submitted a joint operations centre, indicating the rescue or emergency site and its nature, the preferred national armed forces staff numbers, this tasks and task facilities necessary for the performance of the funds;

14.2.4. control of the Minister for defence and national armed forces Commander (or his authorized person) the execution of the decision, notify the Minister of Defense or the national armed forces Commander (or his authorized person) on the results of the work carried out and the return of the permanent location.
15. If you want to react immediately: 15.1. decision on involvement in emergency and rescue work after the State fire and rescue service's territorial unit manager (or his authorized person) has the right to take appropriate administrative territory of deployed national armed forces Commander of the unit (not more than 24 hours) if the fire works, the number of persons involved does not exceed 50;

Decision on involvement in emergency and rescue accepts Defense Minister, if the number of persons involved exceeds 50.17 of the decision taken to engage in emergency and rescue work in the administrative territory of the national armed forces deployed unit Commander shall immediately inform the : 17.1. Joint operation centre, which shall notify the national armed forces Commander or Defense Minister;
17.2. the territorial State fire and rescue service department, who shall notify the operational management of the operational Department prefect.
18. emergency and rescue the participating national armed forces Commander: 18.1. report to the emergency and rescue Manager for coming and the readiness to engage in emergency and rescue, as well as finished and leaving the scene;
18.2. is included and working in emergency and rescue operational headquarters;
18.3. operates emergency and rescue operations manager;
18.4. organised security arrangements, led by subordinate staff and is responsible for the execution of the given task;
18.5. a joint operations centre report on work results and the return of the permanent location.
19. the joint operations centre operational Deputy shall inform the national border guard headquarters management operational control of the Border Service of the national armed forces involvement in emergency and rescue work in the border strip.
20. the request to national armed forces air force (air force) air medical transport is entitled catastrophe Medical Center Director (or his authorized person), informed the air force operational youth. 21. If the Cabinet of Ministers issued a national energy crisis, are intended for work that the national armed forces carried out the Elimination of the energy crisis. National armed forces Commander (or his authorized person) asked activities carried out in cooperation with the energy crisis centre manager.
IV. Procedures for national armed forces involved in the emergency consequences liquidation 22. National armed forces units involved in the emergency situation caused by the effects of the winding-up of the event emergency measures (hereinafter referred to as the emergency measures in an emergency), the provision of assistance in the civil protection system – requires: 22.1. The Cabinet of Ministers (after crisis management the Council proposal)-If an emergency is declared across the country as a whole or in a substantial part thereof;
22.2. the municipal civil protection Commission-if the emergency is declared to the administrative territory;
22.3. the national operational medical Commission or the city (district) operational medical board-if the emergency medical situation opened.
23. the Minister of Defence issued an order on national armed forces units will go to the rolling emergency measures in an emergency. The order includes information about: 23.1. the nature of the emergency, the news of the national regulatory authorities and the departments that participate in the emergency situation caused by the effects of the winding-up of the event;
23.2. the task of the national armed forces for civil protection assistance system emergency measures in an emergency;
23.3. the order in which national armed forces action coordinated with the emergency measures emergency in participating public institutions and services.
24. the emergency measures emergency involved in national armed forces Commander: 24.1. notify the officer directs the emergency measures in case of emergency, and the joint operations center for the arrival and the willingness to get involved in the liquidation of the consequences of the completion of the work, and leaving the scene;

V. national armed forces and security staff training with the logistical resources and special equipment for participation in the crash, fire and rescue, as well as emergency measures emergency 25. Crash, fire and rescue, as well as emergency measures in an emergency may be involved in the preparation of the national armed forces, secured with task required special equipment.
26. The national armed forces organise the training of staff to enhance staff's willingness to take part in the crash, fire and rescue, as well as emergency caused by the effects of the winding-up.
27. the national armed forces unit by exercise of the necessary logistical resources and special equipment, which are expected to be involved in a crash, fire and rescue, as well as emergency measures in an emergency, and that the job requires material reserves are responsible for national armed forces Commander.
VI. final question 28. Be declared unenforceable in the Cabinet of Ministers on 6 November 2006, the provisions of no. 909 "order in which national armed forces take part in the crash, fire and rescue, as well as emergency caused by the liquidation of the consequences" (Latvian journal, 2006, 180. no).
