Cabinet of Ministers Regulations No. 132 in Riga 2009 February 10 (pr. 11. § 31) the provisions concerning phytosanitary measures and procedures for their application in the protection of plants and plant products against Phytophthora ramor Forum Issued under the plant protection act, article 5, paragraph 14 i. General questions 1. determine the phytosanitary measures and procedures for their application in the protection of plants and plant products against harmful organisms of ramor Werr, Phytophthora De Cock & in't My sp. Nova. (hereinafter referred to as the organism). 2. Provisions relate to: 2.1 Acer of Acer pseudoplatan Pursh., tresses l., of Adiant aleutic (Rupr.) Paris, Museum of c. jordani Adiant Muell., Aescul-californic (Spach) Nutt., hippocastan l., Aescul-Forum of the Pursch Arbut menziesi Arbut of the uned, l., Arctostaphylos spp. Adana, Calluna vulgaris (l.) Hull, Camellia spp. L., castanea sativa Mill., Fagus sylvatica l., the californic of Frangul (Eschsch.) Gray, the purshian Frangul (DC.) Cooper, Fraxinus excelsior l., Griselini of the littoral States (Raoul), hamamelis virginiana l., Heteromel-arbutifoli (Lindley) m. Roemer, Kalmi latifolia l., Laurus nobilis l., of Leucotho spp. D. Don, Lithocarp densiflorus (Hook. & Arn.) Rehda., Lonicera hispidul (Lindl.) Nature., Syringa Vulgaris l., Taxus spp. L., latifoli (Hook) by Triental, Umbellulari a californic (Hook. & Arn.) Nutt., Vaccinium ovatum Pursh. and Viburnum spp. L. (host), other than fruit and seeds; 2.2. Acer Aescul Pursh., of the tresses californic (Spach) Nutt., Lithocarp densiflorus (Hook. & Arn.) Rehda., Quercus spp. L. and Taxi brevifolia Nutt. Wood (wood); 2.3. Acer Aescul Pursh., of the tresses californic (Spach) Nutt., Lithocarp densiflorus (Hook. & Arn.) Rehda., Quercus spp. L. and Taxi brevifolia Nutt. peeled bark (bark).
3. the national plant protection service (hereinafter service): 3.1 examine the host during the active growth and development of the organism (hereinafter referred to as the test match time) in any host growth site (hereinafter referred to as the place), where the host plants intended for planting grown (hereinafter referred to as the place of production), and the place where the host plants intended for planting distributes (hereinafter outlets);
3.2. finding the body of Visual signs, take a sample and send it to the laboratory for analysis;
3.3. laboratory diagnosed;
3.4. the phytosanitary measures and monitor their execution;
3.5. the rules referred to in point 3.1., results of each year up to December 1, notified to the European Commission and the other Member States of the European Union. 4. 5.2. the phytosanitary certificate corresponds to one of the following conditions: 5.2.1. 5.2.2. it served at the national plant protection organisation of the examination (hereinafter examination official) at the place of production. 5.3. the examination carried out by the importation of the organism is not found. 6. it shall be prohibited to be imported into the bark, originating in the United States. 7. Be admitted, except in Quercus wood, originating in the United States, if you have connected a phytosanitary certificate corresponding to one of the following requirements: 7.1. 7.2.3. wood has been disinfected, treating it with hot air or hot water. 8. If the imported lumber with the bark residues, or without them, the wood must be dried artificially (water content in wood expressed as a percentage of dry matter, not exceeding 20% and reached the production process, taking the appropriate time and temperature conditions). Wood or wood packaging is marked with the label "kiln-shall" or "KD" (dried in the camera). 9. Permitted to import Quercus l., originating in the United States, if you have connected a phytosanitary certificate. Phytosanitary certificate issued after official verification that found that the wood has been stripped of its bark and wood meets one of the following requirements: 9.1. wood is apzāģēt to completely remove the round surface;
9.2. the water content of the wood, expressed as a percentage of the dry matter, not exceeding 20%;

9.3. the wood is disinfected, treating it with hot air or hot water. III. the movement of host plants intended for planting 10 Rhododendron spp. (other than Rhododendron simsii Planch.), Camellia spp. and Viburnum spp. host plants, originating in Latvia, other Member State of the European Union or a third country, except the United States, may be moved if they are accompanied by a plant passport issued in accordance with the laws and regulations on plant quarantine (plant passport). 11. the host plants, originating in the United States, allowed to move, if they have a plant passport. 12. the Rhododendron spp., intended for planting (other than Rhododendron simsii Planch.), Camellia spp. and Viburnum spp. registered breeders of host plants for plant-health control is subject to the plants and plant products circulating in the register of the persons involved in accordance with the laws and regulations on plant quarantine. 13. The rules referred to in paragraph 10 of the host plants, originating in Latvia, the service allows the use of the plant passport if: 13.1 the place of production at least twice in the vegetation period is appropriate for the inspection service conducted an inspection and found in these tests is not an organism;

IV. determination of phytosanitary measures 14. If the host for the test service finds the body of Visual signs of it: 14.1. a sample laboratory analysis and highlights of host plants;

14.2.2. from the place of production for a period of up to 15 working days – the organism from which the sample was taken, and the propagating material;
14.2.3. from the marketing site for a period of up to five working days – the organism from which the sample was taken, and the propagating material. 15. If, by laboratory analysis, the body is not found in the sample, the service removes this rule 14.2. the decision referred to in the subparagraph. 16. If, by laboratory analysis, the organism is found in the sample, the Department decides on phytosanitary measures carried out in accordance with this rule 17 and 18. 17. after the capture of the organism: 17.1. host plants from which the sample has been taken down to be infected (infected host plants). If the sample is made up of a number of host plants, infected determines all of the host from which the sample was taken;
17.2. the area in which the organisms found on the body of the outbreak. 18. the Constitution establishes the following place phytosanitary measures: 18.1 host plants at the place of production: 18.1.1. incineration to destroy infected Syme and host niekaug two meters wide band around the infected host plants, and plant residue;

19.1.2. at least one additional check all host plants;
19.2. the place of host plants, at least one host. 20. If paragraph 19 of these regulations during checks referred to in the body is not found, the Department decides on phytosanitary measures. 21. If paragraph 19 of these regulations during checks referred to in the body is found, the service apply phytosanitary measures in accordance with this rule 17 and 18. 22.
