15. 37. If two or more draft submissions has got the same number of points, they ranked the project application priority list in the following order: 37.1. a project application with the highest ratings of compliance with the provisions of annex 4, the criteria referred to in paragraph 1;
37.2. the project application with the highest ratings of compliance with the provisions of annex 4, the criteria referred to in paragraph 2;
37.3. the project application with the highest ratings of compliance with the provisions of annex 4, paragraph 3 of the criteria;
37.4. a project application with the highest ratings of compliance with the provisions of annex 4, point 7 of this criterion;
37.5. the project application with the highest ratings of compliance with the provisions of annex 4, paragraph 8 of this criterion.
38. the head of the responsible authority shall take a decision on the application for approval of a project if: 38.1 it meets this provision. 4. administrative criteria listed in the annex, the eligibility criteria of the project, the project applicant eligibility criteria and quality criteria;
