General questions 1. determines the order in which the State and the European Union support the event "restoring forestry potential and prevention measures" (hereinafter measure) activity "forest fire preventive measures" (hereinafter activity) implemented according to the Council of 20 September 2005 Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development (EAFRD) (hereinafter referred to as the Council Regulation No 1698/2005) and of the Commission on 15 December 2006, Regulation (EC) No 1974/2006 laying down detailed rules for the application of Council Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development (EAFRD) (hereinafter referred to as Commission Regulation No 1974/2006). 2. Logon conditions, as well as the submission of the project evaluation and selection procedures, decision making and reporting, support to order the divorce contract and requesting public financing procedures determined by law for State and European Union aid project application to open the contest in the form of the construction of fields and zivsaimn development. 3. The purpose of the activity is to ensure the sustainable management of forests in developing and improving forest fire safety precautions. II. conditions for receiving the aid 4. location of the activity is the whole territory of Latvia. 5. Activity aid is granted the following: 5.1 the forest protection infrastructure deployments;
5.2. fire preventive forestry measures;
fire observation tower 5.3 construction and reconstruction;
5.4 communications and surveillance equipment for the establishment and development of the network. 6. the applicant is: 6.1. national regulatory authority – these rules 5.1 and 5.2 implementation of activities referred to in (a);
6.2. the national forest service – these rules 5.3 and 5.4 for the implementation of the operations. 7. in paragraph 5 of these regulations carried out in areas relating to premium, high-or medium-risk classes of forests, in accordance with the legislation on fire safety. 8. 12.5. the procurement procedure of the supporting documents in accordance with the legislation of vajiem in normat procurement procedures;
12.6. a copy of the building permit (the presentation of the original), if the application is accompanied by a technical project;
12.7. the drainage system and the waterworks structures under construction technical survey opinion or compensated for the water sampling location, if the application is not added to the project, accepted the technical project. III. nature and extent of aid 14. some of the eligible cost of the project in the same project may not be greater than the funding provided for the adoption of the draft order. 16.2. the rules referred to in point 5.2 of the operation – cover the cost of harvesting;
16.3. the rules referred to in point 5.3 the operation-fire observation tower construction and reconstruction costs;
16.4. this rule 5.4. activities referred to in point – communication and observation systems acquisition and installation costs;
16.5. General costs directly related to project preparation or implementation (such as architects, engineers and consultants, legal services for you, a feasibility study, obtaining of patents and licences) and not exceeding eight percent of that rule 16.1, 16.2, 16.3 and 16.4 cost amount referred to. 17. Apply is only costs arising from contracts with third parties who are responsible for carrying out the works. Construction estimates positions are eligible if they are directly linked to the achievement of the objective of the activity. 18. the activity is not defined by the categories of eligible costs associated with the implementation of the project: 18.1. subcontracting, if they increase the cost of the project, but does not add the appropriate value for the project, as well as if the bottom is fixed in contracts pay as a percentage of the total cost of the project;
18.2. the costs associated with the supply of any services or work for which there is no appropriate procurement procedures carried out in accordance with the laws and regulations on the application of the procurement procedure;
18.3. the existing maintenance costs;
18.4. the other costs that are not eligible under Council Regulation No 1698/2005 and Commission Regulation No 1974/2006. IV. Project evaluation and selection application 19. Benefits for support is a project implemented by the territory with the higher risk class in accordance with the legislation on fire safety. If the projects implemented in areas where fire hazard class are the same, the advantage is a project of the greater area of the highest risk class. V. verification of the work carried out 20. applicants shall notify the national forest service for the activities envisaged in the draft referred to the provisions of point 5.2 and 5.1 (if it is not a body of water the construction or reconstruction). 21. the national forest service after the receipt of the information on these rules 5.1 and 5.2 in the execution of the activities carried out in nature and shall take a decision on the conformity of the actions implemented the preventive measures. 22. National Forest Service check results and shall notify the applicant of the decision taken in accordance with the administrative procedure law. 23. the national forest service submitted in the rural support service checking accounts, indicating the reasons for its decision.
