2. the purpose of Apakšaktivitāt is to provide training support to young people with learning problems and to promote suitable education and training pathways for young people offer the mandatory education age with low basic skills, young social adjustment in education and young people with functional disabilities.

4.2. results indicators – 27 percent of learners with special needs, which integrated the General and professional education institutions (from the student with special needs).
5. Apakšaktivitāt projects implemented within the co-financed from the European Social Fund. The total funding available for apakšaktivitāt are 7 069 382 lats, the European Social Fund co-financing 6 008 974 lats, national public funding from the State budget or local government funds-1 007 873 dollars and private funds 52 535 lats.
6. The maximum co-financing from the European Social Fund has about 85 percent of the total eligible cost of the project.
7. the project for the applicant, which complies with the State budget authorities for the implementation of the project, national public funding for 15 percent of the total eligible cost of the project, ensure the State budget funds. The project applicant, not the national budget authority, provides co-financing of at least 15 percent of the project's total eligible cost of the project applicant or existing credit facilities.
8. Apakšaktivitāt implement open project submissions in the form of the selection organised by no less than two selection rounds.
9. The first project application selection within the total funding available is 2 500 000 lats. Each round is organised within the framework of the apakšaktivitāt the remaining funding. The second application round project organised by no later than 31 December 2010.
10. Apakšaktivitāt responsible authorities within the functions provided by the Ministry of education and Science (hereinafter referred to as the responsible authority). Responsible authority: ensures apakšaktivitāt of 10.1. monitoring and control;

11.1.2. provides applicants with information about the project project preparation conditions of application;
11.1.3. create project submission Evaluation Commission (hereinafter the Commission);
11.1.4. developed and approved the Statute of the Commission;
11.1.5. assess the project submissions and decides on the approval of the project application or approval, or rejection, as well as assess the decision on approval of the application, the project provided the conditions are met;
11.2. within 10 working days after the date of entry into force of the provisions of the agreement on the development of the project (hereinafter referred to as the agreement) and the agreement on the implementation of the project (hereinafter referred to as the agreement) project in accordance with these rules and regulations that govern the European Union's structural and cohesion funds, implementation, and monitoring of implementation, and shall submit it to the authority responsible for the coordination;

11.8. prepare and submit payment authority payment forecasts;
7.4. preparing the European Social Fund demand projections for the current and next year and submitted to the managing authority and the responsible authority;
11.10. examine and approve funding requests the payee and shall draw up a declaration of expenditure;
11.11. provide information about the recipient of the funding agreement or contractual requirements;
11.12. Approves the amendments to the project;
11.13. the accumulated data on project implementation legislation of the European Union's structural funds and the cohesion fund management information system and the use of the prescribed order;
11.14. plans and implements public awareness measures on the conclusion of an agreement or contract with the beneficiary.
12. the cooperation body is the functional supervision of the responsible authority.
II. activities 13. Assisted project has supported the following: 13.1. social exclusion risk mitigation and inclusive educational measures and innovative approaches and solutions;
13.2. the required teaching staff and support staff (psychologists, social educators);
13.3. the introduction of the post of Assistant teacher;
13.4. the required additional training in subjects including teaching of the national language;
13.5. appropriate pedagogical correction, vocational education (with pedagogical correction), the buffer and the professional education program, special education program and the social adjustment program of learning opportunities;
13.6 support day-care group and social adjustments to create classes of educational institutions;
8.5. learners with special needs provision for inclusion in the education system;
8.6. labour and household skills, promoting young people at risk of social exclusion and young people with special needs and functional disabilities;
13.9. the provision of support measures for young people from poor families.
III. Requirements to the applicant of the project

14. the project, the applicant may be the educational institution or the municipality, or in the Republic of Latvia registered legal person.
15. If the applicant is a project in the Republic of Latvia registered legal person, it shall meet the following requirements: 15.1. it does not have the State social insurance compulsory contribution and other national compulsory tax debt;
15.2. it is not declared bankrupt, is being wound up and its economic activity is not paused or stopped.
16. the project applicant project application may be made and the project implemented individually or in partnership with 36.1. these provisions referred to cooperation partners, a co-operation agreement for the implementation of a project. 21.2.4. affiliate proof of participation in the implementation of the project (annex 3) (if the project is expected to involve partners);
21.2.5. the cooperation partner's proof of co-financing necessary for projects (proof of co-financing from national budget resources shall be issued by the institution is subordinated to the institutional partner, proof of co-financing from own funds issued by the same partner, proof of co-financing from the resources of the credit issued by the credit institution in question) (if the project is expected to involve partners);
21.3. the project application to the institution of the applicant, the signature of the project manager or his authorised person (Project adds the application to the relevant authority).
22. the project the applicant in addition to 21.2. these provisions referred to in annexes may be submitted to: 22.1. The State revenue service certificate of tax payment, issued no earlier than 20 working days prior to the application of the project (where the applicant is registered in the Republic of Latvia is a legal person);
22.2. the company registry certificate attesting that the applicant has not been declared bankrupt, is being wound up and the economic activity it is not paused or interrupted (if the applicant is a project in the Republic of Latvia registered legal person);
22.3. other documents which project the applicant deems necessary to submit in support of the application for the project's compliance with these rules in the draft application evaluation criteria.
23. If the applicant does not submit these rules 22.1 and 22.2. referred inquiries to the Office they obtain cooperation during the administrative procedure law.

V. Project submission evaluation 27. Apakšaktivitāt project submitted within the application assessment provides a liaison body, creating the Commission. 28. the meetings of the Commission as observers may participate in the managing authority and the responsible authority. The Commission in the evaluation process may invite one or more experts (without voting rights).
29. 34. 34.5. the project proposal is prepared according to the rules referred to in paragraph 21.2. project submission form, and all form sections are completed;

21.5. the project submission is filed in paper form in triplicate (one original and two certified copies), the original and the copy of the application is cauršūt (caurauklot) or the application is filed in electronic form, documents signed with secure electronic signatures, and confirm with the time stamp according to the regulations on electronic document design;
21.6. the project application is signed by the project head of the institution to the applicant or his authorised representative;
21.6. the project application is accompanied by all these rules in the annex referred to in paragraph 21.2.;
21.7. the period of project implementation and cost breakdown by year 60. these provisions meet the above project implementation period;
34.10. the project required in the application of the European Social Fund co-financing and the total eligible costs indicated in lats;
34.11. project required in the application of the European Social Fund co-financing does not exceed this provision referred to in paragraph 6, the allowable amount of co-financing;

35. The eligibility criteria (projects of the applicant and project eligibility criteria application) are the following: 21.8. the applicant project is an educational institution or a municipality, or the Republic of Latvia registered legal person;
35.2. the aim of the project comply with the rules referred to in paragraph 2, the purpose of the apakšaktivitāt;
35.3. the project is designed to implement at least one of the rules referred to in paragraph 13 of the eligible actions;
35.4. the project application is defined in the problem addressed and justified the chosen target group needs;
22.1. the project application and planned activities provide the problem and define target groups needs are met;
35.6. the project activities are clearly defined, proportionate with the planned time schedule for implementation and ensure the planned results;
22.2. in application of the project results and the indicators are clearly defined and measurable (reachable results indicate units with specific values);
22.2. the expected results for the project and their indicators contribute to the provision in paragraph 4 that the outcome indicator;
22.3. the applicant undertakes the project project implementation to prevent discrimination (sex, race, ethnic origin, religion, disability and other factors);
35.10. project application describes the project management, implementation, and monitoring system and the required resources (in the number of staff involved, qualifications and responsibilities, the facilities available), and they meet the needs of the project;
35.11. the project application is justified, as it will ensure the sustainability of the results achieved and maintenance after completion of the project;
35.12. project costs indicated in the application corresponds to the period of project implementation, it is necessary and reasonable to achieve project results and the implementation of the planned activities;
35.13. project planned in the publicity and information dissemination activities comply with the European Union's structural funds and the cohesion fund projects in the implementation of the publicity requirements;
69.35. where a project involves cooperation partners, their choices are reasonable (the competence of partners meet the project's planned activities, provide justification why the involvement of partners is not required).
36. quality criteria (specific horizontal priorities and eligibility criteria) are the following: 36.1. partners involved in the project: the project without the project 36.1.1. applicant is involved in a number of educational institutions, in the exercise of social adjustment or special education programs or activities, and one or more municipalities (10);
36.1.2. project without the project applicant is involved in one partner-educational institution, in the exercise of social adjustment or special education programs or measures, municipality, authority or organisation that addresses the special education issues (five points);
36.1.3. is not involved in the project partners (0);
36.2. the intended beneficiaries in the project: 36.2.1. more than 30 (seven points);
36.2.2. from 10 to 30 (five points);
36.2.3. from five to nine (two points);
36.2.4. less than five (0);
36.3. the project the applicant's experience in the implementation of the measures of the social exclusion of young people in risk mitigation and youth with functional disabilities inclusion in education: 36.3.1. is more than three years of experience (10 points);
36.3.2. have at least one year of experience (five points);
36.3.3. no experience (0);

37. the criterion for the award of funding – if the project submission complies with these rules, 21.3 21.3 21.2..,.,.,., 21.4 21.4 21.5 21.6.,.,.,., 34.12 34.11 34.10., 21.8., 35.2 35.3 35.4.,.,.,., 22.1 22.1 22.2 22.3.,.,.,., 35.10 35.11, 35.12. and 69.35. referred to evaluation criteria, as well as these rules and in 36.2 36.6 in those evaluation criteria each received at least two points, then the project submissions, listing in order of priority, starting with the most points winning the project application at the bottom of the project application, insufficient activity of available funding.

40. Cooperation authority decides to refuse an application for the project, if this provision in paragraph 37 above funding criteria is evaluated with "no".
41. If the project application selection round several projects submissions receive the same number of points and the project submissions to the respective selection round of funding is not sufficient priority supported the project, which is expected in the greater number of beneficiaries under this provision in the said 36.2 quality criteria.
42. The decision on the application of the project approval may include conditions which must be fulfilled in order to project the applicant would be able to conclude an agreement or contract: 42.1. clarification of the application of the project according to this provision, 21.7., 34.15 34.14 34.13.,.,., or 35.7 35.13. referred to evaluation criteria;

26.3. the cooperation of the other authority legally justified to take action for the conclusion of an agreement or contract.
43. cooperation authority decision on the application of the project approval or rejection of the application, project, or project approval of the application, provided the applicant must be forwarded within five working days from the date of the decision.
44. If the application is approved, the applicant of the project within the time limit set in the decision, which does not exceed 30 working days from the date of entry into force of the decision, shall ensure the fulfilment of the conditions and submit for evaluation to the cooperation body of information on conditions. Decision within the time limit set in the information about the conditions of the project, the applicant may submit a maximum of two times.
45. cooperation authority 20 working days after the deadline set in the decision, assessed the information provided by the applicant of the project and draw up an opinion on the decisions contained in the conditions (opinion). 46. If the applicant shall ensure the fulfilment of the conditions contained in the time limit laid down in the decision, the cooperation is a positive opinion of the authority and the liaison body within five working days from the date of signing the opinion sends the draft opinions to the applicant.
47. If the applicant does not provide the draft decision contained in the conditions or not provide it within the time limit laid down in that decision, the opinion of the authority is negative and the project application is considered to have been rejected. The liaison body within five working days from the date of signing the opinion sends the draft opinions to the applicant.
48. If the application is approved, the liaison body with the beneficiary of the financing agreements or contracts concluded in accordance with the laws that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds.
49. cooperation authority within 10 working days after the decision on the application of the project approval or positive findings shall be submitted to the body responsible for activities within the projects approved for the implementation of the project and the required State budget request.
50.20 working days of receipt of the decision on rejection of the application or project that rule 47 projects in the cases referred to in the applicant's right to request the cooperation of the authority of the circulation of information control legislation in order to issue the project submitted by the two copies of the application.
VII. Eligible and ineligible costs 51. within the framework of the project, eligible costs shall be divided into the following cost headings: 51.1. the administrative costs of the project;
51.2. project activities in the implementation of the provisions referred to in paragraph 13 of the aided activities implementation;
51.3. the project information and publicity costs according to the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements.
52. This rule 51.1. the costs referred to in (a) are the indirect costs of the project. That rule 51.2 and 51.3. in those costs are direct costs of the project.
53. This rule 51.1. the cost referred to in heading may include: 53.1. remuneration costs for project administration, including State social security payments if the person involved in the administration of the project is registered as a business income tax payer;
53.2. domestic travel and travel costs;
53.3. project management for information technology equipment (hardware, software, printers, data storage equipment) rental costs.
54. That rule 51.2. the cost referred to in heading may include: 54.1. the cost of the measure, including the preparation of measures and implementation costs, space and equipment rental costs, counseling, educational and kultūrizglītojoš events (exhibitions, participation fee entrance fee arrangements), outings, excursions, camps and hikes costs;
54.2. remuneration cost in the implementation of project activities the persons involved (the teacher's assistants, support staff, experts and others), including the national compulsory social insurance contributions, if that person is not registered as a business income tax payer;
54.3. methodical materials and teaching resources development costs, teaching material, teaching resources, special literature and periodicals acquisition costs;
54.4. domestic travel costs;
54.5. transport costs (fuel, vehicle rentals, purchase of transport services, the use of public transport costs);
54.6. communication costs (postage, telecommunications, internet services);
54.7. Office supplies and inventory costs (if its life expectancy is less than one year and the original value not exceeding 150 Lats per unit), except furniture;
54.8. room rent, if the implementation of the project activity they need to hire outside educational institutions or the beneficiary's legal address;
54.9. project activities required for the implementation of information technology equipment (hardware and software) rental costs;
54.10. service charges and other costs that are reasonable and related to the implementation of project activities.
55. This rule 54.3. cost referred to in the heading does not exceed 20% of the direct eligible costs.
56. This rule 51.3. the cost referred to in heading does not exceed one percent of the direct eligible costs.
57. the eligible costs recoverable value added tax payments are eligible.
58. the project submission does not include costs not specified in these regulations and in paragraph 51.57.
59. Financing from the European Social Fund or the national budget funds not eligible costs: 59.1. these provisions do not match 55 and 56 the amount of costs referred to in point limitations;
59.2. the project activities have not encountered during implementation or for payments made later than one month after the expiry of the implementation of the project;
59.3. not justified by supporting documents or the costs incurred by the law of the non-compliance;
59.4. does not meet the reasonable financial management, in particular value for money and cost effectiveness, and not related to the implementation of the project activities.
VIII. conditions for implementing the project 60. The beneficiary of a project after the conclusion of the contract or agreement and implement it, for no longer than 24 months. The project site is the territory of the Republic of Latvia.
61. cooperation authority, consistent with the laws that determine the order in which the expected State budget co-financed by the Fund of the European Union for the implementation of the projects, as well as payment and arrangements for the preparation of declarations of expenditure, is transferred to the beneficiary who is not a public authority, advance payment, not exceeding 20 per cent of the project for the European Social Fund and national public funding arrangements or the time limits laid down in the Treaty and in order.
62. the amendments made to the project, according to the laws that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds.
63. The beneficiary, without making amendments to the project, you can perform the reallocation of costs: 39.2. This provision and between 51.3 51.2. the requirements in cost positions, not exceeding five percent of the cost of a transferable items subject to this provision, paragraph 55 and 56 in certain cost limits;
39.3. that rule 51.2 and 51.3. bottom. above position.
64. The beneficiary shall submit a request for payment of the cooperation body, accompanied by an explanation of the rules referred to in paragraph 63 of the redistribution of costs. If this explanation is not filed or the explanation is not justified, liaison body cost reallocation may be considered unreasonable, not taking it into account in considering the reallocation of costs or not to have occurred.

65. The beneficiary shall ensure the implementation of the project related loading snapshot Web site, if any, not less frequently than once every three months.
