Cabinet of Ministers Regulations No. 192 in Riga 2009 24 February (pr. 14. § 48) medical treatment of persons and the establishment of a support person, topping the agenda and issued in accordance with article 9 of the law on medical treatment first part i. General questions 1. determines the therapeutic treatment of persons and support the personal register (hereinafter register) creation, and maintenance procedures for the topping. 2. the register is a national information system, which aims to provide medical monitoring for the required information. 3. the registry administrator, and is the health statistics and medical technologies State Agency (hereinafter the Agency). 4. the register shall record the following: 4.1 treatment doctors;
4.2. the dentist;
4.3 nurses (nurses);
4.4. the midwife;
4.5. the physician assistants (feldšer);
4.6. the nurse assistants;
4.7. cosmetic;
4.8. the beauty professionals in cosmetology;
4.9. dental feldšer;
4.10. dental nurses;
4.11. dental higiēnist;
4.12. dental assistants;
4.13. a physiotherapist;
4.14. ergoterapeit;
4.15. reitterapeit;
4.16. technical ortopēd;
4.17. audiologopēd;
4.18 physiotherapist Assistant;
4.19. ergoterapeit's assistants;
4.20. reitterapeit's assistants;
4.21. the radiologist assistants;
4.22. biomedical technician. 5. The registry shall register such treatment support: 5.1 biomehāniķ;
5.2. actually Bionic and prosthetic engineers;
5.3. ģenētiķ;
5.4. laboratory technicians;
5.5. the logopēdij of professionals (teachers, speech to speech);
5.6. medical physicist (biofiziķ);
5.7. medical equipment engineers;
5.8. professional healthcare chaplains;
5.9. prosthetic technician (technician);
5.10. psychotherapist;
5.11. public health professionals;
5.12. social carers;
5.13 social workers;
5.14. solarium employees;
5.15. special education teachers;
5.16. the sports professionals;
5.17. dental technicians. II. Medical treatment of persons and support person for registration 6. the Agency shall be entered in the register information: 6.1 for doctors who: 6.1.1. graduation from accredited higher-education institutions in Latvia, in Latvia, of which the acquired professional qualifications meet the law "For the regulated professions and the recognition of professional qualifications" and got a medical certificate for a specific substantive field, apakšspecialitāt or papildspecialitāt;
6.1.2. higher medical education, which assigned a doctor degree and have the right to work as a doctor in the apprentice or continuing education residency;
6.2. for dentists: graduation from accredited 6.2.1. higher medical education institutions in Latvia, in Latvia, of which the acquired professional qualifications meet the law "For the regulated professions and the recognition of professional qualifications" and got a certificate of treatment of dental specialty or one of the apakšspecialitāt of treatment;
6.2.2. got a dental education and have the right to work as a dentist or continue education residency;
6.3. for dental feldšer, dental nurses, dental assistants, dental higiēnist, physiotherapist, Assistant ergoterapeit Assistant reitterapeit Assistant and of graduation from accredited educational institutions in Latvia, got a diploma in the profession and whose professional qualifications obtained in Latvia complies with the law "on the regulated professions and the recognition of professional qualifications", giving them the right to five years to carry out professional activity in the profession according to competence;
6.4. for physiotherapists, ergoterapeit, reitterapeit and technical ortopēd of graduation from accredited educational institutions in Latvia, got a diploma in the profession and whose professional qualifications obtained in Latvia complies with the law "on the regulated professions and the recognition of professional qualifications", as well as holding a certificate of treatment in the specialty that give them the right to carry out professional activities according to competence;
6.5. on audiologopēd of graduation from accredited educational institutions in Latvia and got a diploma of the audiologopēd profession, giving them the right to five years to carry out professional activities audiologopēd according to the competence of the profession;
6.6. for doctors, dentists, tooth feldšer, dental nurses, dental higiēnist, dental assistant, dental technicians, physiotherapists, ergoterapeit, reitterapeit, technical ortopēd, physiotherapist, Assistant ergoterapeit Assistant reitterapeit Assistant, whose graduation from the State recognized educational institutions abroad and whose professional qualifications obtained abroad is recognised in Latvia according to the law "About the regulated professions and the recognition of professional qualifications";
6.7. for doctors and dentists that graduation from the State recognized higher education institutions abroad and temporarily stay in the Republic of Latvia, and wants to provide their professional skills adequate health-care services, giving doctors and dentists referred to the right to make temporary professional activity in the profession;
6.8. about this rule referred to in paragraph 5 the medical support persons: 6.8.1. graduation from accredited educational institutions in Latvia, got diplomas and professional qualifications obtained in Latvia complies with the law "on the regulated professions and the recognition of professional qualifications ', which got the support of treatment a person a certificate of specialty, which gives them the right to make independent professional activity in that specialty, and working in medical institutions;
6.8.2. graduation from national recognized educational institutions abroad and whose professional qualifications obtained abroad is recognised in Latvia according to the law "About the regulated professions and the recognition of professional qualifications" and working in medical institutions. 7. the Agency shall: 7.1 these terms recorded 6 referred to treatment and treatment support;
7.2. the provisions referred to in point 6 of the medical people and the medical support person a certificate of registration. The certificate shall indicate: 7.2.1. name and surname of the person;
7.2.2. the profession in which a person is entitled to practice as well as, in some cases, specialty under the professional development document;
7.2.3. treatment and treatment support person's registration number;
7.2.4. the registration certificate number, date of issue and expiry date;
7.3. the appropriate specialties development needs analyses the registry data for this rule referred to in paragraph 6 of the treatment and to medical aid. 8. medical professional education center (hereinafter referred to as the Centre), awarding five years to carry out professional activity in the profession, the sisters in the registry includes information on treatment for persons: 8.1 received accredited nursing vocational secondary education program and got diplomas on vocational secondary education;
8.2. received accredited nurse first level professional higher education program and got the diploma of first level professional higher education;
8.3. received accredited nurse second level professional higher education program and got diplomas of professional higher education;
8.4. received accredited full time medical courses to medical profession and gained a diploma of higher education, as well as the development of professional qualifications acquired in the supporting documents for the acquisition of knowledge and skills, or develop at least 150 hours of professional activity of the profession and have passed the nursing sisters of the aptitude test;
8.5. received accredited physician assistant (feldšer) or midwife professional secondary education program and got a diploma of professional secondary education or accredited physician assistant received (feldšer) or midwife first level professional higher education program and got the diploma of first level professional higher education, as well as the development of professional qualifications acquired in the supporting documents for the acquisition of knowledge and skills, or develop at least 150 hours of professional activity of the profession and have passed the nursing sisters of the aptitude test;

8.6. abroad got sisters professional qualifications that are recognised in the Republic of Latvia Law "on regulated professions and recognition of professional qualifications". 9. the Centre, in granting and extending the right to carry out professional activity in the profession of nursing in subsequent five years, assess the person's compliance with treatment this provision in point 8 above requirements, based on the development of professional qualification supporting documents for the acquisition of knowledge and skills, or develop at least 150 hours or relevant aptitude test. 10. the Centre, giving the right to temporary professional nurses in the profession, the register shall contain information about the sisters, which have gained the professional qualifications of nurses abroad and temporarily stay in the Republic of Latvia, and wants to provide their professional skills adequate health care services. 11. the Centre, giving the right to carry out professional activities for midwives in the profession for five years, the registry includes information on treatment for persons: 11.1 received accredited midwife professional secondary education program and got a diploma of professional secondary education;
11.2. received accredited midwife first level professional higher education program and got the diploma of first level professional higher education;
11.3. received accredited nursing vocational secondary education program and got diplomas of vocational secondary education or vocational nurse accredited first level professional higher education program and got the diploma of first level professional higher education and have accredited full time study programme midwifery education for 18 months or 3 000 hours;
11.4. foreign earned the midwife professional qualifications that are recognised in the Republic of Latvia Law "on regulated professions and recognition of professional qualifications". 12. the Centre, in granting and extending the right to carry out professional activities for midwives in the next five years, assess the person's compliance with treatment this provision in paragraph 11 above requirements, based on the development of professional qualification supporting documents for the acquisition of knowledge and skills, or develop at least 150 hours or relevant aptitude test. 13. the Centre, giving the right to temporary Professional midwife profession, the register shall contain information about midwives, midwife which have gained professional qualifications abroad and temporarily stay in the Republic of Latvia, and wants to provide their professional skills adequate health care services. 14. the Centre, giving the right to carry out professional activities physicians Assistant (feldšer) in the profession for five years, the registry includes information on treatment for persons: 14.1 received accredited physician assistant (feldšer) professional secondary education program and got diplomas on vocational secondary education;
14.2. accredited physician assistant received the first level professional higher education program and got the diploma of first level professional higher education;
14.3. received accredited full time medical courses to medical profession and gained a diploma of higher education, as well as the development of professional qualifications acquired in the supporting documents for the acquisition of knowledge and skills, or develop at least 150 hours of professional activity Assistant doctor (feldšer) profession and passed the Medical Assistant an aptitude test;
14.4. received accredited nursing vocational secondary education program and got diplomas of vocational secondary education or vocational nurse accredited first level professional higher education program and got the diploma of first level professional higher education, as well as the development of professional qualifications acquired in the supporting documents for the acquisition of knowledge and skills, or develop at least 150 hours of professional activity Assistant doctor (feldšer) profession and passed the Medical Assistant an aptitude test;
14.5. abroad got doctor's Assistant (feldšer) professional qualifications that are recognised in the Republic of Latvia Law "on regulated professions and recognition of professional qualifications". 15. the Centre, in granting and extending the right to carry out professional activities physicians Assistant (feldšer) in the next five years, assess the person's compliance with treatment this provision 14. the requirements referred to in paragraph 1 on the basis of the development of professional qualification supporting documents for the acquisition of knowledge and skills, or develop at least 100 hours or the relevant aptitude test. 16. the Centre, giving the right to five years to carry out professional activities of Assistant profession, nurse registry includes information on nursing assistant who: 16.1. trained in accredited nursing assistant continuing education of vocational education or vocational program and got the attestation of vocational training or certificate of professional qualification (qualification – Nurse Assistant);
16.2. learned any of that rule 8., 11., or referred to in point 14 and got a nurse, midwife, physician assistant (feldšer) professional qualifications;
16.3. abroad got a nurse Assistant professional qualifications that are recognised in the Republic of Latvia Law "on regulated professions and recognition of professional qualifications". 17. the Centre, in granting and extending the right to carry out professional activities in the profession of nursing assistant the next five years, assess the adequacy of the Assistant nurse this provision in paragraph 16 above requirements, based on the development of professional qualification supporting documents for the acquisition of knowledge and skills, or develop at least 100 hours or the relevant aptitude test. 18. the Centre, giving the right to five years to make a professional cosmetic profession, the register shall contain information about the cosmetic that: 18.1. trained in accredited cosmetic professional average or drop in continuing education program profesion and got a cosmetic certificate of professional qualifications;
18.2. foreign countries got cosmetic professional qualifications that are recognised in the Republic of Latvia Law "on regulated professions and recognition of professional qualifications". 19. the Centre shall, in granting and extending the right to carry out professional activities in the subsequent cosmetic profession for five years, assess the adequacy of these provisions cosmetic 18 requirements, based on the development of professional qualification supporting documents for the acquisition of knowledge and skills, or develop at least 150 hours or relevant aptitude test. 20. the Centre, giving the right to five years to make a professional beauty specialist in the cosmetology profession, the register shall include the information on treatment of persons: 20.1. received accredited beauty specialist in cosmetology first level professional higher education program and got the diploma of first level professional higher education;
20.2. received accredited full time medical courses to medical profession and gained a diploma of higher education, as well as the development of professional qualifications acquired in the supporting documents for the acquisition of knowledge and skills, or develop at least 150 hours of professional activity beauty specialist in cosmetology profession and passed the beauty specialist in cosmetology aptitude test;
20.3. received accredited physician assistant (feldšer), a nurse or midwife first level professional higher education program and got the diploma of first level professional higher education, as well as the development of professional qualifications acquired in the supporting documents for the acquisition of knowledge and skills, or develop at least 150 hours of professional activity beauty specialist in cosmetology profession and passed the beauty specialist in cosmetology aptitude test. 21. the Centre, in granting and extending the right to professional beauty specialist in the cosmetology profession in the next five years, assess the person's compliance with treatment this provision 20. the requirements referred to in paragraph 1 on the basis of the development of professional qualification supporting documents for the acquisition of knowledge and skills, or develop at least 150 hours or relevant aptitude test. 22. the Centre, giving the right to five years to carry out professional activities, the radiologist Assistant profession, the register shall contain information on the radiologist's Assistant, who trained in accredited 22.1: first level professional higher education program and got the diploma of first level professional higher education;

22.2. to June 30, 2008 the professional continuing education program developed a 562 hours and got a certificate for a radiologist Assistant or Radiology Department and radiology nurse specialization;
22.3. abroad got a radiologist Assistant professional qualifications that are recognised in the Republic of Latvia Law "on regulated professions and recognition of professional qualifications". 23. the Centre, in granting and extending the right to carry out professional activities in the radiologist Assistant profession in the next five years, assess the radiologist Assistant compliance with this provision 22. the requirements referred to in paragraph 1 on the basis of the development of professional qualification supporting documents for the acquisition of knowledge and skills, or develop at least 150 hours or relevant aptitude test. 24. the Centre, giving the right to five years to carry out professional activities in the biomedical technician profession, the register shall contain information on the biomedical technician who trained in accredited: 24.1. first level professional higher education program and got the diploma of first level professional higher education technician occupation;
24.2. accredited professional trained in secondary education program and got a diploma of professional secondary education feldšer the technician profession;
24.3. until 1991, December 31, trained in the professional training program of the 132 hours and got a certificate in laboratory Diagnostics. 25. the Centre, in granting and extending the right to carry out professional activities in the biomedical technician profession in the future five years, assess the operator's compliance with this rule in paragraph 24 above requirements, based on the development of professional qualification supporting documents for the acquisition of knowledge and skills, or 120 hours of training or aptitude test. 26. the Centre: 26.1. record this rule 8, 11, 14, 16, 18, 20, 22 and 24 physicians referred individuals;
26.2. the treatment of persons listed shall be issued a certificate of registration. The certificate shall indicate: 26.2.1. name and surname of the person;
26.2.2. profession in which a person is entitled to practice as well as, in some cases, specialty under the professional development document;
26.2.3. medical treatment person's registration number;
26.2.4. registration certificate number, date of issue and expiry date;
26.3. analyzes the registry data for this rule 8, 11, 14, 16, 18, 20, 22 and 24 of treatment referred to persons, taking into account the relevant specialties;
26.4. the Agency provides for the establishment of the register, replenishment and maintenance of necessary information about this rule 8, 11, 14, 16, 18, 20, 22 and 24 of treatment referred to in paragraph. 27. Latvian physicians Association, Latvian medical person Professional Union and the Latvian Association of Nursing time per month respectively, the agency or the Center provides information on treatment and medical support personal certificate (certificate number, date of issue, period of validity, speciality). III. the information to be included in the register 28. Agency or registry information inserted in the Centre under this provision of the annex 1 and 3. 29. Medical treatment and treatment support person in the month following the commencement of work submitted to the agency or to the center of yourself by filling in the medical treatment of the person and the support person registry tab card (hereinafter referred to as card) (annex 1). The card allowed to fill out and submit an electronic document if the electronic document is drawn up according to the law on electronic document design. 30. Medical treatment of a person or a support person who wants to continue professional activity in the profession and to extend the validity period of the certificate of registration, no later than 60 days before the expiry date of the certificate of registration shall, accordingly, the Agency, or the center of the development of professional qualification of the supporting documents for the acquisition of knowledge and skills or development time of validity of the certificate of registration and, if necessary, fill the treatment the person changes the registry page. 31. the Agency's or Center a month after treatment and treatment support person person registry counting cards or medical treatment of the person and the support person registry changes page (if its submission is required), as well as the development of professional qualification of the supporting documents for the acquisition of knowledge and skills or development time of validity of the certificate of registration receipt shall take a decision on the treatment of the person or persons to support treatment of the registration in the register or registration certificate of extension of the term of validity. 32. the agency or centre shall take a decision on the refusal to register the person for treatment or therapeutic support person if: 32.1. the person concerned does not satisfy this provision, 6, 8, 11, 14, 16, 18, 20, 22 and 24 of these requirements.
32.2. the medical treatment of the person and the support person registry tab card information provided is incorrect or incomplete. 33. the Agency's or Center shall take a decision on the refusal to extend medical treatment of the person or persons in support of the validity of the registration certificate, if: the treatment 33.1. a person or medical support person does not comply with these rules 6, 9, 12, 15, 17, 19, 21, 23 and 25 of these requirements.

33.2. the medical treatment of the person or persons registry supports a change to the information in the page is false or incomplete. 34. If the agency or Center has adopted a decision on the refusal to register the person for treatment or therapeutic support person or extend the validity period of the certificate of registration, or Center a month after treatment and treatment support person person registry counting cards or improvement of professional qualification of the supporting documents for the acquisition of knowledge and skills or development time of validity of the certificate of registration receipt shall be issued to the person for refusal of treatment. 35. the Agency's or Center's decision may be challenged in the Ministry of health. The Ministry of health decision may appeal to the Court of Justice of the administrative procedure law. 36. Medical treatment of the person or the person has a duty to support the month changes in these rules referred to in paragraph 28 of the report to submit to the agency or the appropriate information about developments in the Centre, filling the medical treatment of the person and the support person registry change sheet (annex 3), data on the person for treatment or therapeutic support person's first name, last name, ID number and indicate the appropriate changes. Page allowed to fill out and submit an electronic document if the electronic document is drawn up according to the law on electronic document design. 37. the information contained in the register of a person's first name, last name, job, jobs in the concerned specialty, specialty certificates obtained and their period of validity is freely available. 38. the information contained in the registry Agency and Center once a month compared with the citizenship and Migration Board of the population register (by checking the information about the mirušaj and from Latvia to permanent life abroad for treatment and treatment of incoming support person – name, surname, personal code, date of death and the fact of departure). 39. If the examination of the provisions of the information referred to in paragraph 38, the agency or the Center finds that the person on whose record includes news, is dead or izceļojus from Latvia to live abroad, the register shall include the particulars of that person in the register archive database. 40. If the information contained in the register is in conflict with the citizenship and Migration Board population register includes the information about the person, agency or centre shall specify the appropriate data in the registry. 41. the registry of the active database the information that the Agency keep consistently but registry archive the information in the database — 25 years after the inclusion of the information in the registry's archive database. After the end of the period of storage, the registry database is included in the archive agency archive laws regulating the operation of the procedures laid down by the State Archives Directorate and by the Act of dialing the delete from the registry. IV. Closing questions 42. Be declared unenforceable in the Cabinet of Ministers of 11 October 2005, Regulation No 760 "treatment of persons register, and the procedure for the maintenance of replenishment" (Latvian journal, 2005, nr. 164). 43. the information contained in the register of the medical certificate of the person specified in the specialty, which up to this date of entry into force of the provisions had been registered in the register of persons or of treatment which ended the period of validity of the registration certificate, is stored in the appropriate treatment of persons, a classifier of specialities were in force until the entry into force of these rules for the day, but no longer than up to a new medical certificate. 44. Persons who have taken up residency these provisions into force, after the end of the residency re-registered at specialty medical register of persons according to the obtained residency and medical certificate on the speciality according to their individual specialties of treatment as the classifier in force until the entry into force of rules, but no longer than up to a new medical certificate.
