1.2. requirements the project applicant;

4.2. results indicators – General and vocational education, the proportion of teachers who have developed their competence in vocational and general education, in relation to the total number of teachers-50 percent. 5. the purpose of the group is Apakšaktivitāt in professional education in vocational initial and further training, vocational education teacher, involved in practice managers, artisans involved in vocational education (crafts) academic staff involved in the preparation of teachers and learners in the teaching of vocational qualifications. 6. The project is supported by the following: 6.1 in initial vocational education, vocational training and vocational education teachers involved in the training and professional and pedagogical competence required courses for promotion development and implementation;
6.2. the supervisor of the pedagogical competency, or professional and pedagogical competence development courses required for the development and implementation;
6.3. initial vocational training and continuing education of teachers involved in professional and practice Manager internship and experience exchange activities at the sector of economic activity, to the post of master of the offender and other vocational training institutions;
6.4. measures of vocational teacher training to improve the professional training under the streamlined content development needs of vocational training and labour market requirements;
6.5. the support measures for the vocational qualification of teachers abstraction;
6.6. the innovative solution development and implementation of vocational education teacher and supervisor in the preparation and further education;
4.2. e-resource and environmental e-learning solutions (including information and communication technology subject learning or practical training and teaching practice), or the use of information technology in improving the skills of educators in relation to course content or teaching methods, if the improvement project. 7. Apakšaktivitāt projects implemented within the co-financed from the European Social Fund. Apakšaktivitāt total available for public funding is $7441454, consisting of the European Social Fund co-financing 6325236 lats and national public funding from the State budget funds 1116218 lats. 7.4. test and approve funding requests the payee and shall draw up a declaration of expenditure;

11.10. provide information on the beneficiaries of the contract or the terms of the agreement, the requirements of performance and enforcement;
11.11. the draft amendments under this rule 57 and 58 of the conditions referred to in paragraph 1;
11.12. accumulating data on the implementation of the project according to the laws of the European Union's structural funds and the cohesion fund management information system design and use;
11.13. plans and implements public awareness measures on the conclusion of the contract or agreement with the beneficiary. 12. the cooperation body is the functional supervision of the responsible authority. II. Requirements for the project the applicant 13. Project applicants can be: 13.1. Vocational Training Administration;
13.2. the higher education institution that implements the vocational educator education programmes;
13.3. the Organization of the social partners, which delegated the right to operate at the national level;
13.4. the national regulatory authority that law duly implement the national policy for kultūrizglītīb and professional kultūrizglītīb administration. 14. the project applicant project application may be made and implemented individually or in partnership, concluding with a partner of the cooperation agreement for the implementation of a project. III. Project preparation and submission of applications 16. IV. Project evaluation 22. 18.5. the project application is signed by the project head of the institution to the applicant or his authorised person;
29.8. project application is accompanied by all these rules in the annex referred to in paragraph 18.2;
29.9. project duration and cost allocation over the years correspond to the provisions referred to in paragraph 54 of the project implementation period;
29.10. project application requested to the European Social Fund funding and total eligible cost specified in lats;
29.11. project application requested to the European Social Fund funding percentage does not exceed the provisions mentioned in paragraph 8 of the allowable amount;
29.12. project submissions requested in total eligible cost of which is not less than that referred to in paragraph 15 of the rules of the minimum amount of eligible costs and do not exceed the provisions mentioned in paragraph 15, the maximum amount of the eligible cost;
29.13. submission of project eligible costs over the years specified in full in the arithmetic right and meet the budget totals listed in the summary;
29.14. submission of project eligible costs specified in the heading appropriate to the 43 and 51 of the rules referred to in paragraph 1, eligible costs;

30.11. project application is justified, as it will ensure the sustainability of the results achieved and maintenance after completion of the project;
30.12. project costs indicated in the application corresponds to the period of project implementation, it is necessary and reasonable to achieve the project objectives and the implementation of the planned activities;
30.13. project planned in the publicity and information dissemination activities comply with the European Union's structural funds and the cohesion fund projects in the implementation of the publicity requirements. 31. quality criteria (specific horizontal priorities and eligibility criteria) are the following: 19.3. the project involves cooperation between beneficiaries, in order to implement the projects and achieve the target of apakšaktivitāt: collaboration provides 31.1.1. (0);
31.1.2. intends to prepare a submission of the project to prevent projects overlapping the activities planned (one point);
31.1.3. intends to prepare project submission and information on project implementation and results (two points);
31.1.4. intends to prepare project submission and information on implementation and results of the project, as well as involving the implementation of specific project activities (three points);
31.2. the readiness of the project implementation started: 31.2.1. target groups of training needs are determined and they planned to identify, initiate the implementation of the project (0);
31.2.2. the target groups of training needs have been identified in General, developed the necessary continuing education courses for the General description of the training needs of the concerned groups for the teachers, launching the implementation of the project (one point);

21.3. the assessment of compliance with any of these terms, 31.2, 31.3 31.1...,.,., 19.8 19.8 19.6. or 31.10. projects referred to the quality criteria of the application received less than one point or of compliance with any of these terms or 31.5.19.7. projects referred to the quality criteria of the application – less than two points. 35. the responsible authority shall take a decision to reject the application of the project, if the rules referred to in paragraph 32 of the funding criteria are evaluated with "no". 36. The competent authority may take a decision on the approval of the application, the project on condition that must be met for the project, the applicant can enter into a contract or agreement for the implementation of the project. That decision may include the following: 36.1. clarification of the application of the project according to this provision, 29.8 29.7 29.6.,., 29.9., 29.10 29.11, 29.12.,.,.,., 29.13 29.14 No 29.15., 18.9., 5., 19.0, 19.1, 30.10 30.11 30.12.,., or 30.13. criteria referred to in subparagraph;
36.2. cost clarification, but not exceeding that rule 46, 49 and 50. referred to cost constraints;
36.3. other specific legal authority to take action based on the conclusion of an agreement or contract. 37. the responsible authority shall within five working days after the date of adoption of the decision: sent to the applicant of the project – 37.1. a decision on the application of the project or the project of authorisations requested transmit application rejection, or project approval submissions;
37.2. cooperation authority-the decision on the application of the project of authorisations requested transmit and two copies of the approved project or project submission, presented in the form of electronic documents signed with secure electronic signatures, and confirm with the time stamp in the laws on electronic document design. 38. If the application is approved, the head of the project had the time limit laid down in the decision, which does not exceed 30 working days from the date of entry into force of the decision, shall ensure the fulfilment of the conditions and submitted to the responsible body for evaluation information on the fulfilment of the conditions. Decision within the time limit set in the information about the conditions of the project, the applicant may submit a maximum of two times. 39. the responsible authority shall be 20 working days after the deadline set in the decision, assessed the information provided by the applicant of the project and draw up an opinion on the decisions contained in the conditions (opinion). If the applicant does not provide the draft decision contained in the conditions or not provide it within the time limit laid down in that decision, the responsible authority opinion is negative and the project application is considered to have been rejected. The responsible authority within five working days from the date of signing the opinion sends the draft opinions to the applicant. 42. If the application is approved, the liaison body with the beneficiary of the financing contract or agreement for the implementation of the project in accordance with the laws that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds. Vi. Eligible and ineligible costs 43. Projects eligible costs are broken down into the following headings: 43.1. application and supporting project documentation preparation costs;
43.2. the administrative costs of the project;
43.3. in the implementation of project activities the provisions of paragraph 6 of the activities supported in this implementation;
43.4. project information and publicity costs according to the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements;

This rule 43.2. cost referred to in items may include the following costs: the cost of the project. the remuneration 29.3 administration work, including the national compulsory social insurance contributions, if the project administration go the cue is not registered as a business income tax payer;

30.4. costs that are reasonable and related to the implementation of project activities. 49. That rule 43.4. cost referred to in the heading does not exceed one percent of the project's eligible direct costs. 50. This rule 43.5. referred to cost position does not exceed 0.2 per cent of direct eligible project costs, and it uses this rule 43.3. the costs referred to in point. 51. the eligible costs recoverable value added tax payments are eligible. 52. the project costs not included in the application, which is not specified in these rules or in paragraph 43.51. 53. Financing from the European Social Fund or the national budget funds not eligible costs: 53.1. these provisions do not match, or 46 49.50. costs referred to in point limit;
53.2. no project activities incurred during implementation or for payments made later than the month after the expiry of the implementation of the project;
justified 53.3. does not meet the principles of financial management, in particular value for money and cost effectiveness and not related to the implementation of the project activities;
53.4. not justified by supporting documents or the costs incurred by the law of the non-compliance. VII. Project implementation conditions 54. Funding recipient project implementation commenced not later than two months after the conclusion of the contract or agreement and implement the project a maximum of 31 December 2013. 55. cooperation authority according to legislation, establishing procedures for the expected State budget co-financed by the Fund of the European Union for the implementation of the projects, as well as payment and arrangements for the preparation of declarations of expenditure, is transferred to the beneficiary (other than the budget authority) advance payment of 20% of the total eligible cost of the project, of the arrangement or the time limits laid down in the Treaty and in order. 56. The beneficiary on its Web site at least once every three months puts up-to-date information on the implementation of the project. 57. the draft amendments shall be consistent with the laws that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, except for the provision in paragraph 58. 58. The draft amendments to coordinate with the responsible authority, if the changes are related to: 58.1. project objectives;
58.2. change of the beneficiary;
58.3. the project achieved the monitoring indicators;
58.4. the total cost of the project. 59. The beneficiary, without making amendments to the project, you can make the project cost reallocation: 59.1. between this provision and paragraph 26.9. set cost 43.4 positions, not exceeding five percent of the cost of a transferable and subject to the provisions set out in paragraph 49 of the cost constraints;
59.2. this rule 43.3. and 43.4. bottom line referred to in paragraph 1. 60.
