1.2. the European Regional Development Fund (hereinafter draft) submission evaluation criteria;
1.3. the requirements of the project the applicant;
1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination.
2. the purpose of the Apakšaktivitāt is to improve the quality of higher education and the availability of the upgrading of higher education institutions, infrastructure, including adjusting to persons with functional disabilities, and security with the installations, equipment and technology. Apakšaktivitāt the purpose of the group is the State and other legal persons established in the higher education institutions, higher education institutions academic staff of higher education study programmes, learners, students, major and PhD.
3. the purpose of the Apakšaktivitāt achieved in implementing this provision, paragraph 9 and reaching the outcome indicators-31 higher education institution, as 31 December 2013 upgraded infrastructure and training facilities.
4. Apakšaktivitāt-financed by the European regional development fund, the State budget and private funds. Total restricted selection within the available funding is 100 646 751 lats, including the European regional development fund funds 85 549 738 lats, national public co-financing 14 755 547 lats, including the European regional development fund co-financing of projects for the State budget co-funding: not more than 7 374 785 lats (7.3 percent of total apakšaktivitāt of the European regional development fund and the State budget funding to scale) private co-financing, and 341 466 lats.
5. Apakšaktivitāt implement the project application to the limited selection (limited selection). Limited selection organised not later than 60 working days after the entry into force of these rules for all the activities available on the bottom and no more than two rounds. 4.9. checking and confirming the beneficiary's payment request and prepare the Declaration of expenditure;
7.10. the funding recipient shall provide information relating to the contract or agreement concluded for the implementation of the project requirements of the rules and their enforcement;
7.11. the accumulated data on project implementation legislation of the European Union's structural funds and the cohesion fund management information system and the use of the prescribed order;
7.12. plans and implements public awareness measures on the part of the apakšaktivitāt with the beneficiary of the financing agreements or contracts concluded for the implementation of a project;
7.13. the amendments to the draft.
8. the cooperation body is the functional supervision of the responsible authority.
9. Apakšaktivitāt is supported within the following: 9.1. higher education institutions, buildings, structures, facilities and infrastructure reconstruction and renovation, if necessary, new construction of buildings, machinery, equipment and technology, to upgrade or implement a program of study in one of these rules referred to 38.16. priority axes;
9.2. the higher education institution library upgrading, if higher education institution, or to implement the enhanced programme of study in one of these rules referred to 38.16. priority axes;
9.3. the higher education institutions of the adaptation for persons with functional disabilities, if higher education institution, or to implement the enhanced programme of study in one of these rules referred to 38.16. priority axes.

II. The European regional development fund, the financing conditions for a limited selection of the 10 project submissions can be submitted to the State and other legal persons established in the higher education institutions.

11. the project applicant be eligible for the European Regional Development Fund funding limited the selection, if the responsible authority is invited to submit a project application.

14. Beyond the existing planning of Riga region strategic development index determined in accordance with Annex 1 of these rules. 16. Higher education institutions strategic development index is calculated according to the provisions of annex 1.
17. Outside the region of Riga or Riga regional spatial development factor is determined according to the laws that govern the territory development index calculation and application procedures, and expressed in the following sizes: Kurzeme region spatial development factor – 1.8, Latgale planning region – 3.3, Vidzeme planning region – 2.2, Zemgale planning region – 1.8 and Riga planning region: 1. the maximum 18 project total eligible cost is determined individually, taking into account the number of points earned according to the evaluation criteria and the funding allocation the regional quota. The project's minimum total eligible cost is not less than 70 280 lats, and the maximum eligible cost of the project in total not exceeding 26 706 552 lats.
19. the maximum permitted by the European Regional Development Fund funding is 85 percent of the total eligible costs of the project amount.
20. the project for implementation of national co-financing arrangements and the extent of the provision: 20.1. State founded colleges for co-financing 15 percent of the project's total eligible cost provided from the State budget funds;
20.2. State universities founded 7.17% of co-financing of the project's total eligible cost from European Union funds for co-financing of projects for the national budget. The rest of the national co-financing founded universities 7.83% of the total eligible cost of the project, provide the country founded a graduate school;
20.3. other legal persons established higher education institutions for the implementation of project co-financing 15 percent of the project's total eligible cost of other legal persons founded higher education institution or its founders.
21. the cooperation of the authority including the advance payment to the beneficiary of the financing arrangement in the document or the agreement on the implementation of the project within the time limits and procedures for no more than 50 percent of the project for the European regional development fund and, if this is provided for in the project – the State budget funding.

III. submission of Project selection procedures 22. within 30 working days following the entry into force of the responsible authority prepares a list of higher education institutions, intended to invite to submit a project application, taking into account this provision 38.16. eligibility criteria referred to in point.

16.3. If the applicant has not established an institution of higher education, the State revenue service's statement that the applicant does not have tax debt, issued not earlier than two months prior to the application of the project. If the applicant does not submit the said certified statement, the competent body to obtain the administrative procedure law;
16.4. a completed financing plan at national public institutions (annex 3), if the applicant is a public body;
26.5. higher education institutions in the operation and development of the long-term strategy for 2009-2015;
16.5. the mandate, if the application is signed by the applicant authority of the project manager's authorized person;
16.6. the home improvement site work required justification by specifying the exact position of the amenity and the costs, if the application contains the provision referred to in paragraph 53.2. improvement of the work site;
16.7. the possession, usage or ownership documents for fixed assets where the project is planned to make investments;
26.9. other documents that justify the submission of the project's compliance with these rules in the project application evaluation criteria.
27. the project application to the project the applicant can submit one of the following forms: 27.1. paper form by adding an identical project submission form and institution of higher education and the development of long-term strategies for 2009-2015 electronic version electronic media;
27.2. the electronic document, signed with a secure electronic signature and confirm with the time stamped electronic documents in the procedure prescribed by law.
28. This provision in paragraph 23 the invitation specified in the project application submission period end date is the last day when the project applicant project application submitted personally, electronically or by post.
29. the project's responsible authority on the date of receipt of the application registers the project submission. IV. Project evaluation of application 31. Apakšaktivitāt project within the submission evaluation provides Evaluation Commission. 38.3. the project is expected to improve in the application or to implement at least one higher education program in one of the following priorities: 38.3.1. higher education thematic group in science, mathematics and information technology or engineering, manufacturing and construction;
38.3.2. higher education thematic area-health care (except for cosmetology education program), the protection of the environment or the Arts (creative industry) (except for the design education program);
38.3.3. higher education program group: 38.3.3.1. educator education that is associated with the priority of higher education for the thematic groups or areas, including science teacher, math teacher, Informatics teacher, special education teacher, surdopedagog (surdotulk);
38.3.3.2. agriculture, forestry, fisheries, or veterinary medicine;
38.3.3.3. social services to ensure or improve the studio facilities for persons with functional disabilities;
38.3.4. first level professional higher education programmes, to ensure or improve the studio facilities for persons with functional disabilities;
23.9. the project application is added to the higher education institution and the development of long-term strategy 2009-2015;
38.5. the planned European regional development fund contribution to higher education institutions the modernisation of infrastructure designed to meet the higher education institution and the development of a long term strategy for 2009-2015;

24.0. is defined the project application to the problem addressed and justified the chosen target group needs;
the project application and 36.6. the planned activities provide the problem and define target groups needs are met;
24.1. the project activities are clearly defined, proportionate with the planned time schedule for implementation and ensure the planned results;
24.2. the application of the project results and the planned figures are accurately defined and measurable;
38.10. project application describes the project management, implementation and monitoring of the scheme, and it required resources (in the number of staff involved, qualifications and responsibilities, the facilities available) and they are appropriate to the needs of the project;
38.11. the project application is justified, as it will ensure the sustainability of the results achieved by project implementation and maintenance;
38.12. project costs indicated in the application to match the expected project implementation period is necessary and justified in the project results and the implementation of the planned activities;
No 38.13. application is made in the project expenditure and project economic benefits analysis;
38.14. project planned in the publicity and information dissemination activities are relevant for European Union funds projects in publicity;
38.15. the applicant is a national project or other legal persons founded higher education institution;
38.16. According to legislation on the classification of the education project, the applicant will implement at least one full time higher education program in one of the following priorities: 38.16.1. higher education thematic group: science, mathematics and information technology or engineering, manufacturing and construction;
38.16.2. higher education thematic area: health care (except for cosmetology education program), the protection of the environment or the Arts (creative industry) (except for the design education program);
38.16.3. higher education program group: 38.16.3.1. educator education if the group in question implemented the program in higher education, which is related to the priority education thematic groups or areas, including science teacher, math teacher, Informatics teacher, special education teacher, surdopedagog (surdotulk);
38.16.3.2. agriculture, forestry, fisheries, or veterinary medicine;
38.16.3.3. social services, if the group in question from 1 October 2007, studying people with functional disabilities;
38.16.4. first level professional higher education programs if the programme concerned from 1 October 2007, studying people with functional disabilities;
38.17. infrastructure, designed to make the European regional development fund contribution: 38.17.1. the applicant's possession of the project or, if the project applicant is a public body;
38.17.2. is the property of the applicant or of the project or to the possession of the European regional development fund project implementation date will be recorded in the beneficiary's estate, if the applicant is a national project, founded the University;
38.17.3. is the property of the applicant of the project if the project applicant is a private institution of higher education established.

39.4.1.1.2. is considered higher education institution's current performance, describing the specific parameters and their characteristics: the student number and the effectiveness of the programmes of study (degree and qualifications got the number and imatrikulēt number of persons), academic staff qualifications, facilities security, space and the intensity of use of equipment, the main European regional development fund and European Social Fund project benefits 2004-2006 programming period (applicable if applicant has received the 2004-2006 programming period of the structural funds of the European Union);
39.4.1.1.3. is considered higher education institutions of the current domestic and international competitiveness (student growth dynamics, a foreign student and foreign academic staff association, international cooperation);
39.4.1.1.4. explain higher education institution's contribution to the Latvian National Development Plan 2007-2013 and the Lisbon strategy objectives;
39.4.1.2. strategy and action program: 39.4.1.2.1. have certain strengths and weaknesses, threats and opportunities;
39.4.1.2.2. the strategy has been developed, the main development needs and lines of action, taking into account the technology and innovation developments and assessing threats, including demographic projections;
39.4.1.2.3. are planned based on the numerical results are measurable (number of student growth in priority areas of study, academic staff with degrees, the proportion of performance indicator-effectiveness study programme (degree and qualifications got the number and imatrikulēt number of persons), the growth of new interdisciplinary programs require infrastructure);
39.4.1.2.4. is based the European regional development fund, the planned investment efficiency economic competitiveness (population in economic activity, including self-employment, productivity and eksportspēj) increase;

24.5. the impact of the project on higher education institutions spatial infrastructure optimization (in accordance with the higher education institutions of financing arrangements), contributing to the concentration of investment, more intensive use of premises and equipment, reducing fragmentation in the meantime object selection and preventing undue repetition of equipment: 39.5.1. optimization is planned, with the agreement of several higher education institutions and provides for a single studio complex (five points);

39.13.4. University outside of Riga planning region or Riga planning region, or institution of higher education located in Riga planning region (one point);
39.14. in the project specific activities provided for the principle of equal opportunities, in particular by improving accessibility for people with functional disabilities: 39.14.1. project for four or more of the specific activities of the equal opportunities principle (five points);
39.14.2. project is one, two or three specific activities the principle of equal opportunities (three points);
39.14.3. project specific activities not provided for equal opportunities for (null);
39.15. the impact of the project on information society: 39.15.1 horizontal priority. the project is designed for the new information and communication technology solutions for process studies, information and communication technology equipment purchase courses and higher education institutions, as well as the modernisation of the library in the information communication network of sis topic or improvement of process efficiency and to improve the availability of information (five points);
39.15.2. the project is intended for the information and communication technology equipment purchase programme for modernisation and information system or communication network improvement study of the effectiveness of the process and to improve the availability of information (three points);
39.15.3. the project is intended for the information and communication technology equipment purchase program for modernisation of study (one point);
39.15.4. project provides no information and communication technology equipment purchase programme for modernisation (zero point).
40. the criteria for the award of funding: 24.9. the project submission complies with these rules, 37.2, 37.3 37.1...,.,., 37.5 37.12 37.4., 38.1, 38.2, 38.3...,.,., 38.4 38.5 No 38.13, 38.15.38.16 and 38.17. in meeting the assessment criteria laid down in these rules, and 24.3 24.4 24.7. in subparagraph and in the criteria set in each has received at least one point, these rules, 24.5 24.6 24.4... above and below in the criteria each has received at least two points 24.5. these rules and 39.14. in the criteria in point each has received at least three points and, in assessing the quality evaluation criteria for project submission is received at least 30 points;

26.3. According to this provision in 38.17 specific criterion are not attached to this provision 26.8. the documents referred to in subparagraph;
26.3. the project the application of these rules, or 24.7 24.3 24.4. the criterion laid down in paragraph have not won at least one point, 24.4 24.5 24.6.,., or the criterion laid down in point – at least two points or 24.5.39.14. in point or criterion, at least three points;
26.4. the project application under the rules referred to in paragraph 39 of the quality evaluation criteria is received less than 30 points;
26.5. the project submission does not comply with this provision the funding referred to 24.9. award criteria.
43. project submissions that meet these rules referred to in paragraph 24.9 funding criteria, assessed according to 40.2. the funding referred to in the award criteria. The responsible authority shall take a decision to reject the application of the project, if this rule 40.2. the funding referred to in criteria is evaluated with "no".
44. the responsible authority decision on the approval of the project application can be accepted with the condition that must be met for the project, the applicant can enter into an arrangement or agreement for the implementation of the project.
45. The decision on the application of the project approval may include conditions which must be fulfilled in order to project the applicant would be able to conclude an agreement or contract for the implementation of the project: to develop projects 45.1. in accordance with the following criteria: 45.1.1. this rule 23.4.,.,., 37.7 23.5 23.5.,.,., 37.11 37.10 37.13., 37.14. or 37.15. referred to administrative criteria;

45.2. in the light of the European Union's structural funds and the cohesion fund management law, perform the following actions: If the project submission 45.2.1. information is unclear or inaccurate, to submit additional information or a document indicating the required additional information or fine-tuning;
45.2.2. specify the eligible costs of the project;
45.2.3. submit these rules 26.1, 26.2, 26.4., 16.5 and 16.6.. referred to in annexes;
45.2.4. to carry out other responsible authorities specific to the project could be implemented.
46. the responsible authority shall within five working days after the decision sent to the applicant of the project: 28.6.-the decision on the application of the project or the project of authorisations requested transmit application rejection, or project approval submissions;
46.2. cooperation authority-the decision on the application of the project of authorisations requested transmit and two certified copies of the approved project or project submission in electronic form of a document, prepared in accordance with the law of electronic documents.
47. the decision on the application for the approval of the project by the deadline laid down the conditions for the fulfilment of conditions is not longer than 20 working days after notification of the decision.
48. the decision on the application for the approval of the project provided the conditions contained in the project, the applicant provides a decision within the time limit. Information about the conditions in the decision included a project applicant submits the body responsible for evaluation in no more than two times.
49. the responsible authority shall be 20 working days after this rule 47. the period referred to in paragraph 1 shall examine the information provided by the applicant of the project and draw up an opinion on the decisions contained in the conditions (opinion). Opinion assessed simultaneously with the decision taken by the evaluation of the rule of law.
50. If a project shall ensure the fulfilment of the conditions contained in the decision, the responsible authority within five working days after the preparation of the opinion, in writing, inform the applicant of the project and liaison body. At the same time with the opinion of the responsible authority shall send to the liaison body of the two certified copies of the project or a project in the form of electronic document, prepared in accordance with the law of electronic documents.
51. If the applicant does not provide the draft decision contained in the conditions or the execution of these provisions within the time limit specified in paragraph 47, the submission of a project shall be considered to have been rejected. Opinion on the conditions contained in the decision of the determining authority within five working days after the preparation of an opinion sent to the project applicant.
52.20 working days of receipt of the decision on rejection of the application or project that rule 51. in the case referred to in paragraph project applicant has the right to require the responsible authority regulations established to issue the project applicant project application two copies.

Vi. conditions for implementation of the project, eligible and non-eligible costs 53. Pursuant to Council of 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999 of the European Parliament and of the Council of 5 July 2006, Regulation (EC) No 1080/2006 on the European regional development fund and repealing Regulation (EC) No 1783/1999 conditions , the project has the following applicable items: 53.1. project preparation of the documentation supporting the application costs;
53.2. This provision 38.16. priority axis referred to in higher education programmes for buildings, structures, facilities and infrastructure renovation and reconstruction costs, where necessary, the construction of new buildings, as well as the costs of the redevelopment site;
53.3. construction and equipment costs of a building, premises and infrastructure adaptation for persons with functional disabilities;
53.4. This provision 38.16. priority axis referred to in higher education program required for the implementation of new or used equipment, supplies, equipment and technology, including information technology, acquisition cost;
13. higher education institution library modernisation charges;
53.6. costs that are reasonable and related to the implementation of project activities, excluding the costs of training;
53.7. project information and publicity costs, in so far as the laws and regulations of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements;
53.8. unforeseen costs.
54. This rule 53.1 53.2 53.3.,.,., 13., 53.4 and 53.6. cost is referred to the direct eligible costs of the project.
55. This rule 53.4. the costs referred to in (a) may include: 55.1. new equipment, supplies, equipment and technology acquisition cost of higher education a priority direction for programme implementation and assurance;
55.2. use of equipment, supplies, equipment and technology acquisition cost of higher education the priority direction for programme implementation, and (if the appropriate equipment, supplies, equipment and technologies are not available on public funds);
55.3. equipment, supplies, technology and equipment delivery, installation, repair and maintenance costs, as well as the use of technical training costs.
56. This provision subparagraph 13. costs may include: 56.1. new equipment, supplies, equipment, and technology acquisition costs;
56.2. renovation of buildings or spaces or reconstruction costs.
57. This rule 53.4. and in paragraph 13 below. costs shall constitute not less than 25 percent of the total eligible costs of the project.
58. This rule 53.6. referred to costs may include: 58.1. procurement procedures, the cost of the provision;
58.2. technical project development costs;
58.3. the technical and financial expertise;
58.4. autoruzraudzīb and building costs;
58.5. in the course of project implementation in the material value of the insurance costs, if they apply to the project implementation period.
59. This rule 53.1. costs referred to in subparagraph does not exceed one percent of the project's direct eligible costs and may include the provision of procurement costs, technical project development costs and technical or financial expertise.
60. This rule 53.6. costs referred to in subparagraph does not exceed 10 percent from 53.2. these provisions, 53.3 53.4.13., and at the bottom of this cost amounts.

61. This rule 53.7. costs referred to in point form no more than 0.2 per cent of direct eligible project costs to a maximum of 25 000 LVL.
62. This rule 53.8. costs referred to in (a) shall not exceed five percent of the project's eligible costs direct and can be used directly attributable costs.
63. the non-recoverable value added tax payments are eligible.
64. the project submission does not include financing and from the European regional development fund, the State budget and private funds not eligible the following costs: 64.1. real estate (buildings and land) acquisition cost;
64.2. the payment for the loan review, presentation and service, the reservation fee on financial transactions, interest on arrears, penalties and expenses of litigation;
64.3. expenditure which does not provide the immediate purchase of equipment or technology (leasing), except in the case of equipment or technology transfer is intended to project implementation deadline;
64.4. not specified in these rules 53, 55, 56, 58, 59 and 65;
64.5. above this rule 60, 61 and 62. above the limit of the amount of costs;
64.6. not associated with the implementation of project activities;
64.7. which is not encountered in the implementation of project activities or during which payments are made later than one month after the expiry of the implementation of the project;
64.8. which does not meet the reasonable financial management, in particular value for money and cost effectiveness, and not related to the implementation of the project activities;
64.9. not motivated by cost of supporting documents or the laws incurred by non-compliance.
65. The State budget authority not more than five percent of the project's eligible costs direct project application as non-eligible costs may include the costs of administration of the project.
66. the project is carried out in accordance with the amendments to the arrangements for the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise.
67. cooperation in accordance with the amendments to the competent authority, if the changes are related to: 67.1. project objectives;
67.2. change of the beneficiary;
67.3. sample output of the project.
68. The liaison body, earlier in coordination with the responsible authority, in the letter of agreement or contract for the implementation of a project where you can propose a unilateral retreat from an agreement or contract for the implementation of a project.
69. Pursuant to this provision, 60, 61 and 62. eligible costs referred to in point limits and previously announced a cooperation body, the funding recipient project cost redistribution can take this rule 53.2 53.3 53.4,.,.,., and 53.6 13. costs referred to in point position within or between them, not exceeding five percent of the cost of common positions reallocated eligible costs. 70. The beneficiary within five working days after an agreement or contract for the project implementation, procurement plan shall be submitted to the Liaison Office.
71. The beneficiary of these rules referred to in paragraph 9 the implementation of the activities supported the first procurement tender issued not later than 90 days after the entry into force of the agreement or the agreement on the implementation of the project.
72. The beneficiary shall ensure the implementation of the project of placing the snapshot, the beneficiary authority Web site at least once every three months.
73. The beneficiaries of the activities provided for in the project implementation started only after the institution of cooperation agreement or the agreement on the implementation of the project.
74. If the beneficiary of the funding transferred to advance payments of more than 20 percent, the beneficiary of the first Foundation of the European Union, the beneficiary shall submit a request for payment no later than eight months after an agreement or contract for the implementation of a project or the receipt of the advance payment. The beneficiary of the first Foundation for the funding of the European Union requested the payment request is not less than 80 per cent of the amount of the advance payment.
75. If the project occurs during non-eligible expenditure or pushes up costs, shall be borne by the recipient of funding from its own resources.
76. If the beneficiary fails to fulfil the request contained in the draft outcome indicators or to fulfil the obligations laid down in the agreement or contract for the project implementation, the liaison body shall inform the competent authority.
77. the responsible authority shall have the right to request from the beneficiary's information about the progress of the implementation of the project and results achieved compliance with the planned results.
78. If necessary, the competent authority has the right to propose amendments to the project, preparing and sending the liaison body and the recipient of funding proposals for the necessary amendments to the draft.
79. The beneficiary within 10 working days after this provision 78. proposal referred to in paragraph 1 shall draw up and submit to the project receiving the amendment request cooperation, with which an agreement or contract for the project implementation, or provide the responsible authority and cooperation authority decision justification for not initiating a project.

3.3. competitiveness of the institution. It is characterized by concluded international agreements, participation in international programmes and projects and the exchange of academic staff;
