Cabinet of Ministers Regulations No. 403 Riga, 5 May 2009 (pr. No 29 54) amendments to the Cabinet of Ministers of 17 February 2004 No. 91 "in the terms of the order in which the regional environmental authority to issue technical rules for the operation, which does not require an environmental impact assessment issued in accordance with the law" on environmental impact assessment "in article 4 second subparagraph 1. make Cabinet 17 February 2004 No. 91" in the terms of the order in which the regional environmental Board to issue technical rules for the operation that does not require an environmental impact assessment "(Latvian journal, 2004, nr. 29; 2005, 80, no. 147) the following amendments: 1. make paragraph 3 by the following:" 3. the Person who is going to take action (hereinafter the applicant), before the start of the written application submitted to the national environment service regional environmental Board (hereinafter called the Government) in the territory of which it is intended to carry out the operation. 1.2. make paragraph 5 by the following: "5. the application shall contain the following information: 5.1 the application date and place;

5.3. the name and address of the place of activity;
5.4. Description of the action and technology used, linked to a specific operation: 5.4.1 the main raw material consumption per year, indicating all dangerous chemicals and hazardous chemical products (preparations);
5.4.2. the production and its quantity;
5.4.3. water source (existing, planned) attachment sites, the planned quantity of water (cubic metres a day, month or year);
5.4.4. drinking and technical water scarcity;
5.4.5. the planned waste water quantity (cubic metres a day, month or year), pollutants in effluents, their quantity and concentration before and after purification, wastewater effluent outfalls, receiving ūdensobjekt;
5.4.6. the production of heat and electricity, need maximum power, fuel type and quantity;
5.4.7. the emission of pollutants (pollutant quantities and concentrations), smells;
5.4.8. wastes generated, the type, quantity and management;
5.4.9. the electromagnetic radiation, vibration, noise and other physical impacts on the environment; ' portability ' in ground area 5.4.10., indicating that land intended to transform (forest or agricultural land);
5.4.11. impact on specially protected natural areas, especially protected species and habitats of special conservation interest;
5.4.12. effects on the surrounding water bodies and watercourses;

3. Metals and their products manufacture and processing: 3.1. metal ore roasting and milling plant;
3.2. the crude extraction of pig iron or steel (primary or secondary fusion) and the smelter equipment;
3.3. the processing of ferrous metals: 3.3.1 the hot mill;
3.3.2. the forge;
3.3.3. Galvanic plant;
3.4. ferrous metal foundries;
3.5. installation of the melting and installation, the non-ferrous metal alloy and alloy metal smelting equipment installation and installation (except precious metal and enrichment of processed products and equipment for smelter);
3.6. installation of equipment or facilities of metal and plastic surface processing by electrolytic or chemical processes;

4. Mineral extraction, processing and use: 4.1 open mineral extraction;

4.6. the industrial ceramic products, including tiles, bricks, refractory bricks, tiles, clay vessel, firing, and porcelain facilities;
4.7. glass, including glass fibre plant installation.
5. chemical industry: 5.1 oil, petrochemical products and chemical products storage facilities;
5.2. the perfumes and cosmetics product production;
5.3. fotoprodukt production of that installation.
6. Food industry: 6.1. plant and animal products and production of primary processing;
6.2. processing of milk – a stationary installation or installation of equipment for milk collection and pretreatment of milk, if the amount of milk has more than one tonne per day (if one tonne a day is the annual average);
6.3. non-alcoholic and alcoholic drinks plant;
6.4. fish products and fish oil plants;
6.5. meat processing plant;
6.6. coffee, tea, spices and food additives production;
6.7. the grain processing plant;
6.8. ceptuvj installation;
6.9. the installation of the production units of the yeast.
7. The textile industry, leather, wood and paper production: 7.1 the production of paper and paperboard;
7.2. material pre-treatment (operations such as washing, bleaching, the Mercer in sation) and fiber and fabric dye or installation;
7.3. skin tanning equipment Setup or installation, if the action to be taken on an industrial scale;
7.4. the industrial production of footwear;
7.5. the industrial production of toys;
7.6. the industrial production of clothing;

7.7. flax industrial processing plant installation.
8. infrastructure projects: 8.1. dry cleaner, underground and multi-storey car parks and commercial complex installation, including the handling of goods station and the construction of the Logistics Centre;
8.2. the railway line construction;
8.3. the waterworks structures construction and reconstruction;
5.2. gas stations, liquid and well compressed gas filling stations and oil bases;
8.5. artificial groundwater recharge;
8.6. artificial ūdensobjekt creation, if the area is greater than 0.1 ha, and they meet one of the following criteria: 8.6.1. located in specially protected natural territory, except the neutral zone;
8.6.2. the make up of the surface water runoff or surface is ūdensobjekt;

5.5. installation of commercial printing.
9. Tourism, sport and Recreation: bobsled runs in 9.1 installation, as well as artificial snow capturing;
9.2. recreation complex, a recreational park and amusement park;
9.3. golf courses;
9.4. the venue of sport competitions and mass measures standing place (for example, ice haļļ, sports, Stadium, swimming pool, horse race) installation.
10. General: 10.1. waste recycling, equipment installation or construction waste for storage, sorting, including over loading of the station having a capacity greater than 30 m3;
10.2. landfill and dump closures and conditioning;
10.3. sewage treatment plant construction or reconstruction of a power of five cubic metres per day or more;
10.4. new building construction or reconstruction of existing buildings where the building is located: 10.4.1 the cordon of surface ūdensobjekt, except local authorities planning scales laid down in the village, as well as the limits of the city;
10.4.2. specially protected natural territory, except the neutral zone and local government planning scales laid down in the village, as well as the limits of the city;
10.5. human habitation or economic activities of the artificially created, floating, not connected with earth construction;
10.6. the waste composting site;
10.7. cord production;
10.8. production of aukstumnesējiekārt;
10.9. the area of the iežogošan game or game species of wild animals. ";
1.14. deletion of annex 2, the words "shall lapse if the activity is not started within two years of the issue";
1.15. to supplement the annex to the note as follows: "Note. Document properties in the "signature" and "date" does not fill in, if an electronic document is drawn up according to the law on electronic document design. "
2. The rules referred to in paragraph 1.11. the requirement of technical rules, the denial of opinion or insert State environmental services home page on the internet comes into effect January 1, 2010.
