Cabinet of Ministers Regulations No. 573, Riga, June 17, 2009 (pr. No 43 70) the procedures for administering the European agricultural guarantee fund, European agricultural fund for rural development and the European Fisheries Fund, as well as national and European Union support for agriculture, rural development and fisheries Issued under the agricultural and rural development Act article 5 the seventh and eighth issue i. General provisions 1. determines the order in which it is administered by the European agricultural guarantee fund (EAGF), the European agricultural fund for rural development (EAFRD) and the European Fisheries Fund (EFF) and the administration of the funds involved in the competence and responsibilities of the institutions, as well as the order in which it is administered and monitored by national and European Union support for agriculture, rural development and fisheries of these funds.
II. 3. 4.3. the audit authority;
4.4. the action programme, the European Fisheries Fund for the implementation of aid in Latvia 2007-2013 of the Monitoring Committee;
4.5. competent authority;
4.6. the competent body responsible for making payments to the beneficiaries.
5. 19.12. two representatives of environmental organizations;
19.13. the representative of the regional development and local government ministries;
19.14. two representatives of the Ministry of the environment.

IV. financial management 22. 30. 31. If the beneficiary has changed the eligibility conditions for receiving the aid, the beneficiary is obliged to inform of such changes of the Field support service within three working days after the change occurred.
32. the registry is the responsibility of the field support service in a geographical information system, and with the help of the field support service identifies agricultural parcels used in, eligible for State aid in the European Union and of the direct payments scheme and the rural landscape or environmental improvement duties. Field support service supports the applicant submission tratīv checks administra and spot checks, as well as provide documentation tēšan and accounting checks in accordance with the Commission on 7 December 2006, Regulation (EC) No 1975/2006 laying down detailed rules for the implementation of Council Regulation (EC) No 1698/2005, as regards the implementation of control procedures as well as cross-compliance in respect of rural development support measures (hereinafter Regulation No 1975/2006) Of the Commission of 26 March 2007 Regulation (EC) No 498/2007 laying down detailed rules for the implementation of Council Regulation (EC) no 1198/2006 on the European Fisheries Fund, and Commission 21 April 2004 Regulation (EC) No 796/2004 laying down detailed rules for the implementation of cross-compliance, modulation and the integrated administration and control system provided for in Council Regulation (EC) No 1782/2003 establishing common rules for direct support schemes under the common agricultural policy to Germany and establishing certain support schemes for farmers (hereinafter Regulation No 796/2004).
37. VII. Cross-compliance control system 41. Cross-compliance control system coordinating body under the Council of 19 January 2009, Regulation (EC) No 73/2009 establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers, and amending Regulation No 1290/2005, (EC) no 247/2006, (EC) No 378/2007 and repealing Regulation (EC) No 1782/2003 (hereinafter Regulation No 73/2009) 20. paragraph 3 of article is the field support service.
42. in accordance with Regulation No 796/2004, article 42 (1) of the following competent control bodies: 42.1. the rural support service – environmental issues related to good agricultural and environmental conditions;
26.2. The food and veterinary service, public, animal and plant health protection matters related to animal identification, registration and animal welfare;
26.3. the national plant protection services – public, animal and plant health protection matters related to plant health protection and assistance, and environmental issues associated with crop fertilizer plans particularly sensitive areas;
26.3. the national forest service, environmental issues related to forest area.
43. the rural support service: 43.1. the competent control bodies to coordinate the exchange of information on cross-compliance control system;
43.2. ensure the competent control authorities with the support of the information available to support applicants cross-compliance checks;
43.3. in accordance with the competent control authorities of the checks carried out, the calculation of the reduction of the aid where it is established in Regulation (EC) No 73/2009 referred to in article 4, the conditions and the final payment of the aid.
44. in accordance with Regulation No 796/2004, article 9 and article 42, paragraph 1, as well as according to competency: 44.1. the rural support service, national forest service, national plant protect protection service and the food and veterinary service carries out support of applicants selection tests in accordance with Regulation No 796/2004, article 44 and 45. The national forest service, national plant protection service and the food and veterinary service shall inform about them rural support service;
44.2. the rural support service, national forest service, national plant protect protection service and the food and veterinary service of the cross-compliance inspections carried out in accordance with Regulation No 796/2004, article 46 and 47;
44.3. the national forest service, national plant protection service and the food and veterinary service electronically provides information on rural support cross-compliance checks, the results of the inspection, the alleged infringements, their evaluation and examination results change according to Regulation No 796/2004, article 48, as well as the rural support service request, provide other necessary information on cross-compliance control system maintenance and operation.
45. Cross-compliance management requirements and the good agricultural and environmental conditions are laid down in the laws of procedure is assigned to national and EU support for agriculture in direct support schemes.
46. the rural support service does not apply to the reduction of the aid where the com petent authorities have determined the control of minor non-conformity with Regulation No 73/2009 article 24, paragraph 2, and expressed their support to the applicant the warning the first time.
VIII. Inadequate expenditure 47. 51. 52. 53. The European Commission shall issue a recovery order in accordance with the Council of 22 March 1999, Regulation (EC) no 659/1999 laying down detailed rules of the EC Treaty, the application of article 93 (hereinafter Regulation No 659/1999), the rural support service to ensure illegal recovery of aid paid.
54. when the European Commission issued the recovery order, the rural support service: 54.1.14 days inform Ministry of agriculture on the number of beneficiaries and the amount of the aid scheme;
54.2. month inform the beneficiary of the aid repayment arrangements, timing and the amount of the aid to be recovered, taking into account the interest determined in accordance with Regulation No 659/1999 article 14, paragraph 2.
55. the State or local government institution that is responsible for supporting the Pro-gramm or the application of agricultural projects, rural or fisheries development (hereinafter referred to as the support provider), assess the aid programme or project conformity with the Treaty establishing the European Community and the European Union are directly applicable law on support for agriculture and the construction industry zivsaimn.
