General questions 1. determines: 1.1. procedures implemented by the operational programme "human resources and employment ' priorities 1.3 of Appendix" employment promotion and health work "based on" employment "UR1.3.1.pas 1.3.1.1.5." apakšaktivitāt support for the risk of unemployment for the training of persons "(hereinafter referred to as the activity);
1.2. the European Social Fund (hereinafter the project) submission evaluation criteria;

2. The purpose of the activity is to promote the development of human resources, raising the risk of unemployment, the competitiveness of individuals in the labour market and helping them to save jobs.
3. the purpose of the activity reaches, in implementing this provision set out in paragraph 5 and assisted when executing the outcome indicators-supported risk of unemployment is 11 000 persons. 4. activities to target merchants employed persons (excluding State and local capital company employees), which established the working time may not exceed 20 hours per week.
5. II. 9.5. provide information to the Department of Public Welfare budget request, subject to the laws and regulations that govern the public financial management and planning of national budgetary resources for the European Union agenda, the Fund co-financed projects and making payments;
9.6. provide implementation monitoring and control, including checks in the project locations and manages the Council Regulation No 1083/2006 Article 93 1 and 2 of the principle laid down in the execution of the project;
9.7. provide information about the recipient of the funding arrangement;
9.8. checks the recipient's funding requests for payment submitted by the eligible expenditure approved amount and prepare payment orders, as well as the declarations of expenditure shall be prepared and sent to the managing authority for the examination;
9.9. the draft amendments under this rule 50 and 52, but this provision in paragraph 51 of the cases approves the amendments if they matched with the responsible authority under this rule 8.7.;
9.10. the responsible authority shall provide information on the activities available for the implementation of the European Social Fund funding;
9.11. the accumulated data on projects consistent with the laws of the European Union's structural funds and the cohesion fund management information system design and use;
9.12. plans and implements public awareness measures for the implementation of projects;
9.13. the review and approval of funding European Social Fund projects submitted by receiving progress reports.
10. the cooperation body is the functional supervision of the responsible authority.
III. the applicant and the project cost a total of 11 Projects, the applicant is the national regulatory authority (labour market institutions), which according to the law on the support of the unemployed and jobs seekers to implement the national policy for the reduction of unemployment and unemployed, job seekers and persons at risk of unemployment support.

IV. Project application selection 14. the responsible authority shall send to the applicant of the project call for project applications (hereinafter referred to as the notice).
15. The invitation shall: 15.1 project application procedures, if submitted in person, by post or by electronic means;
15.2. the project submission deadline. Period not less than 10 working days from the date of dispatch of the invitation;
15.3. the Web site containing the application, to be used for the preparation of the project documents (these provisions and consumables to the project submission form to fill out);
15.4. the Web site on which you placed in the draft agreement.
16. the applicant shall submit Project application, subject to the following conditions: the applicant shall provide the project 16.1. one project submission;
16.2. the project application consists of the completed project submission form (annex 1) and the project budget materials, technical equipment and room rentals and rental costs of supporting documents (if applicable for the implementation of the plan of the project these costs);

16.4. the project shall ensure the conformity of the application of the draft provisions set out in annex 2 of the administrative, compliance and quality criteria;
16.5. completing the project submission form section, the project shall ensure compliance with the information, that is, describe the project up-to-date by identifying the problem and its solution, linking it with the project objectives, the results to be achieved, the selected target group, planned activities, time and the design of the eligible costs, as well as the rules for the implementation of the project;

16.6. the application by filling in the project, the project applicant required project cost plan according to this provision, 36, 37, 38, 39, 40, 41, 42 and 43 of the cost and limits, giving the project the expected costs and ensuring compliance with the project purpose, results to be achieved, planned activities and the time schedule. The European Social Fund and State budget funding for project planning in the application only the eligible cost of the project;
10.4. the project applicant project application to the responsible body can submit one of the following forms: 16.7.1. paper form in triplicate (original and two copies to the relevant "original" or "copy"). 16.7.2. electronic document (with signature of the project application to the secure electronic signature pursuant to the electronic movement of regulatory laws and requirements);
16.8. the project application submitted within the time limit indicated in the invitation in person, by mail or electronically.
17. the competent authority shall register the project application submitted to it on the date of receipt, as well as the identification number. Proof of receipt of the application, the project authority in charge of the project to the applicant personally immediately or within two working days of receipt sent by mail or electronically (signed with a secure electronic signature).
18. The competent authority is entitled to organise the more limited application, if: this rule 15.2 18.1. within the time limit set in point project application is filed;
18.2. the project application is rejected;
18.3. the project application is approved for an amount that is less than the rules specified in section 7 activity the total eligible funding available.
V. Project submission evaluation activities within the 19 projects submitted to the evaluation of the application, provided by the Commission. 19.2. the members of the Commission or its substitute in their absence, replaced by another authorized representative. Such authorisation shall be made in writing to the Commission in accordance with the procedure laid down in the Statute.
20. The Commission shall determine the responsible authorities developed and approved the Statute of the Commission.
21. the project submission compliance is assessed on the basis of this provision listed in annex 2 of the draft application evaluation criteria and using the procedures developed by the responsible authority of the project application selection and evaluation, as well as the project application form of evaluation, developed in accordance with the laws and regulations that determine the European Union's structural and cohesion funds in institutions involved in planning documents for the preparation and implementation of these funds and the European Union fund management and control system. Vi. 25.4. other legally reasonable action to ensure compliance with the application of the draft rules annex 2 1 and 2 of the project specified in the submission evaluation criteria that permit the application of the project approval with conditions.
26. the responsible authority continues the project evaluation and their application is rejected, if there was at least one of the following circumstances: 26.1. the project submission does not satisfy any of the rules in Appendix 2 1 and 2 of the project specified in the submission evaluation criteria that are not running the project application is rejected;
26.2. the project submission does not have added this provision in paragraph 16.2. certain documents;
26.3. the project evaluation of the application of any of the provisions of annex 2, paragraph 3 of the draft application evaluation criteria received a lower rating than the minimum number of points.
27. the Board's decision on the application for the approval of the project, the definition provided in the approval or rejection of the responsible authority within five working days after the Government sent a draft of the decision to the applicant.
28. the Board's decision on the application of the project approval, the responsible authority shall include information on the conclusion of the agreement.
29. the responsible authority shall within five working days after the Board's decision on the approval of a project application shall inform the liaison body. The liaison body switch arrangement in accordance with these rules and regulations, arrangements for the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds. The responsible authority shall send to the liaison body of the Board's decision on the application for the approval of the project, and two copies of the project approved. The responsible authority approved projects can send an electronic document, if it is filed under these rules in 16.7.2..
30. the Board's decision on the application for the approval of the project to the responsible authority of the conditions specified in the application for the project details in accordance with the provisions of paragraphs 24 and 25.
31. the Board's decision on the application for the approval of the project provided the conditions contained in the project, the applicant provides the information contained in the decision and the conditions provided by the responsible authority of the prescribed period, not longer than 60 days from the date of entry into force of the decision. The information that applicants may submit a project in one of the following ways: 31.1. paper form in triplicate (original and two copies to the relevant "original" or "copy"). Details of the decision contained in the conditions presented in consistent with the laws that govern the development and presentation of documents;
31.2. the electronic form of a document (for information on the conditions in the decision to sign with secure electronic signature pursuant to the electronic movement of regulatory laws and requirements).
32. the Commission examined this provision the information referred to in paragraph 31, and the responsible authority shall draw up an opinion on the Board's decision the conditions contained in the 10 working days prescribed by the responsible authority of the submission deadline.
33. Where the applicant has complied with the Board's decision on the application for the approval of the project provided the conditions laid down by the responsible authority within two working days, following the rules laid down in paragraph 32 of the expiry of the time limit, the applicant shall send the draft opinion on the Board's decision contained in the conditions, but the cooperation body of four working days, the Board's decision on the application for the approval of the project provided the opinion on the Board's decision contains the conditions and two copies of the approved project as well as two projects submitted by the applicant with a copy of the document for information on the conditions contained in the decision. The responsible authority approved projects can be sent to the liaison body of the electronic form of a document, if it is presented at the bottom of these terms. in paragraph 16.7.2.

34. If the applicant has not fulfilled the regulatory decision on approval of the application, the project provided the conditions laid down or has not fulfilled the prescribed period, the application is deemed to have been rejected. The opinion that the decision contained in the conditions are not met, the responsible authority shall send the draft to the applicant within two working days, following these rules referred to in paragraph 32.
35. If the Government adopted the decision to reject the application of the project or the project, the applicant has not complied with the Board's decision on the application for the approval of the project provided the conditions laid down by the responsible authority in addition to the provisions laid down in paragraph 27 of the draft document to the applicant be returned or sent by mail two copies of the application for the project. The responsible authority for the project the applicant project application can be sent electronically if it is filed under these rules in 16.7.2..
VII. Eligible and ineligible costs 36. Project eligible costs the following cost plan positions: 36.1. direct costs, or the cost of the project, which includes the following subdivisions: cost 36.1.1. target groups of security costs that rule 5.1. eligible activities referred to in (a);
36.1.2. other project costs;
36.1.3. logistical and equipment costs;
36.1.4. project information and publicity costs according to the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements;
36.1.5. unforeseen costs;
36.2. the indirect costs as the cost of one position the following subheadings: 36.2.1 costs. administration costs of the project;
36.2.2. project submissions and supporting documentation preparation costs.
37. This provision cost laid 36.1.1. subheading includes the following costs: 37.1. training costs per person up to 500 lats;
37.2. the monthly stipend of 70 dollars per calendar month.
36.1.2.38. This provision States the cost includes the following subheading: 38.1. procurement procedure implementation costs;
38.2. the remuneration (excluding allowances and compensation which does not calculate State income tax and compulsory social insurance contributions, bonuses, incentives and tangible prize money) cost and Enterprise contract costs these rules 5.1 and 5.3. implementation of the activities set out in point. If the operator is registered with the State revenue service as the European Social Fund project applicant (the beneficiary), eligible workers is also the employer of the State social insurance compulsory contribution charges;
23.8. domestic travel and business travel costs (daily allowance, accommodation and transport costs) project personnel, Office supplies and inventory costs (Office supply and inventory cost value of objects up to 150 Lats per unit, if the lifetime is less than a year) and the electronic communications service costs.
36.1.3.39. This provision States the cost of rental of premises include subheading and rental costs, as well as the equipment, inventory and equipment repair, technical service, rental and lease costs. Within this cost amount shall not exceed two percent of the project's eligible direct costs.
40.36.1.5. These provisions prescribed in paragraph subheadings of the cost amount shall not exceed five percent of the total eligible direct project costs. The project cost plan as one expense items, and they are used not previously planned to cover the costs of the eligible direct costs of the project.
41. This provision 36.2.1. referred to in subheading includes costs, such costs, used this provision set out in point 5.2 of eligible actions: 25.5. consideration (excluding allowances and compensation which does not calculate State income tax and compulsory social insurance contributions, bonuses, incentives and tangible prize money);
41.2. domestic travel and travel cost (daily allowance, accommodation, transport and fuel costs);
41.3. postal, telephone and other communication services;
25.7. utilities (including space management and maintenance) costs;
25.8. space rental and lease costs;
25.8. Office supplies and inventory (not essential items of equipment value up to 150 Lats per unit, if the lifetime is less than a year).
42. This provision is laid down in paragraph 36.2.2 cost includes the costs of remuneration within the project for the preparation of submissions.
43. the non-recoverable value added tax payments are eligible.
44. Financing from the European Social Fund and State budget of the applicable products, laid down in section 7 of these regulations, does not apply a cost: 44.1. not specified in these rules, in 37 36.1.4., 38, 39, 40, 41, 42 and 43 or does not comply with these terms, 23.1, 23.8 37.1. the bottom point, 39, and 40 of the eligible cost specified in the limitation of the amount;
44.2. for which the beneficiary has undertaken and payments made before the entry into force of those provisions (except paragraph 42 of these rules, such costs).
VIII. conditions for implementing the project 45. Project implementation plan from the date of conclusion of the agreement to 31 December 2013.
46. The project site is the territory of the Republic of Latvia.
47. in implementing the project, the European Social Fund, the beneficiary shall ensure information and publicity measures, laid down in the Commission of 8 December 2006, Regulation (EC) no 1828/2006 laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund as well as the legislation of European Union funds publicity and visual identity requirements.
48. The European Social Fund, the beneficiary on its Web site at least once every three months puts up-to-date information on the implementation of the project.
49. the structural funds of the European Union for the implementation of the project the necessary financial resources for the implementation of the plan, a project funded by the national budget and payments made to the authority in accordance with the laws and regulations governing the Fund's European Union funding conditions.
50. the draft amendments be made according to the regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise.
51. the cooperation of harmonisation in the responsible authority shall submit the draft amendments to the institution, if the changes are related to: 51.1. project objectives;

51.5. project total eligible cost, or the amount of programming over the years.
52. Up to this rule 37.1, 37.2, 23.8. in paragraphs 39 and 40, and set limits on the amount of costs and advance cooperation in coordination with the authority, the European Social Fund funding recipient project can take: 52.1. reallocation of costs between 36.1.1. these provisions, and 36.1.4 36.1.2., bottom point 36.1.3. cost provided for in headings, not exceeding five percent of the cost of a transferable within the total amount of the eligible cost;
52.2. the reallocation of costs between these rules 37, 38 and 39 of the cost complies. This reallocation of costs to this provision, 36.1.2 36.1.1. and 36.1.3. costs prescribed in paragraph 1a, shall not exceed 10 per cent of the cost of the total reallocated the eligible cost;
52.3. the reallocation of costs this rule 36.1.4. referred to below under the heading of costs, not to exceed 10 percent of the cost of the total reallocated the eligible cost;

55. If the project is launched, before these rules referred to in paragraph 53 the indirect cost rate constant, not variable indirect cost rate shall apply from the date of conclusion of the agreement.
