Cabinet of Ministers Regulations No 774 in Riga, 14 July 2009 (pr. 4.4. the results of the measures and impact assessment;
4.5. project administration;
4.6. information and publicity measures for the implementation of a project.
5. Activity implemented limited project application selection.
6. These regulations 4.1 and 4.2 referred to the implementation of the activities supported by the European social fund the beneficiary apply legislation on employment measures active and preventive measures to reduce unemployment, organisation and financing arrangements and measures implementing these check the principles, in so far as the rules do not stipulate otherwise.

II. Responsible authorities and cooperation bodies and the Division of competences within the activity 8 responsible authority provides the Ministry of welfare (hereinafter referred to as the responsible authority). 8.6. participating in the agreement on the implementation of the project (hereinafter referred to as the agreement) project;

9. The liaison authority of the country of employment agency (hereinafter referred to as cooperation body). The liaison body: 9.1. draft agreement in the development;
9.2. the closing agreement with the beneficiary;

9.4. consider funding requested procurement plan and submit it to the procurement monitoring Bureau;
9.5. provide information to the Department of Public Welfare budget request, subject to the laws and regulations that govern the public financial management and planning of national budgetary resources for the European Union agenda, the Fund co-financed projects and making payments;
9.6. provide implementation monitoring and control, including checks in the project locations and manages the Council Regulation No 1083/2006 Article 93 1 and 2 of the principle laid down in the execution of the project;
9.7. provide information about the recipient of the funding arrangement;
9.8. checks the recipient's funding requests for payment submitted by the eligible expenditure approved amount and prepare payment orders, as well as the declarations of expenditure shall be prepared and sent to the managing authority for the examination;
9.9. the draft amendments, subject to this provision in paragraph 51 and 53. conditions, but 52 of the cases approves the amendments if they matched with the authority under this rule 8.7.;
9.10. the responsible authority shall provide information on the activities available for the implementation of the European Social Fund funding;
9.11. the accumulated data on projects consistent with the laws of the European Union's structural funds and the cohesion fund management information system design and use;
9.12. plans and implements public awareness measures for the implementation of projects;
9.13. the review and approval of funding European Social Fund projects submitted by receiving progress reports.
10. the cooperation body is the functional supervision of the responsible authority.
III. Project applicants and project costs total Project 11 the applicant's institution (institution of the labour market), in accordance with the law on the support of the unemployed and jobs seekers to implement the national policy for the reduction of unemployment and the support of the unemployed and jobs seekers.

15.2. the project submission deadline. Period not less than 10 working days from the date of dispatch of the invitation;
15.3. the Web site containing the application, to be used for the preparation of the project documents (these provisions and consumables to the project submission form to fill out);
15.4. the Web site on which you placed in the draft agreement.
16. the applicant shall submit Project application, subject to the following conditions: the applicant shall provide the project 16.1. one project submission;
16.2. the project application consists of the completed project submission form (annex 1) and the following attachments: 16.2.1. documents justifying project budget materials technical resources, equipment, space rental and lease costs (applicable if the plan for the implementation of the project costs);
16.2.2. documents justifying project budget European regional development fund support cost calculation, according to the Council Regulation No 1083/2006, article 34 paragraph 2 (applies if the plan for the implementation of the project, the costs);
16.3. the project submission form section, subsection and the names project, the applicant does not change and do not delete;
16.4. the project shall ensure the conformity of the application of the draft provisions set out in annex 2 of the administrative, compliance and quality criteria;
16.5. completing the project submission form section, the project shall ensure compliance with the information, that is, describe the project up-to-date by identifying the problem and its solution, linking it with the project objectives, the results to be achieved, the selected target group, planned activities, time and the design of the eligible costs, as well as the rules for the implementation of the project;

16.6. the project the applicant required project cost plan according to this provision, 36, 37, 38, 39, 40, 41, 42 and 43 of the cost and limits, giving the reasons for the project costs (including the support of the European regional development fund support costs connected with the project activities and the need for the implementation of the project according to the Council Regulation No 1083/2006, article 34 paragraph 2) and ensuring their compliance with the purpose of the project , planned activities, achieved results and time schedule. The European Social Fund and State budget funding for project planning in the application only the eligible cost of the project;
10.4. the project applicant project application to the responsible body can submit one of the following forms: 16.7.1. paper form in triplicate (original and two copies to the relevant "original" or "copy"). Project submissions are presented according to the laws that govern the development and presentation of documents;
16.7.2. electronic document (with signature of the project application to the secure electronic signature pursuant to the electronic movement of regulatory laws and requirements);

17. the competent authority shall register the project application submitted to it on the date of receipt, as well as the identification number. Proof of receipt of the application, the project authority in charge of the project to the applicant personally immediately or within two working days of receipt sent by mail or electronically (signed with a secure electronic signature).
18. The competent authority is entitled to organise the more limited application, if: this rule 15.2 18.1. within the time limit referred to in the project application is filed;
18.2. the project application is rejected;
18.3. the project application is approved for an amount that is less than the rules specified in section 7 activity the total eligible funding available.
V. Project submission evaluation activities within the 19 projects submitted to the evaluation of the application, provided by the Commission. The Commission establishes the following order: 19.1. the President of the Commission, the voting members of the Commission and their alternates are from the Ministry of welfare, the members of the Commission as an observer without voting rights – from managing authorities and cooperation agencies. The personnel of the Commission approved by the responsible authorities;
19.2. the members of the Commission or its substitute in their absence, replaced by another authorized representative. Such authorisation shall be made in writing to the Commission in accordance with the procedure laid down in the Statute.
20. The Commission shall determine the responsible authorities developed and approved regulations.
21. the project submission compliance is assessed on the basis of this provision listed in annex 2 of the draft application evaluation criteria and using the procedures developed by the responsible authority of the project application selection and evaluation, as well as the project application form of evaluation, developed in accordance with the laws and regulations that determine the European Union's structural and cohesion funds in institutions involved in planning documents for the preparation and implementation of these funds and the European Union fund management and control system. The documents referred to in this paragraph, the competent authority shall publish the website (URwww.lm.gov.lv/sf).
22. submission of project compliance with Annex 2 of these rules 1 and 2 of the project referred to in the submission evaluation criteria assessed with "Yes" () and "no" (no matches). 26. the responsible authority continues the project evaluation and their application is rejected, if there was at least one of the following circumstances: 26.1. the project submission does not satisfy any of the rules in Appendix 2 1 and 2 of the project specified in the submission evaluation criteria that are not running the project application is rejected;
26.2. the project the application of these provisions is not connected or the bottom paragraph 16.2.1.16.2.2. in annex (applicable if the application of the project plans to the technical features of the materials, equipment, rentals and rental of premises, as well as the European regional development fund support costs);
26.3. the project evaluation of the application of any of the provisions of annex 2, paragraph 3 of the draft application evaluation criteria received a lower rating than the minimum number of points.
27. the Board's decision on the application for the approval of the project, the definition provided in the approval or rejection of the responsible authority within five working days after the Government sent a draft of the decision to the applicant.
28. the Board's decision on the application of the project approval, the responsible authority shall include information on the conclusion of the agreement.
29. the responsible authority shall within five working days after the Board's decision on the approval of a project application shall inform the liaison body and send it a regulatory decision on approval of the project application and two copies of the project approved. The responsible authority approved projects can send an electronic document, if it filed this provision in 16.7.2. The liaison body switch arrangement within five working days after the document referred to in this paragraph.
30. the Board's decision on the application for the approval of the project to the responsible authority of the conditions specified in the application for the project details in accordance with the provisions of paragraphs 24 and 25.
31. the Board's decision on the application for the approval of the project provided the conditions contained in the project, the applicant provides the information contained in the decision and the conditions provided by the responsible authority of the prescribed period, not longer than 60 days from the date of entry into force of the decision. The information that applicants may submit a project in one of the following ways: 31.1. paper form in triplicate (original and two copies to the relevant "original" or "copy"). Details of the decision contained in the conditions presented in consistent with the laws that govern the development and presentation of documents;
31.2. the electronic form of a document (for information on the conditions in the decision to sign with secure electronic signature pursuant to the electronic movement of regulatory laws and requirements).
32. the Commission examined this provision the information referred to in paragraph 31, and the responsible authority shall draw up an opinion on the Board's decision the conditions contained in the 10 working days prescribed by the responsible authority of the submission deadline.
33. Where the applicant has complied with the Board's decision on the application for the approval of the project provided the conditions laid down by the responsible authority within two working days, following the rules laid down in paragraph 32 of the expiry of the time limit, the applicant shall send the draft opinion on the Board's decision contained in the conditions, but the cooperation body of four working days, the Board's decision on the application for the approval of the project provided the opinion on the Board's decision contains the conditions and two copies of the approved project as well as two projects submitted by the applicant with a copy of the document for information on the conditions contained in the decision. The responsible authority approved projects can be sent to the liaison body of the electronic form of a document, if it is filed under these rules in 16.7.2.. The liaison body switch arrangement within five working days after the document referred to in this paragraph.

34. If the applicant has not fulfilled the regulatory decision on approval of the application, the project provided the conditions laid down or has not fulfilled the prescribed period, the application is deemed to have been rejected. The opinion that the decision contained in the conditions are not met, the responsible authority shall send the draft to the applicant within two working days, following these rules referred to in paragraph 32.
35. If the Government adopted the decision to reject the application of the project or the project, the applicant has not complied with the Board's decision on the application for the approval of the project provided the conditions laid down by the responsible authority in addition to the provisions laid down in paragraph 27 of the draft be returned to the applicant or sent by mail two copies of the application for the project. The responsible authority for the project the applicant project application can be sent electronically if it is filed under these rules in 16.7.2..
VII. Eligible and ineligible costs 36. Project eligible costs the following cost plan positions: 36.1. direct costs, or the cost of project implementation the following subheadings: costs 36.1.1. target groups of security costs;

36.1.3. other project costs;

36.1.5. unforeseen costs;
36.2. the indirect costs as one edition in these positions cost the subheadings: 36.2.1. project administration costs;
36.2.2. project submissions and supporting documentation preparation costs.

37.2. inland transport costs 4.1. eligible activities referred to in the implementation;
37.3. legislation on minimum health cost of health checks provided for in paragraph 3 of this rule.
36.1.2.38. This provision States the cost of this provision include subheading 4.2. eligible activities referred to in the implementation costs – practicing the necessary material, equipment and instrument you acquisition costs to municipalities, and must not exceed 10 percent of the total eligible direct project costs.
39. This provision 36.1.3. referred to in subheading includes costs the following costs: 24.3. procurement procedures implementation costs;
24.4. the remuneration (excluding allowances and compensation, which is calculated from the State income tax and compulsory social insurance contributions, bonuses, stimulus materials and cash prize) and the company's costs, the staff of project implementation in the domestic travel and business travel costs (daily allowance, accommodation and transport costs), Office supplies and equipment, as well as other goods and materials cost of service (Office supply and inventory value of items up to 150 Lats per unit cost If the lifetime is less than a year) and the electronic communications service costs. If the operator is registered with the State revenue service as the European Social Fund, the beneficiary of the worker, the employer also has to apply to the State social security payment;
39.3. remuneration costs (premium or a monthly salary, if there is a contract of employment for the performance of the duties of the supervisor) unemployed job-manager 50% of the national minimum monthly wage, if implemented this rule 4.1 referred to the activities supported, and supervisor monitors the unemployed for not less than 15. If the business manager oversees less than 15 unemployed, the grant is calculated in proportion to the number of unemployed to monitor;
24.5. remuneration costs (premium or the monthly wage) per working place of practice in each municipality the Organizer 50% of the national minimum monthly wage;
24.5. space rental and lease costs, equipment, inventory, tools and equipment repair, technical service, rental and lease costs. These costs may not exceed 5 percent of the project's eligible direct costs.
40.36.1.5. These provisions referred to cost within no more than five percent of the total direct eligible costs of the project. The project cost plan as one expense items, and they are used for the previously unscheduled expenses direct eligible costs of the project.
41. 41.2. domestic travel and travel costs (per diems, expenses for accommodation, transport and fuel);
41.3. postal, telephone and other communication services;
25.7. utility costs (including space management and maintenance costs);
25.8. space rental and rent;
25.8. Office supplies and inventory (inventory value of items up to 150 Lats per unit, if the lifetime is less than a year).
42. This provision is laid down in paragraph 36.2.2 cost includes the costs of remuneration within the project for the preparation of submissions.
43. the non-recoverable value added tax payments are eligible.
44. Financing from the European Social Fund and State budget of the applicable products, referred to in section 7 of these regulations, does not apply a cost: 44.1. not specified in this rule 37, 38, 39, 40, 41, 42, 43 and in 36.1.4 or does not comply with this provision in paragraph 38 and 40 and this rule 37.1.,.,., 24.4 24.4 24.5 24.5 in., and this limits the amount of the eligible cost;
44.2. for which the beneficiary has undertaken and payments made before the entry into force of those provisions (except paragraph 42 of these rules, such costs).
VIII. conditions for implementing the project 45. Project implementation plan from the date of the agreement on the European Social Fund project until December 31, 2010.
46. The project site is the territory of the Republic of Latvia. Project international cooperation does not apply.
47. in implementing the project, the beneficiary shall ensure information and publicity measures, laid down in the Commission of 8 December 2006, Regulation (EC) no 1828/2006 laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund as well as the legislation of European Union funds publicity and visual identity requirements.
48. The beneficiary on your website, if any, not less frequently than once every three months puts up-to-date information on the implementation of the project.
49. Implementation of the project, the European Social Fund, the beneficiary shall ensure that provision referred 36.1.2. cost accounting and documentation of individual agreement the conditions given in the documents.
50. the structural funds of the European Union for the implementation of the project the necessary financial resources for the implementation of the plan, a project funded by the national budget and payments made to the authority in accordance with the laws and regulations governing the Fund's European Union funding conditions. If necessary, the financial planning, financing and execution of payments is provided in the following order: 50.1. the beneficiary shall organise local (County and town of the Republic) the diversion of financial resources to cover the eligible costs of the project;
50.2. municipal (County and town of the Republic) the expenses incurred in the beneficiary includes the payment request;
50.3. the relevant national budget, the beneficiary shall transfer them to the local (district and city of the Republic) in the amount of the expenditure incurred.
51. the draft amendments be made according to the regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise.
52. the cooperation of harmonisation in the responsible authority shall submit the draft amendments to the institution, if the changes are related to: 52.1. project objectives;
52.2. the European Social Fund financing requested;
52.3. the term of the project;
52.4. project results to be achieved;
52.5. eligible costs project total amount or distribution of programming over the years.

53. 57. If the project is launched, before these rules referred to in paragraph 54 of the indirect cost rate constant, not variable indirect cost rate shall apply from the date of conclusion of the agreement.
