No 50 63) order in which calculations and divides the State budget of the municipality of mērķdotācij General of primary and general secondary education teachers ' wages and the State social insurance contributions are Issued in accordance with the General Education Act, article 4, paragraph 1.3.1 determines the order in which is calculated and divided into the State budget of mērķdotācij (hereinafter referred to as the mērķdotācij) in the municipality of general basic education and general secondary education teachers ' wages and the State social insurance compulsory contributions. 2. the Mērķdotācij shall be calculated and distributed in the following order: 2.1 mērķdotācij calculated for each student (pupil) and according to the number of pupils in local education institutions divided County and city authorities of the Republic;
2.2. the national and local government bodies of the mērķdotācij distribution provides openness and public participation;
2.3. the municipality provides an overview of the use of the mērķdotācij (annex) according to the intended purpose. 3. Mērķdotācij of the municipality of general basic education and general secondary education teachers ' wages shall be calculated, subject to the following: 3.1 number of pupils education degree;
3.2. the educational programmes implemented. 4. information on the number of students in the September 1, general basic education and general secondary education institutions (through classes and educational programs) County and city authorities of the Republic shall submit to the Ministry of education and Science (hereinafter the Ministry) and the year's 5 September. 5. in accordance with the rules referred to in paragraph 4, the County and the municipalities of the Republic Information Ministry calculates the predetermined number of pupils applying the following coefficients: 5.1 1-4th grade students-factor 0.75;
5.2.5-9. the number of pupils in the class – the coefficient 1;
5.3.10.-12. class number of pupils – a factor of 1.25;
5.4. number of pupils persistently for the diseased students general education program – factor 0.81;
5.5. the number of pupils, if education is implemented, the ratio of night school. 6. Predetermined 0.82 for calculating the number of students according to the year in question in the framework of the approved funding, the following coefficients: 6.1 if the educational institution shall implement the special education programs special classes (or integrating students with special needs), or pedagogical correction program, students apply the factor 1.47;
6.2. If the institution implements the educational program with in-depth subject training, the number of students apply a factor of 1.31 Ministry calculates 7 mērķdotācij of the municipality of general basic education and general secondary education teachers ' pay, subject to the predetermined number of pupils to one teacher's monthly wage rate. 8. The Ministry creates Commission for monitoring the distribution of mērķdotācij (hereinafter referred to as the Commission). The Commission includes five representatives of ministries, one Latvian education and Science Workers Union representative and one of the leaders of Latvian Education Association representative. The President of the Commission is a representative of the Ministry. Member of the Commission not fulfilling their responsibilities may be entrusted to another person. The meetings of the Commission may invite experts to participate in an advisory capacity. 9. the Commission accepts the mērķdotācij distribution project in the County and city authorities of the Republic General primary education and general secondary education teachers ' pay. A Ministry Commission accepted State budget mērķdotācij the distribution of the project shall be submitted to the Cabinet. 10. the County and city authorities of the Republic shall develop and approve order of distributing and mērķdotācij under this procedure splits the mērķdotācij educational institutions. 11. the head of an educational institution provides teacher pay calculation within the allocated funding according to the tariff classification of teachers ' Cabinet. 12. the head of the authority, his Deputy and the support staff (librarians, speech therapist, psychologist, special educator) pay for financing local government spent no more than 15 percent from the mērķdotācij. 13. the amount of the Mērķdotācij district (Republic city) municipal boarding school, special boarding school, sanatorium boarding school type pre-school and special education teacher pay in the current budget year calculated in accordance with Cabinet of Ministers determine the special educational institutions, general education special education class (Group) and boarding school funding arrangements. 14. the amount of the grant to the State budget from the general revenues of the State special boarding school, sanatorium boarding school type and State boarding school teachers pay for the current budget year calculated in accordance with Cabinet of Ministers determine the special educational institutions, general education special education class (Group) and boarding school funding arrangements. 15. If a pupil local boarding schools, special schools (intern to school), sanatorium-type boarding schools or special pre-school educational institution is taken by September 1 of that year, the municipality, of which educational institution the student is admitted, transferred the relevant education institutions account mērķdotācij to the extent that for this student. 16. the report on the use of mērķdotācij during the year (annex) municipal education authorities shall prepare and submit to the Ministry until next February 15. 17. the rules applicable in the State budget and municipal budgets for the year within the approved funding. 18.2009/10 school year number of students in a predetermined ratio of one teacher's monthly wage rate is 8:1 counties and cities of the Republic 10.2:1.
