General questions 1. determines: 1.1. procedures implemented by the operational programme infrastructure and services "services" Appendix 3.4. 1.2. the European regional development fund, the project assessment criteria application (hereinafter referred to as the project application evaluation criteria);
1.3. the requirements of the European regional development fund project applicant (hereinafter referred to as project applicant);
1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements;
1.5. the responsible bodies and authorities functional cooperation in the form of subordination. 2. The purpose of the activity is to ensure the preservation of cultural monuments, public access and use of socio-economic, located to private property and provide important public functions. 3. the implementation of the activity is detected in the project application selection. Open the project application selection organized by the responsible authority in one round for the entire activity of the financing available through the submission of the project notice submission. If the project application deadlines does not apply for project submissions for funding available in all activities, the responsible authority shall organise submission of projects for submission to the second round for the remaining funding. 4. the activities to be co-financed by the European regional development fund. 4.8. coordinate with the liaison body of the standard agreement for the implementation of the project;
7.9. the amendments to the contract if the amendments concern the period of implementation, expected results, changes to the total amount of eligible costs or in their division over the years;
7.10. analyse the activity implementation problems and make proposals to the managing authority for the improvement of the implementation of the activity;
7.11. provide the public with information and provides publicity on matters related to the activity, according to the legislation on the disclosure of information related to European Union funds projects and published in high and visual identity requirements. 8. cooperation authority: ensures activities 8.1. implementation, monitoring and control, including Council Regulation No 1083/2006 and article 93, paragraph 2, of the enforcement principle project level;
8.2. develop a standard contract for the implementation of the project;

5.5. check payment submitted by the beneficiaries of funding requests, approve the amount of the eligible expenditure, prepare payment orders, as well as the declarations of expenditure shall be prepared and sent to the managing authority for the examination;
8.9. assess project risks, draw up an annual plan of inspections of the implementation of the project and take these checks;
8.10. the laws in order to accumulate the European Union structural funds and the cohesion fund management information system data for projects, with the exception of this rule 7.7. data referred to in subparagraph;
8.11. the responsible authority shall cooperate with the public. 9. The Liaison Office has functional authority. II. Requirements for the project the applicant 10. activities within the project application can be submitted to a legal or natural person registered in the commercial register, the property of which is a cultural monument. 11. requirements for the project applicant: 11.1. this Court has not been declared bankrupt (including banks in the process of rehabilitation arises or the legal protection process), its economic activity is not terminated or in accordance with the commercial information that is not in the process of liquidation (if applicable);
11.2. it provided false information to the liaison body in connection with the implementation of projects co-financed by the structural funds;
11.3. it is not in the interest of a person committed a crime that hit the Republic of Latvia or the European Union's financial interests, and it does not have adequate means to influence forced;
11.4. this funding is not received or intended to receive funding for the same eligible costs of other activities in the framework of local, State, the professional reģi or funds of the European Union;
11.5. it is adhered to the conditions of funding under the RUS matīv provisions which govern national budgetary allocations for the Fund of the European Union for the implementation of projects co-financed, and payment and order the preparation of declarations of expenditure. 12. activities within the project applicant can submit only one project submission. III. eligible and ineligible activities, eligible and non-eligible costs 13. Project activities to be supported are the private cultural and heritage conservation and restoration of objects, which are renewable objects widespread availability to the public. 14. activities within the support only activities directly related to the project activities and are proportionate and reasonable. 15. funding is not granted to operations for which the beneficiary paid for prior to the conclusion of the contract for the project implementation, with the exception of those rules 16.1.1. referred cases. 16. activities within the eligible costs are the following: 16.1. direct eligible costs: 16.1.1. project preparation costs (except in the form of costs) incurred after 1 January 2009, – no more than 10 percent of the total direct eligible costs carried out pursuant to public procurement laws and regulatory requirements, including the costs associated with the project technical documentation and technical feasibility;
16.1.2. the preparation of such projects, the costs of which shall not exceed 10 percent of the project's eligible direct costs: the cost of engineering studies 16.1.2.1.;
16.1.2.2. site survey costs;
16.1.2.3. heritage research costs;
16.1.2.4. heritage inventory cost;
16.1.3. the project monitoring costs: costs of building 16.1.3.1.;
16.1.3.2. autoruzraudzīb costs;
16.1.3.3. archaeological supervision costs;

16.1.4. buildings and premises repair, restoration and preservation costs, consistent with the laws and cultural monuments;
16.1.5. the cultural monument in adjacent areas of home improvement and landscaping costs, if the territory included in the cultural monument protection zone;
16.1.6. value added tax, directly linked to the project, co-financed the project applicant cannot recover fully or partially according to the tax laws governing;

18.5. real estate purchase or rental costs;

11.6. the costs incurred before the contract was signed on the project real infrastructure, except in these rules 16.1.1. referred cases. The certificate to be granted funding in conjunction with the project applicant funds covers the first year of implementation of the project planned spending. If the credit or other financial resources shall be provided by the institution or person who is not a credit institution, State or local government, or a State or local government authority, in addition to such bodies or persons shall submit the annual accounts for the preceding year or any other document attesting to the availability of funds in the amount specified in the certificate;

21.2.16. the national cultural monuments protection inspection a copy of the certificate of activity within the renewable status of cultural monuments or the consent of the applicant letter (the original of the letter is submitted separately, not attached to the application in the project), in which the project applicant authorizes the authority to require the national cultural monuments protection inspection certificate of activity within the renewable status of cultural monuments (annex 3) (if applicable);
21.2.17. in the land registry registered the project ownership of the applicant a copy of the document certifying the property that made the investment. 26.3. the project the name and address of the applicant;
26.4. the name of the project;

26.5. "not to be opened before the start of the assessment". 27. If the project application submitted to an electronic document, sent to the responsible authorities in electronic mailing address, electronic mail notice under "subject" indicates that provision of the information referred to in paragraph 26. 28. the competent authority shall register the project submitted the application it receives for the period of the day. V. Project submission evaluation and decision-making activities in the framework of 29 projects submitted to the evaluation of the application of this project provides the Evaluation Commission of the application (hereinafter referred to as the Commission). The Commission operates under regulations approved by the responsible authority. 30. If the application does not meet any of these criteria, the evaluation of the application of the project according to the rest of the project submission evaluation criteria do not continue;
33.2. 33.4. If application of the project assessment in compliance with the quality criteria has received 37 points or more, project submissions valued under the rules of the event, referred to in annex 5, funding criteria. If the application does not meet any of the criteria for the award of funding, project submission evaluation according to the rest of the project submission evaluation criteria do not continue;
33.5. If the application complies with the provisions referred to in annex 5, funding criteria, project submissions valued under the provisions of annex 5, 11, 15, 16, 18, 23, 28, 29, 30, 31, 32, 34 and 35. criteria referred to in paragraph 1. 34. the decision on the approval of the project application is accepted, if the application is received at least 37 points assessment of compliance with the quality of the project and the horizontal priorities, criteria and evaluated with "Yes" on the project's conformity and compliance project applicant eligibility criteria, criteria and tratīv by admin in funding criteria. 35. 22.6. to ensure compliance with the application of the draft provisions of annex 5, 11, 15, 16, 18 and 23, paragraph eligibility criteria;
22.6. to clarify the application of the project costs, including the application of the project construction cost estimate or project funding sources, financing of the project plan or a summary of the project budget, in the case of the arithmetic calculation errors;
22.7. to clarify the existing object action plan;
22.7. to clarify the commencement of project implementation time and time schedule or cost planning in the distribution over the years. 37. draft decision rejecting the application shall be adopted, if the application does not meet the following project submission evaluation criteria: 37.1. This provision of the annex 5, 24, 25, 26, 27 and 33 referred to administrative criteria;
23.1. these provisions of annex 5, 12, 13, 14, 17, 19, 20, 21 and 22. pun kt referred to the eligibility criteria;
37.3. these provisions of annex 5, paragraph 36 and 37 of the above funding criteria. 38. the decision on the approval of the project application, approval or rejection provided the responsible authority shall notify the applicant of the project within five working days after the decision. 39. The responsible authority may decide on the termination of the contract. 47. funding is available to the recipient of the payment in advance no more than 35 percent of the total projects granted to the European regional development fund. 48. The beneficiary requires advance payment if the following conditions are met: 48.1. the beneficiary with the cooperation of the authority has entered into a contract for the implementation of the project;
48.2. the beneficiary submits a collaborative institution purchase plan;
48.3. the initiation of implementation of the project is opened in a separate account in the State Treasury, which make and receive all the projects related to the implementation of pay you;
30.1. the beneficiary submits a collaborative institution bank guarantee for the amount of the advance. 49. The beneficiary shall ensure that up-to-date information on the progress of the implementation of the project would be placed in the beneficiary's homepage on the internet (if applicable) not less frequently than once every three months. The cost of return indicators (population administrative territory, which as a result of the implementation of the project have access to cultural and national measures against's investment (expressed in dollars), expressed as a percentage): 9.1 percent less than 0.7; 9.2. from 1.4 percent to 0.7 percent (inclusive); 9.3. more than 1.4 percent (inclusive).
