No 55 19) European Union structural fund objective 3 "European territorial cooperation" in Latvian and Lithuanian cross-border cooperation programmes and Estonia, Latvia and Russia cross-border cooperation programme management information system using the order issued under the European Union's structural fund objective 3 "European territorial cooperation" programme management law of article 24, paragraph 5 of the second paragraph of rule 1 defines the European Union's structural fund objective 3 "European territorial cooperation" in Latvian and Lithuanian cross-border cooperation programme (hereinafter referred to as the Latvian and Lithuanian cross-border cooperation programme) and Estonia Latvia-Russian cross-border cooperation programme (hereinafter referred to as the Estonian, Latvian and Russian cross-border cooperation programme) (hereinafter together-program) management information systems. 2. the programme management information system has the following tasks: 2.1 to accumulate and store in programme management and monitoring of the implementation of the necessary information on the programme planning documents and program projects;
2.2. provide opportunities to create reports on program activities and co-financed projects;
2.3. provide opportunities to analyze information on program activities and co-financed projects;
2.4. provide opportunities to analyze information on program activities and projects co-financed in the framework of the implementation of inspections and audits;
2.5. provide access to statistical data on program activities and projects co-financed in context. 3. Management information system users are involved in the management of the following institutions: 3.1. Latvian and Lithuanian cross-border cooperation programme: 3.1.1. national responsible authority;
3.1.2. the managing authority;
3.1.3. the certification authority;
3.1.4. the audit authority;
3.1.5. the joint technical secretariat;
3.1.6. the joint monitoring and Steering Committee;
3.1.7. the first-level financial control body;
3.2. The Estonian, Latvian and Russian cross-border cooperation programme: 3.2.1. national responsible authority;
3.2.2. the joint managing authority;
3.2.3. the joint technical secretariat;
3.2.4. the Joint Monitoring Committee;
3.2.5. verification of eligibility for expenditure authority. 4. Management information system users, using management information system, the following principles shall apply: 4.1 do not reveal the personal authorization of the assigned name and password;
4.2. not to disclose to third parties information that they become known, through a management information system;
4.3. use of management information system in accordance with the rights of use granted to them;
4.4. use of management information system for its intended purpose, without disrupting their operation;
4. Insert the management information system of documents according to competence;
4.6. to operate management information systems, taking into account the conditions of the implementation of the programme. 5. Latvia and Lithuania cross border cooperation programme management information system should be Latvian and Lithuanian cross-border cooperation programmes managing authority. Estonia, Latvia and Russia cross-border cooperation programme management information system should be of Estonia, Latvia and Russia cross-border cooperation programmes, the joint managing authority. Latvia and Lithuania cross border cooperation programmes managing authority and the Estonian, Latvian and Russian cross-border cooperation programmes, the joint managing authority provides management information system maintenance. 6. Latvian and Lithuanian cross-border cooperation programmes managing authority and the Estonian, Latvian and Russian cross-border cooperation programmes, the joint managing authority shall: 6.1. Latvia and Lithuania cross border cooperation programme management information system stores information in the aggregate to 2021 December 31 and after the expiry of that period shall be deposited in the national archives, according to the regulations on electronic data archiving. 9. The Estonian, Latvian and Russian cross-border cooperation programme management information system of accumulated information stores until august 31, 2023, and by the end of this period shall be deposited in the national archives, according to the regulations on electronic data archiving.
