Cabinet of Ministers Regulations No. 1306 in Riga 2009 November 10 (pr. No 79 23) the order in which the State budget plan means the European Union structural fund objective 3 "European territorial cooperation" programmes and the European neighbourhood and partnership instrument for programme implementation and payments Issued under the European Union's structural fund objective 3 "European territorial cooperation" programme management law of article 24, paragraph 4 of the second paragraph of i. General questions 1. determines the order in which the State budget plan the funds the European Union structural fund objective 3 "European territorial cooperation" programmes and the European Kaimisņattiecīb and partnership programme (hereinafter the programme) and the funded projects (hereinafter the project) implementation and payments. 2. The State budget plan features: 2.1 the program beneficiaries: 2.1.1. create local authorities and institutions;

2.1.4. the municipal or national capital company, if the planned State budget allocations for the implementation of the project is not considered business support business support Control Act;
2.1.5. the sectoral ministries and subordinated institutions thereof;
2.2. programme beneficiaries in the partner countries. 3. the national budget plan for the implementation of the following programs: 3.1 with the European regional development fund programmes be implemented: 3.1.1. Latvian and Lithuanian cross-border cooperation programme;
3.1.2. The Estonian and Latvian cross-border cooperation programme;
3.1.3. Central Baltic Sea cross-border cooperation programme;
3.1.4. The Baltic Sea region programme transnational cooperation;
3.1.5. the interregional cooperation programme INTERREG IVC; 3.1.6. urban development programme Urbact, ESPON 2013 programme II; 3.1.7. (European spatial planning monitoring network);
3.1.8. good territorial cooperation program management the program INTER Act; II 3.2. European neighbourhood and partnership instrument in support of programs: 3.2.1. Estonia, Latvia and Russia cross-border cooperation programme;
3.2.2. the Latvian, Lithuanian and Belarussian cross-border cooperation programme. 4. programme funding sources are the European regional development fund or the European neighbourhood and partnership instrument for co-financing and the State budget financing according to the Latvian national funding. 5. The rules referred to in paragraph 3 of the draft programmes financed under the structural funds of the European Union laid down in the laws and financing source ratio. II. Regional development and Municipal Affairs Ministry's budget plans as government co-financing grant from the general revenue for the current year, as well as the State budget long-term commitment as a grant from the general revenue: 7.1 these terms referred to in paragraph 3 in the regional development and the Ministry of local government and its subordinated institutions, according to the projects of the project financing scheme;
7.2. the Republic of Latvia as the rules referred to in paragraph 3 of the program (except this rule 3.1.1 and 3.2.1. applications referred to in point) the annual contributions of the Member States of the programme of technical assistance priorities, according to the budget classification code "international cooperation";
7.3. as this provision 3.1.1. and 3.2.1. the programmes referred to in the annual contributions of the Member States of the programme of technical assistance priorities – as a current expenditure and capital expenditure, to ensure the management and administration of the program;
7.4. the parties funding part of the project, involving program beneficiaries from the Republic of Latvia, if required by national budgetary resources – State budget five percent of these provisions 3.1.1., 3.1.2, 3.1.3 and 3.2 in those programmes, the following plan: 7.4.1. 8.4. the co-financing of the programme provided for in the rules referred to in 2.2 of beneficiaries, according to the budget plan the expenditure classification code for "international cooperation";
8.5. the programme priorities for the technical assistance received from the European Community and the other Member States ' annual contributions plan as current expenditure and capital expenditure program to ensure the management and control systems. 9. 9.4. the partners, which are the rules referred to in point 2.1.5. recipients of funding, co-financing plans according to the classification of expenditure in the budget code "State budget expenditure for the maintenance of transfers";

9.5. the partners, what is this rule 2.2. beneficiary referred to in subparagraph, co-financing plans according to the expenditure of the budget classification code for "international cooperation". 10. If this provision 2.1.2. and the bottom paragraph 2.1.5. the beneficiaries of this provision 3.1.1. and 3.2.1. programmes referred to are not the lead partner, the institutions concerned have received the budget program as part of co-financing from the national budget to transfer foreign funds to the financial assistance of the State budget for the current year, as well as the State budget long-term commitment according to the priorities set in the project and the distribution of funding over the years: 10.1. co-financing of expenditure for the maintenance plan according to the classification of expenditure in the budget code "maintenance expenditure of State budget";
10.2. the co-financing of capital expenditure plan of the budget expenditure, the appropriate classification code "Released in the General State of the capital expenditure". III. State budget request preparation programs, program technical assistance priorities and projects of the Ministry of Industry 11 prepare the State budget requests according to the paragraph 6 of these regulations, regional development and local government Ministry, according to the provisions in point 7 and 8. 12. If the regional development and local government Ministry to the national budget funds requested for the preparation of additional information required, a beneficiary upon written receipt of information provides the necessary information to the regional development and local government within the time limit specified by the Ministry. 13. Regional development and the Ministry of local government budget request include the following: 13.1. these regulations referred to in paragraph 3 programs in funding allocated for the year;
13.2. State budget long-term commitment;
13.3. the existing and additional funds required this provision 2.1.1., 2.1.3 and 2.1.4. application referred to the beneficiary of the financing for the implementation of projects, programmes and technical assistance priorities of regional development and local government ministries and subordinated institutions in the implementation of the project;
13.4. the sources of funding of the European regional development fund or the European neighbourhood and partnership instrument – the co-financing and the State budget according to the Latvian national funding. 14. Ministry of public sector budget shall include the following information in the request: 14.1 in funding allocated for the project in the relevant year;
14.2. the national long-term budgetary commitment;
14.3. the existing and additional funds required by the Ministry of the industry and its subordinated bodies for the implementation of the project;
14.4. the project funding source – European regional development fund or the European neighbourhood and partnership instrument – the co-financing and the State budget according to the Latvian national funding;
14.5. the planned repayment of co-financing by the Ministry of the industry and its subordinated institutions projects from the European regional development fund or the European neighbourhood and partnership instrument, by means of the years around the time of project implementation;
14.6. information on funding granted to the project on the reconciliation of regional development and local government Ministry. 15. for this rule 14.6 below. reconciliation referred to in paragraph 1 shall be submitted by the Ministry of industry, regional development and local government Ministry to certify a copy of the contract. Regional development and local government Ministry will examine the industry Ministry submissions and provide an opinion on whether the project is intended for financing and how much. 16. the sectoral ministries, departments and the planning region shall ensure that the European regional development fund or the European neighbourhood and partnership instrument co-financing funds to be credited to the State budget within 10 working days of receiving it. IV. Payment arrangements 17. After the law on the State budget for the current year or the amendment of the law on the implementation of the budget shall be prepared in accordance with the procedure laid down by the Ministry of industry: 17.1.-financing plan separately for each project approved by the Ministry of industry and its subordinated institutions project according to point 6 of these regulations;
17.2. The regional development and local government Ministry, individual financing plan under this provision in point 7 and 8. 18. If a managing partner of this rule 3.1.1. and 3.2.1. programmes are referred to in this provision 2.1.1. and 2.1.2., 2.1.5., 2.2. beneficiary referred to, regional development and local government Ministry in the deadlines make transfer remittance of co-financing on the lead partner's account in the Treasury indicated the lead partner and the managing authorities in the financing agreement or the approved current project progress report. 19.
