Cabinet of Ministers Regulations No. 1338 in Riga 2009. on 24 November (pr. 84. § 12) procedures for ensuring the security of student education and organized events Issued under the Education Act, article 14 of the 21 i. General questions 1. determines the procedure of ensuring student safety education and organized events. 2. the security training the trainees practice time provided under the Labour Protection Act. II. Educational driving competency 3. 3.5. to ensure the evacuation plan, chapter III of these regulations to the requirements of the educational institutions under internal rules (hereinafter internal rules) and security development and rules to control them;
3.6 determine the responsible teacher for student presentation of the evacuation plan, internal rules and safety rules;
3.7. ensure student (under 18 years of age) parents or legal representatives of the child (hereinafter referred to as the older) introduction to internal rules;
3.8. to ensure that educational staff and learners should have access to information on operational services call, internal rules, safety rules and evacuation plans;
3.9. to determine the staff responsible for the safety of the tours, trips, sports competitions and other educational events held and number of teachers who should participate in the operation, as well as to ensure that rule 11, 15 and 24. submission of the information referred to in paragraph a;
3.10. determine the student parents and other persons bound by the order of residence education. These procedures should be available to student parents and other persons;
3.11. to collaborate with parents, State and local authorities, associations, foundations and funds student safety issues;
3.12. to report to the local police or State police if information or reasonably suspects the presence of alcohol, narcotic, toxic or psychotropic substances, gas cans, gas pistols and firearms of unauthorized acquisition, use, storage, marketing, as well as the incitement to use educational or in its territory, as well as to report on their parents;

III. Student safety legislation governing educational institution 6. Internal rules determine: 6.1. student behavior rules of the educational institution, its territory and the education authorities organized events;
6.2. the evacuation plans and information for the operational services call the location of the educational institution;
6.3. alcohol, cigarettes, drugs, toxic and psychotropic substances, gas cans, gas pistol, firearms and cold weapons acquisition, use, storage and realisation of the educational institution and the prohibition on its territory;

According to the educational needs and local conditions in the development of education authority the following safety rules: 7.1 security offices and training rooms that have the equipment and substances that may endanger the safety and health of persons;
7.2. for fire protection;
7.3. on electrical safety;
7.4. for first aid;
7.5. Security tours, hikes and walks;
7.6. other security institutions organized events;
7.7. on security, sports competitions and activities. 8. safety rules include the following: 8.1 for action in extreme situations (for example, if fire, indoors felt by gas odor, flood, violent situation);
8.2. the framework for action in the irregular situations (for example, contact with dangerous objects and substances);
8.3. for road safety;
8.4. about safety on the water and ice;
8.5. for personal hygiene and hygiene at work;
8.6. for safety, through practical and laboratory work (with the exception of vocational sports education authorities);
8.7. the security training and training sessions during the breakout. IV. Student presentation of the internal rules, safety rules and evacuation plans 9. 16.2. to inform the local police or State police about the event's time and place;
16.3. outside educational institutions do of the territory measures with local authorities;
16.4. to inform the national police for the event, where the vehicles could be dangerous to the life or health of persons. VII. the sports competitions and practice 17. organizing sports competitions and lessons (except in the sports area) do sports bases or the gym facilities that custom meets regulatory requirements. 18. Organising sports competitions and lessons in the rented premises, the Manager of the premises and the equipment and consult the opinions of the supervisory authorities for compliance with the laws and space requirements. 19. Sports competitions and classes take place only in weather conditions that do not endanger the health and safety of persons. 20. Sports competition is present in the educational institutions of medical treatment, or other person certified medical person, designated as or first aid person responsible. 21.
