Cabinet of Ministers Regulations No. 1338 in Riga 2009. on 24 November (pr. 84. § 12) procedures for ensuring the security of student education and organized events Issued under the Education Act, article 14 of the 21 i. General questions 1. determines the procedure of ensuring student safety education and organized events. 2. the security training the trainees practice time provided under the Labour Protection Act. II. Educational driving competency 3. Educational institutions (hereinafter Manager) features student safety issues are the following: 3.1 in collaboration with educational institutions founder (established educational leader – in cooperation with relevant administrative territory of the local government) by responsible professionals, supervisory authorities at least once a year to organise examinations to assess the compliance of safety education requirements, if the responsible supervisory body has not taken the checks on its own initiative. The education authorities of the conformity assessment shall be drawn up by the responsible supervisory bodies – the national fire and rescue service and the health inspectorate;
3.2. to organize student security measures and educational measures Act;
3.3. in cooperation with educational institutions founder (founders) to ensure that the educational institution according to the requirements of the laws and comply with hygiene requirements, as well as civil protection, fire protection and health standards;
3.4. to plan and organise educational measures for the safety of learners, including violence and injury prevention;
3.5. to ensure the evacuation plan, chapter III of these regulations to the requirements of the educational institutions under internal rules (hereinafter internal rules) and security development and rules to control them;
3.6 determine the responsible teacher for student presentation of the evacuation plan, internal rules and safety rules;
3.7. ensure student (under 18 years of age) parents or legal representatives of the child (hereinafter referred to as the older) introduction to internal rules;
3.8. to ensure that educational staff and learners should have access to information on operational services call, internal rules, safety rules and evacuation plans;
3.9. to determine the staff responsible for the safety of the tours, trips, sports competitions and other educational events held and number of teachers who should participate in the operation, as well as to ensure that rule 11, 15 and 24. submission of the information referred to in paragraph a;
3.10. determine the student parents and other persons bound by the order of residence education. These procedures should be available to student parents and other persons;
3.11. to collaborate with parents, State and local authorities, associations, foundations and funds student safety issues;
3.12. to report to the local police or State police if information or reasonably suspects the presence of alcohol, narcotic, toxic or psychotropic substances, gas cans, gas pistols and firearms of unauthorized acquisition, use, storage, marketing, as well as the incitement to use educational or in its territory, as well as to report on their parents;
3.13. to summon emergency medical assistance team, if there is reasonable suspicion of intoxication with alcohol, narcotic, toxic or psychotropic substances, as well as injuries and other disorders affecting the lives of learners, as well as to report on their parents. 4. This rule 3.12 and 3.13. in the cases referred to in point, if you have an emergency and need immediate action by teachers, educators act independently, notifying the driver. 5. The driver has the right to request and receive the necessary assistance from the founder, local police and other agencies to ensure the safety of learners according to the requirements of the law. III. Student safety legislation governing educational institution 6. Internal rules determine: 6.1. student behavior rules of the educational institution, its territory and the education authorities organized events;
6.2. the evacuation plans and information for the operational services call the location of the educational institution;
6.3. alcohol, cigarettes, drugs, toxic and psychotropic substances, gas cans, gas pistol, firearms and cold weapons acquisition, use, storage and realisation of the educational institution and the prohibition on its territory;
6.4. the action to be taken if the learner learner who sees a threat in their operation, or the safety of others;
6.5. the driver and teacher behaviour in case of physical or emotional violence against student;
6.6. the responsibility for the internal rules;
4.2. other issues which the education authority considers relevant. 7. According to the educational needs and local conditions in the development of education authority the following safety rules: 7.1 security offices and training rooms that have the equipment and substances that may endanger the safety and health of persons;
7.2. for fire protection;
7.3. on electrical safety;
7.4. for first aid;
7.5. Security tours, hikes and walks;
7.6. other security institutions organized events;
7.7. on security, sports competitions and activities. 8. safety rules include the following: 8.1 for action in extreme situations (for example, if fire, indoors felt by gas odor, flood, violent situation);
8.2. the framework for action in the irregular situations (for example, contact with dangerous objects and substances);
8.3. for road safety;
8.4. about safety on the water and ice;
8.5. for personal hygiene and hygiene at work;
8.6. for safety, through practical and laboratory work (with the exception of vocational sports education authorities);
8.7. the security training and training sessions during the breakout. IV. Student presentation of the internal rules, safety rules and evacuation plans 9. Trainees during the internal rules, safety rules and evacuation plans as follows: 9.1 with internal rules, this rule 7.2, 7.3 and 7.4. referred to safety rules and evacuation plan – every year in September;
9.2. this rule 7.1. safety rules referred – not less than twice a year and before the initiation of new activities that may endanger the safety and health of persons;
9.3. this rule 7.5. referred to safety rules – before each excursion, hiking or walking;
9.4. This provision 7.6 and 7.7. the security referred to in the regulations, before each event and sports competitions. 10. the student introduction to internal rules, safety rules and evacuation plans are recorded in the journal of the class or group. Learner, except for preschool age children, according to the abilities and skills is evidenced by the entry of "got", indicating the date and the signature. V. excursions, trekking and hiking organization 11. Before going sightseeing or hiking on the educator responsible manager written information which contains hiking or sightseeing destination, route, duration, list of participants, age, type of movement, accommodation, communications and first aid. 12. walk (organized pre-school children groups move up to a distance of three kilometres outside of educational institutions of the territory) up to 30 children in the group are organized at least two adults, one of whom is the responsible teacher. Before going for a walk the responsible teacher kept walking log, indicating the date, route, walk, duration, number of participants. 13. the responsible teacher's responsibilities: to ensure that rule 13.1.7.5. the security referred to in rules;
13.2. to ensure an accident victim first aid on the scene and, if necessary, to summon emergency medical help or organize the victim into the medical institution;
13.3. the accident immediately to inform the driver and the victim's parents;
13.4. the dangerous situation to stop tour and inform the driver;

13.5. no later than three days prior to sailing excursions or hiking to inform parents about the trip or excursion destination, route, duration, type of movement, accommodation, communications and first aid. 14. Parents shall inform the responsible educators about their child's disorder or, if he needed special attention, as well as communications with parents, indicating contact numbers. Vi. Other educational institutions of 15 events before the event, educator responsible shall check the suitability of the premises of the technical support for the measure in question, in conformity with the operational and safety requirements as well as coordinated with a Manager measures plan. The plan shall specify the duration of the event, location, estimated the number of participants and the selection of safety measures. 16. the teacher's responsibilities: 16.1. participate in and provide the rules referred to in point 7.6. security rules;
16.2. to inform the local police or State police about the event's time and place;
16.3. outside educational institutions do of the territory measures with local authorities;
16.4. to inform the national police for the event, where the vehicles could be dangerous to the life or health of persons. VII. the sports competitions and practice 17. organizing sports competitions and lessons (except in the sports area) do sports bases or the gym facilities that custom meets regulatory requirements. 18. Organising sports competitions and lessons in the rented premises, the Manager of the premises and the equipment and consult the opinions of the supervisory authorities for compliance with the laws and space requirements. 19. Sports competitions and classes take place only in weather conditions that do not endanger the health and safety of persons. 20. Sports competition is present in the educational institutions of medical treatment, or other person certified medical person, designated as or first aid person responsible. 21. A number of educational establishments, sports competitions, the race Organizer, follow that rule 16.2, 16.3 and 16.4. the requirements referred to in point. 22. responsible educator provides this rule 7.7. the security referred to in rules and is present in the sports competitions and practice. 23. not later than three days before the sports meet for a responsible educator attendees informed parents about the nature of race, time, space, movement, responsible educators and communication capabilities. 24. prior to participation in sports competitions, the responsible teacher submits the information in writing to the supervisor, which shows the race in a way, time, place, movement, student list, communication with parents, as well as the date when the trainees introduced to this rule 7.7. the security referred to in rules. 25. The manager shall ensure that the institutions in the implementation of vocational training programmes and in organized sports (except sports) participate only those trainees who have a family doctor or sports doctor at the beginning of the school year was issued a certificate of authorization to operate an increased physical load. 26. the Student or parents have the obligation to inform the educational treatment of the person or the class teacher to learner if the doctor suggested changes physical sessions. 27. the education authorities the medical person or the class teacher will inform the sports teachers or coaches about the State of health of learners every time after the injury or if applicable the learner's specific requirements. VIII. Closing question 28.
