The Bank of Latvia Regulation No 48 2009 in Riga on November 5, the non-bank external payment reporting provisions Issued in accordance with the law "on banking" article 39 1. General questions 1. determines the order in which domestic banks and the Merchant shall prepare and submit to the Latvian Bank accounts for non-bank external payments (hereinafter reports).
2. The terms used in the following terms: 2.1 external payment-money transfers in any currency, using non-cash or payment and domestic or foreign bank, where one of the parties (the recipient or person) is a resident and the other half – non-residents. If the external payment includes several components with different goals, each component as a separate external payments;
2.2. the outgoing external payment – cash transfer resident non-resident external deposits or increase;
2.3. the incoming external payments-non-resident transfers of funds or external resident deposit;
2.4. external deposits increase – by the residents of your sight or time deposits increase foreign bank;
2.5. external deposit reduction – by the residents of your sight or time deposits in foreign banks the reduction in transfer of funds available to the domestic bank accounts or receive cash;
2.6. domestic bank – a bank registered in the Republic of Latvia or foreign bank branch;
2.7. foreign bank established in foreign bank;

2.9. merchant – the Republic of Latvia Law registered merchants, except domestic bank;
2.10. transaction date-the date the external payment, i.e. the amount written off from a bank account in the domestic or foreign bank or credited to it;
2.11. the code of the currency – currency code according to international standard ISO 4217, "codes for currencies and resources" (see. Latvijas Banka's internet page (www.bank.lv) menu "links");
2.12. the country code – two-letter code in accordance with the international standard ISO 3166 "countries and their territorial breakdown unit name code"; international organisations in the two-digit code according to the Eurostat balance of payments vademecum (see. Latvijas Banka's internet page (www.bank.lv) menu "links");
2.13. the external payment code: external payment designation, which allows you to determine the external payment purpose in accordance with the Bank's external payment classification "(see. Latvijas Banka's internet page (www.bank.lv) menu "links");
2.14. other terms used in the rules use corresponds to the provisions of the Bank of Latvia "monetary financial institution balance reporting month" term of use.
3. the aim is to get the information, necessary for national balance of payments statistics for the preparation and publication of the European Central bank laws to promote economic development analysis, macroeconomic forecasting, Latvijas Banka's monetary policy implementation and to provide market participants with the necessary information.
2. Reporting 2.1. Reporting requirements 4. prepare the domestic banks ' non-bank external payment "(annex 1).

7. the reports do not include bank external payments made with the current cards.

9. If it is not possible to establish whether the charge is external, the outgoing foreign payments shall be considered payment of the beneficiary's bank is a foreign bank, but on incoming external payments-payment, which the payer's bank is a foreign bank.

2.2. "non-bank external payment" 11. "non-bank external payment" is being prepared for the following period: 1-7, 8-15, 16-23, 24-the last date of the month.

20. Under the heading "external payment type" indicates whether the external payment is not the incoming external payment or outgoing external payment using the following notation: 20.1. K-incoming external payments;
20.2. D – outgoing external payment.
21. Under the heading "amount" is the amount of the payment in a foreign currency, the external payment. This heading indicates the number of the total under the heading "Total Number".
22. Under the heading "currency code" indicates the code of the currency in which the external payment.
23. Under the heading "external payment code" indicates the external payment code. If the merchant and the domestic banks are not mutually agreed upon the incoming external payment code in the "non-bank external payment" and the merchant that code did not provide for domestic banks, domestic banks do not fill in the box.
24. Under the heading "country code" indicates the external payment involved in the non-resident's country code or the code of the country where the foreign bank that is not a foreign bank deposit increases or reductions. 26. 2.4. "notice of foreign banks made foreign payments" 35. Merchant shall prepare a statement of "foreign banks made foreign payments" on external payments made in the reference month foreign banks, without involving the domestic banks.
36. If the external payment that exceeds the provisions set out in point 6 the external payment amount, contained several external payments to various external payment purposes, the operator shall present to each external payment regardless of the amount.

43. Under the heading "country code" indicates the external payment involved in the non-resident's country code or the code of the country where the foreign bank that the merchant has made foreign investment increases or reductions.
3. procedure for submission of Reports 44. Domestic bank "non-bank external payment report" submitted to the Bank of Latvia in electronic form in accordance with the procedures laid down by the Bank within three working days following the day on which these rules specified in paragraph 11 to the end of the reporting period.
45. The Merchant "statement on domestic bank received incoming external payments" and "notice of foreign banks made foreign payments" shall be submitted in the form of a paper document to the Bank of Latvia k.Valdemara Iela 2, Riga, LV-1050, to bear the "external payments", or in electronic form in accordance with the procedures laid down by the Bank once a month within five working days after the end of the reference month.
4. Closing questions 46. Be declared unenforceable by the Bank of Latvia Council of 13 July 2000, decision No 76/8 "for" information about non-bank external payment rules of preparation of the new version of "approval" (Latvian journal, 2000, Nr. 283/285; 2003; 2004, Nr. 167, no. 48).
