General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" priority axis "environmental protection and resource use efficiency" 5.1.2. specific objectives of aid "to reduce flood risks in rural areas" (hereinafter referred to as the specific support); 1.2. specific aid objectives; 1.3. specific support available funding; 1.4. the requirements of the European regional development fund project applicant (hereinafter referred to as project applicant); 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement on the implementation of the project (hereinafter referred to as the Treaty) unilateral notice conditions. 2. support the implementation of the specific objective is to reduce the flood risk to the State-owned hidrobūvj in protected and regulated potomāl of the adjacent areas of rivers, thus contributing to the development of entrepreneurship, improving the population's quality of life, as well as increasing the value of natural areas, attractiveness and the use of productive rural areas of Latvia. 3. Specific support targeted at residents of the flood-threatened areas in Latvia and polder areas. 4. Implementation of the specific objectives of aid until 2022 31 December can leverage the following monitoring indicators: outcome indicators: 4.1 4.1.1. number of the updated hidrobūvj-30 (intermediate value to be reached in 2018 31 December-10);

Specific support for implementing the project application to the limited selection. 6. On the specific support of the responsible authority for the Ministry of agriculture (hereinafter referred to as the responsible authority). 7. the project area is flood threatened the Latvian rural areas and areas outside built-up areas where there is a risk of flooding in the public infrastructure, as well as public property in the polder and national ūdensnotek drainage in populated areas. 8. the Specific objective of aid planned total attributable funds is eur 43 390 019, including the European regional development fund – 36 881 516 euro and State budget funds-eur 6 508 503. 9. European regional development fund, the financing of the project's eligible cost specified in the application, the totals are 85 percent. The rest of the funding for 15 percent of the total eligible project funding form the State budget financing. 10. One of the project's eligible costs is not less than eur 100 000 and not more than 5 000 000 euro. 11. the total Available funding attributable to contract until 2018 closed December 31 is 15 186 507 euro, including the European regional development fund – euro 12 908 530 and State budget funds-eur 2 277 977. II. III. eligible activities and costs the specific support implementation 14. is eligible for the following: 14.1. existing national drainage system-the waterworks structures, rebuilding and restoring; 14.2. potomāl phase regulated rivers and rebuilding; 14.3. natural areas (green infrastructure) full or partial restoration and environmental friendly drainage system environment, the use of flood risk prevention. 15. Specific aid projects use environment integration of goods, services and works procurement ("green procurement"). 16. The rules referred to in point 14 of the activities supported in the implementation of the following eligible direct costs: 16.1. project management staff compensation costs, including State social security payments from taxable eligible costs (applicable when there is a contract of employment or company (services) contract basis), as well as jobs in the acquisition cost of the equipment (applicable if the costs incurred on the basis of the employment contract), noting that: 16.1.1. they shall not exceed 24 426 per year plus interest from 0.64 direct eligible costs, but not including direct personnel costs if direct eligible costs are less than the five million euro; 16.1.2. the subject is no less than 30 percent of capacity, the staff involved in the project by providing appropriate timeshare principle of relevance (relevant, if the costs incurred on the basis of the contract of employment); 16.2. the preparation of the construction cost: construction, construction 16.2.1. conception and composition of the documentation prepared for the construction costs; 16.2.2. būvekspertīz charge, if construction has been prepared on the basis of the enterprise (service); 16.2.3. expertise and research costs, if it is a prerequisite for construction and construction conception for the development of the documentation; 16.2.4. the law on environmental impact assessment for a particular document, including green infrastructure assessment costs; 16.3. the existing waterworks building in the potomāl River of the regulated period of renewal or conversion costs, including the costs related to construction and shipbuilding; 16.4. the grounds for the application of the project documentation preparation costs;

16.5. the Superintendence and autoruzraudzīb costs; 16.6. the equipment, machinery and equipment, including the equipment mounting and adjustment costs, if the supply of equipment in waterworks construction feature is the technical and economic justification; 10.4. information and publicity costs according to the regulations on the procedures for European Union structural funds and the Cohesion Fund in the implementation of the 2014-2020 programming period provide a communications and visual identity requirements; 16.8. expenditure not intended to cover the costs of not more than 5% of the total direct eligible cost amounts. 17. Value added tax costs that are directly associated with the project, are eligible, provided that they are not-refundable tax policy regulatory legislation. 18. If the request for payment of expenses is attributable, the liaison body confirms the amount of expenditure and reimbursed actual expenditure, net of advances received previously, as well as transfer the next advance payment not more than 50% of the eligible costs of the project.
IV. Project implementation conditions 24. Cooperation authority have the right to unilaterally terminate the agreement if the beneficiary fails to fulfil the essential conditions of the contract, as well as the project is implemented according to the timetable fixed or joined other circumstances which affect or may affect the specific aid objectives, outcome indicators and monitoring indicators. 25. If the beneficiary does not comply with the regulations governing the purchase requirements, costs incurred in connection with concluded contracts, are considered non-eligible costs of the project. 26. The beneficiary projects implemented until 2022 31 December. 27. the implementation of the project, the funding recipient: 27.1. ensure the compliance of the draft River basin area of flood risk management plans for the 2016-2021.; 27.2. provides project information and publicity measures, consistent with the laws of the European Union's structural and cohesion funds publicity and visual identity requirements; 27.3. ensure the maintenance of the results achieved and the means for the maintenance of the results for at least five years after completion of the project, as well as to ensure the sustainability of the results achieved at least five years after completion of the project according to the legislation on reclamation systems operation and maintenance; 27.4. ensure that the planned work on the project is not funded or co-financed by the and the not planned to co-finance the Fund or through other national and foreign financial support instruments; 27.5. accumulate data for this rule 4.1, 4.2, 4.3 and 4.4. indicators referred to; 17.1. ensure that, through specific support projects are achieved in these rules referred to in point 4.1 outcomes indicators; 17.2. ensure that specific aid investment diminishes in rural areas of Latvia and the polder flooding risk; 17.3. ensure all the procurement procedures provided for in the project implementation in accordance with the legislation on public procurement; 17.3. ensure records of flood reduction in the rural areas (in hectares). 28.
