General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" 1.2.1. specific objective "to increase private sector investment in the" P& "action support 1.2.1.1 new product and technology development, in the framework of the competence centre "(hereinafter measure) the first application round project (hereinafter referred to as the first round), the second application round project (hereinafter referred to as the second round) and fourth-round draft selection of the application (hereinafter referred to as the fourth round); 1.2. the objectives of the measure; 1.3. selection rounds of funding available; 1.4. the requirements of the European regional development fund project (hereinafter the project) to the applicant and project partners (research project implementers); 1.5. the eligible cost of the action, as well as the relevance of the contract or the agreement for the implementation of a project of cooling-off unilateral conditions; 1.6. the receiving State aid related conditions. 2. If necessary, attracts experts before research project final payment project research results to gain confidence that the investments made have been appropriate and reasonable; 2.1.9. where necessary, carry out other functions that are related to the research project evaluation, selection, monitoring and results; 2.2. the parties concerned – the people who meet the 2014 the Commission 17 June of the Regulation (EU) No.  651/2014, by which certain categories of aid compatible with the internal market, applying the contract article 107 and 108 (Official Journal of the European Union by 2014 June 26, No.  L 187) (hereinafter referred to as Commission Regulation No 651/2014), laid down in annex 1 related to the definition of economic operators; 2.3. one single company-a company that meets European Commission 18 December 2013 Regulation No. 1407/2013 for the Treaty on the functioning of the European Union and article 107.108. application of the de minimis aid (hereinafter referred to as Commission Regulation No 1407/2013) article 2, paragraph 2 these criteria; 2.4. research and knowledge dissemination organization – an organization that meets the Commission Regulation No 651/2014 article 83, paragraph 2; 2.5. the cooperation partner (research project implementer) – any economic operator company, recognized agricultural service cooperative society or research and knowledge dissemination organization which intends to carry out a research project within the framework of the competence center and meet this provision in paragraph 17.5. and 19 partner in these requirements. 2.6. the research project – any individual research project or a collaborative research project, approved by the Council for the selection of projects; 2.7. individual research project-research project, which implements one implementer of the study; 2.8. the cooperation research project-project, which implemented a leading implementer of the study together with one or more of the partners, ensuring effective cooperation; 2.9. effective cooperation — cooperation that complies with Commission Regulation No 651/2014 article 90, paragraph 2; 2.10. the newly established merchant-a merchant that is created with the aim to commercialize the competence center within the research results generated and which are passed to the made-for-television rights to intellectual property, which it uses in its further economic activity. 3. objective of the measure is the promotion of competitiveness of economic operators, encouraging research and industrial cooperation through projects that develop new products and technologies and introducing them to the production. 4. in the event the target group is small (micro), small, medium and large businesses that develop products and technologies in a smart area of specialisation, as well as the research and dissemination of knowledge in the organization. 5. measures for the first, second and fourth round planned within the total eligible funding is 65 125 000 euro, including the European regional development fund – 52 300 000 euro and private financing-12 825 000 euro. The second and the fourth rounds of private financing in the context of at least 20% of the planned total eligible funding. The European regional development fund, the financing available for: 5.1 first round – the Ministry of Economic Affairs in the amount of eur 1 000 000 this rule 24.3. the activities referred to in subparagraph; 5.2. the second round of the competence centres – 25 650 000 eur 24.1 and 24.2 these rules. in the above activities; 5.3. the fourth round of the competence centres – 25 650 000 eur 24.1 and 24.2 these rules. in the above activities. 6. the measure is achievable the following monitoring indicators: outcome indicators: 6.1 6.1.1. until 2018 31 December: 6.1.1.1. the number of traders who have received aid,-35; 6.1.1.2. the supported number of operators who receive grants, 35; 6.1.1.3. the number of operators who receive aid to launch new products,-35; 6.1.2. to 2023 December 31:6.1.2.1. the number of traders who have received aid, 100; 6.1.2.2. the supported number of operators who receive grants, 100; 6.1.2.3. the number of operators who receive aid to launch new products,-100; 6.2. result indicators – up to 2023 December 31 linked to private investment in research and development – 12 825 000 euro; 6.3. financial indicators: 6.3.1. the first and second rounds until 2018 under the December 31 certified expenditure of eur 13 643 805; 6.3.2. in the framework of the fourth round until 2021 December 31 certified expenditure 13 643 805. 7. Once a year the competence center shall submit the following to the cooperation body in addition to the uzskaitāmo outcome indicators that the liaison body shall send to the responsible authority for the compilation: 7.1. private investment, which complements the State aid for innovation or research and development projects; 7.2. Merchant investments in research and development in the first full financial year following that in which the year that finished at least one research project; 7.3. the linked foreign funding (from the international research programmes from foreign partners) studies the business sector; 7.4. the number of economic operators who, after completion of the research project successfully implemented the business jaunradīto products or technologies; 7.5. the supported number of new operators; 7.6. the merchant concluded a license agreement for the implementation of the research project into intellectual property commercialization; 7.7. the operator's turnover after the implementation of the results of research in economic activity or commercialization; 7.8. supported employment growth in komersanto; 7.9. the number of research projects that involve cooperation between economic operators and research and knowledge dissemination; 7.10. research projects (the euro), including cooperation between economic operators and research and knowledge dissemination; 7.11. PhD involved research projects; 7.12. the operator and the research and knowledge dissemination organization koppublikācij of researchers; 7.13. the number of traders who cooperate with research institutions. 8. the implementation of the measure is: 8.1 limited project application selection first round; 8.2. open project application selection in the second and fourth rounds. 9. the implementation of the measure is gravel. 10. the implementation of measures to ensure cooperation between the Office and the Ministry of economy as a responsible authority (hereinafter referred to as the responsible authority). 11. the measure creates at least one competency Center in each of the following smart specialisation areas or sub-sets: 11.1 the knowledge intensive bio-economy – the innovative solution for the forestry and wood processing; 11.2. the knowledge intensive bio-economy – innovative solutions in agriculture and food production; 11.3. biomedicine, medical technology, biopharmaceutical and biotechnology; 11.4. smart materials, technology and inženiersistēm-intelligent materials; 11.5. smart materials, technology and inženiersistēm-modern production technologies and inženiersistēm; 11.6. information and communication technologies-aparātbūv (electronics); 7.3. information and communication technologies, information and communication technologies; 11.8. the intelligent energy. 12. The second and fourth rounds within the competence center develop new or substantial improvements to existing products and technologies in intelligent areas of specialisation. 13. The first round within the Ministry of economy take second, third and fourth round of projects implemented under surveillance, organized an annual Conference of research and innovation, as well as other ways to disseminate research results, if necessary.
II. applicant and Project partners (research project implementers) requirements 14. Measure project applicant is: 14.1. first round – the Ministry of economy; 14.2. the second and fourth rounds – competence centre. 15. the applicant shall prepare Draft project submissions under the project application selection rules. 16. in the event the beneficiary are: 16.1. the second and fourth rounds – competence centres and partners (personal research and collaborative research project implementers) this provision and 24.1 24.2. the activities mentioned in points; 16.2. first round – Ministry of economics that rule 24.3. the activities mentioned in points. 17. The competence center is a legal person, which meet the following conditions: 17.1. it is a limited liability company, or association; 17.2. If the owner is the competence centre society are counted also business operators and agricultural service cooperatives, which combines in a particular society; 17.3. it has received support from a registered society in Latvia which: 17.3.1. representing the economic sector in which workers will be implemented in the project; 17.3.2. combines industry economic operator whose total turnover last year concluded at least 150 000 000 eur; 17.3.3. The company is registered in the register of associations and foundations register for at least five years prior to the application of the project collaboration; 17.3.4. has supported no more than one competence center project submissions; more than 51% of the 17.4. competence centre share capital or voting rights belongs to business operators or recognized agricultural service cooperatives or associations, which combines the business operator or a recognised agricultural service cooperatives; 17.5. the competence centre and its partners (research project implementers) does not have a judicial decision recognised as insolvent, including not in the bailout process, the economic activity is not terminated, it is not in the process of liquidation and does not meet national statutory criteria to them at the request of the creditor could apply to insolvency proceedings; 10.9. at least 25 percent of the competence center project total funding is intended for experimental design. 18. The competence centre is right in the project also attract partners (research project implementer), not the competence center of capital holders. 19. the cooperation partner (research project implementer) research project involvement with its owned or owned property, intellectual property, finance or human resources. Project selection round of the applicant may submit, within one project submission. 22. The competence centre together with the application of the project authority shall provide for cooperation between centres of competence development strategy (Latvian language) for the period up to December 31, 2023. 23. in order to develop science and research staff employed in the understanding of the industrial sector's needs and promote mobility between industry and research sectors, industrial study involves implementing partners (research project implementer), participating in the implementation of industrial research with scientists (PhD), or outsourcing, research and knowledge transfer organisations or other legal entities, which employ scientists (PhD)-research project application, from where will attract scientists (PhD). III. eligible and ineligible activities funding 24:24.1. individual study and collaborative research project implementers: 24.1.1. competence centre project selection in Council approved industrial research under Commission Regulation No 651/2014 article 85, paragraph 2, definition; 24.1.2. competence centre project selection in Council approved experimental developments pursuant to Commission Regulation No 651/2014 article 86, paragraph 2, definition; 24.1.3. competence centre project selection in Council approved a technical economic feasibility studies research projects that total was more than 250 000 euro, in accordance with Commission Regulation No 651/2014 article 87, paragraph 2, definition; 24.2. the competence centre: 24.2.1. coordination of research projects, including the promotion of cooperation, information and knowledge sharing, and networking and the promotion of international cooperation, as well as competence center project management costs; 24.2.2. promotion of cooperation, to engage in international research projects; 24.3. the Ministry of the economy: 24.3.1. monitoring of the implementation of the project; 24.3.2. annual research and innovation organization of the Conference; 24.3.3. dissemination of research results in another way, if necessary. 25. Support is provided only for activities that are initiated after the submission of the project or research project to the application date. Cost starts from the project's relevance to the application or the application of the research project. 26. funding is not granted: 26.1. commercial use of software and information systems development, if it uses a certain method or existing software tools; 26.2. the existing software and information system support; 26.3. the computer language conversion, and translation; 26.4. adding new functionality to the users; 26.5. debugging the system; 16.5. the adaptation of existing software; 16.6. user documentation preparation; 16.7. tīmekļvietņ development; 26.9. Web application development; 26.10. of ready designed not only in software development platforms. 27. the Activities of the services sectors, as well as in the field of software are recognised as eligible when one of the following conditions is met: 27.1. activities related to the research project and is carried out in cooperation with public research laboratories or purchasing outsourcing from public research laboratories; 27.2. Dr. or PhD students are employed within the framework of the research project; 27.3. the results of research published in scientific journals, organizes scientific conferences or engage in scientific studies. 28. the maximum amount of financing this provision in 24.1.3 the operations does not exceed 300 000 per year for a single competence centre. 29. the maximum amount of financing this provision and 30.1.2 30.1.3.30.1.5. actions referred to in subparagraph does not exceed 200 000 euro three-year period to one center of competence, pursuant to the Commission Regulation (EC) No 1407/2013 article 3, paragraph 2 limits. The maximum amount of financing this provision, 30.1.4.1., 30.2.1.8 30.1.2.2. the costs referred to in subparagraph together shall not exceed the amount calculated at 24 426 euros plus 0.64% of project total direct eligible costs, excluding the direct project management staff costs.
IV. Eligible and ineligible costs 30. Measure is applicable the following cost items: competence centres: 30.1.30.1.1. measures to be implemented in the framework of the research project and the technological-economic priekšizpēš of direct eligible costs of the individual studies implementers collaborative research project leading implementers and their research partners who participate in the implementation of the study with their owned or owned property or human resources (except for this provision, 30.1.1.2., 30.1.1.1., 30.1.1.4., 30.1.1.3., 30.1.1.6. or 30.1.1.5.30.1.1.8. Remuneration for work performance are identified in a proportionate, taking into account the volume and nature of work and direct staff costs involved professionals; 30.1.1.2. travel (travel) costs in accordance with the laws of the order in which the recoverable with missions and staff travel costs: 30.1.1.2.1. baggage; 30.1.1.2.2. spending on hotels (accommodation), including breakfast in hotel expenses; 30.1.1.2.3. travel (transportation) costs (economy class public transport expenses, local transport costs, or the cost of fuel, if you use a personal or professional car); 30.1.1.2.4. the daily allowance; 30.1.1.3. public utilities and communication services, in so far as they are used in research or technological-economic feasibility studies; 30.1.1.4. rooms, instruments, equipment and equipment rent, as long as they are used in research or technological-economic feasibility studies; 30.1.1.5. projected material (physical, biological, chemical and other material, the test animals, reagents, chemicals, laboratory utensils, medicine research), scientific literature and for low inventory acquisition costs, including the cost of delivery, as long as they are used in research or technological-economic feasibility studies; 30.1.1.6. the center of competence, the implementation of individual study, collaborative research project leading research bodies and their partners-owned space, instruments, machinery and equipment, patents and licenses depreciation costs, insofar as they are used in the study. Do not cover the space, instruments, facilities and equipment, patents and licenses depreciation costs, if the acquisition or establishment of the aid has already been granted another aid measure or project. Patents and licenses depreciation costs may be eligible only if they are purchased after the application of the project. If the time the premises, instruments, equipment, patents and licenses used in the study, does not cover all relevant spaces, tools, equipment, patents and licences, the useful life of the eligible costs only the depreciation costs corresponding to the period of the study, and are calculated in accordance with good accounting practices, but does not exceed the regulations corporate income tax in the area of asset depreciation rates (not mentioned in these regulations accelerate the write-off of fixed assets ratio); 30.1.1.7. insurance (health, life, property, vehicles, equipment, liability, etc.) costs to the research project, which need to determine the laws and regulations of the Republic of Latvia. If a research project will not cover all the relevant insurance, eligible costs include the part of the insurance costs, corresponding to the period of the research project; 30.1.1.8. other external costs of implementing the study purchased from third parties, if the services in question are used exclusively for the research activity, or technical-economic feasibility studies; 30.1.2. competence center of the direct eligible costs. Funding for the activities listed in this subparagraph shall be in accordance with Commission Regulation (EC) No 1407/2013:30.1.2.1. the cost of this provision in certain activities 24.2.2 (competence center for first year membership fee international initiatives, international project preparation costs for the implementation of individual study, collaborative research project leading research bodies and their partners (including research) the costs associated with participation in international research projects, and other costs with the merchant or the recognition of agricultural service cooperatives involved in international research projects, if they are approved by the Council for the selection of projects representative of the Ministry of the economy); 30.1.2.2. competence center for project management (project management staff remuneration cost for project activities to planning, coordination and control, including the cost of the provision of adequate documentation of the project for the European Union and national level of statutory requirements, project procurement organization and control costs). Compensation costs are considered part of the cost of project management if employees not less than one month, at least 30% of their time working on the project, and it is displayed on the timesheet system or the timesheet table; 30.1.2.3. acquisition of outsourcing – legal, accounting, filing and translation services, which require competency Center; 30.1.3. indirect eligible costs. Funding for the activities listed in this subparagraph shall be in accordance with Commission Regulation No.  1407/2013; 30.1.4. individual study and collaborative research project leading research bodies and their partners in research indirect costs related to the measures to be implemented in the framework of the research project and the technological-economic priekšizpēš. Funding for the activities listed in this subparagraph shall be in accordance with Commission Regulation No 651/2014:30.1.4.1. research project management costs (research project management personnel remuneration paid for the research project the action planning, coordination and control, including the fee for the provision of research project documentation according to the European Union and national level of statutory requirements, project procurement organization and control costs). Compensation costs are considered in the research project management costs, if employees not less than one month, at least 30% of their time working on research projects, and it is displayed on the timesheet system or the timesheet table; 30.1.4.2. stationery, Office supplies and office equipment rental or purchase; 30.1.4.3. insurance (health, life, property, vehicles, equipment, liability, etc.) costs to the research project, which need to determine the laws and regulations of the Republic of Latvia. If a research project will not cover all the relevant insurance, eligible costs include the part of the insurance costs, corresponding to the period of the research project; 30.1.5. contingencies this provision 30.1.1 30.1.2 30.1.3,.,., 30.1.4. referred to cover not more than 5% of the research projects the direct and indirect costs of research. If a research project will not cover all the relevant insurance, eligible costs include the part of the insurance costs, corresponding to the period of the research project; 30.2.1.8. project management (project management staff remuneration cost for project activities to planning, coordination and control, including the cost of the provision of appropriate documentation of the project for the European Union and national level of statutory requirements, project procurement management and monitoring costs). Compensation costs are considered part of the cost of project management if employees not less than one month, at least 30% of their time working on the project, and it is displayed on the timesheet system or the timesheet table; 30.2.1.9. value added tax direct costs; 30.2.2. indirect costs of project implementation that rule 24.3. the activities referred to in point. 31. in the second and fourth round funding recipient project eligible indirect costs in accordance with the single rate of 15% of the cost of this provision in the abovementioned 30.1.2.2 direct eligible costs of the staff. 32. The first round of funding is the recipient of the eligible project costs under the joint cost rate 15% of 30.2.1.1 these provisions and referred to in subparagraph 30.2.1.8. direct eligible costs of the staff. 33. the cooperation research project implementer – the merchant and agricultural service cooperatives – cost of services calculated in accordance with the arrangements for recording the financial statements for State, local, foreign, European Union, other international organisations and institutions, financial aid (financial assistance), gifts and donations, whether in cash or in kind. Collaborative research project of implementing the cost of the services provided pursuant to this rule shall compensate the imputability condition. Outsourcing providers, research or knowledge transfer organizations – for their services receives a fee, which is equivalent to the market price of their service. The study requires the purchase of a purchase of outsourcing according to laws on the procurement procedure. 34. When buying services from a Latvian research and knowledge dissemination, research customers must receive assurance that the research and dissemination of the Organization's accounting policy is to incorporate the values of scientific services (market price). 37. This provision cost referred to in 30.1.1. incidence conditions: 37.1. If research or technical-economic feasibility studies in scientific research in the employee is remunerated by the employment contract, the timesheet tables indicates how many hours dedicated to work on the study, specifying separately the capacity of industrial research, experimental development and technical-economic feasibility studies, and how many hours dedicated to work that is not associated with the study. If the work of the study carried out during the reference of the number of hours worked will reduce the load; 37.3. the research project implementer to ensure that employment or other contracts specified duties to be duplicated with the study tasks. 38. the proposal does not apply to the following costs: 38.1. costs not associated with the research project specified research or technological-economic feasibility studies; 38.2. the General costs associated with the preparation of the application projects, including advisory services; 23.8. value added tax (except when the beneficiary is unable to recover it from the State budget), customs duties, fees and penalty payments, except that rule 16.2. beneficiaries referred to in point a; 23.9. the payment for a loan or leasing, design and booking, interest payments, penalties, interest on arrears, charges for financial transactions; 38.5. the costs associated with the merchant or recognized agricultural cooperatives of services exports (sales network establishment and operation, as well as merchant or recognized agricultural service cooperative society administrative expenditure on export operations); 24.0. costs related to building civil design, construction, reconstruction and adaptation of the premises; 36.6. other costs of this provision in paragraph 30, as applicable. 39. the Centre of competence attributed costs include costs for only those research activities the project closing date for submission of the request for payment will be made. Eligible costs do not include costs for those research activities that are planned to be completed by the project closing date for submission of the payment request. Interim payment request include the eligible costs of the project the application actually expenses incurred. 40. the measures financed under the only eligible costs directly linked to project activities are measurable, proportionate, justified and comply with the principles of sound financial management. The second and fourth-round draft selection of the application within the applicable environmental requirements is the integration of the procurement of goods and services (the "green procurement"). 41. the membership fees in international initiatives only if membership in the competence centre will help the industry strategy and defined objectives and into new international projects and centres of competence are set new milestones, indicators of results in relation to the participation in relevant international initiatives.

Interim payments may receive: 67.1. more frequently than quarterly, if interim payment request is made for an amount not exceeding eur 250 000; 67.2. more often than once a quarter, if the interim payment request is made for an amount in excess of 250 000 euros. 68. The maximum intensity of the financing of the project total eligible costs is as follows: 68.1. industrial research: 68.1.1.70%-tiny (micro) and small business operators; 68.1.2.60% – medium businesses; 68.1.3.50%-large business operators; 68.2. mock developments: 68.2.1.45%-tiny (micro) and small business operators; 68.2.2.35% – medium businesses; 68.2.3.25% – large merchants; 68.3. technical economic feasibility studies: 68.3.1.70%-tiny (micro) and small business operators; 68.3.2.60% – medium businesses; 68.3.3.50%-large business operators; 68.4.70% – this rule 24.2. the activities referred to in subparagraph; 100% to 68.5. this rule 24.3. the activities mentioned in points. 69. Vi. The receipt of State aid related conditions 72. Funding for this measure in accordance with Commission Regulation No 651/2014.73. The big merchants comply with Commission Regulation No 651/2014 article 2, paragraph 24. 80.
