Postdoctoral Research support" implementing provisions Issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" priority axis "research technological development and innovation "specific support 1.1.1. objective" to increase Latvian scientific research institutions and innovative capacity and the ability to attract external funding, investing in human capital and infrastructure measures in the "1.1.1.2." post-doctoral research support "(hereinafter measure); 1.2. the objectives of the measure; 1.3. in the event the funds available; 1.4. the requirements of the European regional development fund project applicant; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project of unilateral notice conditions. 2. The terms used in the following terms: 2.1 the economic activities related to the application of research-research applications that meet the following criteria: 2.1.1. research application implemented in a scientific institution that meets this rule 2.11. research organization referred to in the definition; 2.1.2. the research application implemented in a limited area of operations or activities that are not commercial in nature; 2.2. the economic activities related to the application of research-research applications that meet one or more of the following criteria: 2.2.1. application for implementing the scientific research institution that does not meet the definition of a research organisation or enterprise register of the Republic of Latvia in tiny (micro), small, medium or large business person; 2.2.2. research application implemented in economic activities; 2.3. the transaction, which is not economic in nature, the research organisation, which does not include the Treaty on the functioning of the European Union (Official Journal of the European Union, 30 March 2010 No. 83/47 C) Article 107 paragraph 1 scope defined, including: 2.3.1. training to bring staff numbers and qualifications; 2.3.2. independent research and development, in order to gain more knowledge and better understanding, including joint research and development, a research organization engaging in effective cooperation; 2.3.3. the dissemination of research results, without exclusivity and discrimination, including through teaching, open access, open the database of publications or open source software; 2.3.4. knowledge and technology transfer activities: knowledge and technology 2.3.4.1. transfer operations research department or a research subsidiary of (a company in which the shares of the parent company of more than 50 percent or where the parent company is the majority and which complies with this rule 2.11. the research referred to in the definition of the Organization), the research organisation jointly with other research organisations or research body with third parties , an open competition contracts for certain services; 2.3.4.2. all profits from such operations are again invested in the research organization's core business; 2.4. effective cooperation — cooperation that meets the Commission's June 17, 2014 Regulation (EU) No 651/2014, by which certain categories of aid compatible with the internal market, applying the contract article 107 and 108 (Official Journal of the European Union, 2014 26 June, no L 187) (hereinafter referred to as Commission Regulation No 651/2014), article 90, paragraph 2; 2.5. basic research – activities that correspond to Commission Regulation No 651/2014 article 2 the definition set out in paragraph 84; 2.6. a company in difficulty – merchant who comply with Commission Regulation No 651/2014 article 2 the definition laid down in paragraph 18; 2.7. restricted areas of action-research economic activity, which meet the following criteria: 2.7.1. it is directly related to the research activities of the Organization and with economic activity in the area; 2.7.2. it consumes the same resources (such as materials, equipment, labor, and capital) as with economic activities related activities; 2.7.3. each year it allocated financial capacity does not exceed 20 percent of the body's total annual financial capacity; 2.8. the transparent support category-the type of support that corresponds to Commission Regulation No 651/2014 article 5 (2) and provided in the form of grants; 2.9. pēcdoktorant – Latvian or foreign scientist who obtained doctoral degree no earlier than five years before the research submission deadline. This period may be extended for a period of up to two years if the person is a good reason to: 2.9.1. parental leave; 2.9.2. temporary disability; 2.10. the big merchant-a merchant that correspond to Commission Regulation No 651/2014 article 2 the definition set out in paragraph 24; 2.11. research organization – the body that correspond to Commission Regulation No 651/2014 article 2 the definition set out in paragraph 83; 2.12. research applications, individual support research, training and networking project, submitted by and employing pēcdoktorant, implemented the scientific institution or enterprise register of the Republic of Latvia in tiny (micro), small, medium or large business person (hereinafter referred to as the operator); 2.13. the intensity of public funding – the total European regional development fund and the State budget funding as a percentage of the project total eligible costs; 2.14. industrial research — research that complies with Commission Regulation No 651/2014 article 2 the definition set out in paragraph 85; 2.15. economic activity-any activity that involves the offering of goods or services on the market, including the leasing of research infrastructure, implementation tasks of traders services or contract research; 2.16. tiny (micro), small and average business person – trader that complies with Commission Regulation No 651/2014 1. the definitions set out in the annex; 2.17. law – technology know-how and other rights or their combination, including the applications or registrations that meet the Commission's 2014 March 21 Regulation (EU) No 316/2014 for the Treaty on the functioning of the European Union Article 101, paragraph 3, of the application of the technology transfer agreement categories (Official Journal of the European Union, 28 March 2014, no L 93) (hereinafter referred to as Commission Regulation No 316/2014) article 1 b the definition laid down in point; 2.18. the scientific personnel – a leading researcher, investigator and Research Assistant; 2.19. the scientific institutions, scientific institutions of the Republic of Latvia register of registered scientific Institute (public agencies, public entity or derived by private law the legal entity), or graduate school. 3. objective of the measure is to develop the new skills of scientists and increase scientific capacity, providing new scientific careers opportunities at scientific institutions and economic operators, as well as the development of research skills, human resources policies and the increase in the number of qualified specialists. 4. Measure supported research which contributes to the Latvian smart specialisation strategies in achieving the objectives, the priorities for growth or development in the field of specialisation. 5. the objective of the measure group are scientific institutions, scholars, institutions of higher education, the Republic of Latvia Enterprise register registered merchants. 6. the measure is achievable the following monitoring indicators: outcome indicators: 6.1 6.1.1. until 2018 31 December: 6.1.1.1. supported units created a new researcher number of posts full time equivalent terms-96; 6.1.1.2. the number of scientific articles, the development and publication of which provided support for research applications,-192; 6.1.1.3. the new products and technologies that are komercializējam and are supporting the development of research applications,-41; 6.1.1.4. linked to private investment in research for the implementation of the application – 640 000 eur; 6.1.1.5. the number of traders who cooperate with the research institutions – 25; 6.1.2. to 2023 December 31:6.1.2.1. supported units created a new researcher number of posts full time equivalent terms-384; 6.1.2.2. the number of scientific articles, the development and publication of which provided support to research within the application – 1 280; 6.1.2.3. new products and technologies that are komercializējam and are supporting the development of research within the application – 416; 6.1.2.4. linked to private investment in research the implementation of application-3 200 000 euro; 6.1.2.5. number of economic operators to cooperate with the research institutions – 100; 6.2. financial performance – up to 2018 December 31 certified expenditure of eur 9 721 734; 6.3. the specific outcome indicators: 6.3.1 to 2018 December 31, developed and submitted project applications to the European Union's research and innovation framework programme "Horizon 2020" Marie Curie-sklodowska program activity "co-financing of regional, national and international programmes (COFUND)", and it is rated above the quality threshold; 6.3.2. until 2023 December 31, at least 70 percent of the supported new researchers involved in science communication activities; 6.4. contributing to the following common specific aid target indicators attainment: 6.4.1. the average number of scientific publications per scientific staff full time equivalent year-0.48; 6.4.2. the public and the higher education sector is linked to external financing for the research activity – 160 600 000 euro. 7. the measures implemented in the restricted application of the project selection. 8. Measure the responsible authority for the Ministry of education and Science (hereinafter referred to as the responsible authority). 9. Measure the total eligible funding available is 64 029 231 euro, including the European regional development fund – 54 424 846 Euro State budget co-funding 6 404 385 euro and private-financing-3 200 000 euro. Application research for the implementation of the planned overall funding is 60 913 758 applies the euro, including the European regional development fund – 51 776 694 eur co-financing the national budget – eur 5 937 064 and private financing — 3 200 000 euro.
10. The beneficiary shall conclude agreements with research applicants for research applications. The beneficiary of this provision in the agreement referred to in paragraph 15 of the draft shall be coordinated with the Ministry of education and science before the conclusion of the contract with research applicants. 17. the Funding recipient project plans to finance research of these provisions to the applicant referred to in paragraph 33 of eligible activities. 18. in order to assess the scientific quality of the research applications, the beneficiary shall ensure appropriate experts of the European Commission included experts in the database selection using the following selection criteria: 18.1. the expert has a doctoral degree; 18.2. the experts scientific qualification corresponds to a particular application of science research sector or subsector; 18.3. the current evaluation competencies and work experience meets the particular application of science research industry or subsector; 18.4. the expert assessment shall be conducted independently, he does not represent the research institutions of the applicant and his activities there are no circumstances that would cause a conflict of interest. 19. research monitoring of the implementation of the application for funding, the beneficiary shall ensure the application of research results of the mid-term and final evaluation of the scientific quality, subject to the following conditions: 19.1. assessments carried out by experts of the European Commission included experts in the database that match that rule 18. criteria referred to in paragraph 1; 19.2. the beneficiary shall develop and coordinate with the responsible authority, according to the assessment, including those requirements include expert to assess and justify the extent to which the planned results of research applications are achieved (assessment expressed as a percentage); 19.3. the mid-term evaluation of results conclusions and recommendations assess beneficiary, the applicant and the responsible authority, if necessary, amendments to the agreement on the application of the plan of work for exploration; 19.4. the end result of the evaluation of the scientific quality of decision making about the use of research applications purpose and planned results. Based on the final evaluation of the application of research results the planned level, the funding recipient shall take a decision on the recovery of the funds paid under contract for research applications.
III. requirements for research applicants 20. Research applicant is a scientific institution or enterprise register of the Republic of Latvia in tiny (micro), small, medium and large merchant who established a working relationship with pēcdoktorant and provide access to infrastructure and human resources in the context of the application of the research required for the implementation of the study. Research applications can be implemented individually or in partnership with foreign or scientific institutions of Latvia, University or company (hereinafter referred to as partners), which takes the pēcdoktorant and provides access to the infrastructure or human resources (not gaining economic advantage and intellectual property rights which result from the application of the research activities carried out in the framework). 21. If research application is implemented in partnership with the foreign or scientific institutions of Latvia, University or company, research the applicant research the application shall be accompanied by a letter on the partner readiness to participate in the implementation of the research application. After approval of the application for research research the applicant and partner shall conclude cooperation agreements, providing substantive, technical and financial cooperation conditions, parties ' rights, duties and responsibilities, as well as access to the infrastructure of partners and other resources for research within the application of the necessary studies. 22. Research and partner set to: 22.1. they shall not be subject to recovery orders referred to in Commission Regulation No 651/2014 article 1, paragraph 4, in the "a"; 22.2. they are not in financial difficulties under this provision 2.6.; 22.3. Research the applicant prepares a research application and open contest of research applications, the application shall be submitted within the time limit set by the recipient of a research funding application application for each pēcdoktorant study separately according to the research of the application of selection rules of application, including submitting a scientific part description, the description of the pēcdoktorant dzīvesgait (CV) and this rule 25.3. the opinion referred to in point (if applicable) in English. 24. If the merchant is research and research the applicant submission of justification is provided in the study's significance to the scientific or economic sectors, or merchant development, research applications in addition to the application is not accompanied by the merchant or operator of the collegiate body of opinion. Research the applicant concluded a contract with the beneficiary of the financing for the implementation of the application research of no more than 36 months. IV. eligible transactions 32. Beneficiary measure provides the pēcdoktorant research supports the implementation of the measures, the application of research, evaluation and selection of the supervision of the execution of contractual obligations by implementing the following: 32.1. provides project development and submission of the application, the European Union's research and innovation framework programme "Horizon 2020" Marie Curie-sklodowska program activity "co-financing of regional, national and international programmes (COFUND)", to attract research funding and training and career development; 32. supports the identification of foreign pēcdoktorant and attraction of scientific institutions of Latvia or merchants; 32.3. draw up and implement strategies sponsored pēcdoktorant into science communication activities; 32.4. provides organisational support pēcdoktorant training measures; 32.5. at least once a year, while the available funding, provides research and evaluation of the application, subject to the provisions of this subparagraph 14.3; 32.6. provide advisory and methodological support to research applicants in all stages of the implementation of the application of the research: 32.6.1. employment and working time tracking; 32.6.2. financial and procurement procedures related matters; 32.6.3. research of the preparation and implementation of the application, including the compliance of Latvian smart specialisation strategies; 32.7. ensure information and publicity measures for the beneficiaries of the project and the research application; 20.4. ensure contracts with research applicants for research applications; 32.9. ensure application of research funding necessary for the implementation of programming and allocation; 32.10. monitoring the implementation of the research applications including: 32.10.1. check with economic activities related to research application compliance with this provision and 2.4 2.1. criteria referred to in (a); 32.10.2. ensure research application for interim and final evaluation of the scientific quality of the results by the European Commission of experts included in the database of experts; 32.11. ensure the implementation of the research application research application in place for the implementation of the research application and ex post monitoring during the implementation period; 32.12. creates a platform for research applications the application and submission of the report; 32.13. provides project management and implementation. 33. Pēcdoktorant research applications can be implemented within the framework of the following eligible activities: 33.1. research that includes one of the following categories: 33.1.1. fundamental research; 33.1.2. industrial research; 33.2. the technology rights (intangible assets), and advocacy, which will result from this rule 33.1. actions taken in paragraph (hereinafter referred to as the technology protection), if applicable; 33.3. knowledge and technology transfer, research papers and publications the publication, presenting results of research conferences and seminars, as well as other knowledge management measures; 33.4. the implementation of the application of research pēcdoktorant: involved in competence development 33.4.1. (training); 33.4.2. the international mobility and networking. 34. This provision 33.1.1. fundamental studies referred to the implementation of the planned funding does not exceed 20 percent of the rules referred to in paragraph 9 of the application research in the total provided for in the implementation of the related funding. 33.1.1. these provisions already referred to fundamental research not for the implementation of all the planned funding is acquired in the research of the application of selection round of submissions, it routed research applications within which these provisions are being implemented in these 33.1.2 industrial research. 35. V. financing conditions 36. recipient of the funding measure funding requested for the implementation of the project plan, the following types of costs: 36.1. direct eligible costs that are directly associated with the project receiving funding and the need for results, and this is a clear and demonstrable; 36.2. indirect eligible costs not directly connected with the funding recipient project results, but support and provide appropriate conditions for the implementation of the activities supported and results. 37. This rule 36.1. the beneficiaries referred to in the project direct eligible costs include the following positions: 37.1. direct eligible personnel costs (project management and project implementation staff remuneration costs) according to State and local officials and employees of the institutions of law, except for the remuneration of overtime; 37.2. the expert from the European Commission database included in remuneration of experts who will carry out the initial application of research, mid-term and final evaluation of the scientific quality of results; 37.3. (company) service contract costs these rules 32.12. referred to the implementation of the assisted actions not exceeding five percent of the total funding available funding to the recipient; 23.2. the creation of new jobs or existing jobs to restore the necessary equipment (Office furniture and equipment, computer software and licenses) purchase up to € 3000 per job site throughout the project implementation period. If the staff is employed in the normal working time, work equipment acquisition cost is eligible for 100 percent. If the staff is employed full time or part time, work equipment acquisition cost is attributed in proportion to the percentage of the load distribution; 37.5. translation and other costs that are reasonable and related to the implementation of the project; 23.4. the seminars, newsletters, events, discussions and conferences and the implementation of related costs, including room rental fee (if the beneficiary for the implementation of project activities of the need to rent space outside of the legal beneficiaries of funding and actual residence address) and hand security costs; 37.7. transport costs (fuel, vehicle rental, purchase of transport services, the use of public transport); 23.5. informative and methodological materials and publication costs; 23.5. the mission and travel costs of project management and implementation staff according to the laws that determine the order in which the recoverable costs associated with missions; 37.10. legislation on minimum health checks for the costs of health checks, vision correction for the compensation funds, health insurance project management and project implementation staff if health insurance is for the beneficiary's institution. If the project management and the project staff is employed in the normal working time, health insurance costs are eligible for 100 percent. If the project management and the project staff is employed part time, health insurance costs are not identifiable in a full time capacity. If the project management and the project personnel remuneration shall apply the principle of relevance, part-time health insurance costs be determined in proportion to the percentage distribution of remuneration. Health insurance costs are attributable only to the period when the project management and the project staff is employed in this provision the project referred to in paragraph 32 of eligible actions; 37.11. project information and publicity costs according to the regulations on the procedures for European Union structural funds and the Cohesion Fund in the implementation of the 2014-2020 programming period provide communications and visual identity requirements; 37.12. funding for research applications. 38. This rule 36.2. referred to indirect eligible costs scheduled as one cost position by applying indirect costs a flat rate of 15 percent from the 37.1. the provisions referred to in subparagraph direct eligible staff costs. 39. In planning this rule 36.1. referred to direct eligible personnel costs, the beneficiary shall ensure that project management and implementation staff is employed on a full time or part time no less than 30 percent of their normal working time, the management and the implementation of the working time of personnel records of all the functions and time worked. 40. The beneficiaries of these provisions in paragraph 37 (excluding 37.12) and in paragraph 38 the cost does not exceed € 3 115 473 of the common measure shall be subject to the planned funding. The maximum permitted by the European Regional Development Fund funding is 85 percent of the beneficiary of the financing cost totals, national finance 15 percent of the State budget provides funds. Vi. General conditions for financing research applicants 41. With economic activity unrelated to research the applicable maximum application of the European Regional Development Fund funding does not exceed 85 percent of the total eligible applications for research funding. Indirect costs include the following positions: 48.3.1. stationery, Office supplies and office equipment rental or purchase; 48.3.2. rental of premises or rent, utility payments and maintenance costs (including authorities sharing the space and sharing resources in proportion to the cost of settlement); 48.3.3. telecommunications, internet and postal services; 48.3.4. information technology maintenance costs; 48.3.5. applicant's research support and management personnel remuneration costs; 48.3.6. costs that are not included in these regulations and in paragraph 48.1 48.2. in those costs, but are required for the application of research results.
49. the economic activity related to the subject of research is the application of Commission Regulation No.  651/2014:49.1.  25. paragraph 3 of article "a", "b", "d" and "e" in point of research costs, pursuant to the provisions set out in paragraph 58, the permissible aid intensity of public funding; 30.6.
