General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" priority axis "research technological development and innovation "specific support 1.1.1. objective" to increase Latvian scientific research institutions and innovative capacity and the ability to attract external funding, investing in human capital and infrastructure measures in the "1.1.1.2." post-doctoral research support "(hereinafter measure); 1.2. the objectives of the measure; 1.3. in the event the funds available; 1.4. the requirements of the European regional development fund project applicant; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project of unilateral notice conditions. 2. This period may be extended for a period of up to two years if the person is a good reason to: 2.9.1. parental leave; 2.9.2. temporary disability; 2.10. the big merchant-a merchant that correspond to Commission Regulation No 651/2014 article 2 the definition set out in paragraph 24; 2.11. research organization – the body that correspond to Commission Regulation No 651/2014 article 2 the definition set out in paragraph 83; 2.12. research applications, individual support research, training and networking project, submitted by and employing pēcdoktorant, implemented the scientific institution or enterprise register of the Republic of Latvia in tiny (micro), small, medium or large business person (hereinafter referred to as the operator); 2.13. the intensity of public funding – the total European regional development fund and the State budget funding as a percentage of the project total eligible costs; 2.14. industrial research — research that complies with Commission Regulation No 651/2014 article 2 the definition set out in paragraph 85; 2.15. economic activity-any activity that involves the offering of goods or services on the market, including the leasing of research infrastructure, implementation tasks of traders services or contract research; 2.16. tiny (micro), small and average business person – trader that complies with Commission Regulation No 651/2014 1. the definitions set out in the annex; 2.17. law – technology know-how and other rights or their combination, including the applications or registrations that meet the Commission's 2014 March 21 Regulation (EU) No 316/2014 for the Treaty on the functioning of the European Union Article 101, paragraph 3, of the application of the technology transfer agreement categories (Official Journal of the European Union, 28 March 2014, no L 93) (hereinafter referred to as Commission Regulation No 316/2014) article 1 b the definition laid down in point; 2.18. the scientific personnel – a leading researcher, investigator and Research Assistant; 2.19. the scientific institutions, scientific institutions of the Republic of Latvia register of registered scientific Institute (public agencies, public entity or derived by private law the legal entity), or graduate school. 3. objective of the measure is to develop the new skills of scientists and increase scientific capacity, providing new scientific careers opportunities at scientific institutions and economic operators, as well as the development of research skills, human resources policies and the increase in the number of qualified specialists. 4. Measure the responsible authority for the Ministry of education and Science (hereinafter referred to as the responsible authority). 9. III. requirements for research applicants 20. If the staff is employed full time or part time, work equipment acquisition cost is attributed in proportion to the percentage of the load distribution; 37.5. translation and other costs that are reasonable and related to the implementation of the project; 23.4. the seminars, newsletters, events, discussions and conferences and the implementation of related costs, including room rental fee (if the beneficiary for the implementation of project activities of the need to rent space outside of the legal beneficiaries of funding and actual residence address) and hand security costs; 37.7. transport costs (fuel, vehicle rental, purchase of transport services, the use of public transport); 23.5. informative and methodological materials and publication costs; 23.5. the mission and travel costs of project management and implementation staff according to the laws that determine the order in which the recoverable costs associated with missions; 37.10. legislation on minimum health checks for the costs of health checks, vision correction for the compensation funds, health insurance project management and project implementation staff if health insurance is for the beneficiary's institution. If the project management and the project staff is employed in the normal working time, health insurance costs are eligible for 100 percent. If the project management and the project staff is employed part time, health insurance costs are not identifiable in a full time capacity. If the project management and the project personnel remuneration shall apply the principle of relevance, part-time health insurance costs be determined in proportion to the percentage distribution of remuneration. Indirect costs include the following positions: 48.3.1. stationery, Office supplies and office equipment rental or purchase; 48.3.2. rental of premises or rent, utility payments and maintenance costs (including authorities sharing the space and sharing resources in proportion to the cost of settlement); 48.3.3. telecommunications, internet and postal services; 48.3.4. information technology maintenance costs; 48.3.5. applicant's research support and management personnel remuneration costs; 48.3.6. costs that are not included in these regulations and in paragraph 48.1 48.2. in those costs, but are required for the application of research results.
49. the economic activity related to the subject of research is the application of Commission Regulation No.  651/2014:49.1.  25. paragraph 3 of article "a", "b", "d" and "e" in point of research costs, pursuant to the provisions set out in paragraph 58, the permissible aid intensity of public funding; 30.6. The value added tax is eligible if it is not recoverable under the laws of the Republic of Latvia to tax policy. 56.
