Cabinet of Ministers Regulations No. 32 in 2016 (12 January. No. 2 35) amendments to the Cabinet of Ministers of 17 December 2013 the Regulation No 1524 "rules on State aid to agriculture" Issued under the agricultural and rural development Act article 5, fourth paragraph 3.1 and make the Cabinet of 17 December 2013 the Regulation No 1524 "rules on State aid to agriculture" (Latvian journal, 13, no. 253; by 2014, 65, 150, 184, no. 247; 2015, 39, 105. , 169, 172, 242.. No.) the following amendments: 1. " 2. To replace in paragraph 4, the words "and the numbers 5, 6 and 7", with numbers and the word "5 and 6". 3. Make paragraph 6 by the following: "6. This provision of the funds 2., 3., 4., 5., and in Chapter 6 eligible costs can be combined with other aid in funding pursuant to the Commission's 25 June 2014, regulations (EC) No 702/2014, by which certain categories of aid in the agricultural and forestry sectors and rural areas recognised as compatible with the internal market, the application of the Treaty on the functioning of the European Union article 107 and 108 (Official Journal of the European Union , 1 July 2014, no L 193), laid down in article 8. " 4. L 352) (hereinafter Regulation No 1407/2013) article 3 (2) and the Commission of 18 December 2013 under Regulation (EC) No 1408/2013 for the Treaty on the functioning of the European Union and article 107.108. application of the de minimis aid in the agriculture sector (Official Journal of the European Union, 2013 December 24, no. L 352) (hereinafter Regulation No 1408/2013) paragraph 2 of article 3 set out in the de minimis amount; 8.5. cost: 8.5.1. applicants to support Cashless settlement form, not exceeding the provision referred to in paragraph 2, the aid funding. If the demand exceeds the amount of the funds, the rural support service to make payments, the aid to be paid shall be reduced proportionately to the amount of one unit; 8.5.2. this rule 2.11., section 4.3 and section 5, as well as 221.1.2, 220.2.,.,., 221.2.2nd and 221.3 221.1 222.3. aid referred to, without exceeding the Regulation No 1407/2013 article 3 (2) the amount of the aid specified in one single company in accordance with the regulation referred to in article 2; 8.5.3. this rule 2.13., 3.4 and 4.3 section, as well as the support referred to in Chapter 5, up to 13 of Regulation No 1408/article 3 (2) the amount of the aid specified in one single undertaking in accordance with Regulation No 1408/13 paragraph 2 of article 2; 8.6. support this rule 2.11, 3.4 and 4.3 section, as well as in Chapter 5 and 6 above, applicants may be cumulated with other de minimis aid until Regulation No 1407/2013 article 3 (2) or of Regulation No 1408/2013 article 3 (2) the limit value concerned in accordance with Regulation (EC) No 1407/2013 article 5 or paragraph 1 of Regulation No 1408/2013 article 5, points 1 and 2. as well as with other State aid in respect of the same eligible costs or public aid for the same venture funding measure, if the result of the cumulation is not exceeded the maximum aid intensity or aid amount, which, in the specific case of special conditions laid down in the relevant national support programme or the European Commission decision, in accordance with Regulation (EC) No 1407/2013 article 5 or paragraph 2 of Regulation No 1408/13 paragraph 3 of article 5; 5.4. data on the aid paid is kept in accordance with the Commission's March 2014 25 June, Regulation (EC) No 702/2014, by which certain categories of aid in the agricultural and forestry sectors and rural areas recognised as compatible with the internal market, the application of the Treaty on the functioning of the European Union article 107 and 108 (Official Journal of the European Union, 1 July 2014, no L 193), article 13; 8.8. during the two months following detection of the offence according to the laws and regulations on the procedures for the 2014 – 2020 programming period administered by national and European Union support for agriculture, rural development and fisheries, demanding repayment of the aid, if the applicant provided false information or violated the requirements in these rules; 8.9. This provision is granted. 2.3 and 2.5, 2.1.1.8. aid referred to in the light of the Commission's June 25, 2014. Regulation (EC) No 702/2014, by which certain categories of aid in the agricultural and forestry sectors and rural areas recognised as compatible with the internal market, the application of the Treaty on the functioning of the European Union. 107 and 108. (Official Journal of the European Union, 1 July 2014, no L 193), article 6, paragraph 2; 8.10. This provision 2., 3., 4., 5., and in Chapter 6 of the aid measures eligible expenses include value added tax, if it is not recoverable from the State budget; 8.11. publishes information on aid granted in accordance with the Commission's March 2014 25 June, Regulation (EC) No 702/2014, by which certain categories of aid in the agricultural and forestry sectors and rural areas recognised as compatible with the internal market, the application of the Treaty on the functioning of the European Union article 107 and 108 (Official Journal of the European Union, 1 July 2014, no L 193) pursuant to article 9 of that Regulation (2), the requirements of point "c"; 8.12. If the beneficiary of the aid, which works in the field of primary agricultural production, the grant aid exceeding 59999.99 euros or beneficiary who works in the field of processing of agricultural products, the granting of aid exceeds eur 499,999.99, publish the following information: 8.12.1. link to the website which published regulations on State aid to agriculture; 8.12.2. name the authority granting the aid; 8.12.3. beneficiary's name (physical person) or the name (legal person), for each beneficiary of aid granted in the form of the aid and the amount of the grant date, the type of business (small (micro), small, medium or large companies), the location of the beneficiary regions (NUTS II level) and the beneficiary of the aid of the main economic sector of activity (NACE group level); 8.13. data on paid support for 10 years from the date of granting of the aid. " 6. Express 8.1 point as follows: "8.1 Applicants receiving de minimis aid shall comply with Regulation No 1407/2013 article 1 and paragraph 2 of Regulation No 1408/2013 article 1, paragraphs 2 and 3." 7. Replace paragraph 9, the number "2.7." with the number "2.6". 8. To supplement the provisions under subsection 2.8.1 by the following: "animal capacity support 2.8.1 and genetic quality promotion measures 96.1 aid aims to promote the use of advanced technology, providing assessment and their animal genetic determination of quality and productivity, as well as the determination of the capacity of animals, and Latvian international action (hereinafter measure) on the organisation of and participation in them, to promote the breeding results in Latvia and abroad. Support is provided in accordance with Regulation No 1415/2014 article 24, paragraph 2. 96.2 support 100 percent uptime and granted in the animal genetic quality promotional events to cover Regulation No 702/2014 article 24, paragraph 4, and section 5 "a" costs referred to, but not more than € 23 356 one dairy, beef production, pig, horse, sheep, kazkopīb, briežkopīb and rabbit keeping industry organization. 96.3 for support, the organization until 1 March of the current year shall be submitted by the field service application (37.1). Make 151.2. and section 151.3. by the following: "average seed 151.2. sampling, qualitative characteristics of seeds and seed certification for issue of the certificate provided for cereals, oilseeds, fibre plants and 46. Annex fodder plant seed lots; 151.3. official label or plant passport printing and issuance of certified for cereals, oilseeds, fibre plants, potatoes and in annex 46. fodder plant seed lots; ". 24. Make the following subparagraphs 151.5.: ' 151.5. seed potato virus infection detection PB1, PB2, mother plants, PB3 and PB4, S, SE, E seed categories; ". 25. This provision 219.4. and the applicant referred to 221.1 to current February 1 has not submitted to the food and Veterinary Office report for the previous year in the national food quality scheme products marketed. 6.2. support for membership in the organic farming scheme 220. support provided for in the organic farming scheme: 220.1. primary products, including apiculture products, manufacturer, who disposed of to the final consumer or retail prepackaged, branded and certified organic products: 110 € 220.1.1.-for one organically certified primary production; 220.1.2. eur 120-for two organically certified primary products. If an applicant produces more than two organically certified primary products for every organic certified primary products the amount of the aid shall be increased by 10 euros to a maximum of eur 160 per applicant; 220.2. food business company: 600 € 220.2.1.-for one organically certified processing production; 220.2.2. € 850-for two organically certified products for recycling. If an applicant produces more than two organically certified products of processing for each next organically certified products the amount of the aid shall be increased by eur 250 but not more than 2350 € per applicant. 6.3. support for membership in the national food quality scheme 221. support for membership in the national food quality scheme: 221.1. about the product on the label used for the requirements of the legislation in food quality schemes, the implementation, operation, monitoring and control of specific national food quality scheme of green (green indication): 221.1.1. food business for primary products, including apiculture products, manufacturer, who disposed of the case, marked and certified products : 221.1.1.1. € 110 – one certified primary production; 221.1.1.2. € 120 – two certified primary products. If an applicant produces more than two certified primary products for each certified primary products the amount of the aid shall be increased by 10 euros to a maximum of eur 160 per applicant; 221.1.2. food business company: 600 € 221.1.2.1.-for one certified processing production; 221.1.2.2. € 850-two certified production of processed. If an applicant produces more than two certified products of processing for each next certified processing product support amount is increased by € 250 but not more than 2350 € per applicant; 221.2. food business company if the product used in the labelling regulations on requirements for food quality schemes, the implementation, operation, monitoring and control of specific national food quality schemes of Bordeaux (hereinafter referred to as the Bordeaux color indication): 221.2.1. € 500 – one certified processing production; 221.2.2. € 700 – about two certified processing products. If an applicant produces more than two certified products of processing for each next certified processing product support amount shall be increased by eur 200, but not more than 1900 euro per applicant; 221.3. food business company if the product label used green and Burgundy colors: 221.3.1. € 600 – one certified for the production of the processed product; 221.3.2. for each certified product 221.3.1. these provisions referred to the amount of the aid shall be increased by eur 250, if the label of the product used in the green color indicates, and about 200 euro, if the label of the product used in the Bordeaux color indication, but up to a maximum of € 2350 for one applicant. " 39. the supplement to Chapter 6 of the following sub-section 6.3.1: "Support for membership requirements of organic farming and the national food quality scheme 221.1 support for membership in the national organic farming and food quality scheme according to the number of certified products expected: 1. primary products 221.1, including apiculture products, a manufacturer who distributes case, marked and certified products that are used in the labelling of organic farming and the national food quality schemes, green indication : 110 eur 221.1 1.1. of the two certified primary products; 1.2.120 eur 221.1 of the three certified primary products. If an applicant produces more than three certified primary products for each certified primary products the amount of the aid shall be increased by 10 euros to a maximum of eur 160 per applicant; 2 221.1. food business to the company: eur 221.1 2.1.850 – about two certified processing products; 2.2. for each 221.1 next organically certified products or processed products certified this provision 221.1 referred to in 2.1 the amount of the aid shall be increased by eur 250, if the label of the product used in the green color indicates, and about 200 euro, if the label of the product used in the Bordeaux color indication, but not more than 2350 € per applicant. If the demand exceeds the specific funding for rural support service to make payments, the aid payable shall be reduced proportionately. " 41.
