Cabinet of Ministers Regulations No. 1662 in Riga 2009. on 28 December (pr. 90. § 16) the provision of air navigation services and the national civil aviation aerodrome service charges order issued in accordance with the law "on the air" 28. the first paragraph of article 1 the rules laid down in national joint stock company "Latvian air traffic '' air navigation service charges, as well as national civil aviation aerodrome charges of the services provided, indicating the services included in these charges, and exemption from them. 2. the fee for the Latvian air traffic navigation services rendered shall be determined as follows: 2.1 the charge for air navigation services for Riga flight information region information society and in accordance with the international agreements the Republic of Latvia in delegated airspace, taking into account the aircraft's maximum take-off mass (MPM) tonnes (with an accuracy of two decimal places, rounded up), calculated using the following formula: R = P x D x W, where R-charge on the route air navigation services received; P-charging unit charges Riga flight information region – 29.44 € or the equivalent amount in the Bank of Latvia exchange rate. The aircraft landing at or taking off from Latvia of those, this distance is reduced by 20 kilometers; W – aircraft weight factor (with an accuracy of two decimal places), which calculates the square root of the quotient as you drag, the aircraft maximum take-off mass of the number of metric tonnes referred to in the certificate, the validity of flight flight instruction or other similar official document, divided by 50:2.2. charges for air navigation services in the terminal area is calculated using the following formula: A = P x K, where A – charges for air navigation services provided by the terminal area; P-charging unit price – EUR 89.72 or the equivalent amount in the Bank of Latvia exchange rate; K-factor of the aircraft weight factor (with an accuracy of two decimal places), the calculated metric tonnes of the aircraft a maximum certificated take-off weight divided by 50 and the increasing power of 0.7.
3. Service charges for national civil aviation national joint stock company "Riga International Airport" aerodrome (Airport "Riga") services rendered shall be determined as follows: 3.1 aircraft take-off and landing fees: 3.1.1. about runway and taxi way, runway and taxi way of lighting, the aerodrome control service and other ground-handling infrastructure at the airport "Riga", if the infrastructure required for aircraft take-off and landing for the provision determines the aircraft take-off and landing fee – 2.05 EUR or equivalent in lats according to the Bank of Latvia exchange rate fixed for every 1000 aircraft maximum take-off mass in kilograms (rounded up to 10 kg) each take-off and landing;
3.1.2. training flight hours equates to one take-off and landing time, but on the second and each subsequent hour apply a coefficient of 0.75;
3.2. fee for parking the aircraft operational aircraft parked on the time in which the aircraft service before or after the flight: 3.2.1. first hour is free of charge;
3.2.2. for the second and each subsequent hour for every 1000 aircraft maximum take-off mass in kilograms determined fee-0.14 EUR or equivalent in lats according to the Bank of Latvia exchange rate, but not less than EUR 30 (or the equivalent amount in the Bank of Latvia exchange rate);
3.3. the passenger service charge: 3.3.1. on passenger and public waiting room and corridors, as well as other passenger service to passenger terminal infrastructure at the airport "Riga" down the passenger service charge-Ls 2.18 or equivalent in the single currency of the European Union, according to the Bank of Latvia exchange rate fixed for each departing passenger. Passenger service charge does not apply to passengers, of whom charged this provision 3.3.2. the fee referred to in subparagraph a;
3.3.2. transit and transfer passengers (passengers, departing from the airport "Riga" in the same aircraft, flown into, or with another aircraft when the airport at the time of the finding they do not have to leave the airport "Riga" airside) on passenger terminal infrastructure at the airport "Riga" determines the transit passenger service charge-Ls 0.70 or equivalent in the single currency of the European Union, according to the Bank of Latvia exchange rate fixed for each departing passenger of transit and transfer. 4. the rules referred to in paragraph 2, the services do not pay: 4.1 Commission of 6 December 2006 Regulation (EC) 1794/2006 laying down a common charging scheme for air navigation services, the first part of article 9 of the cases;
4.2. If the flights are: 4.2.1. with Latvia or other national military aircraft;
4.2.2. the customs or border guard functions;
4.2.3. Riga flight information region under visual flight rules outside of controlled airspace boundaries. 5. the rules referred to in paragraph 3 of the services is free, if you do: 5.1 special flight whose sole purpose is to carry the official designation of the reigning monarch and his/her direct family members, heads of State, heads of Government and Government Ministers;
5.2. flight, intended for search and rescue at the aviation search and rescue service of the order;
5.3. flights by State aircraft of 7 December 1944 Convention on international civil aviation within the meaning of article 3, including the military, customs or border guard aircraft. 6. This provision 3.3.1. and 3.3.2. Services tions referred to do not have to pay passengers who are under the age of two years. 7. for air navigation and airport "Riga" services: 7.1 these terms referred to in paragraph 2, the fees charged by the Latvian air traffic, but the charges for air navigation services provided to international flight routes in the flight information region of Riga, Latvian air traffic task may charge a payment Office Eurocontrol;
7.2. the owner of the aircraft and the user is equally liable for the payment of the services received;
7.3. the air navigation service charges and payments for the airport "Riga" services carried out within 30 days after invoice is sent. If the payment period is a Saturday, Sunday or official holiday of the Republic of Latvia, the payments shall be made by the next working day;
7.4. payments charters services pay after landing in the territory of Latvia Riga airport controllers in the Centre or the nearest bank branch, where the contract provides otherwise;
7.5. the down payment deadline delays apply delay money 0.05 percent from the time the unpaid principal sum for each day. 8. in paragraph 2 of this rule determine the fees review, no later than 1 October 2010. 9. paragraph 2 of these regulations comes into force on February 1, 2010. 10. by paragraph 2 of these regulations the entry into force of the charge for the Latvian air traffic services air navigation services shall be determined as follows:
