11.8. to ensure that these rules are not exceeded for point 6 in the activities available for the implementation of European regional development fund, as well as to ensure the implementation of the project monitoring and control, including the testing and implementation of projects to promote the Council of 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999 93. 13.5. payment of fees and reimbursement of the overpayment. 14. the project application consists of the completed project submission form (annex 1) and the following separate cauršūt (caurauklot) attachments: 14.1. project requesting a value added tax payer's copy of the registration certificate, if the applicant is registered with the State revenue service value added tax register of taxable persons;
14.2. the project authorisation of the applicant's identity document copy, which empowers the responsible parties concerned to sign the project application and related documentation;
14.3. the project applicant issued health settlement Center certificate of secondary ambulatory health-care services, for which the health centre for the settlement of the five-year period, expect to pay from the State budget (by years and service programs);
14.4. documentation showing the applicant 14.4.1. project: ownership of the infrastructure in which to invest the European regional development fund, the project applicant is the owner of the infrastructure;
14.4.2. the infrastructure owner (possessor) consent that the applicant will carry out the project, investment in infrastructure and close cooperation with the authority of a contract for the project implementation, determining the responsibilities of the infrastructure owner (possessor) to provide the infrastructure for State-funded health care services for at least five years after the implementation of the project (annex 2), if the applicant is not the infrastructure of the project owner. 15. the project applicant project application form shall be drawn up according to the provisions of paragraph 1 of annex 3 in certain administrative criteria. 16. the project applicant project application form contents dealt with in accordance with this provision, paragraph 2 to annex 3 the eligibility criteria laid down in that provision and paragraph 3 of annex 3 of the established quality criteria. 17. the project applicant, filling in the project application, the required cost of the project plan according to the rules set out in chapter V of the eligible activities eligible costs and restrictions. 19.4. the proportion of the eligible costs of the eligible and non-eligible costs are determined by the provisions of annex 4, paragraph 3 contains a formula;
19.5. the total eligible costs of the project approval submission do not increase. If, after the approval of the application, the project cooperation authority finds that the eligible and non-eligible costs proportion does not correspond to the actual situation, the cooperation body: 19.5.1. If possible, retain the European regional development fund, the financing of the current or final expenditure, and the beneficiary country shall ensure that the paid services revenues are not used to cover the eligible costs;

19.5.2. If it is not possible for the European regional development fund financing in accordance with the provisions of section 19.5.1. require a recipient of funding to repay, and the beneficiary country shall ensure that the paid services revenues are not used to cover the eligible costs;
12.2. 20.4. depreciation charges and development part is 3.5 per cent of the project life cycle, annual revenues from the State-funded health care services, including patient contributions. 21. the project applicant project application submitted to the liaison body of the 35 calendar days after the invitation is sent. 22. the project applicant information about this rule referred to in paragraph 44 of the conditions of implementation submitted to the authority for consideration of cooperation within 21 calendar days after the provision of the decision referred to in paragraph 44. 23. the project applicant project application submitted to the authority of the cooperation in one of the following ways: 23.1. electronic document by sending electronically, signed with a secure electronic signature according to the regulations on the procedure for the circulation of electronic documents;

The maximum project duration is 22 months. 26. the project applicant be eligible for eligible costs not exceeding the total of the following indicators: 26.1. for the project given the State-funded health care services under the health care organization and financing arrangements and appropriate outpatient services concluded contracts for hospital health care services and payment (hereinafter referred to as the fixed service agreement): 26.1.1. ambulatory health care services, one of the lat for each outpatient service contracts concluded within the framework of learning dollars the previous calendar year;
26.1.2. hospital health care services amount, calculated in lats per 0.5 fixed service contracts acquired lats within the preceding calendar year;
26.2. the institution of the applicant encashed project for emergency medical teams: 26.2.1.15 000 lats for one emergency medical teams to the project the applicant authority;
26.2.2.20 000 lats for two and more emergency medical teams in the Project Office of the applicant;

26.3. the applicant in the project with inventory family doctor practices – 7 000 lats for each family doctor practice. 27. the minimum eligible costs of the project amount is 17 570 dollars, the maximum eligible cost amount is LVL 702 804. 28. cooperation authority after the agreement for the implementation of a project, if it is available in the State budget, provides funding to the recipient an advance payment of up to 35 percent of the project to the European regional development fund, but not more than the amount that the beneficiary can request the payment requests cooperation institution within six months of an advance. 29. The beneficiary of an individual determines the time the State paid for the provision of the services and fees for the provision of services within the framework of a project developed infrastructure and lists this information. 30. The beneficiary expressly distinguished the country services of paid fee services (and related financial flows). The State paid for the provision of the services shall be used only for the national income of paid services. 31. the funding recipient project investments made allowed to use health care charges for the supply of services, provided that the services are provided at market price or, if the market price, the beneficiary of the service determines a price which reflects full costs associated with that service, without discounts or price reductions. 32. The beneficiary shall be carried out in accordance with paragraph 19 of these rules contained in the draft and the proportion of the eligible cost calculated in the medium-term prospects to 2012 and 31 December shall be submitted to the cooperation of the revaluation. 33. The beneficiaries of the activity can be implemented only within the same project. 34. The beneficiary first announcing the procurement procedure within three months from the date of conclusion of the contract for the project implementation. 26.3. the project technical clarification of the application of this provision accordingly 3.1.6, 1.7, 1.8, 1.9., 1.10, 1.11, 1.12, 1.13, 1.14., 2.3., 2.6, 2.8, 2.9, 2.10, 2.11., 2.12, 2.13 and 2.14. criteria of assessment of subparagraph worded instructions, which can affect the quality of the evaluation results. 43. cooperation authority rejects the project submissions, if any of these provisions in the annex referred to in paragraph 4, the funding criteria assessed by the "no" or even one of the provisions of annex 3, paragraph 3 of the quality criteria in the assessment does not comply with the rules laid down in paragraph 23.8. 44. after the applicant received the draft of this provision in paragraph 42 of the conditions of implementation, the authority shall assess the conditions of cooperation and draw up the opinion no later than 60 calendar days after this provision in paragraph 42 the date of dispatch of the decision: 44.1. the applicant if the project supports this provision in paragraph 42 the implementation of the provisions of these regulations within the time limit referred to in paragraph 22, the liaison body shall prepare a positive opinion on the conditions;
44.2. If the project the applicant does not provide this provision in paragraph 42 that condition or does not ensure that rule 22, the time limit referred to in the opinion of the authority on cooperation conditional execution is negative and the project application is considered to have been rejected. V. European regional development fund project supported activities and eligible costs 45. Project has assisted in the development of such infrastructure, as well as information and publicity: 45.1. 45.2. the internal renovation and reconstruction of the infrastructure, which is partly or fully paid for public health care services and ambulance crews for deployment if the internal renovation for the following areas: patient registration 45.2.1.;
45.2.2. hallway and stairwell;
45.2.3. procedure;
45.2.4. specialist doctor's Office (except dental office);
45.2.5. Special therapy room;
45.2.6. the rehabilitation Office;
45.2.7. day hospital;
45.2.8. the diagnostic unit;
45.2.9. operational medical transport garage;
45.2.10. emergency medical assistance team;
45.3. the internal refurbishment and reconstruction of family doctors ' offices;
28.2. the direct process of treatment devices and installations;
28.3. indirect treatment process requires the purchase of the equipment;
45.6. the purchase of hardware;
28.4. the project information and publicity. 46. This rule 45.1 45.2 45.3., and States eligible actions shall include the following items: the eligible cost 46.1. reconstruction or renovation costs;
46.2. the cost of the equipment, to ensure the availability of space for persons with functional disabilities;
46.3. internal communication and inženiertīkl of development and creation costs;

46.4.5. building services. 47. This rule 28.1. referred to activities eligible costs eligible for funding shall not exceed 7 000 lats for one family doctor's Office. 48. This rule 28.4. referred to activities eligible costs eligible for funding shall not exceed 0.5 percent of the total eligible project funding and includes costs directly related to the mandatory information and publicity measures in accordance with the laws and regulations on the information and publicity requirements of European Union funds projects. 52.
