Cabinet of Ministers Regulations No. 57 in 2010 (January 19. 4. § 34) the rules on the use of anti-fouling systems on ships in accordance with the issued by the maritime administration and the Maritime Security Act, article 11 of the fourth subparagraph, article 12 of part 1 and 2, the third subparagraph of article 15 and article 17 of the fourth part i. General questions 1. determines: 1.1. requirements for anti-fouling systems used on ships, ship Latvia flag State supervision of the implementation of the arrangements regarding the Latvian vessel inspections in connection with the Latvian ships used in anti-fouling systems , port State control procedures in anti-fouling systems used foreign ships that enter the ports of Latvia, as well as certificates and declarations to be served;
1.2. public joint stock company "Latvian maritime administration maritime safety inspection (hereinafter Inspectorate) ship and port control officer (hereinafter Inspector) function and the Latvian vessel inspections and port State control inspections of foreign ships that enter the ports of Latvia with regard to the use of anti-fouling systems. 2. These provisions shall not apply to public service vessels. II. Requirements for anti-fouling systems ships used by the Latvian ships 3. If the vessel used in anti-fouling systems, it meets the 2001 International Convention on control of harmful anti-fouling systems (AFS-Convention) and of the European Parliament and of the Council of 14 April 2003, Regulation (EC) No 782/2003 on the prohibition of organotin compounds on ships (hereinafter referred to as the Council Regulation No 782/2003). 4. the annual ship inspection to the flag State of the vessel in Latvia, the inspection shall check the conformity of the anti-fouling system AFS Convention and Council Regulation (EC) No 782/2003. 5. the Latvian ships of 400 gross tonnage or more and engaged on international voyages, is international anti-fouling system certificate. The certificate is added to the description of the anti-fouling systems issued by the recognized organization under AFS Convention Annex 4, Appendix 1 and Council Regulation No 782/2003 annex 2. 6. the Latvian vessels 400 gross tonnage and above, and who are not engaged in international voyages, is international anti-fouling system certificate. The certificate is added to the description of the anti-fouling system, made by the owner of the check issued by a recognised organisation or Inspectorate in accordance with the Council Regulation No 782/2003 annex 2. 7. vessels with a gross tonnage of less than 400, information about the ship's anti-fouling system compliance with the AFS-Convention and Council Regulation (EC) No 782/2003 requirements the inspection record legislation on maritime safety within the shipping capacity of the issued certificate in the annex. 8. To record the shipping capacity on the Board in the annex to the certificate antifouling system compliance with the AFS-Convention and Council Regulation (EC) No 782/2003 requirements, the shipowner shall submit the documents for the inspection of the vessel used in the coating. 8.4. protective coating (if any is used);
8.5. facing sheeting (if any is used) name and color. 9. the Latvian ships hull 24 metres in length and over and with a gross tonnage of less than 400, regardless of their shipping area is the anti-fouling systems Declaration, issued by the owner of the ship under the AFS Convention, annex 4, Appendix 1 and Council Regulation No 782/2003 annex 3 requirements. III. Port State control in relation to the anti-fouling systems ships 10. IV. Overview of the anti-fouling systems and sampling 13. 13.2. The International Maritime Organization (IMO) identification number;

13.5. the call sign. 14. The request shall be accompanied by the manufacturer of the anti-fouling systems approved, as well as other accompanying information that confirms the compliance of the system to the AFS-Convention and Council Regulation (EC) No 782/2003. 15. the inspection and certification of the vessel before the anti-fouling system applied to the hull Inspector checks the compliance with the AFS Convention and Council Regulation (EC) No 782/2003 as well as the veracity of the information specified in the request. This rule 12 and 18 of the said sample analysis carried out by the inspection of the application of testing and calibration laboratories accredited by the society with limited liability "the standardization, accreditation and Metrology Centre ' to the standard LVS EN ISO/IEC 17025:2005/AC: 2008 L" for the competence of testing and calibration laboratories-General requirements ". Sampling and analysis in accordance with the AFS Convention and Council Regulation (EC) No 782/2003. 20. If a sample of the anti-fouling system analysis results point to the inadequacy of the AFS Convention and Council Regulation (EC) No 782/2003 requirements, anti-fouling system completely replaced or covered with sheeting. If the vessel is re-registered from another registry flag State Register of Latvia. 23. the new ship's anti-fouling system documentation for inspection shall be issued only if the recognised organisation or Inspectorate made the ship's anti-fouling system and established its compliance with the AFS-Convention and Council Regulation (EC) No 782/2003. 24. The ship, which the Latvian register re-registered from another registry, the flag State of the ship's new antifouling system documentation based on the issue may be the institutions of this State or by a recognised organisation in force issued an international anti-fouling system certificate if the AFS-Convention, annex 4, Appendix 1 and Council Regulation No 782/2003 annex 2. Vi. application of anti-fouling systems and waste control 25. Merchant who take anti-fouling system applied to the ship, only use the AFS Convention and Council Regulation (EC) No 782/2003 compliant materials. 26. all the actions with the waste resulting from removing the old antifouling system, carried out in accordance with article 5 of the Convention, to the AFS requirements.
