Cabinet of Ministers Regulations No. 98 in Riga 2010 February 2 (Mon. 6. § 22) welfare requirements for keeping and use of chickens for meat production are Issued according to the animal protection law article 10 (1) of the i. General questions 1. determine the welfare of the chickens (Gallus gallus) keeping and use, intended for meat production. 2. the terms used in the rules: 2.1. chicken-Gallus gallus species of animals bred for meat production; 2.2. storage, a separate enclosed area with one or more headquarters, keeping chickens; 2.3. seat-housing building, in which there are a family of chickens; 2.4. the usable area – the area in which the litter reside and move freely in the family chickens; 2.5. the stocking density of chickens-the total live weight per square metre of useable area, where residents at Headquarters; 2.6. family-a group of chickens that are housed in the headquarters of the holding and simultaneously at the present; 2.7. the daily mortality rate – one time of day of the dead chickens in one headquarters (including rejected and disease or other reasons killed), divided by the total number of chickens, which was headquarters that day, multiplied by 100; 2.8. the sum of the coefficients – the total amount of daily mortality rate during the period of the family chickens into headquarters to removal from the home; 2.9. the official veterinarian: the veterinarian who, in accordance with the European Parliament and of the Council of 29 April 2004, Regulation (EC) No 854/2004 laying down specific rules for products of animal origin intended for human consumption for the organisation of official controls, annex I, section III, chapter IV of part (A) is qualified for such a position, and that authorized by the food and veterinary service (hereinafter service) Director-General. 3. Rules for keeping chickens do not apply: 3.1 the incubator; 3.2 yards, which is: 3.2.1. less than 500 chickens; 3.2.2. the only breeding raised chicks; 3.2.3. hostels and free-range chickens raised in the system in accordance with the Commission on 16 June 2008, Regulation (EC) No 543/2008 on detailed rules for the application of Council Regulation (EC) No 1234/2007 as regards the marketing standards for poultrymeat, (b) annex V ' ' ' ' ' ' ' ', c ' ' d ' ', and ' ' ' ' e. 3.2.4. organically reared chickens in accordance with a Council of 28 June 2007 Regulation (EC) No 834/2007 on organic production and labelling of organic products and repealing Regulation (EEC) No 2092/91. 4. the owner or keeper shall ensure that the accommodation complies with this provision of the requirements laid down in chapter II. 5. the Department shall monitor the compliance of these rules and carry out inspections in accordance with the European Parliament and of the Council of 29 April 2004, Regulation (EC) No 882/2004 on official controls performed to ensure the verification of compliance with feed and food law, animal health and animal welfare rules. 6. the service each year up to 30 June shall inform the European Commission of the national monitoring and control of the results and the number of inspections carried out in relation to this provision, as well as submit a list of planned activities for solving the problem. 7. The poultry industry, professional associations and foundations draw up a guide to good management practice, which includes recommendations for implementation of those rules. Guide to good management practice in line with the service. 8. the Ministry of agriculture shall inform the European Commission about the laws that determine the sanctions if the requirements of this regulation are violated until 30 June 2010, and the amendment of the laws relating to the implementation of the requirements of these regulations.
II. the welfare of chickens for holding 9. Chicks provides you with continuous feed or feeding times. 10. Chickens can not be left without food for more than 12 hours before slaughter. 11. Chicks provides you with free access to water, if a practicing veterinarian determines otherwise. Watering facilities shall be provided and maintained to prevent water contamination and a splash. 12. the Headquarters provides the physiological needs of chicks: 12.1; 12.2. air humidity; 12.3. ventilation, conveying fresh air, prevents water condensation and gas harmful to health of chickens from accumulating. 13. the owner or keeper of the chickens and provide home equipment check at least twice a day. If necessary, the light can temporarily decrease, pursuant to the instructions of the official veterinarian. 18. the headquarters provide illumination mode according to the 24-hour cycle and at least six hours long dark period with at least one uninterrupted four hours long dark period. If necessary, the first seven days of the time when the chickens are placed in the headquarters, and the last three days prior to the intended slaughter lighting mode can be changed by following the instructions of the official veterinarian. 19. Accommodation floors covered with dry and loose bedding. 20. the headquarters provide the lower noise levels, as well as prevent the sudden noise. Ventilation, power and other facilities constructed, placed, operated and maintenance shall be carried out in a way that does not create noise or the smallest practicable. 21. the owner or keeper of the headquarters collects the following information: 21.1. number of chicks imported; 21.2. the varieties or hybrids of chicks; 21.3. the number of dead birds in each check, indicating the causes, if known; 21.4. the number of birds culled per check, stating its reasons; 13.4. number of birds remaining after the removal of chicks; 21.6. usable area. 22. This provision of the information referred to in paragraph 21 shall be kept for three years after the last entry and presented at the request of the Inspector of the service. 23. the standard stocking density does not exceed 33 headquarters kilograms per square meter of usable area. 24. Stocking density may be increased to 39 kilograms per square meter, if in addition to compliance with the provisions of chapter III. 25. Stocking density accommodation can increase over the 39 kilograms per square meter, if in addition to compliance with the provisions of chapter III and IV.
III. Additional requirements for stocking density up to 39 kilograms per square metre on the decision to increase 26. stocking density up to 39 kilograms per square metre of the owner or keeper shall notify the Department. 27. the owner or keeper shall notify the Department at least 15 working days before the scheduled arrival of the household, indicating the exact number of chickens. 28. the owner or keeper shall prepare and maintain, as well as the service request details home plan, stating: 28.1. chicks holding placement and sizes; 28.2. heating, cooling (if required) and the ventilation system and the location of the ventilation plan with details the attainable for air quality (air flow, air speed and temperature); 28.3. feeding and watering system location; 28.4. the alarm system, and the location of the backup system in case one stops working automatic or mechanical equipment essential for the health and well-being of the animals; 28.5. floor type and litter to be used. 29. the owner or keeper shall ensure that each seat is equipped with ventilation and, if necessary, also with heating and cooling systems, which are designed, created and used in such a way that: ammonia (NH3) 29.1. does not exceed 20 ppm and the concentration of carbon dioxide (CO2) concentration does not exceed 3000 ppm measured at the height of the head of chickens; 29.2. If the outdoor temperature in the shade exceeds 30 ° C, the temperature of the room does not exceed the temperature outdoors more than 3 ° C; 29.3. the average relative humidity in the home within 48 hours does not exceed 70%, if the outside temperature is below 10 ° c. 30. the owner or keeper of any headquarters, equipment or changes in procedures that affect the welfare of chickens, shall notify the Department within five working days after making the change. 31. the owner or keeper shall register the change in headquarters, equipment or procedures, as well as the ventilation, heating, cooling and alarm system for regular technical inspections.
IV. Additional requirements for stocking density increase over the 39 kilograms per square metre

32. The decision to increase the stocking density above 39 kilograms per square metre of the owner or keeper shall notify the Department. 33. If the owner or the holder wants to increase the stocking density above 39 kilograms per square metre, accommodation must meet the following criteria: 33.1. the examination carried out in the last two years has been non-compliance with the requirements of this regulation; 33.2. the holding, under the supervision of the use of good management practices manual;
33.3. at least seven successive test in suitable lodgings total daily mortality rate lower than 1% + 0.06% multiplied by the slaughter age of the flock in days. 34. If the rules referred to in paragraph 32 of the notification is not made in this rule 33.1. the checks referred to in the service within 30 days of the inspection carried out in the headquarters of the welfare of the chickens. 35. If the shed is increased daily mortality rate and the amount of the owner or keeper shall provide a reasoned explanation for the exceptional nature of mortality rates or proves that its reasons are beyond his control, the service can decide to increase the stocking density. 36. In assessing compliance with the stocking density requirements, the Department may issue a permit to increase the density of a family of over 39 kilograms per square metre, the maximum increase is no more than three kilograms per square metre.
V. holder tutorial 37. Holder (person) has received a certificate issued by the competent authority for training welfare chickens according to the following requirements: 37.1. legislation on the keeping and use of chickens for meat production; 37.2. chicks in Physiology, behavior, and effects of stress; 37.3. chicks care emergencies, grading and killing; 37.4. preventive biosecurity measures; 37.5. practical aspects of catching chickens, loading and transport. 38. Limited liability company "Latvian rural advisory and training centre" (hereinafter referred to as the Centre), based on the conclusion of a contract of delegation developed and coordinated with the staff training program on the welfare of chickens to holders. 39. the Centre shall, in accordance with the training programme developed by the train and after the settlement of the issue they test knowledge certificate. 40. the Centre may recognize the holder until 30 June 2010 experience as equivalent training and issue a certificate of expertise. 41. the owner or keeper shall ensure that the persons who cultivate or chicks, are aware of the welfare of chickens.
Vi. Monitoring and tracking slaughterhouses 42. the owner or keeper, when sent to the slaughterhouse that kept the household density exceeding 33 kilograms per square meter, ensure that the following information in the accompanying documents: 42.1. storage; 26.2. the home number; 26.3. the hybrid or breed of the chickens; 26.3. the daily mortality rate. 43. the official records: 43.1. This provision, the information specified in paragraph 42; 43.2. the dead chickens during transportation; 43.3. the number of chickens slaughtered; 43.4. inspection of carcasses, to evaluate welfare conditions. 44. If the chickens daily mortality rate amount or carcass examination show about inappropriate circumstances the welfare of chickens, the official veterinarian shall notify the owner or holder and service. The owner or keeper, and the service will take appropriate measures to improve the welfare conditions of chickens.
VII. Closing issues 45. provisions shall enter into force on July 1, 2010. 46. Until 1 September 2011 the service provided by the European Commission information on one year of chickens slaughtered in a representative sample of households.
