Cabinet of Ministers Regulations No. 137 Riga 2010 16 February (pr. 9 § 4) the lifting hoist technical supervision order Issued in accordance with the law "on technical supervision of dangerous equipment" 3. the second paragraph of article i. General questions 1. Rules provide for the lifting of the hopper (lift) the technical supervision procedures, as well as the safety requirements to be met by the holder, organizing and carrying out the work, in order not to create a threat to human life, health and the environment. 2. Lift is cyclical activity by baskets lifting (platform) for the people, the tools and the movement of the material and carry out the work, including fire and rescue work at a height exceeding three meters, both horizontal and vertical plane. 3. Depending on the design of the lift shall be classified as follows: 3.1 portable lifts that work: 3.1.1 is fixed on a sliding supports and which basket or platform moves only rectilinear motion (vertical or horizontal);
3.1.2. is either placed on the sliding supports and cart or platform moves in all directions;
3.1.3. are not placed on the sliding supports and which basket or platform moves only rectilinear motion (vertical or horizontal);
3.1.4. are not placed on the sliding supports and cart or platform moves in all directions;
3.2. fixed elevators, which secured the cart or platform moves: 3.2.1. only straight-line motion (vertical or horizontal);
3.2.2. in all directions. 4. Each lift must have a passport. 13.2. the periodic inspection and maintenance log that indicates all data about all the ramp maintenance including repairs or reconstruction, as well as for technical checks carried out, including the provisions referred to in chapter V. 14. If the manufacturer or his authorized representative has provided documentation for use in electronic form, the possessor has the right to lift the rule 13.1.3., and section 13.1.4.13.2 the documents mentioned in the use and update electronically. 15. If the possessor is not available of the manufacturer or of his authorised representative dialed this provision in paragraph 13 above, the document holder is responsible for the preparation of the document. 16. The possessor shall ensure the use of the passports and documentation and reporting of consumer protection Center officials and representatives for the inspection bodies in the laws on dangerous equipment. 17. The holder shall ensure that the hoist is used and managed by a person (hereinafter referred to as the forklift operator), which trained and learned of the design concerned (in accordance with the provisions referred to in paragraph 3 of the classification) the safe use of lifts, also taking into account the specific forklift manufacturer's instructions, and appropriate training is evidenced in documentary. 18. Passing forklift use to another person, the possessor shall ensure that the person complies with this provision in paragraph 17. 19. the ramp use is prohibited in the following cases: 19.1. lift is not registered in the register of hazardous equipment according to paragraph 9 of these regulations;
19.2. the lift does not have this provision in paragraph 9 that the Passport;
19.3. to lift time limits laid down in these provisions and arrangements have been made in the technical inspection or examination has found that it threatens human life, health, property or the environment; 19.4. forklift runs a person who does not comply with this rule 17 of these requirements.
19.5. ramp and its equipment are at risk due to the damage to human life, health, property or the environment. 20. The possessor shall have the following responsibilities: 20.1. these provisions and provide documentation of use requirements of the technical condition of the lift;
20.2. the written order to designate the appropriate specialist qualifications (hereinafter referred to as the responsible specialist) who is responsible for the technical condition, the safe use and maintenance;
20.3. to determine the order in which the authority responsible for issuing work assignments increased hazard conditions;
20.4. to put at the disposal of the experts in charge of the passport and the provisions referred to in paragraph 13 of the use of the lift;
20.5. to report to the consumer rights protection centre of crashes and accidents that have occurred, using a forklift. 21. The responsible officer has the following responsibilities: 21.1. to ensure safe lifting of work organization and, if necessary, the relevant safety instructions;
21.2. to prepare this rules chapter V lift in the technical checks and be present in those checks;
21.3. provide forklift operator aptitude test for the use of the lift in accordance with the provisions of paragraph 17 of those requirements;
21.4. ensure that paragraph 13 of the rules of the documentation referred to in the appropriate maintenance, as well as accessibility for persons who need it to perform job responsibilities;
13.4. instruct forklift operators work and organize repeated and extraordinary aptitude tests;
21.6. to issue work assignments increased hazard (annex 2);

V. ramp Inspection technical inspection authority after 33. lifts the possessor or its authorized representative on a contractual basis at the request of the first carried out technical inspections, regular technical inspections, as well as the extraordinary technical inspection in paragraph 38 of these rules in the cases specified in accordance with the applicable standards and requirements laid down in this chapter. 34. The inspection authority prior to the registration in the register of dangerous equipment out of the first technical check of the following: 34.1. examination using the lift-it includes data tally with the forklift and the provisions referred to in paragraph 13;
21.3. the technical inspection in accordance with the provisions of paragraph 36. 35. The current technical verification shall be carried out at intervals not exceeding 12 months. 36. The current technical inspection includes: 36.1. Visual inspection – examination and evaluation of the action by checking, visually separate elements: 36.1.1. metālkonstrukcij and weld connection position (fixing cracks, deformation, wall thickness changes due to corrosion and other defects);
36.1.2. amending the (platform), hydraulic cylinder axis and fingers, as well as mounting enclosure;
36.1.3. ropes and chains and their attachment to regularity;
36.1.4. forklift counterweight and the mass of the set parameters match, compared to the size specified in the Passport;
36.2. static test with overload 1.5 nominal load;
36.3. the dynamic test with overload 1.1 nominal load;
36.4. lift safety equipment check. 37. If the lift manufacturer of static or dynamic testing documentation of use indicated by the load, which is different from this rule 36.2. or 36.3. load referred to, and this is specified in loading ramp passports (annex 1), in paragraph 17, the technical examination of the applicable manufacturer's specified load. 38. The extraordinary technical verification shall be carried out in the following cases: 38.1. after reconstruction;
38.2. the set of new equipment of the Assembly;
38.3. the lifting mechanism in the repair or replacement of the capital;
23.9. the consumer rights protection centre officials reasoned request. 39. the extraordinary technical examination, the amount of which shall be determined by the inspection body in accordance with the applicable requirements of the standards. 40. the technical inspection body for the inspection of dangerous equipment updates the data in the register on the lift and draw up a protocol for technical examination in duplicate. One copy of the inspection protocol of the inspection body shall issue to the holder, and the other is kept for not less than 10 years from the date of the inspection. 41. If the lift meets the requirements of this regulation, the institution of the inspection regulations on dangerous equipment tests in order to sign verified ramp shall be affixed in a visible place hazardous equipment inspection mark. 42. If the inspection body shall check reveals that the lift does not comply with these regulations and the applicable requirements set out in the standards, the possessor is obliged not to resume the operation of the lift to prevent non-compliance. 43. If the lift after technical checks do not conform to these rules and the applicable requirements set out in the standards or pose a threat to human life, health, property and the environment, the inspection body shall promptly give notice to the holder and shall notify the consumer rights protection centre, as well as, if endangered environment, the national environmental service, if found increased fire risk, the State fire and rescue service, if the threat to the safety and health of employees, State Labor Inspectorate during the day, and sends the notification to the said institutions. Vi. Lift the national monitoring and control 44. implementation of these provisions and monitoring shall be carried out by the consumer centres. 45. The consumer protection centre, carrying out the supervision and control of lift, is entitled: 45.1. administrative punishment for the supervision of the technical regulations of regulatory violations;
45.2. prohibit the use of the lift truck if no technical inspection this provision in chapter V. VII. Closing questions 46.
