Cabinet of Ministers Regulations No. 137 Riga 2010 16 February (pr. 9 § 4) the lifting hoist technical supervision order Issued in accordance with the law "on technical supervision of dangerous equipment" 3. the second paragraph of article i. General questions 1. Rules provide for the lifting of the hopper (lift) the technical supervision procedures, as well as the safety requirements to be met by the holder, organizing and carrying out the work, in order not to create a threat to human life, health and the environment. 2. The possessor shall ensure the use of the passports and documentation and reporting of consumer protection Center officials and representatives for the inspection bodies in the laws on dangerous equipment. 17. The holder shall ensure that the hoist is used and managed by a person (hereinafter referred to as the forklift operator), which trained and learned of the design concerned (in accordance with the provisions referred to in paragraph 3 of the classification) the safe use of lifts, also taking into account the specific forklift manufacturer's instructions, and appropriate training is evidenced in documentary. 18. 20.4. to put at the disposal of the experts in charge of the passport and the provisions referred to in paragraph 13 of the use of the lift;
20.5. to report to the consumer rights protection centre of crashes and accidents that have occurred, using a forklift. 21. The responsible officer has the following responsibilities: 21.1. to ensure safe lifting of work organization and, if necessary, the relevant safety instructions;
21.2. to prepare this rules chapter V lift in the technical checks and be present in those checks;
21.3. provide forklift operator aptitude test for the use of the lift in accordance with the provisions of paragraph 17 of those requirements;

36.1.4. forklift counterweight and the mass of the set parameters match, compared to the size specified in the Passport;
36.2. static test with overload 1.5 nominal load;
36.3. the dynamic test with overload 1.1 nominal load;
36.4. lift safety equipment check. 37. If the lift manufacturer of static or dynamic testing documentation of use indicated by the load, which is different from this rule 36.2. or 36.3. load referred to, and this is specified in loading ramp passports (annex 1), in paragraph 17, the technical examination of the applicable manufacturer's specified load. 38. The extraordinary technical verification shall be carried out in the following cases: 38.1. after reconstruction;
38.2. the set of new equipment of the Assembly;
38.3. the lifting mechanism in the repair or replacement of the capital;
23.9. the consumer rights protection centre officials reasoned request. 39. the extraordinary technical examination, the amount of which shall be determined by the inspection body in accordance with the applicable requirements of the standards. 40. the technical inspection body for the inspection of dangerous equipment updates the data in the register on the lift and draw up a protocol for technical examination in duplicate. One copy of the inspection protocol of the inspection body shall issue to the holder, and the other is kept for not less than 10 years from the date of the inspection. 41. If the inspection body shall check reveals that the lift does not comply with these regulations and the applicable requirements set out in the standards, the possessor is obliged not to resume the operation of the lift to prevent non-compliance. 43. If the lift after technical checks do not conform to these rules and the applicable requirements set out in the standards or pose a threat to human life, health, property and the environment, the inspection body shall promptly give notice to the holder and shall notify the consumer rights protection centre, as well as, if endangered environment, the national environmental service, if found increased fire risk, the State fire and rescue service, if the threat to the safety and health of employees, State Labor Inspectorate during the day, and sends the notification to the said institutions.
