2. The purpose of the activity is the development of human resources, increasing employment and the competitiveness of the unemployed, the ability to adapt to changing labour market demand and increasing the possibility of reintegration into the labour market.
3. the purpose of the activity reaches, in implementing this provision set out in paragraph 5 and assisted when executing the outcome indicators in the activity involving at least 144 unemployed.
4. activities target group is unemployed (young people up to 25 years of age) with higher education who do not receive unemployment benefits (unemployed).
5. 5.4. information and publicity measures for the implementation of a project.

II. Responsible authorities and cooperation bodies and the Division of competences within the activity 8 responsible authority provides the Ministry of welfare (hereinafter referred to as the responsible authority). 9.6. provide implementation monitoring and control, including audits and implementation of projects run by Council Regulation No 1083/2006 Article 93 1 and 2 of the principle laid down in the execution of the project;
9.7. provide information about the recipient of the funding agreement conditions;
9.8. checks the recipient's funding requests for payment submitted by the eligible expenditure approved amount and prepare payment orders, as well as the declarations of expenditure shall be prepared and sent to the managing authority for the examination;
9.9. Approves the amendments to the draft, subject to this provision and paragraph 51 49, but 50 cases set out in the amendments approved, if they are consistent with the authority under these regulations 8.6.;
9.10. the responsible authority shall provide information on the activities available for the implementation of the European Social Fund funding;
9.11. the accumulated data on projects consistent with the laws of the European Union's structural funds and the cohesion fund management information system design and use;
9.12. plans and implements public awareness measures for the implementation of projects;
9.13. the review and approval of funding European Social Fund projects submitted by receiving progress reports.
10. the cooperation body is the functional supervision of the responsible authority.
III. Project applicants and project costs total Project applicant has 11 national regulatory authorities (labour market institutions), which according to the law on the support of the unemployed and jobs seekers to implement the national policy for the reduction of unemployment and unemployed, job seekers and persons at risk of unemployment support.
12. the maximum eligible European Social Fund funding is 85 percent of the total eligible cost of the project.
13. the minimum Project total eligible costs is not limited. The maximum eligible cost of the project amounts to 482 360 dollars.
IV. Project application selection 14. the responsible authority shall send to the applicant of the project call for project submissions until 30 June 2010 (hereinafter referred to as the notice).
15. The invitation shall: 15.1 project application procedures for submitting it in person, by mail or electronic transmission;
15.2. the project submission deadline, which is not less than 10 calendar days from the date of dispatch of the invitation;
15.3. the Web site containing the application, to be used for the preparation of the project documents (these provisions and consumables to the project submission form to fill out);
15.4. the Web site on which you placed in the draft agreement.
16. the applicant shall submit Project application, subject to the following requirements: 16.1. the applicant shall submit one project the project submission;
16.2. the project application consists of the completed project submission form (annex 1) and, if the project is planned for the implementation of tangible technical support from the budget of the project materials, technical and equipment rental and leasing, as well as space for rent and lease costs of supporting documents;

16.6. the application by filling in the project, the project applicant required project cost plan according to this provision, 36, 37, 38, 39, 40, 41 and 42 in the cost and size limitations, giving the project the expected costs, and ensure their compliance with the objective of the project, the results to be achieved, planned activities and the time schedule. The European Social Fund and State budget funding for project planning in the application only the eligible cost of the project;
10.4. the project applicant project application to the responsible body can submit one of the following forms: 16.7.1. paper form in triplicate (original and two copies to the relevant "original" or "copy"). 16.7.2. electronic document (with signature of the project application to the secure electronic signature pursuant to the electronic movement of regulatory laws and requirements);
16.8. the project application submitted in person, by post or by electronic means within the time specified in the invitation.
17. the competent authority shall register the project application to the date of receipt, as well as the identification number. Proof of receipt of the application, the project authority in charge of the project to the applicant personally immediately or within two working days of receipt sent by mail or electronically (signed with a secure electronic signature).
18. The competent authority is entitled to organise the more limited application, if: this rule 15.2 18.1. within the time limit set in point project, the applicant has not submitted a project submission;
18.2. the project application is rejected;
18.3. a project application is approved for an amount that is less than the rules specified in section 7 activity the total eligible funding available.
V. Project submission evaluation activities within the 19 projects submitted to the evaluation of the application, provided by the Commission. 19.2. the members of the Commission or its substitute in their absence, replaced by another authorized representative. Such authorisation shall be made in writing to the Commission in accordance with the procedure laid down in the Statute;
19.3. when starting, Commission members and observers signed a statement that during the meetings of the Commission for information and content of the document will not be disclosed to third parties;
19.4. starting work, the members of the Commission shall sign a declaration that they are not the circumstances in which they might violate laws of the European Union's structural and cohesion funds, implementation, and monitoring of implementation limits.
20. The Commission shall determine the responsible authorities developed and approved the Statute of the Commission.
21. the project submission compliance is assessed, on the basis of a draft application evaluation criteria (annex 2) and using the procedures developed by the responsible authority of the project application selection and evaluation, as well as the project application form of evaluation, developed in accordance with the laws and regulations of the European Union's structural and cohesion funds in institutions involved in planning documents for the preparation and implementation of these funds and the European Union fund management and control requirements of the system. The documents laid down in this paragraph, the competent authority shall publish the website (URwww.lm.gov.lv/sf).

Vi. 26. the responsible authority continues the project evaluation and their application is rejected, if there was at least one of the following circumstances: 26.1. the project submission does not comply with these provisions in one of them to annex 2 section 1 and 2 set out in the project application evaluation criteria on which the execution of the project application is rejected;
26.2. the project application is not added to that rule 16.2. documents referred to;
26.3. the project submission under one of the provisions of this annex 2 set out in section 3 of the draft application evaluation criteria received a lower rating than the minimum number of points that must be obtained.
27. the Board's decision on the application of the project approval, approval or rejection provided the determining authority within five working days following its adoption must be forwarded to the applicant.
28. the Board's decision on the application of the project approval, the responsible authority shall include information on the conclusion of the agreement.
29. the responsible authority shall within five working days after the Board's decision on the approval of a project application shall inform the liaison body. The liaison body switch arrangement in accordance with these rules and regulations of the European Union's structural funds and the cohesion fund management institutions involved in the preparation of the programming documents and the introduction of the Fund. The responsible authority shall send to the liaison body of the Board's decision on the application for the approval of the project, and two copies of the project approved. The responsible authority approved projects can send an electronic document, if it is filed under these rules in 16.7.2..
30. the Board's decision on the application for the approval of the project to the responsible authority of the conditions specified in the application for the project details in accordance with the provisions of paragraphs 24 and 25.
31. the Board's decision on the application for the approval of the project provided the conditions contained in the project, the applicant provides the information contained in the decision and the conditions provided by the responsible authority of the prescribed period, not longer than 60 days from the entry into force of the decision. The information that applicants may submit a project in one of the following ways: 31.1. paper form in triplicate (original and two copies to the relevant "original" or "copy"). Details of the decision contained in the conditions presented under the laws and regulations on the development and design of a document;
31.2. the electronic form of a document (for information on the conditions in the decision to sign with secure electronic signature pursuant to the electronic movement of regulatory laws and requirements).
32. the Commission examined this provision the information referred to in paragraph 31, and the responsible authority shall draw up an opinion on the Board's decision the conditions contained in the 10 working days prescribed by the responsible authority of the submission deadline.

33. Where the applicant has complied with the Board's decision on the application for the approval of the project provided the conditions laid down by the responsible authority within two working days, following the rules laid down in paragraph 32 of the expiry of the time limit, the applicant shall send the draft opinion on the Board's decision contained in the conditions, but the cooperation body of four working days, the Board's decision on the application for the approval of the project provided the opinion on the Board's decision contains the conditions and two copies of the approved project as well as two projects submitted by the applicant with a copy of the document for information on the conditions contained in the decision. The responsible authority approved projects can be sent to the liaison body of the electronic form of a document, if it is filed under these rules in 16.7.2..
34. If the applicant has not provided a regulatory decision on approval of the application, the project provided the conditions contained in or has not fulfilled the prescribed period, the application is deemed to have been rejected. The opinion that the Board's decision contains the conditions are not met, the responsible authority shall send the draft to the applicant within two working days, following the rules laid down in paragraph 32.
35. If the Government adopted the decision to reject the application of the project or the project, the applicant has not complied with the Board's decision on the application for the approval of the project provided the conditions laid down by the responsible authority in addition to the provisions referred to in paragraph 27 of the decision, shall return to the applicant the project or send by mail two copies of the application for the project. The responsible authority for the project the applicant project application can be sent in electronic form of a document, if it is filed under these rules in 16.7.2..
VII. Eligible and ineligible costs 36. Project plans to the following eligible cost headings: 36.1. direct costs, or the cost of the project, which includes the following subdivisions: cost 36.1.1. target groups of security costs;
36.1.2. other project costs;
36.1.3. logistical and equipment costs;
36.1.4. project information and publicity costs according to the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements;
36.2. unforeseen costs;
36.3. the indirect costs as per cost heading.
37. This provision cost laid 36.1.1. subheading includes the following costs: 37.1. monthly stipend of 150 Lats per month for workdays that rule 5.1 and 5.2 referred to the implementation of the activities supported by the cost in proportion to actual work practice time for the month concerned;
37.2. the transport (for the use of public transport) and specialized transport costs for disabled people unemployed this provision as referred to in point 5.1. eligible actions;

36.1.2.38. This provision States the cost includes the following subheading: 38.1. the company's contract and remuneration costs (excluding allowances and compensation which does not calculate State income tax and compulsory social insurance contributions, as well as excluding bonuses, material incentive and prize money) that rule 5.1 States the implementation of the activities. If the operator is registered with the State revenue service as the European Social Fund project applicant (the beneficiary), eligible workers is also a national of the employer social security payments;
38.2. the remuneration costs (excluding allowances and compensation which does not calculate State income tax and compulsory social insurance contributions, as well as excluding bonuses, material incentive and prize money) business practices Manager 5.2 these rules referred to the implementation of operations, including the salaries of 50 percent of the minimum monthly wage paid in accordance with the rules laid down in paragraph 56.5.4;
23.8. Office supplies and inventory costs (Office supply and inventory value of items up to 150 Lats per unit, if the lifetime is less than a year), mail, telephone and other communications services this provision as referred to in point 5.2 eligible activities;
23.9. the implementation of the procurement procedure.
36.1.3.39. This provision States the cost within the following costs, space rental and lease costs, equipment, inventory and equipment repair, technical service, rental and lease costs. Within this cost amount shall not exceed 10 per cent of the project's eligible direct costs.
40. This rule 36.2. cost referred to in headings amount shall not exceed five percent of the total eligible direct project costs. 41. 41.2. work equipment rental costs;
41.3. transport costs (fuel, vehicle rental, purchase of transport services, the use of public transport);
25.7. space rental and lease costs;
25.8. space management costs (heating, electricity, management services, water supply);
25.8. Office and office supply costs (non-essential items in the inventory value of up to 150 Lats per unit, if the lifetime is less than a year);
25.9. internet, postal and telecommunications costs;
41.8. travel or travel costs;
41.9. consideration (excluding allowances and compensation which does not calculate State income tax and compulsory social insurance contributions, as well as excluding bonuses, material incentive and prize money) and Enterprise contract costs the project application and supporting documentation.
42. the non-recoverable value added tax payments are eligible.
43. Financing from the European Social Fund and State budget of the applicable products, laid down in section 7 of these regulations, does not apply a cost: 26.8. not specified in these rules, in 37 36.1.4., 38, 39, 40, 41 and 42 or does not comply with this provision and paragraph 39.40 and 37.1., 38.2 and 38.3. in particular limit the amount of the eligible cost;
43.2. for which the beneficiary has undertaken and payments made before the entry into force of these rules (except this provision cost referred to 41.9.).
VIII. conditions for the implementation of the project 44. Project implementation plan in accordance with the agreement, but not longer than until 1 April 2012.
45. Services to the project beneficiary, if necessary, attracts service providers according to the requirements of legislation on public procurement.
46. The project site is the territory of the Republic of Latvia.
47. in implementing the project, the European Social Fund, the beneficiary shall ensure information and publicity measures, laid down in the Commission of 8 December 2006, Regulation (EC) no 1828/2006 laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund as well as the legislation of European Union funds publicity and visual identity requirements.
48. The European Social Fund, the beneficiary on its Web site at least once every three months puts up-to-date information on the implementation of the project.
49. the draft amendments to be made according to the regulations of the European Union's structural funds and the cohesion fund management institutions involved in the preparation of the programming documents and the implementation of the Fund, insofar as these rules otherwise.
50. the cooperation of harmonisation in the responsible authority shall submit the draft amendments to the institution, if the changes are related to: 50.1. project objectives;
50.2. European Social Fund financing requested;
50.3. the deadline for implementation of the project;
50.4. the project results to be achieved;
50.5. the total eligible costs of the project amount, or to the distribution of programming over the years.

51. Up to 39 of these regulations, and in paragraph 40 and 37.1., 38.2 and 38.3. in certain costs limits and prior coordination with the cooperation of the authority, the European Social Fund funding recipient project can take: 51.1. the reallocation of costs between 36.1.1. these provisions, and 36.1.4 36.1.2., subparagraph 36.1.3. cost of subheadings provided, up to a maximum of five percent of the cost of a transferable within the total amount of the eligible cost;
51.2. the reallocation of costs between these rules 37, 38 and 39 of the point cost. This reallocation of costs to this provision, 36.1.2 36.1.1. and 36.1.3. costs prescribed in paragraph 1a, shall not exceed 10 percent of the cost of the total reallocated the eligible cost;
51.3. the reallocation of costs this rule 36.1.4. cost referred to under subheading does not exceed 10 percent of the cost of the total reallocated the eligible cost;

IX. training of the unemployed and working practices, organisation and implementation of training and the unemployed 52. work practices last for not more than 12 months, and it includes: 52.1. course 40 academic hours, which shall be implemented within five working days, and under which unemployed persons acquire the knowledge about labour market patterns and their relationship to the socio-economic situation in the country, on the labour market, the institutional framework of the basic principles of customer service and the legal framework for customer service culture, work organisation, working with employers on job placement service delivery principles and practices requires skills and knowledge;
52.2. working practices – eight hours a day, five days a week.
53. the training of the unemployed and working practices which involve the unemployed have not received aid under the regulations establishing procedures for the complex to be support measures for the integration of the population in the labour market, the event "youth work practice" within or under the regulations establishing procedures to be implemented, supported employment measures for the unemployed and target groups which are: 53.1. higher education in social sciences;
53.2. at least one year work experience;
53.3. Latvian language knowledge (education for the national language or languages of the country are the highest level of skills).
54. If the number of applicants exceeds the expected number of practice in a branch, the beneficiaries must first involve the unemployed who meet as many of the following criteria: 54.1. unemployment has a master's degree in social sciences;
54.2. unemployment is a person after parental leave;
54.3. unemployment has good access and customer-focused operation skills, certified by the appropriate labour market institutions Career Advisor assessment.
55. If, following this rule, the criteria referred to in paragraph 54 of the application the applicant exceeds the expected number of practice in a branch, the beneficiaries must first involve the unemployed who are unemployed longer.
56. Beneficiaries: 56.1. unemployment training course developer and implementer accordingly with the requirements established by legislation on public procurement;
56.2. Select training and working practices of the unemployed according to the iesaistāmo rules 53, 54 and 55;
56.3. Contracting with the participation of the unemployed in training for the unemployed and working practices. The agreement establishes the training and work practices and conditions for the termination of grants received, the obligations and rights of the parties, as well as practice;
56.4. develop a working internship program and provides the information required for the jobless on labor practices and compliance with the relevant essential requirements;
56.5. unemployed provides: 56.5.1. Scholarship training course learning and work practices during this rule 37.1. to the extent prescribed in paragraph;
56.5.2. transportation costs under this rule 37.2.;
56.5.3. the contract of insurance against accidents at work practice according to this rule 37.3.;
56.5.4. starting working practices two weeks long qualified supervisor (qualified supervisor deemed the person who has higher education and not less than two years ' work experience with employers or employment agencies providing the services);
56.5.5. purpose of the activity according to the arranged work practice in a branch of the beneficiary;
56.6. provide training and work practices, quality writing, interviewing unemployed workers at least once during the period of membership.
X. closing questions 57. For this rule 36.3. cost of imputability referred to and decided by the Cabinet of Ministers.
