Cabinet of Ministers Regulations No. 132 in 2010 (9 February. 33. § 7) the procedures for granting state aid in the European Union and open project submissions in the form of a competition event "support for business creation and development (including non-agricultural diversification of activities)" Issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determines the order in which the State and the European Union support the open project submissions in the form of tender "support measures for the creation and development of the company (including non-agricultural diversification of activities)" Sub "support for business creation and development" and "non-agricultural diversification "(hereinafter measure).
2. the support shall be provided in accordance with the Commission on 6 august 2008, Regulation (EC) No 800/2008, which recognize certain categories of aid compatible with the common market in application of articles 87 and 88. (General block exemption regulation) (Official Journal of the European Union, august 9, 2008, no L 214/3) (hereinafter referred to as Commission Regulation No 800/2008).
3. the project submission (annex 1) making publicity, project submissions valued and select, adopt and notify and support requests in accordance with the laws and regulations on the procedures for granting state aid in the European Union and the development of the fisheries field.
4. the objective of the measure is to promote non-agricultural economic activities or employment in rural areas and diversification of non-agricultural activities, to develop alternative sources of income and increase the level of income in rural areas.
5. the place of the implementation of the action is the whole territory of Latvia, except Republican city and County territorial units-cities that have more than 5000 inhabitants. The population shall be determined in accordance with the data of the Central Statistical Bureau of Latvia's population of administrative areas at the beginning of the year.
6. the applicant is: 6.1 the Sub-measure "support for business creation and development"-a person who wants to start a new micro, or legal person whose share capital is more than 75 percent of private capital and which complies with the definition of micro-enterprises, in accordance with Commission Regulation No 800/2008 classification set out in annex I;
6.2. the Sub-measure "non-agricultural diversification": the natural or legal person who produces in annex I to the Treaty establishing the European Community agricultural products referred to in accordance with the Commission on 15 December 2006, Regulation (EC) No 1974/2006 laying down detailed rules for the application of Council Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development (EAFRD), article 35. Support the applicant's income from agricultural activity is not less than 51 percent. If the applicant is a legal person, its capital is more than 75 percent of private capital. This sub-action support applicants can be micro, small and medium-sized business operators that correspond to Commission Regulation No 800/2008 the definition laid down in annex I, as well as major economic actors, which corresponds to Commission Regulation No 800/2008 article 2 the definition laid down in point 8.
7. The aid measures do not qualify the person: 7.1 subject to recovery orders in accordance with the Commission decision declaring the aid illegal and incompatible with the common market;
7.2. corresponding to ailing economic operator status. Such a status is: 7.2.1. the economic operator whose losses exceed half of the share capital and the last 12 months before the date of submission of the application for the project's losses exceed a quarter of the share capital;
7.2.2. the economic operator who is not to be registered if the share capital in accordance with the last two financial years signed financial statements and project information specified in the application is observed in ailing economic analyst signs-damage increase, the reduction in turnover, declining cash flow, debt and interest rates rise, and if the information contained in the application, does not demonstrate that the economic operator able to recover with its own resources or with the funds It is derived from their owners or from market sources;

8. This provision of the conditions referred to in point 7.2 shall not apply to micro, small and medium-sized economic operators established in less than three years before the application date of the project.
9. Measures to support the following activities: the creation of new micro-enterprise 9.1 – 6.1 of these regulations support the referred applicants – natural persons;
9.2. the existing economic development or diversification.
II. conditions for receiving aid in one project 10 application contains one activity.
11. 11.4. food manufacturing (NACE Rev. 2 section C Chapter 10) and the beverage industry (NACE Rev. 2 section C Chapter 11), if the final product are not listed in annex I to the Treaty establishing the European Community;
11.5. the production of textile products (NACE Rev. 2 section 13 C), with the exception of the production of synthetic fibres;
11.6. the clothing industry (NACE Rev. 2 section 14 C.);
7.3. the leather and leather products (NACE Rev. 2 section C Chapter 15);
11.8. wood, wood and cork products (except furniture), straw and wicker manufacture of products (NACE Rev. 2 section C of Chapter 16);
7.4. the paper and paper products (NACE Rev. 2 section 17 C);
11.10. the printing and reproduction of records (NACE Rev. 2 section 18 C.);
11.11. chemicals and chemical products (NACE Rev. 2 section 20 C), with the exception of explosives manufacturing (NACE Rev. 2 section C 20.51 class) (exception does not apply to the production of matches) and synthetic fibres industry (NACE Rev. 2 section 20.6 of the Group C);
11.12. pharmaceutical products and pharmaceutical preparations manufacture (NACE Rev. 2 section C Chapter 21);

12. 12.26. sanitation and other waste management services (NACE Rev. 2 section E chapter 39);
12.27. publishing (NACE Rev. 2 section 58 of chapter J.), except for the database and Web site maintenance;
12.28. sound recording production (NACE Rev. 2 section 59.20 class J.), except for the database and Web site maintenance;
12.29. veterinary services (NACE Rev. 2 section 75 M);
12.30. construction and landscape services (NACE Rev. 2 section 81. N);
12.31. computer, personal items and household supplies repair (NACE Rev. 2 section 95.);
12.32. other personal services (NACE Rev. 2 section 96.), except for the physical well-being improvement services (NACE Rev. 2 section of the class's 96.04) and not elsewhere specified personal services (NACE Rev. 2 section 96.09. S class).
13. the applicant shall comply with the following public funding conditions: 13.1. the aim of the project meets the objective of the measures, and the implementation of the project, the applicant achieved project objectives;
13.2. If you plan to implement this rule 9.1. the activity referred in support of micro-enterprises in the start-up the applicant owns not less than 51 percent of the shares of micro-enterprises;
13.3. in the implementation of the project, the Tenderer shall provide at least one of the following requirements: 13.3.1. creating new jobs;
13.3.2. existing jobs;
13.3.3. economic development and expansion;
13.4. in implementing this Regulation referred to in point 9.2 of the activity also supports the development of economic activity of the applicant, and the expansion of (specify 1.4 C section);
13.5. the application of the project demonstrated the economic viability of economic activity according to the provisions of paragraphs 15 and 16 above;
8.5. If the applicant is a big economic performer, it justifies the stimulative impact of funding in at least one of the following areas (point (C) of annex 1, section 4): 13.6.1. funding increase project;
13.6.2. funding significantly expands the scope of the project;
13.6.3. funding significantly increases the total for that beneficiary spend my project;
13.6.4. funding to increase the speed of implementation of the project;
13.6.5. the project will be implemented in Latvia, if funding is not granted.
14. supports the applicant prepares a business plan showing the following information: 14.1 business original situation;
14.2. the enterprise resource management system;
14.3. the company's current operations;
14.4. the activities carried out;
14.5. the specific objectives to be attained and the starting point for the development of economic activities;
14.6. the implementation of the activities and objectives of the timetable;
14.7. information about the required investment;
14.8. competition;
9.3. the project for the implementation of the sector of economic activity;
14.10. the planned production and technological process description.
15. If you plan to implement this rule 9.1. the activity referred to in the economic viability of economic activity rate is positive cash flow of the project in the year of application, all project implementation years and years after the implementation of the project, but not less than three consecutive years. 16. 16.2. and project total was more than 70 280 lats: 16.2.1. cash flow is positive during the last closed fiscal year or operational financial reporting to project to the application project, in the year of application, all project implementation years and years after the implementation of the project, but not less than three years;
16.2.2. the applicant demonstrates economic viability the economic activities of the last closed financial year prior to the application of the project, the economic viability and meet two of the following indicators: 16.2.2.1. equity to total assets is greater than or equal to 0.20;
16.2.2.2. working capital ratio of short-term vendor is greater than or equal to 1.00 (short-term creditors off short-term deferred income included in the composition of the State and the financial support of the European Union);

16.2.2.3. net profit and depreciation, multiplied by 50 percent, the amount is greater than or equal to 0;
16.2.3. support the applicant demonstrate the economic viability of economic activity in the year following the implementation of the project, and the economic viability of the meet this provision in paragraph 16.2.2.2. for that module and at least one of these rules or 16.2.2.3. in subparagraph 16.2.2.1. these indicators, as well as an increase of at least one of these rules or 16.2.2.1.16.2.2.2. the indicators referred to in point about 0.05 compared with the last year before the project entered into the application.
17. 17.4. proof of project available financial resources. If the project will take credit, for the provision of credit (annex 2). Statement submitted with the project application or within six months after the entry into force of the rural support service of the decision on the approval of the project application. 10.9. the applicant, in accordance with the annual accounts Act did not provide annual accounts, the annual income declaration "revenue from operating activities" for the last two years before the project was concluded in the submission (copy (the original show)) in accordance with the laws and regulations of people's annual income statement. 17.7. operational financial statements for the 12-month period until last month concluded. The financial statements of the project at the date of the application shall not be older than two months. 11.1. the applicant's education certificate (copy (the original show)) to receive priority points for education. If the applicant is a legal entity, this document shall be issued by the company owner or paraksttiesīg person who is registered in the register of companies;

17.10. procurement procedures supporting documents in accordance with the laws and regulations on the application of the procurement procedure. To qualify for funding for the purchase of building materials, construction and purchase documents submitted with the application for the project;

If an applicant provides a project to buy only new construction or building materials for reconstruction, a construction project shall be accompanied by the application, but in other cases, projects shall be submitted not later than six months after the entry into force of the rural support service of the decision on the approval of the project application. If a simplified reconstruction aid them, drawn up by the applicant;
17.11.4. construction permit (copy (the original show)), be submitted not later than six months after the entry into force of the rural support service of the decision on the approval of the project application.
18. The provisions referred to in paragraph 17 of the original documents do not indicate if the project application submitted to an electronic document.
19. If you plan to implement this rule 9.1. activity, referred to in support of the applicant within 60 working days of the receipt of the field support service decision on approval of the application, the project submitted a support service in the field: 19.1. start-up micro-enterprises in the copy of the registration certificate;
19.2. these provisions 11.1. documents referred to in the registration of land lease, if the project is to be implemented on leased land or leased building (built in), established in the name of the newly created micro-enterprises.
20. When assessing the project submissions in accordance with the laws of the State of the European Union and the granting of aid for rural development and fisheries, rural support service evaluates the project submission compliance with key aid conditions set out in this rule 6, 7, 11, 12, 15 and 16.
21. project submissions are ranked according to the criteria for the selection of projects (annex 3). 22. 25. Over the entire programming period for one support applicants to the total eligible costs amount shall not exceed: 100 000 EUR 25.1. equivalent in dollars – for this rule 9.1. referred to activity;
25.2.200 000 EUR equivalent in lats – on 9.2. these provisions referred to activity, except that rule 25.3. event referred to;
25.3.350 000 EUR equivalent in lats – on 9.2. these provisions referred to activity when it is implemented this provision in paragraph 11 and 12 in those areas related to the production of fuels from agricultural and forestry products (wood, charcoal, chips, pellets, briquettes), to develop existing business operations, with the exception of the acquisition and transformation of biogas heat.
26. the planning period to support the applicant has one available: 26.1.  9.1 these terms and referred to in point 9.2. activity for the amount of the eligible costs, if the applicant in implementing the rule referred to in 9.1 activity;
26.2. the rules referred to in point 9.2. activity for the amount of the eligible costs, if the applicant does not wish to claim this rule 9.1. referred to activity.
27. under this provision the funding can be combined with other aid schemes or individual aid project funding for the same eligible costs, noting that the funding granted under these rules, together with other support programs or individual aid project funding does not exceed the maximum intensity of regional funding, whether funding is provided by local, regional, national or European Union funds.
28. the beneficiary shall pay at least 25 percent of eligible costs, using his own resources or external funding, which is not affiliated with any commercial support.
IV. Eligible and ineligible costs 29. Event to the following eligible costs: 29.1. new production of fixed assets (equipment, facilities, and equipment, including computer software) acquisition cost, to ensure that the manufacturing process directly in the project sector, as well as one-time costs associated with the installation of machinery and equipment, the operation of;
29.2. new construction, reconstruction, simplification of reconstruction costs, on the basis of contracts with third parties, responsible for carrying out the work, but without exceeding the maximum eligible costs (annex 4);
29.3. acquisition cost of building materials, on the basis of projects submitted are accepted along with the project application, or support the applicant estimates drawn up by the simplified reconstruction, without exceeding the maximum eligible costs (annex 4);
29.4. construction development costs according to the construction of laws regulating, but not more than eight percent of the construction of those included in the total eligible cost. Construction costs are eligible, if the project is for the eligible costs of the building construction or reconstruction. These costs are eligible only after the application of the Field support service.
30. If the applicant does not provide for the application of the draft public funding for installation, it is to be installed and put into service according to the law on the installation and use procedures.
