General questions 1. determines: 1.1. procedures for implementing the action programme ' infrastructure and services ' addition ' Infrastructure priorities 3.1 human capital contributes to the strengthening of the "UR3.1.4.pas" in the employment and social services infrastructure "3.1.4.1. activity" capacity assessment and the implementation of social service institutions for the development of infrastructure "3.1.4.1.1. apakšaktivitāt ' infrastructure development and scientific and technological base, ensuring integrity and functional evaluation of interference "(hereinafter referred to as the activity);
1.2. the European Regional Development Fund (hereinafter draft) submission evaluation criteria within the framework of the activity;
1.3. requirements for project activities to the applicant;
1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination within the activity.
2. The purpose of the activity is to improve the institution's infrastructure expertise in disability, making the integrity and functional disorders of the evaluation services available to persons with functional disabilities.
3. the purpose of the activity reaches the implementation of this rule 5 eligible referred to the results of the two percent increase in the number of persons who used the disability expertise provider institutions.

II. The responsible authority and liaison body, the distribution of their responsibilities in the implementation of the activity 8 responsible authority is the Ministry of welfare. Responsible authority: 8.1 establish limited project application selection project submission Evaluation Commission (hereinafter the Commission) rules and establish a Commission;
8.2. send the limited range of the project call for project submissions;
8.3. provide information on the submission of the project preparation and development of the exhibit project submission form to be filled out;
8.4. ensure project selection and evaluation of the application and adopt a decision on the project management application, approval, approval with conditions or disapproval;

9.12. the review and approval of the reports submitted by the beneficiaries of the project progress reports.
10. the cooperation body is the functional supervision of the responsible authority.
III. Project applicants and project cost totals 11. project applicant has direct regulatory authority (disability expertise institution) where the regulatory framework for disability legislation duly delegated disability expertise. The project is the sole funding recipient and project do not constitute a partnership.

13. the maximum eligible European regional development fund is about 85 percent of the total eligible costs of the project amount.

IV. Project selection 15 application. the responsible authority shall send the invitation to submit a project application to the project the applicant (hereinafter referred to as the notice).

17. the applicant shall submit Project application, subject to the following requirements: 17.1. project applicant submits one project submission;
17.2. the project application consists of the completed project submission form (annex 1) and the following documents: 17.2.1. project budget and logistical equipment, as well as rent and the rent of the supporting documents;

10.9. the project the applicant required project cost plan according to this provision, 38, 39, 40, 41, 42 and 43 of those costs and limits, giving the project the expected costs, and ensure their compliance with the objective of the project, the results to be achieved, planned activities and the time schedule. The European regional development fund project in the application intends only to cover the eligible costs of the project;

17.7.2. electronic voucher form (a project application with secure electronic signature pursuant to the electronic movement of regulatory laws and requirements).
18. the competent authority shall register the project application to the date of receipt, as well as the identification number. Proof of receipt of the application, the project authority in charge of the project to the applicant personally immediately or within two working days, shall be sent by mail or electronically (signed with a secure electronic signature).
19. The competent authority is entitled to organise the more limited application, if: 19.1. within the time limit set in the invitation, the applicant has not submitted the draft project submissions;
19.2. the project application is rejected;
19.3. the project application is approved for an amount that is less than the rules specified in section 7 activity the total eligible funding available.
V. evaluation of the application of projects 20. activities within the project application submitted to the evaluation provided by the Commission. The Commission establishes the following order: 20.1. personnel of the Commission consists of the President of the Commission, the voting members of the Commission from the Ministry of welfare and the members of the Commission as an observer without voting rights of the managing authority and cooperation bodies. 20.2. the members of the Commission or its substitute in their absence, replaced by another authorized representative. Such authorisation shall be made in writing to the Commission in accordance with the procedure laid down in the Statute;
20.3. starting work, the members of the Commission and observers, to sign a declaration that the Commission obtained during the meetings of the information and the content of the document will not be disclosed to third parties;
20.4. starting work, the members of the Commission shall sign a declaration that they are not the circumstances in which they might violate laws of the European Union's structural and cohesion funds, implementation, and monitoring of implementation limits.
21. The Commission shall determine the responsible authorities developed and approved regulations.

22. application of the conformity of the project assessed, on the basis of a draft application evaluation criteria (annex 2) and using the procedures developed by the responsible authority of the project application selection and evaluation, as well as the project application form of evaluation, developed in accordance with the laws and regulations of the European Union's structural funds and the cohesion fund management authorities involved in the preparation of the planning documents and procedures for the implementation of these funds and the funds of the European Union in the management and control system. These documents shall be published in the responsible authority's website (URwww.lm.gov.lv/sf).

Vi. 28. the responsible body stops and does not continue the project evaluation, and their application is rejected, if there was at least one of the following circumstances: 28.1. the project submission does not meet any of the provisions of this annex 2 section 1 and 2 set out in the project application evaluation criteria on which the execution of the project application is rejected;
28.2. the project application is not accompanied by all these rules 17.2. documents referred to;
28.3. the project submission under one of the provisions of this annex 2 referred to in section 3 of the draft application evaluation criteria received a lower rating than the minimum number of points that must be obtained;
28.4. the project submission does not comply with the provisions of annex 2 section 4 of the draft application evaluation criteria.
29. the Board's decision on the application of the project approval, approval or rejection provided the determining authority within five working days following its adoption must be forwarded to the applicant.
30. the Board's decision on the application of the project approval, the responsible authority shall include information on the conclusion of the agreement.
31. the responsible authority shall within five working days after the Board's decision on the approval of a project application shall inform the liaison body. The liaison body switch arrangement in accordance with these rules and regulations of the European Union's structural funds and the cohesion fund management institutions involved in the preparation of the programming documents and the introduction of the Fund. The responsible authority shall send to the liaison body of the Board's decision on the application for the approval of the project, and two copies of the project approved. The responsible authority approved projects can be sent to the liaison body of the electronic form of a document, if it is presented in paragraph 17.7.2. these provisions.
32. the Board's decision on the application for the approval of the project to the responsible authority of the conditions specified in the application for the project details in accordance with the provisions of paragraphs 25 and 26.
33. the Board's decision on the application for the approval of the project provided the conditions contained in the project, the applicant provides the information contained in the decision and the conditions provided by the responsible authority of the prescribed period, not longer than 60 days from the date of entry into force of the decision. The information that applicants may submit a project in one of the following ways: 33.1. paper form in triplicate (original and two copies to the relevant "original" or "copy"). Details of the decision contained in the conditions presented under the laws and regulations on the development and design of a document;
33.2. the electronic form of a document (for information on the conditions in the decision to sign with secure electronic signature pursuant to the electronic movement of regulatory laws and requirements).
34. the Commission examined this provision the information referred to in paragraph 33 and the responsible authority shall draw up an opinion on the Board's decision the conditions contained in the 10 working days prescribed by the responsible authority of the submission deadline.

35. Where the applicant has complied with the Board's decision on the application for the approval of the project provided the conditions laid down by the responsible authority within two working days, following this rule 34. the expiry of the period referred to in paragraph 1, the applicant shall send the draft opinion on the Board's decision contained in the conditions, but the cooperation body of four working days, the Board's decision on the application for the approval of the project provided the opinion on the Board's decision contains the conditions and two copies of the approved project as well as the two draft documents submitted by the applicant with a copy of the information on the Board's decision contains the conditions. 36. If the applicant has not provided a regulatory decision on approval of the application, the project provided the conditions are met, the application is deemed to have been rejected. The opinion that the Board's decision contains the conditions are not met, the responsible authority shall send the draft to the applicant within two working days, following these rules referred to in paragraph 34.
37. If the Government adopted the decision to reject the application of the project or the project, the applicant has not complied with the Board's decision on the application for the approval of the project provided the conditions laid down by the responsible authority in addition to the provisions referred to in paragraph 29 of the draft decision, the applicant shall return or sent by mail two copies of the project application. The responsible authority for the project the applicant project application can be sent in electronic form of a document, if it is presented in paragraph 17.7.2. these provisions.
VII. conditions for the implementation of the project 38. Project plans to the following eligible costs: 38.1. direct costs, including the cost of the following positions: 38.1.1. project implementation and the preparation of the documentation supporting the construction of the supervision costs;
38.1.2. procurement procedures in the preparation of documentation costs;
38.1.3. construction, logistical means and equipment costs;
38.1.4. unforeseen costs;
38.2. indirect costs the following cost headings: 38.2.1. information and publicity costs according to the regulations on the European Regional Development Fund funded project publicity and information dissemination activities;
38.2.2. project implementation would cause the value of the materials cost of insurance (apply during project implementation).
39. This provision 38.1.1. cost referred to in the heading includes the following subdivisions: the costs of 24.3. the cost of the construction contracts (sketch design and technical design). If the operator is registered with the State revenue service as beneficiary, eligible employees of the employer are also state social security payment;
24.4. the company's costs in the construction supervision and autoruzraudzīb. If the operator is registered with the State revenue service as beneficiary, eligible employees of the employer are also state social security payment costs.
40. The rules laid down in section 38.1.3. cost includes cost of heading subheading: 24.9.-reconstruction, renovation, home improvement (including lift placement) work and other maintenance costs;
40.2. the environmental cost of access;
40.3. furniture, equipment, hardware and software acquisition costs these rules 5.1 and 5.2 eligible activities referred to in point.
41. This provision and 38.1.2 38.1.1. the costs referred to in subparagraph together must not exceed 10 percent of the total eligible direct project costs.
38.1.4.42. This provision referred to the cost of the position shall not exceed five percent of the total eligible direct project costs. The project cost plan as one expense items, and they are used for the unforeseen cost of the eligible direct costs of the project.
43. the non-recoverable value added tax payments are eligible costs if they cannot recover the law on value added tax.
44. Financing from the European regional development fund and the applicable state budget resources, referred to in section 7 of these regulations, does not apply and are not included in the application of the project costs: 44.1. not specified in these rules 39, 40 and 43, 38.1.2.,.,., and 38.1.4 38.2.1 38.2.2. Sub-paragraph or does not comply with this rule 41 and 42 above the limit on the amount of the eligible cost;
44.2. for which the beneficiary has undertaken and make payments (excluding this provision. and 39.1 38.1.2. the costs referred to in point) before the entry into force of these regulations;
27.5. for investments municipal property, if the procedure provided for in this regulation is referred to in paragraph 49 of the agreement.
45. during the implementation of the project in addition to the costs incurred (including with project cost incidence costs) shall be borne by the beneficiaries of their funds.
46. the structural funds of the European Union for the implementation of the project the funds required for the planning, financing and execution of payments under the national budget authority ensures, in accordance with the laws and regulations governing the Fund's European Union funding conditions.
47. Project implementation plan from the date of conclusion of the agreement to 31 December 2013.
48. If the European regional development fund shall be invested in State property, an agreement of cooperation concluded between the authority and the beneficiary of the financing.
49. If the European regional development fund invests in municipal property, the agreement concluded between the liaison body, beneficiaries and one or more authorities which intended to invest the property of the European regional development fund. The conditions of the agreement in addition to the conditions of the legislation of the European Union's structural funds and the cohesion fund management institutions involved in the preparation of the programming documents and the introduction of the Fund include:

30.5. property in which to invest the European regional development fund, use (lease, rent or loan);
30.6. the rights and obligations of a municipality;
30.6. the obligations of the municipality not to alienate or not bother with the case or the law of obligations (to give, lend, lent, sell, Exchange, lease or rent, put another person in possession, pledge or otherwise encumber) the real estate in which to invest or have invested in the European regional development fund, five years after the final payment to the beneficiary of the financing for the project, as well as the prohibition of the destruction of, or damage to, Government property, in which to invest or have invested in the European regional development fund;
49. If needed, the municipality of liability law reinforcement and penalties.
50. The project site is the territory of the Republic of Latvia.
51. in implementing the project, the beneficiary shall ensure information and publicity measures, laid down in the Commission of 8 December 2006, Regulation (EC) no 1828/2006 laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund as well as the legislation of European Union funds publicity and visual identity requirements.
52. The beneficiary on its Web site at least once every three months puts up-to-date information on the implementation of the project.
53. The beneficiary of these regulations 5.1, 5.2 and 5.3 eligible activities referred to in the first purchase for the implementation of a call for competition is made no later than 90 days after the conclusion of the agreement.
54. the draft amendments to be made according to the regulations of the European Union's structural funds and the cohesion fund management institutions involved in the preparation of the programming documents and the implementation of the Fund, insofar as these rules otherwise.
55. the cooperation of harmonisation in the responsible authority shall submit the draft amendments to the institution, if the changes are related to: 55.1. project objectives;
55.2. change of the beneficiary;
55.3. project implementation period;
55.4. project results to be achieved;
55.5. project total eligible costs amount or their Division schedule over the years.
56. This provision up to 41 and 42, paragraph cost position about the limits and previously announced a cooperation body, the funding recipient project can take: 56.1. the reallocation of costs between 38.1.1. these provisions, 38.1.2.,.,., and 38.2.2 38.2.1 38.1.3. costs mentioned in points positions, not exceeding five percent of the cost of common positions reallocated eligible costs;

56.4. This provision set out in paragraph 42 of the redistribution of costs.
