2. the European Social Fund (hereinafter referred to as the funding) within the framework of this activity in accordance with the Commission on 6 august 2008, Regulation (EC) No 800/2008, which recognize certain categories of aid compatible with the common market in application of articles 87 and 88. 3. The purpose of the activity is to encourage investment in human capital and the economic actors and associations (with the exception of the society that is the employers ' organisation the Association to which it has rights to operate at the national level) available to them for direct participation in the labour force training, thereby enhancing productivity, promoting labour market and business development, raising economic competitiveness.
4. "operational programme human resources and employment ' 1.3.1.1. 7.2.11. provide information to the public and provide publicity matters relating to activities within the project submissions;
7.2.12. provide data on project applications and projects, the accumulation of European Union structural funds and the cohesion fund management information system.
8. activities implemented in the framework of projects co-financed by the European Social Fund and the beneficiaries. Activities within available funding is $10 076 293. The beneficiaries of co-financing is 4 191 589 lats. 
9. Small (micro), small and medium-sized merchants is merchants who comply with the provisions of Commission Regulation No 800/2008 1 the definition laid down in the annex. 
10. The big merchants is merchants who comply with the provisions of Commission Regulation No 800/2008 article 2 the definition laid down in point 8.
II. Project requirements the applicant 11. activities within the project, the applicant may be society (hereinafter referred to as project applicant) shall satisfy the following conditions: 11.1. it is the employers ' organisation the Association to which it has rights to operate at the national level, the society, which is the European Association of Chambers of Commerce or associations representing the manufacturing, information technology and telecommunications, research, creative industry, transport and communications, accommodation or car sales and repair industry analyst of economic activity;
11.2. the members registered in Latvia (economic operator), the aggregate turnover of the last closed accounting year has exceeded 100 million lats (is taken into account in their economic turnover of whom that is not a member of the applicant in the project, but there is a member in one of the organizations that are members of the applicant of the project);
11.3. it is registered in the register of companies, associations and foundations register not later than three years before the application of the cooperation projects;
11.4. If the applicant is a society, representing the manufacturing, information technology and telecommunications, research, creative industry, transport and communications, accommodation or car sales and repair industry analyst of economic activity, more than 50% of the members of the applicant representative of the project that this sector of the industry and members, the turnover shall constitute not less than 100 million dollars from the associations in Latvia registered member (economic operator), the total turnover of the last closed accounting year (takes into account also the operating staff turnover that is not the applicant of the project members, but there is a member in one of the organizations that are members of the applicant of the project);

12.2. the economic agents, entrepreneurs and self-employed persons. 
13. the funding will not be eligible if: 13.1. applicant of another project during the implementation of projects of cooperation between the authority and the responsible authority have provided false information or intentionally misled in connection with the implementation of projects co-financed by the structural funds;

13.2. the project in the interests of the applicant natural person has committed a criminal offence, which hit the Republic of Latvia or the European Union's financial interests, and the project for the applicant under the criminal code is applied to the forced influence;
13.3. the project obtained by the applicant or provides for funding for the same eligible costs of other activities in the framework of local, regional, national or European Union funds;
13.4. the partner (economic agents) meet the ailing merchant status. Economic difficulty is the merchant whose losses exceed half of the share capital and the last 12 months before the date of submission of the application for the project – a quarter of the share capital. This condition does not apply to small, small and medium businesses that are registered for less than three years from the date of submission of the project application;
13.5. the project applicant has violated these terms or other conditions of the laws and regulations of European Union funds;
13.6. the applicant and the project partners are satisfies the Commission Regulation No 800/2008 article 1 point 6 "a" above. 
14. the project applicant project application selection round may submit one project submission. Each subsequent project applications may be submitted only after the preceding cooperation project has been approved by the Authority's requests for payments at least 90% of the eligible costs of the project amount, or of receipt of the decision on the project submission, or after the rejection of the agreement on the cessation of the project.

19.2. driving courses A1, A, B1, B and M categories.
20. Language training is to be welcomed, and the liaison body confirms the payment request, the training costs not exceeding 20% of the project total eligible costs. 
21. the training project management in accordance with laws and regulations on the classification of education is to be welcomed, and the liaison body confirms the payment request, the training costs not exceeding 20% of the project total eligible costs.

IV. Eligible and ineligible costs 26. activities within the eligible costs are the following items: 26.1. training course costs. Training course costs can create the following subheadings: 26.1.1 costs. total staff wages for the hours of work shall not exceed the duration of the training courses (including national employers ' compulsory social insurance contributions);

The liaison body confirms the payment request for the costs referred to in this paragraph, eligible costs shall not exceed the norms laid down in the regulations on the procedures for recoverable with the missions and the staff of travel-related expenses;
26.3. employment in the travel and travel costs (per diem, hotel expenses (accommodation), travel (transport) expenditure), the cost of obtaining a visa, without using an intermediary services. The liaison body confirms the payment request for the costs referred to in this paragraph, eligible costs shall not exceed the norms laid down in the regulations on the procedures for recoverable with the missions and the staff of travel-related expenses;

16.5. the eligible cost of the project value added taxes, if the applicant cannot recover it according to the laws and tax policy;
16.6. the wages of employees (including the public employers ' compulsory social insurance contributions) for the hours of work for teacher training. 18.9. the rules referred to in paragraph 26 of the costs associated with the training courses, in which the training service provider during the implementation of the project is training less than three performers of economic activities of employees.
31. the project costs not included in the application, other than those referred to in this provision in paragraph 26 and 30.
32. in the framework of the activity financed only eligible costs directly linked to project activities are reasonable, justified, and comply with the principles of sound financial management. 
33. V. funding 34. determination of the maximum intensity of the financing of the project total eligible costs are: 34.1. self-employed persons, petty and small business operators – 80%;
21.3. the average economic operators – 70%;
21.3. large economic operators – 60%;
21.4. society – 60%. 
35. the approved funding for the project effort and amount of financing adjusted by requesting interim or final payment, according to the actual number of employees trained from small, small, medium and large economic operators. 
36. the Funding intensity increased by 10 percentage points if all the parties involved in training workers for disabled or disadvantaged workers, in accordance with Commission Regulation No 800/2008, article 2. 
37. If a partner has received funding for venture capital investment and the first three years of the first risk capital investment project application is filed within this activity, the amount of funding requested in the application of the said partner shall be reduced by 20%. Reduction in the amount of funding may not exceed the total amount of risk capital received. This reduction in the amount of financing institution of cooperation, through interim or final payment. 
38. If a partner is a great merchant, it must justify the incentive effect of funding according to Commission Regulation No 800/2008 article 8 paragraph 3.

44. To apply for funding of the project, the applicant shall submit to the institution of cooperation project submissions: 44.1. fill the project application form (annex 2);

44.2.3. each partner's consent letter for participation in the project (annex 5).
45. the project application can be submitted in paper form or electronic form of a document. Project submissions in paper form may be submitted personally or sent to the institution of cooperation by registered mail. The project application to the electronic document may be submitted in person collaboration, sent by post or send to the liaison body of the electronic mail address provided in the notice of project application submission.
46. 47. 52. If the application is filed in electronic form or document sent by mail, the liaison body within five working days after receipt of the application, notify the applicant in writing of the project the project application to the registration number. If the application does not meet these criteria, the evaluation could not continue;
56.3. If the project submission complies with these provisions, annex 6, 9.1, 9.2, 9.3, 9.4, 9.7, 9.9 9.6.10.2 and 14.9. criteria referred to in the application for the evaluation of the project continue after this rule 6 the quality criteria referred to in annex (1., 2., 3., 4., 5., 6., 7 and 8;)
56.4. If the project submissions by this provision of the quality criteria referred to in annex (1., 2., 3., 4., 5., 6., 7 and 8), several projects receive the same number of points then, listing the projects comply with the following principles: 56.4.1. higher assessment receives project, which received the highest assessment criteria for project planned training in thematic areas and programme in accordance with the regulations on the classification of education;
56.4.2. If the assessment criteria for project planned training is equal, the higher the rating gets more projects with the project trained a number of persons employed;
56.4.3. If the project trained a number of persons employed is equal, the higher the rating gets projects involving a greater number of business operators that employees are trained during project implementation;
56.4.4. If the economic activity involved in the project number of traffickers, which employees are trained during project implementation, is equal, the higher the rating gets the project with higher assessment criteria for project management capacity;
56.4.5. If the assessment criteria for project management capacity is equal, the higher the estimate projects with lower receives the requested funding intensity;
56.4.6. If the requested funding intensity is equal, the higher the rating gets the project that received the highest assessment criteria for compliance with the principle of non-discrimination;
56.5. all project submissions, judged by the rules referred to in annex 6, quality criteria, judged by the rules of annex 6, paragraph 15, of the criteria. If the application does not comply with the provisions of annex 6, paragraph 15, criterion, it does not continue the assessment;
56.6. This provision by the other 6. criteria referred to in the annex continue to rate only the project submissions that meet these rules in annex 6, paragraph 15 of the criterion.
57. Where the application does not have sufficient information to assess the project submissions conform to one or more of the criteria, and if such information is not legible, believes that the project submission does not meet the criterion or criteria is assigned the lowest rating.

73. If the applicant intends to initiate the actions to be supported after the conclusion of a contract for the implementation of a project, the project applicant before the contract with the winner of the procurement procedure shall be coordinated with the liaison authority of the procurement procedure, compliance with laws and regulations in the area of procurement. The beneficiary of the procurement authority verifies the cooperation after the agreement on the implementation of the project.
74. If one of the sectors in which the beneficiary or partners, no investment and funding recipient or partner qualify for the implementation of the project eligible sector, the beneficiary and the partners clearly differentiates the eligible sectors of the financial implementation of the project feeds from other sectors of activity of financial flows during project implementation and after three years of project implementation, if the beneficiary or a partner meets the little, small or medium merchant status but five years after the implementation of the project if it meets the great merchant status. 80. The beneficiary not later than five working days before the intended training course shall provide cooperation institution updated training plan in accordance with the agreement on the implementation of the project. Information about the changes to courses in progress or in the place (if any) shall provide cooperation authority no later than one day before the training course, sending information cooperation authority by fax or electronic mail and the original submission of the cooperative institution. 
81. The beneficiary receives the funding, if the following conditions are met: 81.1. the beneficiary with the cooperation of the authority has entered into a contract for the implementation of the project;
81.2. application submitted for the project collaboration, before the beneficiary has just launched a project supported activities. If the beneficiary carries out a project supported activities, before the application is submitted to the project cooperation, funding is not granted;
81.3. the beneficiary and the partners in the implementation of the project, provides the individual with the implementation of the project of the financial transactions related to the revenue and expenditure accounting that meets the requirements of the laws and accounting, as well as financial statements are prepared in accordance to the laws and regulations on the procedures for recording the financial statements for State, local, foreign, European Community, other international organizations and institutions, financial aid (financial assistance), gifts and donations, whether in cash or in kind;
81.4. is ready and the agreement for the implementation of a project on time filed interim cooperation institution (if necessary) and closing statements, and have added costs, copies of the supporting documents in accordance with the agreement on the implementation of the project;
81.5. project implementation costs are recognised as eligible by the authorities of cooperation carried out interim or final payment request inspections in accordance with the regulations on the structural funds of the European Union;
81.6. checks out the project of cooperation in place of the authority is entitled to make, in accordance with the regulations on the structural funds of the European Union, when the submission is filed for the project collaboration.
82. Cooperation authority shall decide whether to terminate the contract for the implementation of a project agreement for the implementation of a project, as well as the cases: 82.1. If the beneficiary of the first procurement procedures has not started within three months after the agreement on the implementation of the project;
82.2. If the beneficiary during project implementation deliberately provided the cooperation body of false information.
83. 88. During project implementation the beneficiaries can receive advance payment, not exceeding 35% of the funding. 89. the funding recipient may receive interim payments of no more than once every three months, if the project lasts more than six months.
