1.2. The European regional development fund project (hereinafter draft) submission evaluation criteria;
1.3. the requirements of the project the applicant;

2. The purpose of the activity is to improve the quality of secondary education in the country, by supporting educational institutions network optimization plan that focuses on economic sustainability and the essential quality standards.

7.6. prepare and provide the information to the authority responsible for the implementation of the activity and the activity of learning available funding, as well as by the responsible authority provides information on individual projects;
7.7. preparing forecasts of payment and submit it to the paying authority;
4.8. preparing the European regional development fund demand forecasts for the current and the following year and shall submit it to the leading authority and the responsible authority;
4.9. checking and confirming the beneficiary's payment request and prepare the Declaration of expenditure;
7.10. provide information about the recipient of the funding agreement requirements and terms of execution;
7.11. the accumulated data on the implementation of the project according to the laws of the European Union's structural funds and the cohesion fund management information system design and use;
7.12. plans and implements public awareness measures on the conclusion of the implementation of the agreement;
7.13. the amendments to the draft.
8. the cooperation body is the functional supervision of the responsible authority.
9. activities supported under the following eligible activities of the city or municipality education institutions network optimization, and access, quality and cost effectiveness of: 9.1. educational infrastructure and optimizing adjustment (except sports infrastructure), carried out the necessary works for the expansion of the education authorities or customization of the student increase, including the creation of a common infrastructure for several educational institutions;
9.2. the educational expansion or customization required for training equipment and furniture (except sports equipment).
II. conditions of funding the project applicant has 10 counties or cities of the Republic authorities.
11. The County or City Government of the Republic in accordance with the laws and regulations on financial stabilisation is not in financial stabilization process.
12. the minimum project total eligible cost is $351 402, the maximum eligible cost of the project amounts to $557 307. 
13. the maximum permitted by the European regional development fund co-financing is 100 percent of the total eligible costs of the project totals. 
III. submission of Project selection and project submission notification filing 14. the responsible authority shall issue a public notice of the selection of open selection (hereinafter referred to as the notice) by publishing the newspaper "Latvian journal" and the Ministry of education and Science website (URwww.izm.gov.lv). 
15. Notification: 15.1 project application submission deadline, which is not shorter than 40 working days from the day of promulgation;
15.2. the application of the project site and order;

16. The open selection issued not earlier than a month, and not later than three months after the date of entry into force of the provisions.

30. the responsible authority shall take a decision to reject the application of the project and do not continue the evaluation of the application of the project according to the project application, evaluation criteria, if the one of the following circumstances: 30.1. the project submission does not comply with any of the provisions of this annex 1.1., 1.2., 1.3, 1.4, 1.5 or 1.6. referred to administrative criteria;
30.2. the project submission does not comply with any of the provisions of this annex 2 2.1.1., 2.1.2, 2.1.3, 2.1.4.. or 2.2.1. referred to the eligibility criteria;
30.3. the project submission does not comply with any of the provisions of annex 2, 1.6, 1.7 1.9., 1.10., 1.11, 1.12, 1.13, 1.14, 1.15., 1.16, 2.1.5, 2.1.6, 2.1.7.., 2.1.8 2.1.9 2.1.10,.,.,., 2.1.12.2.1.11 or 2.2.2. referred to the assessment criteria and the prevention of non-compliance affects the project the application on the merits;
18.9. the assessment of any of the provisions of annex 2, 3.1 3.3 or 3.4. quality evaluation referred to the criteria of the project application has been received by less than two points in any of these rules or to annex 2 3.6, 3.7 or 3.9. quality evaluation referred to in criteria received less than one point.
31. the responsible authority shall take a decision to reject the application of the project, if this provision of the annex 2 referred to in paragraph 4, the funding criteria are evaluated with "no".
32. If the result of the evaluation, a number of project submissions receive the same number of points and all project submissions referred to does not have enough activity, available funding priority is the project supported the application of these provisions, that annex 2 3.5. quality evaluation referred to in subparagraph criteria has received the greatest number of points. 33. The competent authority may take a decision on the approval of the application, the project on condition that must be satisfied in order to project the applicant would conclude the agreement. That decision may include the following: 33.1. clarification of the application of the project according to annex 2 of these regulations, 1.6, 1.7 1.9., 1.10., 1.11, 1.12, 1.13, 1.14, 1.15. or 1.16 referred to administrative criteria, if the prevention of non-compliance does not affect the substance of the application for the project;
33.2. clarification of the application of the project in accordance with the provisions of annex 2, 2.1.6.2.1.5, 2.1.7 2.1.8 2.1.9.,.,.,., 2.1.10 2.1.11, 2.1.12. or 2.2.2. eligibility criteria referred to in the prevention of non-compliance, if the project does not affect the substance of the application;
33.3. the clarification of costs, provided that this provision in 40.1.7 and 42 and 43 above cost limit is not exceeded;
20.8. other specific legal authority to justify action, which is focused on the conclusion of the agreement.
34. the responsible authority shall within five working days after the date of adoption of the decision: sent to the applicant of the project-34.1. the decision on the application of the project approval or rejection of the application, project, or project approval submissions;
21.3. cooperation authority-the decision on the application for the approval of the project and the project approved, the original of the application on paper or project submission, presented in the form of electronic documents signed with secure electronic signatures, and confirm with the time stamp in the laws on electronic document design.

35. If the application is approved, the applicant in the decision of the project the project approval, provided the application within the time limits of not less than 15 working days and no more than 30 working days from the date of dispatch of the decision, shall ensure the fulfilment of the conditions and submit to the authority responsible for the evaluation of the written information on the conditions. Decision within the time limit set in the information about the conditions of the project, the applicant may submit a maximum of two times.
36. the responsible authority shall be 20 working days after the decision on approval of the application, the project on condition the expiry of that period, assess the project submitted by the applicant information and drawing up an opinion on the conditions in the decision (hereinafter referred to as the opinion).
37. If the applicant in the decision approving the project submission deadline provided met the conditions laid down in the decision, the opinion of the responsible authority is positive and responsible authority within five working days from the date of signing the opinion sent: 37.1. the project applicant, opinion;
37.2. cooperation authority-the decision on the application for the approval of the project, and the project approved, the original of the application on paper or project submission, presented in the form of electronic documents signed with secure electronic signatures, and confirm with the time stamp in the laws on electronic document design.
38. If the applicant does not provide the decision on approval of the application, the project provided the conditions contained in or does not ensure compliance within the time limit set in the decision, the responsible authority opinion is negative and the project application is considered to have been rejected. The responsible authority within five working days from the date of signing the opinion sends the draft opinions to the applicant.
39. cooperation authority within 10 working days after the conclusion of the agreement in writing inform the responsible authority.
Vi. Eligible and ineligible costs 40. The project has the following applicable items: cost of 24.9. direct costs: 40.1.1. buildings, structures, facilities and infrastructure renovation and reconstruction (including public works), as well as the improvement of the work site;
40.1.2. required training equipment, equipment and accessory acquisition costs;
40.1.3. purchase procedure, the cost of the provision;
40.1.4. technical project development costs;
40.1.5. building and autoruzraudzīb costs;
40.1.6. project implementation in the material value of the insurance costs, if they apply to the project implementation period;
40.1.7. real estate (land) acquisition cost – to 10 per cent of the total direct eligible costs of the project;
40.2. the indirect costs or project information and publicity costs, consistent with the laws of European Union funds publicity and visual identity requirements;
40.3. the non-recoverable value added tax payments if they cannot recover the legislation.
41. This provision referred 40.1.2. costs may include: 41.1. new teaching equipment, accessories and equipment acquisition cost;
41.2. the necessary costs of purchase of furniture;
41.3. training facility and equipment delivery, installation and usage instructions.
42. This provision, 40.1.4 40.1.3., and 40.1.6 in 40.1.5. these costs do not exceed 10 percent of that rule, and 40.1.7 40.1.2 40.1.1. the cost amount referred to.
43. This rule 40.2. costs referred to in subparagraph does not exceed 0.1% of the total direct eligible costs of the project.
44. within the framework of the activity is not applicable and the project application shall not include the following costs: 44.1. project administration costs;
44.2. vehicle purchase and rental costs;
27.5. expenses, which does not provide the immediate purchase of equipment or technology (leasing);
27.6. fee for loan processing, presentation, and service, the reservation fee on financial transactions, interest on arrears, penalties and expenses of litigation;
27.7. costs not specified in the rules in paragraphs 40 and 41;
27.7. the costs that do not meet these rules, 40.1.7.42 and 43 in the cost limit;
27.8. the costs associated with the implementation of project activities;
27.8. the costs that are not incurred by the project during the implementation of activities or payments made later than the month following the expiry of the implementation of the project;
27.9. costs not justified by supporting documents, or there are legislative non-compliance;
44.10. costs that do not meet the reasonable financial management principles (especially the cash value and cost effectiveness).
VII. Project implementation conditions 45. Beneficiary of the project can start before the conclusion of the agreement, but not later than two months after the conclusion of the agreement. The project no longer than 31 December 2013. 
46. The beneficiary within five working days after the conclusion of the cooperation agreement shall submit to the institution of the procurement plan. If the beneficiary of the project before the agreement is purchasing, it procurement plan shall be submitted to the liaison body before launching a procurement procedure.
47. The beneficiary first procurement procedure for the supply of equipment, works or projects development issued no later than 90 calendar days of the conclusion of the agreement.
48. The beneficiary shall ensure the implementation of the project related loading snapshot, the beneficiary authority Web site at least once every three months.
49. the project is carried out in accordance with the amendments to the regulations establishing procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise.
50. The draft amendments to coordinate with the responsible authority, if the changes are related to: 50.1. project objectives;
50.2. change of the beneficiary;
50.3. the project sample outcome indicators.
51. The beneficiary, without making amendments to the project, you can make the project cost reallocation: 51.1. between this provision and 25.0 24.9. these costs in line, not exceeding five percent of the cost of a transferable and subject to this provision, 40.1.7.42 and 43 above cost limit;
51.2. This provision and 25.0 24.9. the position referred to.
52. The beneficiary shall submit a request for payment of the cooperation body, accompanied by an explanation of the rules referred to in paragraph 51 of the reallocation of costs. If this explanation is not filed or the explanation is not justified, liaison body cost reallocation may be considered not to have occurred.
53. If the project occurs during non-eligible expenditures or costs, the incidence in the beneficiary to bear from its own funds.

Project applicant meets the Cabinet of Ministers of 13 April 2010 No. 346 of the provisions of the "rules for the operational programme ' infrastructure and services ' 3.1.3.2. The project proposal is submitted to the responsible authorities within the specified N 1.3.

The project application is signed by the project head of the institution to the applicant or his authorised person P 1.8.
