Regulations No. 258 "provisions for the operational programme" human resources and employment "apakšaktivitāt" Supplement to Support employment measures for the unemployed "target groups" issued under the European Union's structural funds and the cohesion fund management law, article 18, paragraph 10 do cabinet 2008 April 8 Regulation No 258 "provisions for the operational programme" human resources and employment "apakšaktivitāt" Supplement to Support employment measures target group unemployed "(Latvian journal , 2008, nr. 59; 2009, no. 9) the following amendments: 1. Replace the text of the provisions, the word "attendant" (fold) with the word "Assistant" (fold).
2. Delete paragraph 3.2., the words "and" job seekers ".
3. To supplement the provisions under point 6.1 the following: 6.1 these rules "referred to in subparagraph 6.1. eligible activities involve them in these rules referred to in paragraph 4, the unemployed who are not involved in the activities of work skills development work under the supervision of the supervisor, or have not been involved in youth work practice according to laws and regulations, establishing procedures for the complex to be support measures for the integration of the population in the labour market, and have not been involved in the unemployed working practices or training on the employer in accordance with laws and regulations laying down the procedures for implementing the unemployed and job seekers training. 8. Replace the 24.1.17 in numbers and the words "in paragraphs 48 and 50 and 46.1.,.,., 46.2.5 46.2.1 46.2.2. and 29.3." with numbers and words ", 48 and 50.1 29.3 points and 46.1.,.,., 46.2.5 46.2.1 46.2.2. and 47.4.".
9. Express 20.8. subparagraph by the following: "the cost of updating 20.8. (reduction or exclusion), in so far as it does not affect this rule 29.3, and 50.1 points in 48., as well as this rule 46.1.,.,., 46.2.5 46.2.1 46.2.2. and 47.4. the costs referred to in point limits;".
10. Express 45 as follows: "45. European Social Fund funding recipient project plans to the following eligible cost headings: 45.1. direct costs, or the cost of project implementation the following cost headings: 45.1.1. target groups of security costs for employers, support disadvantaged workers and unemployed persons in the employment of disabled persons;
45.1.2. other project costs;
45.1.3. European regional development fund support costs according to the Council Regulation No 1083/2006, article 34 paragraph 2;
45.1.4. project information and publicity costs according to the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements;
45.2. unforeseen costs;
45.3. the indirect costs as per the cost position. "
11. Replace the 46.2.5 in the number "1000" to the number "500".
12. Supplement with 46.3. subparagraph by the following: "46.3. State social security payments from the payroll portion of the grant, if the employer's Association or Foundation whose objective is related to the provision of support to people with a specific disability."
13. Express 47 by the following: "47. This provision 45.1.2. costs referred this cost includes subheadings: 29.3. procurement procedure implementation costs;
47.2. the remuneration costs (excluding allowances and compensation which does not calculate State income tax and compulsory social insurance contributions, as well as excluding bonuses, material incentive and prize money) this provision in point 6.1 the activity implementation;
47.3. domestic travel and business travel costs (daily allowance, accommodation and transport costs) project personnel;
47.4. Office supplies and inventory costs (Office supply and inventory items (value up to 150 Lats per unit) costs, if the lifetime is less than a year) and the electronic communications service costs of project implementation staff. "
14. To supplement the provisions of the following paragraph 29.3:29.3 45.1.3. These rules "referred to the costs which includes the provision of subparagraph 6.1.3 eligible costs of implementation activities, including acquisition of machines and equipment and technical AIDS for production and acquisition costs, which are covered in accordance with Commission Regulation No 1998/2006 and plan this rule 53.4., 13., and 53.6. in accordance with the procedure laid down in point, granted as a one-time grant to custom jobs recruited unemployed disabled people. 50.4. space rental and lease costs;
50.5. the space management costs (heating, electricity, management services, water supply);
50.6. Office and stationery (non-essential items in the inventory value of up to 150 Lats per unit, if the lifetime is less than a year);
50.7. internet, postal and telecommunications costs;
50.8. travel or travel costs;
50.9. business costs and supporting the project application for the preparation of the dossier. "
17. To supplement the rules by 50.1 point as follows: "The provisions of section 50.1 45.3. costs set out in the applicable indirect cost rate constant, and its extent shall be determined in accordance with the laws and regulations that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds."

19. Replace the words "in subparagraph 53.2.2." disadvantaged "employee" with the words "unemployment of disabled persons".

21. To complement the provisions of the following paragraph to 53.10: "53.10. financial aid records shall be carried out in accordance with the laws and regulations on de minimis aid tracking and allocation procedure and de minimis aid in the form of samples or other de minimis and the limited amount of aid in the form of samples and procedure."
22. Supplement with 57.1 points as follows:

"the project, 57.1 the European Social Fund, the beneficiary shall ensure that provision referred 45.1.3. cost accounting and documentation of the individual in accordance with the agreement."
23. To express 60 as follows: "60. 24. To supplement the provisions of Chapter VII, the following wording: "VII. Closing questions 61. Project whose implementation has been started, before the indirect cost rate constant, not variable indirect cost rate shall apply from 1 May 2010, excluding contract costs the enterprise application project and its supporting documentation preparation, which are applicable from the date of entry into force of the provisions.
62. 64.46.2.5. These provisions shall cease to have effect on 30 April 2010.
65. This provision 45.1.3. subparagraph shall enter into force on May 1, 2010. "
