Cabinet of Ministers Regulations No. 397 in Riga 2010 (April 27. Nr. 15.21 §) rules for national civil aviation security programme issued in accordance with the law ' on the air ' 57. the first paragraph of article 1. determines the national civil aviation security programme, which provides for civil aviation security measures (hereinafter referred to as the aviodrošīb measures) of the European Parliament and of the Council of 11 March 2008, Regulation (EC) no 300/2008 on common rules in the field of civil aviation security and repealing Regulation (EC) No 2320/2002 2. National civil aviation security programme in the Republic of Latvia is a State institution responsible the Agency "Civil Aviation Agency" (hereinafter referred to as the Civil Aviation Agency).
3. Civil Aviation Agency has the following obligations: 3.1 develop preventive measures of aviodrošīb under national and international law, taking into account the practice of civil aviation aviation safety procedures used and technology development, and ensure the implementation of these measures;
3.2. to develop and implement a national civil aviation security quality control programme;
3.3. development and implementation of a national civil aviation security training programme and to monitor its implementation;
3.4. to approve airport in the Republic of Latvia registered air operators and other aviodrošīb activities of economic operators involved in programmes in the field of civil aviation security (hereinafter referred to as the aviodrošīb programmes);
3.5. to approve airport in the Republic of Latvia registered air operators and other aviodrošīb activities of economic operators involved in the civil aviation security training programmes;
3.6 determine the qualification requirements personnel are responsible for the aviodrošīb implementation and enforcement measures in the airport, air operators and other aviodrošīb-related business operation;
3.7. to assess the airport design, construction and infrastructure development project for the effective suitability of aviodrošīb package of measures for the implementation and maintenance;
3.8. to assess airports for the equipment and system setup project compliance with the aviodrošīb of the measures;
3.9. the appropriate risk situation to announce additional aviodrošīb measures for individual or all flights, if the received information about possible threats to civil aviation;
3.10. to inform operational airport, aircraft operators and civil aviation safety related maintenance operator of changes aviodrošīb activities;
3.11. regularly check the airport, air operators and other civil aviation security of economic operators involved in aviodrošīb activities to be carried out in compliance with the national civil aviation security programme;
3.12 identify cases where according to the rules of international law requirements may be subject to derogations aviodrošīb measures, taking into account safety risk assessment;
3.13. the foreign air operators for the aviodrošīb program, which the air service from the airports of the Republic of Latvia.
4. Airport has the following responsibilities: to develop the airport 4.1 aviodrošīb program and ensure the implementation of the measures provided for therein;
4.2. assign for aviodrošīb activities of the airport coordination and management of the responsible employee who has the appropriate position according to the education and qualifications;
4.3. create a permanent Airport Commission and aviodrošīb to align its regulations with the Civil Aviation Agency;
4.4. after coordination with the security police and the national police departments responsible to provide the resources and technical means for the prevention of emergencies at the airport;
4.5. ensure departing passengers (including transfer and transit passengers arriving in Latvia from third countries) of baggage and hand baggage security check;
4.6. to fix the airport's airside border with restricted areas and open (uncontrollable);
4.7. to prevent vehicle (also commercial) leaving unattended airport airside, Terminal of the airport and its buildings, as well as other important object in the vicinity;
4.8. after person biographical data and previous occupation checks be issued passes that entitle persons to enter the airport's airside. Issue of passes for public administration officials on duty at the airport, take the person's biographical data and its previous occupation check is not required.
4.9. to ensure aviodrošīb implementation of the airport staff involved in the initial and in-service training of maintenance in accordance with the Civil Aviation Agency approved civil aviation security training programmes;
4.10. develop procedures for airport personnel working for duty airport airside is allowed to bring, use and store prohibited articles, substances (including liquids) and work instruments, and its compliance with control procedures;
4.11. to develop baggage security screening procedure applicable if for technical reasons does not operate any of the baggage screening equipment;
4.12. to ensure adequate safety checks of persons with reduced mobility and their mobility equipment and accessories;
4.13. provide public order in the territory of the airport in uncontrolled and its surroundings;
4.14. to take the necessary additional security measures in accordance with the provisions of section 8.2 of the Security Police received information of increased threat to civil aviation activities;
4.15 ensure that baggage would not be loaded onto the aircraft, if the possessor of this luggage for a flight registered but the aircraft has not climbed;
4.16. the development of the airport's internal action plan for civil aviation operations risk and not less frequently than once a year to organize the risks to staff involved in job training;
4.17. develop specific additional security inspection measures, which the airport can provide foreign air operators, if the host country has announced the following security control measures.
5. the operator of an aircraft shall have the following duties: 5.1 to designate air operators of aviodrošīb coordination of measures and management of responsible employee who has the post in question appropriate education and qualification;

5.2. develop the aircraft operator's aviodrošīb program and ensure the implementation of the measures provided for therein;
5.3. fulfil all the necessary aviodrošīb measures, making the transport of passengers and luggage, as well as the transport of cargo, mail, express shipments or courier base airport or flight;
5.4. to inform the passengers and shippers on civil aviation applicable security requirements and ensure that it is complied with.
5.5. develop aircraft security screening procedures and to ensure their implementation;
5.6. develop procedures by which allowed access to parked aircraft and ensure compliance with them;
5.7. to ensure that food items and air operator materials necessary for flight, prior to loading of the aircraft would be appropriate security measures;
5.8. develop and incorporate air operators in aviodrošīb security measures are applied to particular monitored transported passengers.
6. public joint stock company "Latvian air traffic" has the following responsibilities: 6.1. ensuring air navigation system and infrastructure protection;
6.2. to provide fixed telecommunications network of aviation in continuous operation and monitoring;
6.3. collaborate with airport authorities and other agencies to respond to acts of unlawful interference against civil aviation;
6.4. to report aviation fixed telecommunications network address list foreign authorities about the illegal seizure of aircraft or other threats to civil aviation;
6.5. develop aviodrošīb programmes and to ensure the implementation of the measures provided for therein;
6.6. to provide the assistance necessary to ensure the security of the flight, if the territory of the Republic of Latvia to cross the aircraft that threatens or may jeopardise the security of civil aviation;
6.7. to provide the necessary information about the flight of the aircraft, which endangers or may endanger the security of civil aviation, the national air traffic control services, which may be responsible for the management of future flight this aircraft in flight.
7. The operator who works airside area, fulfilling the airport aviodrošīb in the above requirements and cooperate in implementing aviodrošīb measures.
8. the security police has the following responsibilities: 8.1. According to competence to collect, examine and evaluate information about threats to the security of civil aviation;
8.2. to inform the civil aviation authorities and economic operators about the increased risk to civil aviation activities and the need to introduce additional aviodrošīb measures;
8.3. to drive special measures hostage, aircraft or seizure of civil aviation facilities;
8.4. to exchange information with other participating States to the competent authorities about the threat to civil aviation or illegal interference in its operation;
8.5. to take measures to prevent acts of unlawful interference in civil aviation activities or threats, as well as prevent its consequences;
8.6. to inform the foreign security authorities about possible threats to national security, if such information is held by the security police.
9. the national police has the following responsibilities: 9.1. special measures to control, where the explosive devices are discovered or there is risk of explosion;
9.2. participate in activities to prevent acts of unlawful interference against civil aviation in action or threat thereof;
9.3. to examine foreign air operators of the country of registration of the request for authorisation for armed aircraft crew or other security presence of armed persons on board an aircraft, doing flights to or from the Republic of Latvia.
10. the national police has the following responsibilities at the border crossing point, set up at the airport: 10.1 spend up to the aircraft by persons who are expelled from the force of the Republic of Latvia;
10.2. to participate in the efforts to prevent acts of unlawful interference in civil aviation activities or its threat.
11. the Customs authorities shall have the following responsibilities: 11.1. to cooperate with the airport's aviation security service to detect dangerous or prohibited items in the luggage of passengers as well as cargo and postal items;
11.2. to control arms export licences before making the conveyance of weapons by air;
11.3. to report to law enforcement authorities for the transport of dangerous object detection.
12. The postal authorities ensure mailing safety inspection before transfer of consignment for carriage by air.
13. the economic operators that have been approved for the official cargo agents for delivery by air: 13.1. comply with the safety requirements under the official freight agent security programme;
13.2. the air carrier transferring the cargo or mail, which has the appropriate security measures, and provide protection against unauthorized access by security measures.
14. the economic operators who are cleaning up in the cabin of the aircraft, and merchant who supplied aircraft operator supplies or equipment required for the flight, take precautions to prevent prohibited articles into the aircraft, as well as unauthorized access to airport airside imported goods for security measures.
15. the national fire and rescue service has the following responsibilities: to manage and perform 15.1 fire extinguishing and rescue work;
15.2. to evacuate casualties from the risk areas and, if necessary, give them first aid.
16. Emergency medical service provides medical assistance to victims.
