General issues 1. determine the climate of the financial instrument (financial instrument) funded project open competition complex solutions to reduce greenhouse gas emissions national and local training institutions in buildings "(hereinafter referred to as the competition) regulations , evaluation criteria and application, examination, approval and financing procedures.
2. The aim of the competition is the reduction of carbon dioxide emissions, reducing heat and lighting electricity consumption of the Republic of Latvia founded and established local training institutions (hereinafter referred to as the State and municipal vocational training institutions) buildings.
3. The implementation of the responsible authority is the Ministry of the environment (hereinafter referred to as the responsible authority). The monitoring of the implementation of projects carried out under the limited liability company "environmental investment fund" (hereinafter referred to as the environmental investment fund).
4. The competition within the financial instrument for the funding available is 10 225 798 dollars. The competition within one project the minimum financial instruments available funding is 30 000 lats, maximum funding of financial instruments – 1 000 000 lats.
5. The maximum amount of funding of the financial instrument is 85% of the total eligible costs of the project amount. The remaining eligible costs of the project shall be borne by the applicant (hereinafter referred to as project applicant) who has entered into an agreement with the responsible authority and the environmental investment fund for project implementation (beneficiary). National professional educational institutions of 15% of the project total eligible costs provided from the State budget.
6. in each building where the implemented project activities, must be complied with the following criteria: 6.1. consumption of heating heating not exceeding 100 kWh/m2 per year. Heat consumption year calculated in accordance with the laws and regulations on energy efficiency calculation method;
6.2. reduction of carbon dioxide emissions the efficiency indicator (efficiency), the carbon dioxide emission reductions relative to the project for the required funding of the financial instrument is not less than 0.35 kgCO2/Ls/year. Carbon dioxide emission reductions calculated in accordance with Annex 1 of these rules.
7. within the framework of the contest projects approved for activities implemented by the beneficiary up to December 1, 2011.
8. in order to ensure the quality of implementation of the project and its relevance to the greatest possible reduction of carbon dioxide emissions, the project applicant comply with sustainable design and construction, as well as the "green procurement" principles, including defining the constructor and contractor selection criteria.
9. If the beneficiary establishes that the activities provided for in the project may not be implemented until 2011. on 1 December, the beneficiary no later than 1 November 2011 we can request an extension of the contract of the project, submitted to the responsible body and environmental investment fund the application, specifying the circumstances which hinder the implementation of the agreement. If the responsible authority in the application of these conditions is recognised, the beneficiary, the responsible authority and the environmental investment fund enters into a written agreement on the amendment of the Treaty, extending the agreement, but not longer than a year. Amendment to the agreement in connection with the extension of the project agreement may be done once.
10. Financial instrument for the implementation of the projects financed the preparation of contract conclusion, amendment and termination of the project implementation review of the inspection and control arrangements for the implementation of the project is determined by the laws and regulations concerning the financial instrument for the implementation of the projects financed, reporting and verification.
II. Requirements for the project applicant 11. project applicants are State or municipal vocational training institutions.
12. One project applicant may submit one project submission. Project application can include activities that are intended to implement one or more buildings. On the same building may submit only one project submission.

III. The tender requirements within buildings, assisted activities, eligible and non-eligible costs within the framework of the contest on 14 may qualify for funding projects that include activities planned to implement buildings that meet the following requirements: 14.1. the building is the property of the applicant of the project or the possession of, or, if the building is a State or municipal property, is requesting project uses a term not less than five years after the planned completion of project implementation and is recorded in the land register;
14.2. the building uses the function of vocational training, and in accordance with the laws and regulations that govern the classification of the structures, corresponds to one of the following building classes: 14.2.1. schools, universities, and scientific research for building (code 1263);
14.2.2. the hotel (code 12110102);
14.2.3. sports building (code 1265).
15. in the framework of the competition supports the following project activities:

15.1. energy audits, technical research findings, including the evaluation of alternatives, construction and preparation of the technical documentation and coordination according to the energy performance of buildings and the construction of the regulatory laws;
15.2. energy efficiency enhancing reconstruction, renovation or simplified renovation;
15.3. heating Exchange from fossil energy sources to renewable energy sources, including renewable energy sources (solar collectors, heat pumps air or earth, granular or chips boilers) installation and connection;
15.4. the reconstruction and renovation of utilities, including simplified reconstruction and renovation, work out, if they are appropriate to reduce the consumption of heat energy audits;
9.6. energy-efficient lighting Setup;
15.6. the buildings delimiting structural test construction, gaiscaurlaidīb test carried out according to gaiscaurlaidīb tests measuring regulatory laws, and termofotografēšan;
15.7. the project publicity measures.
16. in the framework of the competition are the following applicable project costs: 16.1 these rules 25.2, 25.3, 25.4.. and 15.8. design application referred to in the technical documentation preparation costs;
16.2. the implementation of the project technical documentation – a construction or renovation projects, simplified development costs;
16.3. the cost of the building if the building of the performers concluded service agreement;
16.4. autoruzraudzīb costs if the performers concluded with the autoruzraudzīb service contract;
16.5. the cost of the works and buildings for reconstruction or refurbishment, if such works are included in the energy audit report and certified architects or certified civil engineer (if planned simplified renovation) signed memorandum as the measures to be taken and provides heat to reduce consumption;
16.6. the reconstruction and renovation of utilities, including simplified reconstruction and renovation, the cost of the work, where such work is included in the energy audit report and certified architects or certified civil engineer (if planned simplified renovation) signed memorandum as the measures to be taken and provides heat to reduce consumption;
16.7. energy-efficient lighting installation costs, if it is for an energy audit report and supports the reduce consumption of electricity;
16.8. renewable energy sources (solar collectors, heat pumps air or earth, granular or chips boilers) connection and installation costs, if the way is supplied heating system switching from fossil energy sources to renewable energy sources;
10.5. the costs relating to information and publicity measures in implementation of the project;
16.10. the costs associated with building construction inspection of delimiting construction, gaiscaurlaidīb test carried out according to gaiscaurlaidīb tests measuring regulatory laws, and termofotografēšan;
16.11 energy plan development costs if the plan service agreement has been concluded;
16.12. building the dissemination through the manufacturing and installation costs, if the energy certification of buildings was carried out according to the regulations on the energy performance of buildings.
17. the costs considered eligible if they meet the following provisions: 17.1. paragraph 16 of the above-mentioned costs;
17.2. is necessary for the implementation of the project and are included in the project application and agreement with the responsible authority and the environmental investment Fund (hereinafter the project);
17.3. is encountered after invitation to tender (except for the preparation of the technical documentation of the project costs), but not later than the expiry of the implementation of the project;
17.4. is actually carried out, subject to the financial management, economy and efficiency, sustainable design and construction, the cultural monuments protection requirements, if the building is a national protected cultural monument or part thereof, as well as the "green procurement";
17.5. the project is specified in the applicant's bookkeeping, identifiable, separate from the rest of the cost of the test, as well as certified with the appropriate justification of the original document or the original of the document derivatives made according to the laws governing the proceedings laid down in the document production and design requirements;
10.9. the project is specified, interim or final report, adding the treaty draft copies of documents (for example, project agreements, the work of the reception and transmission of acts, invoices, payment orders);
17.7. are included as depreciable fixed assets are those assets, which are recorded in the project included building.
18. the eligible costs of the project are subject to the following ceilings: 18.1. this rule 16.1, 16.2, 16.3 and 16.4 of the technical documentation referred to in development, autoruzraudzīb and building costs together must not exceed 10% of the project application in the estimated eligible costs;
18.2. the project costs related to information and publicity measures for the implementation of the project, shall not exceed 0.5% of the application specified in the project scheduled for eligible costs;
18.3. the unexpected costs of technical project design or construction and comply with this rule 17, can be included in the eligible costs of the project, by amending the contract of the project, but may not exceed 5% of the project specified in the application scheduled for eligible costs of the works;
18.4. the eligible costs that exceed the approved project total eligible costs shall not be covered from the project budget.
19. The project budget included in ineligible costs borne by the beneficiary.
20. in the framework of the competition does not apply are the following: 20.1. costs not mentioned in this provision in paragraph 16 and 17;
20.2. the costs that exceed this provision of paragraph 18 of the cost constraints;
20.3. costs incurred prior to the invitation to tender (except this rule 16.1 and 16.2. projects referred to in the application and implementation of the project for the preparation of the technical documentation costs) or after the expiry of the implementation of the project;
20.4. the replacement or repair of electrical equipment costs (for example, washing machine, tv, or the acquisition or repair of refrigerators);

20.5. costs not specified in the energy audit report and certified architects or certified civil engineer in the explanatory memorandum or these documents are indicated as non-eligible costs of the project;
20.6. routine maintenance expenses;
20.7. working capital acquisition costs;
12.9. leasing and lease transaction costs;
20.9. payment for loan processing, design and booking, interest payments, payments on money transfers, commissions, losses due to currency exchange and other direct financial expenditure;
20.10. the value added tax payments if they are recoverable from the State budget;
20.11. costs associated with the preparation of project submissions, including pay for consultancy services and other services, except for this provision, paragraph 16;
20.12. costs incurred, if the purchase is not carried out in accordance with the public procurement law;
20.13. area home improvement and landscaping costs, excluding the costs of organizing the construction of the zone in the area around the building after work.
20.14. any type of mobile equipment and the acquisition cost of the vehicle;
20.15. costs related to the purchase of equipment, lease or repairs, intended for the transport of persons or which are used for loading, unloading, handling or transportation;
20.16. second-hand and the acquisition cost of the equipment;
20.17. consideration of the legal, financial and technical consultancy fees during the implementation of the project;
20.18. investment costs of the public service;
20.19. costs related to the investments of the financial revenue generating project.
IV. Invitation to tender procedures 21. Tender advertised 15 working days after the date of entry into force of the provisions of all these provisions referred to in paragraph 3.
22. the responsible authority shall call for competition is made by placing an advert in the newspaper "journal", the responsible authority website (www.vidm.gov.lv) and environmental investment fund's Web site (URwww.lvif.gov.lv). The date of the invitation to tender for the responsible authority internet site is placed in the draft guidelines for applicants.
23. The advertisement shall state the name of the project tender submission deadline (date and time) and location (address of responsible authority).
24. the deadline for submission of projects may not be less than 45 working days from the date of the invitation to tender.
V. application and project submission procedures 25. To enter the competition, the applicant shall provide the project responsible body project submission. Application of the project include: 25.1. fill the project application form (annex 2);
25.2. in accordance with the laws and regulations on the energy performance of buildings certified energoauditor made energy audit report (annex 3);
25.3. the certified architects or certified civil engineer (if planned simplified renovation) signed a memorandum with the construction cost estimate (annex 4);
25.4. the technological equipment specification with them (if applicable);
25.5. the building energy consumption calculation in accordance with Latvian standards LV EN ISO 13790:2009 "energy performance of buildings. Space heating and cooling energy calculation (ISO 13790:2008) ' using the passive building design program, the variable power system simulation program, or an analog calculation software, if applicable. The calculation shall be submitted, if the application includes a building with the heat consumption for heating, which, after implementation of the project shall not exceed 60 kWh/m2 per year;
6. in addition to supporting documents: If the project applicant 25.6.1. is municipal vocational training authority – municipal decision statement on the implementation of the project and the necessary co-financing;
25.6.2. national cultural monument protection Inspectorate issued certificate to show the national protected cultural monument status (if applicable). If the applicant does not have the application of the draft statement added, it retrieves the responsible authority of the administrative procedure law;
25.6.3. national cultural monument protection Inspectorate's opinion on this rule 25.3. in compliance with the document referred to the cultural monuments protection requirements, if the building is a national protected cultural monument or part thereof;
25.6.4. copies of the notice on the results of the procurement procedure if the applicant is a project from this rule 16.2., 25.2, 25.3, 25.4.. and those under 25.5. technical documentation components are developed before the invitation to tender;
25.6.5. industry Ministry issued a statement that the professional education institutions development and investment strategy are coherent;
25.6.6. a statement that the building in which the project activity for at least five years after the implementation of the project will not use or it will not be dismantled. The attestation shall be issued by the Ministry of industry, which is subordinated to the State institutional vocational training authority, if the applicant is a national professional education institution or municipality, if the applicant is a local professional education institution.
26. Purchases, you need this rule 25.2, 25.3, 25.4.. and 25.5. the application referred to in the preparation of the technical documentation, the implementation of the project technical documentation (construction or building project and simplified renovation receipt card) design and implementation of the project, the project applicant or beneficiary shall be carried out in accordance with the public procurement law and according to the "green procurement". If the applicant is one of this rule 16.2., 25.2, 25.3, 25.4.. and those under 25.5. technical documentation components are developed before the invitation to tender, the project applicant must ensure compliance with the joint submission dossier.
27. the project application can be submitted in paper form or electronic form of a document. Project submissions in paper form may be submitted personally or sent by mail (original) by adding identical fill the project application form electronically on the electronic media. The project application to the electronic document sent by electronic mail, signed with a secure electronic signature and confirm with the time stamp under the electronic Act.
28. the responsible authority shall submit an application for the project shall be established in accordance with the following conditions:

28.1. If the application is sent by post, at the time it considered the postmark shows the date of shipment. In the event of a dispute, the applicant must prove to the time when the post put post;
28.2. where the application is submitted in person, at the time it considered the stamp of the authority responsible for the project specified in the date of receipt of the application;
28.3. the application shall be accompanied, where the electronic document, for its submission shall be deemed to be the time when the project application is sent via electronic mail. In the event of a dispute, the applicant must prove to the time when the application is sent to the project.
29. the project applicant, prepare a project application, comply with the following conditions: 29.1. the project prepared and presented in accordance with the laws governing the proceedings laid down in the document production and design requirements;
29.2. the project submission form prepared into Latvian language except the project submission form section 2.2.2;
29.3. in addition to the deliverables documents drawn up into Latvian language. If this is not possible, they shall be accompanied by the Latvian language translations of documents that certify the legal order;
29.4. the project submission form is used in all the calculations currency – lats, funding of the financial instrument and the total eligible costs indicated in dollars, rounded to two decimal places;
29.5. the project application is completed without deletions, not specified for deletions, aizkrāsojum, corrections and additions;
18.4. the project is added to the application in addition to submit original or a copy of the document to which the relevant authority has evidence of compliance with the original copies;

29.9.2. application form in DOC or DOCX format development, energy audit report and opinion of the technical survey: DOC, DOCX, PDF or JPG format, drawings-PDF format, and a timeline-xls or XLSX format.
30. when sending the application for the project by mail or submit it in person, the responsible authority shall be placed in sealed packages marked "Tender for complex solutions to reduce greenhouse gas emissions national and local training institutions buildings" and "not to be opened before the start of the" evaluation of the project.
31. the competent authority shall register the project submissions, give them identification numbers and seven working days after the project submission deadline for the submission of written notice to the applicant of the project the project application identification number. Vi. evaluation of the application and the draft decision on financing the project submissions 32. valued project submission Evaluation Commission (hereinafter referred to as the Evaluation Commission). 34. the administrative application evaluation of projects is carried out in accordance with the rules referred to in annex 5, the administrative evaluation criteria. Criteria for the evaluation of conformity is assessed with "Yes", "no" or "NA" ("Yes", "no" meet-does not meet, "NA"-not true).
35. in the case of non-compliance with one or more of the provisions of annex 5, 3.4, 3.6.1, 3.6.2, 3.6.3., 3.6.4, 3.6.5, 3.6.6..., 4.1., 4.2., 4.3, 4.4, 4.5, 4.6, 4.7, 4.8, 5.2, 5.3, 5.5, 5.6, and in paragraph 15.3.8, 13, 14, 16, 17, 18, 19, 20, 21, 22, 23 and 24 of the above evaluation criteria, the responsible authority shall inform the applicant of the project and found calls to clarify the application of the project. Clarification of the application of the project deadline is 10 working days from the receipt of the information by the responsible authority.
36. 37. Where the applicant authority is not made within the time limit specified in the project application or after the submission of the draft assessment does not meet one or more of the administrative evaluation criteria, the responsible authority shall take a decision on the application of the non-compliance of the draft administrative evaluation criteria and project submissions not evaluated further.
38. project quality evaluation of the application of these provisions is carried out in accordance with annex 6 quality referred to in the evaluation criteria. Maximum per project are awarded 30 points.
39. evaluation by the Commission, if necessary by experts, examine the application specified in the project achievable indicators (annex 2 to these regulations 2.7) compliance with planned project activities and the technical documentation submitted. 41. If during the test is determined that the project applicant project application or its annexes has provided false information, the responsible authority is entitled to take a decision on the rejection of the application for the project.
42. After the submission of projects for the evaluation of the quality evaluation criteria the Evaluation Commission ranked in descending order according to the quality evaluation criteria the resulting points.
43. If multiple project submissions received the same number of points, the responsible authority in deciding the project's approval of the application, the priority given to the application of the project with the highest energy efficiency indicators in accordance with the quality evaluation criteria.
44. the responsible authority shall decide on the approval of the project application based on the assessment of the Commission, if the following conditions are met: 44.1. the project submission complies with all administrative evaluation criteria;
44.2. the application of the project project activities envisaged in the implementation of these provisions by ranking 43, in the order mentioned in paragraph sufficient funding is available;
44.3. the Ministry of industry, which is subordinated to the State institutional vocational training institution or municipality has shown that building, for the application of the project for at least five years after completion of the project will not use or it will not be dismantled.
45. the project evaluation shall be two months from the project calendar for the submission of the last days. The Evaluation Commission is entitled to extend the term, but not longer than one calendar month.
VII. conclusion of the contract and the project implementation conditions 46. the responsible authority within 10 working days after the decision on the application of the project approval or rejection is sent to the applicant, the relevant draft decision. If the applicant is a national vocational training authority, the decision shall also be sent to the Ministry of industry, which is subordinated to the institutional vocational training authority.
47. the project the applicant within 10 working days after the decision on the application for the approval of the project receiving the settlement account opened the Treasury (hereinafter the project), to be eligible for funding, as well as the conclusion of the contract of the project to make all the payments related to the implementation of the project. If the applicant is a national vocational training authority, the industry Ministry will open a project account according to legislation on the budget and financial management.
48. the project the applicant within 30 days after receipt of the decision of the authority responsible for the approval of the project application, concluding the project agreement. If the applicant is a national professional education institution, the contract is concluded with a responsible authority environmental investment fund and Ministry of industry, which is subordinated to the institutional vocational training authority.
49. If the applicant does not conclude a project agreement within 30 days after receipt of the decision of the responsible authority, the project, the applicant loses the right to enter into this agreement. The responsible authority and the environmental investment fund project agreement to conclude the applicant whose application has the next highest number of points according to the quality evaluation criteria, if the balance of the funding of the financial instrument is sufficient to finance this project.
50. All project expenses incurred by the beneficiaries with written contracts and accounting documents.
51. in order to ensure the publicity of the project, the funding recipient: 51.1. during project implementation not less frequently than quarterly to prepare information about project activities and results, including the impact on the environment and energy efficiency in General and open discussion will inform the professional education institutions management, training forces and students;
51.2. during the implementation of the project have at least one measure, which inform the public about the project activities and results;

52. The duration of the contract for each three-month period (hereinafter referred to as project quarter) to the project in the following month of the quarter, the twentieth date, the beneficiary shall submit an environmental investment fund report on project implementation progress (hereinafter the interim report), prepared in accordance with the model annexed to the project. The interim report shall be accompanied by the project project activities set out in the contract and supporting documents of payment (for example, contracts, acceptance and surrender provisions, invoices, packing slips).
53. During the month following the expiry of the deadline for implementation of the beneficiary shall submit an environmental investment fund report on the entire project implementation period (hereinafter referred to as the final report), prepared in accordance with the model annexed to the project. The final report of the project is added to the project activities set out in the contract and supporting documents of payment (for example, contracts, acceptance and surrender provisions, invoices, packing slips).
54. five years after the implementation deadline the beneficiary each year conduct project monitoring and the results until next January 31, submit an environmental investment fund project monitoring report of the results of the project to the model annexed to the Treaty.
VIII. Funding available to the recipient of the payment and receipt conditions

55. If the beneficiary is a public vocational training authority, implementing the project, the payments shall be made within the financial instrument for the implementation of the project for the Ministry's budget, which is subordinated to the institutional State professional education institution. The share of the financial instrument for the implementation of the project plan as a transfer received from responsible authorities in a separate programme or subprogrammes in the budget.
56. Beneficiaries-municipal vocational education authority-is available in the following types of payments: 56.1. advance payment up to 50% of the projects approved for funding in the amount of the financial instrument;
56.2. one or more interim payments, which total amount is up to 40% of the projects approved for funding in the amount of the financial instrument;
56.3. final payment, taking into account the funding recipient paid advances and intermediate payments shall not exceed the approved project funding, the amount of the financial instrument.
57. The beneficiaries-municipal professional education institution – payments can be obtained if the following conditions are met: 57.1. the advance payment can be paid if the beneficiary has submitted an environmental investment fund advance payment request drawn up according to the project the model annexed to the Treaty;
57.2. interim payment can be paid if the beneficiary has submitted an environmental investment fund interim report on the previous quarter and the project's request for an interim payment, as well as add interim payment request for eligible costs included in the supporting documents under the project contract and environmental investment fund have approved the interim report.
